Of course, we respect the independence of this House and provide support indirectly to the House through the parliamentary security directorate. I can assure the hon. Lady that we provide a considerable amount of resource to the House in respect of this threat.
I sympathise with my right hon. Friend. On this Chinese matter, he will face countervailing pressures and arguments on the economic side and on the security side. In his statement, he made great play of the six welcome measures that the Government have taken to toughen Britain’s stance towards the Chinese Government. Can he give the House any evidence that the Chinese Government have altered their behaviour in any way at all in response to that tough response from the British Government?
It is never the case that the United Kingdom Government trade off economic security for national security. National security always comes first in the approach we take, and we have seen action in response to the measures we have taken: for example, we have blocked Chinese acquisitions of companies in this country through the National Security and Investment Act 2021, so we are biting directly.

Commons ChamberThe Minister has said that he wants a proportionate response and I take that point. I also thank him for the talks we have had about this issue, which is the basis of my support for new clause 1. However, one thing he has not yet addressed is the timescale. Clearly, a lot of kit that we would regard as suspicious under the Bill needs to be removed. Can he give some indication of what sort of timescale we will need to remove it?
I thank my right hon. Friend for the constructive conversations that we have had in getting ready for today’s debate. He is slightly pre-empting some remarks that I will come to later. I hope that he saw the announcement that the Government made the other day. It is in the nature of the work that we are doing that, first, we wish to remove devices and components that pose a security risk to sensitive sites—I will say more about the timescale for that later. Secondly, we intend through the use of the unit and the provisions in the Bill to prevent similar devices and components from entering our sites in future. It is a two-part process: first, get rid of what is already there and, secondly, prevent other such services from coming in in future.
I did not send the hon. Lady a copy of my speech but I am glad she has jumped into this because I want to move on to that point now.
Finishing on the point I have been making, however, it is good that the Government are moving on this, but I do not think they have moved enough because I am very worried about the word “sensitive”, which the Minister is talking about. I will come back to that, but this move will begin to bring us into line with the United States, who moved on this under their Hikvision Act, which banned it back in 2019. It is worth reminding colleagues, too, that the European Union is also ahead of us on this now, because the President has said that they must do some “de-risking” on the issue of threats from China. So we are coming back into line on doing that and the west is waking up to this threat.
It is not just about all the threats that are clear under the obligations and the data China collects—it data-harvests, by the way. When the Government said that they were banning TikTok from Government telephones, I made the observation that that is not enough because people might still have TikTok on their own phones. Having run a Department for six years, I know that Ministers’ telephones sit on their desks next to their Government telephones, and therefore the Chinese will be data-harvesting on the back of that. One of my Government colleagues said that he wants to get in touch with the younger people; fat chance they are going to listen to a word they are saying. The truth is he should get rid of TikTok like the rest and be real about it. We must now make it clear that Government telephones and the telephones of Ministers should no longer have TikTok.
I am glad that my right hon. Friend has moved this amendment, which as he knows I strongly support. To return to my point about timescale, security cameras are normally replaced every five to seven years. Does he think we have five to seven years in which we can leave these cameras in place in public sector buildings, or would he like their removal to be accelerated?
The Cabinet Office must now decide the pace of this change. I hear that it is talking about six months and will come forward with a clear and explicit decision. In line with what my right hon. Friend has just said, it ought to explain the timescales for how Departments are going to take them away and how quickly, and an endpoint. That is critical, because otherwise, as I saw with the FOIs, Government Departments will do whatever they can not to do this because they are frightened and they say it will cost them extra. What really costs us is if they fail to do it.

Commons ChamberYes, our plan is to clear the initial asylum backlog by the end of next year. It is about 117,000 on currently published statistics. The hon. Member talked about the Government and where we are, but he forgets to mention that if we look at what is currently happening across Europe, we see that the number of asylum claims in France and Germany is up by 50%, and that is because the global migratory patterns have completely and utterly changed. That is why the current system is obsolete and why we need to take steps to adapt to the new regime and ensure that we have proper control of our borders. That is what our reforms will deliver.
I strongly support the measures announced by the Prime Minister and, in particular, his framing of the issue as a matter of fairness, because tough but fair border controls and asylum policy is exactly where the British people are. Does he agree that in communities across the country, including my constituency, the visible measure of success will be when some of the hotels currently housing asylum seekers can be returned to their normal use? Will he make that a priority?
I thank my right hon. Friend both for absolutely championing the issue for his constituents and for the advice that he has provided to the Home Secretary and me, given his experience, on how best to tackle the problems that we face. I very much value and appreciate that support. He is absolutely right: what people want to see is our hotels going back to their normal use in their communities and flights departing that remove people who should not be here. The Home Secretary, the Immigration Minister and I will work tirelessly to deliver that for him and for the country.

Commons ChamberAs the hon. Lady will know, people access care, or work in the care industry, in different ways. That is why I am keen to continue the national recruitment programme, working with the Department for Work and Pensions. As for the £500 million that I have announced today, the local NHS, working with local trusts and local councils, will clearly be in a better position to decide, in a more differentiated fashion, on the best way of spending that money through not just buying packages but support for the sector. Let me also remind the hon. Lady that since last year we have changed the universal credit taper rate so that people keep much more of the benefits they may receive. However, I am also conscious of the need for us to continue to try and encourage people to come into the care sector, and that is a joint endeavour.
I welcome my right hon. Friend to her new post, and I welcome her statement. I especially welcome the social care discharge fund, but, as she knows, the problems of under-capacity in the care sector, which filter into the whole NHS, are not just a winter crisis but a chronic problem. May I therefore urge her to take seriously a suggestion from the leaders of the care sector—I know it is on her desk at the moment—that something equivalent to the Teach First system should be introduced in social care, so that we can get some of the brightest and best young people to take it up as a career in their early years of work? That would not solve the whole problem by any means, but it would be a significant step towards raising the status of the profession.
My right hon. Friend is correct to raise this strategic challenge, which I am confident that the Care Minister my hon. Friend the Member for Harborough (Neil O'Brien), will be looking at carefully. Recognising the challenge, the Prime Minister has set out clearly that she wants to see a rebalancing of funding within the health and social care system. I am sure we will make progress on achieving that, informed by how the £500 million fund will be spent and the outcomes it will produce.

Commons ChamberLike many others, I suspect, my initial reaction on hearing of the Queen’s death was not just sadness and regret, but a peculiar sense of uncertainty. How could the world continue without this magnificent woman playing a central role in the background of all our lives? Also like many others, I was privileged and lucky enough to meet the Queen a number of times and can add to the testimonies of many other Members about her warmth, kindness, vast depth of knowledge, razor-sharp mind and fabulously dry sense of humour. My best evidence of the latter was one of those Privy Council meetings that takes place when a new member is appointed—I am happy to report to my right hon. Friend the Member for Welwyn Hatfield (Grant Shapps) that it was not his—and involves a lot of kneeling, moving, kneeling again, holding a Bible, kissing and talking. Politicians are good at words, but many of them are not very good at choreography and I vividly remember one occasion when somebody got it badly wrong. There was chaos. My right hon. Friend was nothing on that. As hon. Members can imagine, it provoked silent but extreme hilarity and glee among all the close friends of the poor wretch who had got it so badly wrong. I looked across and the Queen’s face was completely impassive, but the look in her eyes told me that the person biting their tongue hardest in that room was Her Majesty.
One of the Queen’s greatest personal attributes was that, despite being royalty all her life and the monarch for 70 years, she did not have a trace of self-regarding pomposity. But her many personal attributes were not enough to make her a great leader—she had so much more than that to give. Particularly, she had a genius for necessary reform, for taking an ancient institution of huge importance and changing it little by little so that it stayed relevant in fast-moving times. She enabled the monarchy to remain ancient and modern. It is an extraordinary achievement.
Even in the last 48 hours, we have seen that the new King is proceeding along the same path, with the televising of the Accession Council and the unexpected walkabout at Buckingham Palace yesterday. Those tell us that King Charles will preserve the traditions of the monarchy while keeping it fit for the 21st century and beyond, so we can be assured that we will continue to have a people’s monarchy. There can be no greater tribute to the late Queen, and no better platform for the new King, than that we can say with great confidence, “God save the King”.

I congratulate my right hon. Friend on resisting the siren voices in this House and outside telling him to withdraw from the European convention on human rights altogether. His decision to stay in it is in the best traditions of pragmatic, sensible, one nation Conservatism. Will he also confirm that the permission test he talked about to stop frivolous uses of human rights legislation simply inserts into the British courts a right already available to the Strasbourg Court under article 35 of the convention?

Commons ChamberWe took every possible step to step up our supply of tests. We tripled the supplies, and deliveries went up to 900,000 a day. To listen to Labour Members, Mr Speaker, you would not believe that this was the country that was conducting more tests per head than any other in Europe. They are simply refusing to give credit where it is due. I appreciate that huge numbers of people want to be tested, but we are doing our level best to meet demand.
I very much welcome my right hon. Friend’s announcements today. One of the best things we could do, both for public health and for our hard-pressed hospitals, is to make sure that the small but significant number of people who refuse vaccination altogether are persuaded of the error of their ways, so can I ask my right hon. Friend to redouble the Government’s efforts? Some people will no doubt be completely, misguidedly recalcitrant, but I believe that the vast majority are persuadable. Whether through education, advertising, or frankly anything this side of coercion, can he redouble the Government’s efforts to persuade those who are unvaccinated to take the jab?
My right hon. Friend is quite right, and that is why we are enlisting the help of community leaders up and down the country—anybody who speaks with authority in communities—to get that message across. That is also why the vaccine taskforce, as I recall, spent £675,000 on outreach to hard-to-reach groups. What did the Opposition say? They said that the funding could not be justified.

Commons ChamberAs we have heard, James was a model of what we would want our MP, our Minister, and, most of all, our friend to be. I first met James in the shadow Home Affairs team before the 2010 election and then as junior Ministers in the Home Office for four years, and he was the perfect colleague. Many was the evening we spent giving each other mutual support not just because of the pressures of the job, but because of the added pressures of working for an exceptionally demanding Home Secretary. He was diligent, thoughtful, collegiate, and an absolute team player. To revive an old cliché: he was absolutely a man whom you would go into the jungle with—he would have your back.
All these tributes to his political effectiveness are not just standard conventional remarks to make on an occasion like this. We can simply look at the facts. James was appointed and reappointed to a succession of really difficult ministerial jobs by all three Prime Ministers since 2010. Almost no one else has negotiated those particular rapids as successfully as James has. In paying tribute to him, of course we mourn with Cathy and the children, but we should also celebrate James’s political legacy, because, above all, he showed that it was possible to be a completely admirable human being and a successful Member of Parliament, and, in these times, that is a great and important memory to leave all of us.

Commons ChamberI thank the hon. Lady. The prescriptions that she asks for are actually already provided for on the basis of clinical advice.
There has been much debate about how the money is being raised, but of more concern is how the money is going to be spent. My fear is that, once you start spending on perfectly proper things like the NHS backlog, there will never come a point where there is enough money in the new fund to transfer to social care, which needs it now. You cannot spend the same pound twice. So can my right hon. Friend guarantee that the social care sector will itself see a significant uplift in its support in the immediate future?
My right hon. Friend has done great work on this subject and I am indebted to him for some of the advice that he has given to me personally about how to proceed in this. He is right in what he says. The issue is making sure that the funding goes where it is needed and that it is specifically ring-fenced. The investments in social care will be protected by the Government and by the Treasury.

Commons ChamberOne of the most important things that we agreed at the G7, along with the Carbis Bay principles that I have outlined and that will form part of the health treaty, was that we should work together to increase vaccine manufacturing capacity and fill-and-finish facilities around the world, particularly in sub-Saharan Africa. I have to tell the right hon. Gentleman that it has only been a few months since these vaccines were invented; we are going as fast as we can, but our ambition is to vaccinate the world by the end of next year.
The G7 meeting was exactly the face that modern Britain should present to the world: competent and confident. In terms of the substance, the UK commitment to share 100 million vaccines with less developed countries is an extremely welcome first step. Can my right hon. Friend guarantee that the 70 million doses that will be delivered through 2022 will be in addition to our existing aid budget.
