Commons ChamberI am going to make a little more progress.
Only six years ago, 40% of our electricity came from coal; now that figure is less than 5%. In 2018, more than a third of our electricity was generated by renewables, and earlier this year the UK went a whole fortnight without using electricity generated from coal, the first time this has happened since the industrial revolution. We have the largest installed offshore wind capacity in the world, and annual support for renewables will be over £10 billion by 2021.
I am grateful for the opportunity just to say how wholeheartedly I support my right hon. Friend in what she is doing, particularly in the environmental space. Does she agree that the ability to take the leadership that the UK has demonstrated in so many areas to the rest of the world in the absolutely critical conference of the parties next year will help us to sell the benefits of the green transition and persuade every other country in the world to lift their eyes to the green prize?
My right hon. Friend makes a hugely important point, and I wholeheartedly agree and will return to it in a few moments.
We have committed to building on the record of success I have outlined, and we will accelerate the low-carbon growth that already provides more than 400,000 jobs in the United Kingdom. For example, we are supporting clean growth with investment of more than £3 billion in research and development. As we look ahead to the date when we end the sale of new petrol and diesel cars, we are generating £2.7 billion in exporting ultra-low emission vehicles. One in five battery electric cars sold in Europe was built right here in this country.
A decade on from the landmark Climate Change Act 2008, which enshrined ambition in law and marshalled action across society, we are forging ahead with legislation for the second great environmental task: nature recovery.

Commons ChamberThat is so. We have set up our marine conservation areas, and I support them, but I do not support them as a means of restricting the opportunities for fishing.
I suppose that I had better bring my remarks to a conclusion, enthusiastic as I am to go on for hours, preventing all the other Members who want to raise matters from doing so. I shall simply say that the fishing industry has the greatest and the closest interest in proper conservation, because it has an interest in the sustainability of stocks. It wants the stocks to be there to hand on to the next generation of fishermen. That is why it was always important for us to have 200-mile limits to protect our fishing, in the way that Norway, Iceland, New Zealand, Australia, America, Canada and many other nations have been able to do. We cannot do that now, however, because Ted Heath foolishly handed these powers over, just like that, without argument, to Europe. The fishing industry wants sustainable catching as well as conservation measures, and it is the only body that can enforce them and ensure that they work, because it is in the interests of the fishermen to do so.
Although the industry might have the desire to be involved in conservation measures, would the hon. Gentleman agree that, as a result of the quotas and the ridiculous policy on discards, there is no incentive for fishermen to take that long-term view? Anything we can do to align the stewardship incentives with the incentives for the industry would be extremely welcome.
I agree. That is a very important point, and well put—said he, unctuously. This comes back to my point that the only way of enforcing these measures is if the industry enforces them itself, because it is the only one who has such an interest in them. At the moment, the regulations work in a contrary direction, but if they could work with the grain of the industry, and if the industry could be involved in formulating the measures, we could get a proper, effective conservation measure that would work. That is the aim, and we should not look for measures from Europe. We should aim for a handing down of power to the industry, so as to involve it in creating sustainability and pursuing its own interests.

Lady that the independent panel will hold its meetings in different parts of England, as was the original intention with the consultation, to come to people who have concerns about forests. A huge number of organisations—more than 70—applied to go on the panel, which will engage them all by seeking information, views and evidence from them all so that everyone feels involved.
T2. May I return to the topic of the difficulties faced by pig farmers, which are particularly acute in my constituency? Is the Minister aware of the answer given by the Minister for the Armed Forces to my recent written question showing that under the previous Government less than 1% of the bacon served to our armed forces was British? Does he agree that if we are to do what we say as a Government and help British farmers, we should put our money where our mouth is and encourage the public sector to buy British?

Commons ChamberI have some concerns and I need assurances on them. The key one is public access. For the reasons given by others, it is crucial that all public access is safeguarded permanently. With respect, that could be a deal-breaker. Biodiversity and long-term environmental management are equally important, as are jobs. This is not an area with a preponderance of other jobs. Above all, as we have all found through 500 e-mails each, people want a rethink, with all options potentially on the table. That means that people need to be flexible.
My hon. Friend knows Savernake forest in my constituency probably better than I do, and we share a great concern about biodiversity and public access. Does he agree that in specifically making those issues the underpinning of the consultation process, along with other key variables, we are doing a far better job to protect public woodlands than the last Government, who sold off 25,000 acres with no consultation?
Order. I did not make a ruling from the Chair for it to be breached. This is a very important issue to Members on both sides and many want to speak.

Commons ChamberI absolutely agree with my hon. Friend, and I do so as I shunt towards the future and get away from the past. Having seen the Prescott sluice along the Lea valley, I know the wonders of the valley.
Unfortunately, in the mid-19th century, the Government failed to rise to the task of looking after the future of the waterways. A cash-strapped British Transport Commission could not provide the investment needed to open up the waterways and still focused on freight traffic, rather than on the leisure potential of the waterways. Only with Barbara Castle’s great Transport Act 1968 was British Waterways given a specific mandate to focus on exploiting the enjoyment potential of our rivers and canals. Since then, of course, the transformation has been dramatic. All hon. Members will have witnessed in our constituencies the transformation in water quality and amenities brought about by the new British Waterways strategy. In Stoke-on-Trent, the Caldon canal has been rescued from closure and now provides a stunning route from the urban gothic of the Potteries to the stark beauty of the Staffordshire moorlands. Indeed, we even have our very own Hanley regatta based on the canal.
By the early 2000s, some 200 miles of new and restored waterways were added to the 2,000 mile network—a faster expansion than at the height of the industrial revolution. Moreover, we now have an unprecedented 34,900 licensed boats on the network and some 11 million people visit its waters and banks every year. According to Her Majesty’s Treasury, out of the £330 million total value of inland waterways managed and owned by British Waterways, the amenity and recreational use amounts to £230 million and the use for freight £700,000—but that £700,000 is not to be sniffed at, and it was with great pleasure that we learned that Tesco has begun to move much of its wine stock by canal.
Yet a revived canal network has also proved a highly effective vehicle for some £10 billion-worth of urban regeneration. Whereas once we in this country sought to deny our industrial inland heritage, with buildings jutting up to the canal edge, offering no space for waterside walks or civic space, canals are championed today as placemakers and urban signifiers.
I am grateful to the hon. Gentleman for bringing such a fascinating topic to the Floor of the House. I am delighted to listen to the eloquent things that he says about the value that canals bring to our localities. In my case, the Kennet and Avon is the longest in-water canal in the country—if I may make that proud boast—but I submit that its restoration had much to do with the volunteer activity of the Kennet and Avon Canal Trust, plus a hefty dose of lottery money, delivered not coincidentally under the last Conservative Government. Of course, British Waterways had a part to play in that, but it is much more a reflection of the local love, enthusiasm and energy that the volunteers in my constituency feel for such an important asset.
I am in full agreement with the hon. Lady. The wonder of canals is the civil society, the volunteering and the ethos around them. I was a trustee of the Heritage Lottery Fund in a previous life and followed with interest the Kennet and Avon’s progress. We have seen in all sorts of communities along the Kennet and Avon the regeneration aspects brought by canals.
