I was not aware of that development, but I am interested to hear of it. It is becoming clear that under the new localism and devolution proposals advanced by the Government, different approaches are being adopted by local government. Some councils are responding sensibly and creatively to their new freedoms, while others are responding less well.
Inside London, bus fares have gone up under Boris Johnson. This is a tax on people’s jobs, as constituents like mine who have to travel long distances to work now have to face this additional daily cost. Ken Livingstone, the Labour candidate for the mayoral elections, has identified a recurring £330 million sum in Transport for London’s budget; should that not go back to those hard-working people through a reduction in their daily bus fares?

Commons ChamberOne of the biggest incentives to drive illegally is the premium imposed by insurance companies. There are various schemes to try to reduce those costs, particularly for young drivers who are a problem in this regard. GPS can measure journey times, the hours of the day when people travel, and who else is in the car. Is the Department in negotiation with insurance companies to progress such schemes so that young people can afford insurance premiums and avoid driving without insurance?
Yes, we have frequent discussions with the insurance industry, but I must stress that being insured is not a choice; it is a legal requirement. We are trying to drive down the cost, which is partly the result of uninsured drivers driving up the cost of those who are insured, creating a perverse incentive, and partly the result of fraud, which is a massive issue that the Select Committee considered and to which I gave evidence. We are working with the insurance industry on some of the measures referred to by the hon. Gentleman. It is also important when requesting an insurance quote to tell the truth, for example about the number of points on one’s driving record, so that the insurance is not invalid when a claim is made.

Friend has a strong record in her former capacity as a London Assembly Member for representing the views of residents on this issue, as she has in her current capacity as the hon. Member for Ealing Central and Acton. There are always pros and cons to be considered in relation to the impact on business of congestion charging schemes. No doubt when the Mayor made the decision on the western extension zone he will have taken on board her concerns about the impact on small businesses on the periphery and boundary of that zone.
Notwithstanding the fact that this is a devolved matter, the Department provides a great deal of resources to the Mayor of London for traffic issues. His removal of the western extension has cut £70 million annually from his revenue stream. Did the Department express any concerns at any time about the effect of that cut on funding for future transport schemes in London? The rest of us are paying higher charges and fares as a result of that hole in the Mayor’s budget.
This is a devolved matter. The settlement was established by the Labour Government, who made it clear that congestion charging matters were rightly for the Mayor of London to decide and not for Ministers in Whitehall.

I absolutely agree with that. From memory, the train company that operates in Bristol is the same one that operates the bus service, and it is in the commercial interests of FirstGroup to ensure that the bus is attractively priced to encourage a through journey by rail and bus, rather than encouraging people to drive the whole way, which may be the consequence of that particular pricing policy.
One issue that neither the Government nor the Mayor of London’s office can continue to ignore is the daily congestion at the Blackwall tunnel and the need for a third crossing to relieve that congestion. If there is the slightest incident, the whole of east London and south-east London comes to a standstill. Will the Minister ensure that in every future discussion between the Mayor’s office and his Department, that issue is on the agenda, because we cannot continue with this logjam in our capital city?

I understand that additional capacity is being considered by the Under-Secretary of State for Transport, my hon. Friend the Member for Hemel Hempstead (Mike Penning), but the hon. Gentleman will appreciate that London falls outside the White Paper’s remit.

The Highways Agency and the rail directorate within the Department for Transport are in constant contact with Transport for London. TfL has responsibility for strategic roads in London and needs to operate continuously in conjunction with the Highways Agency. My understanding is that the service on the tube network has been pretty good over the last two days. There may be isolated incidents such as that to which the hon. Lady has referred, but on the whole the service has been good.
The Secretary of State really must get a grip on this situation. For my constituents, Southeastern Trains provides the main route into London as we do not have access to the London underground. We have no trains running on the service through Eltham this morning, yet people are standing on the platforms and the station concourse because they do not know what is going on. What is the Secretary of State doing to make sure that train operating companies are giving up-to-date information to people who might mistakenly be standing on cold platforms waiting for trains that are never going to turn up?

I agree with the hon. Gentleman that the lack of information is inexcusable. The Office of Rail Regulation said this morning that it will have its inspectors out on the Southeastern and Southern networks, looking at the information that is being provided and making sure that operators are meeting their obligations under their franchise contracts, and if they are not they will be dealt with according to the provisions in those franchise contracts.

Friend has campaigning for many years to get the tolls removed from the Dartford river crossing, but we need the investment not only for vehicle recognition, so that we can have free flow coming through and the realignment of the road, but for the preliminary work for the new crossing.
In the Secretary of State’s response to the resilience review, he stated that he was dissatisfied with previous performance and the level of disruption and that it would be sorted in time for this winter. What went wrong? His response just now was not good enough. It is not good enough just to say that there has been a bit extra snow.

Let me make this clear: when we have extremely heavy snow and extremely low temperatures, there will be disruption to the transport system. The question is not about whether there is disruption. The question we now have to ask is whether anything could or should have been done that was not done. If there is anything, we will learn the lessons from that.
In the events earlier this year, the problem was that local authorities and the Highways Agency had inadequate supplies of salt and grit. We have more than adequate supplies of salt and grit and we have new equipment out on the strategic road network. Six runs per day across the strategic road network have been going on over the past 48 hours. The strategic road network, with one or two specific exceptions, is open and operating today.

This is not about the commercial position of franchisees; it is about the economic benefits. We are not just looking at costs and revenue. If revenues were able to justify the costs, franchisees would be able to do the work on their own, without Government support. We are looking typically at situations where the revenue from fares does not cover the costs, but the wider economic benefits justify the investment of public money.
My constituents are served by Southeastern and face the highest fare increases in the south-east network. They also suffer from pixies on the line—or rather, PIXCs: passengers in excess of capacity—at peak times, and there is a plan to deliver 12-car trains at peak times on that section of the network. Do the Government still intend to deliver those 12-car trains and relieve the congestion on the line?

That is part of the Thameslink project—12-car trains running with Southeastern—and it will go ahead.

I do not expect an answer to this point of order today, but I wonder whether you can seek clarification through Mr Speaker regarding the release of Government statements to the Liberal Democrats prior to their being made in the House. Members on the Liberal Democrat Benches have no higher status than Back Benchers on the Opposition Benches. The last time I looked, the hon. Member for Lewes (Norman Baker) was the transport spokesman for the Liberal Democrats, and he is now sitting on the Government Benches as the Under-Secretary of State for Transport. I would like to know whether what has happened is common practice. Has it happened before, exactly what can we expect in the future, and will Mr Speaker look into it?
That is not really a point of order for me in the Chair. However, the hon. Gentleman has got his point on the record, and I understand that the Secretary of State wants to be helpful to him.

The Swindon to Kemble project, which my hon. Friend mentions, was uniquely the only Network Rail scheme brought forward under the regional funding allocation system. It had not submitted a business case to the Department before the cut-off date of 10 June, but it is the type of scheme that might be put forward in a future locally prioritised funding process. Alternatively, it might be submitted as a proposal for control period 5 in the Network Rail settlement from 2015.
Will the Secretary of State provide some clarification of the Prime Minister’s comments at the CBI yesterday—reported in today’s media—where he seemed to give a commitment to building the Thames gateway bridge, which, as the Secretary of State will be aware, was abandoned by Mayor Boris when he was first elected? That seems to suggest a lack of communication between City Hall and No. 10. People in south-east London are demanding that something be done about the daily congestion that builds up at the Blackwall tunnel. If the Secretary of State is in communication with the Mayor, will he consider that option since many local people are demanding that something be done about that daily nightmare?

I have not seen my right hon. Friend’s speech, but I suspect that he was referring to the statement made last week about the Dartford crossing, where we have made the tough decision to increase charges. We have also made a commitment that the crossing will not be sold, as the previous Government proposed, and that we will work up proposals for additional capacity crossing the Thames at or in the region of that area.

Commons ChamberIt is clear that this Government are determined to provide encouragement to airlines to fly greener planes and to switch to flying fuller planes. That is what is behind the proposals we will make on reforming air passenger duty, and it will help to address the concerns around so-called ghost flights.
Turning to the hon. Lady’s specific example, that is primarily a matter for British Airways. I understand from the airline that some planes flew with low passenger loads, some were freight-only, and some had only crew on board, to ensure that the aeroplanes were in the right place to resume passenger operations once the dispute ended. That is a concern to us because of the environmental impact of empty flights. Unfortunately, that is another negative consequence of the industrial dispute and another reason why I urge the parties to get back round the table to ensure that it is resolved as soon as possible to prevent a recurrence.
4. What plans he has for the future of the national concessionary bus fare scheme.

The Government’s commitment to protect free bus travel for older people is set out in the coalition agreement. The right to free bus travel for both older and disabled people is enshrined in primary legislation.
Will the hon. Gentleman be the Government’s conscience on the freedom pass, because when one looks at all the people who have tried to undermine it in the past, one realises that they have all been Conservatives. They have described the pass as a stealth tax, or said that it goes to the wrong people. Would it be a resigning issue for him if the scheme were to be watered down in any way, and will he keep a weather eye out for those nasty colleagues of his who always try to undermine the freedom pass?

It is something of a record to ask a Minister whether he might consider resigning when he is answering his first departmental question. I am happy to assure the hon. Gentleman that the coalition—both parties—are committed to free bus travel for older people, as I set out. Indeed, that is enshrined in primary legislation, so I think that his fears are groundless.
