My right hon. Friend, who has a huge wealth of experience at the Dispatch Box in this particular field, is, unsurprisingly, absolutely right. We have fantastic, very high food standards here; they are world leading. That is why I hope and, as I say, I think it is right that we will be able, ultimately, to secure a good and practical, pragmatic agreement with the EU. Again, that just outlines why it was so important for us to take that action last week in order to ensure that we have the space to do exactly that.
Previously, it was “limited” and “specific” and now it is operational and pragmatic—different words, but the net result is still the same. The Secretary of State touched on this in an earlier answer, but let me press him: can he confirm whether anything that the Government have proposed in the unilateral extension of the grace period does, or potentially might, breach international legal obligations with the arrangements that we have entered into? And given his previous record on this matter, why should any partner believe a single word that the Government say?
I think the hon. Gentleman’s question is self-contradictory. He should know from experience of the UQ last year that I will always give him a very straight answer, even if it is a difficult one. The situation, as I said to the hon. Member for Sheffield, Heeley, is that these measures are lawful. They are within our obligations delivering on the protocol. They are operational. They are temporary, but I also say to him that we are entirely consistent. We are consistent through all these measures that our core focus is protecting the Good Friday/Belfast agreement, the peace process and ensuring that we respect that—not just north-south, but east-west as well.

My hon. Friend, as ever, makes a really powerful point. The best way forward—this is what we are all focused on, and I am sure our partners and friends in the EU are, in good faith, as well—is to get the agreement on a free trade deal that delivers on all those issues in the right and appropriate way. I say to Members across the House that it would be wholly wrong for the UK Government not to take this approach to ensure that, should that fail, there is a safety net to ensure that in January businesses and people in Northern Ireland know that they have the confidence of a structure in place that delivers on our promises. He is absolutely right. Our focus remains on getting that positive agreement.
Hon. Members across the House have talked about the importance of trust and how this will damage the trust of our European Union partners in the trade negotiations that we are currently undertaking. The timing is strange, as we head towards the crunch point for those negotiations. Was it an intentional effect or an unintended consequence that we have put this torpedo into the confidence of the European Union just as we are heading towards that point, making it much more likely that we have destroyed its trust in us and that the no-deal scenario that so many Conservative Members want to achieve is actually achieved?
The hon. Gentleman may wish to look back in Hansard at what my hon. Friends and other hon. Members have said this afternoon and previously. Our desire, as I have outlined, is to get a free trade agreement, as the previous question asked by my hon. Friend the Member for Wycombe (Mr Baker) specifically outlined. We are still working on that, but I have confidence that the negotiators of the UK and EU will be able to do that in the full knowledge that what we will outline in the UK internal market Bill tomorrow is a safety net should they not succeed. It is good practice for the Government to be ready for all scenarios. It would be inappropriate for us not to prepare the UK for all scenarios should those negotiations fail, but they are where our focus is and they are the way we want to go forward. I am confident that they will do so positively.

Commons ChamberThe simple answer is that it is not. We want to make sure that we meet our commitments in a way that imposes a minimal burden on business and provides unfettered access. We are absolutely clear that we will provide that unfettered access and legislate for it through this House.
My hon. Friend the shadow Secretary of State has already mentioned the severity of job losses at Bombardier, which drives a whole host of other supply-chain companies. What is the Minister doing to support capital investment in the supply chain to maintain jobs and skills at this particular time?
The hon. Gentleman is absolutely right: the supply chain is crucially important to this industry. Making sure that we take the right approach to unfettered access and that we provide support across both the UK and the Northern Ireland economies is crucial in that respect. That is why we are working very closely with colleagues at BEIS and in the Executive to make sure that the support is there up and down the supply chain.

Whether that is because the right hon. Gentleman does not judge himself to be a particular authority on bus-buying or because he regards reference to the matter as beneath the dignity of his undoubtedly high office—whichever it is—he has made his choice.
My friend the Member for North Antrim (Ian Paisley) and I were in discussions over the summer about how we could promote the manufacturing sector in buses and low-emission buses. That is his commitment to his constituency. What specific conversations has the Secretary of State had with the company, or perhaps with the family, about removing the block on the sale of the land and possibly even taking it into a trust so that manufacturing can continue there?
As I said in my statement, it is really important that everybody who thinks they could help to unlock this process does what is in the best interests of the people of Ballymena and the employees of the company.

I completely agree. I was trying to make this point in response to a couple of earlier questions, but let me have another crack at it. For members of Her Majesty’s armed forces serving on the ground, no matter where they are, if they are on similar kinds of operation, the practical effect and feel of those operations will be the same. My hon. Friend, who is my parliamentary neighbour in Somerset, is absolutely right to make that point. It is not an acceptable justification for inaction for any Government to say, “The legal basis is different, and therefore we cannot solve this.”
All I am saying is that the legal solution has to be different because the legal basis is different, even though soldiers may not care or worry about it. If we do not take that difference of legal basis into account, the answer we come up with will not work in protecting them. We want to protect them properly and successfully. If we do not, the first malicious prosecution that is mounted in a court and knocks a hole in it will show that our efforts have been in vain. My hon. Friend is right. This is an explanation of why it is different; it is not a justification for not acting, nor is it a justification for not succeeding in coming up with an identical outcome, even though it has to be based on different legal foundations.
Chester is a proud garrison city, and I am proud to represent ex-service and current service families, many of whom have raised their concerns with me. Their concerns are generally twofold. The first is that these seem to be arbitrary fishing investigations—and investigations are just as stressful as prosecutions. Secondly, the right hon. Member for Rayleigh and Wickford (Mr Francois) talked about rancid deals. Of course there had to be a deal under the Good Friday agreement, but my constituents’ concern is clear: that deal should be applied equally and fairly to all sides.
“Equally and fairly to all sides” have to be our watch-words for the outcome of publishing the results of the consultation and the process of coming up with a Bill that works. It has to be equal and fair to both sides, otherwise it will not endure, it will not work, and it will not protect our forces in the way that we all want.

Commons ChamberWe debated this point at some length in the Northern Ireland Budget (Anticipation and Adjustments) (No. 2) Bill yesterday, and the frustration from all sides at the lack of a Northern Ireland Executive was palpable. As my right hon. Friend the Secretary of State mentioned earlier, she has met representatives of the five main political parties in Northern Ireland and the Irish Government recently, and I can confirm that discussions have been ongoing since then.
Does the Minister share my concern at the increasing polarisation of politics in the UK, and particularly in Northern Ireland? Is he satisfied that there is sufficient diversity and pluralism within political representation there to make the re-establishment of the Assembly a success?
We elect the politicians we deserve. The hon. Gentleman is absolutely right that there are periodic calls for a greater variety of representation and range of representation in this Parliament and, I am sure, in Stormont. The difficulty in Northern Ireland is that Northern Ireland’s politics has been far more polarised for a long time. We are trying, collectively, on all sides, to usher it back towards the centre ground and co-operation at least.

Commons ChamberI agree wholeheartedly with my right hon. Friend. As I said at the recent Police Federation conference in Northern Ireland, we owe all those who served an enormous debt of gratitude. Without the contribution of our armed forces and police, there would quite simply have been no peace process in Northern Ireland. I want to reassure my right hon. Friend that we are consulting on how to address the legacy of the past. This is a consultation.
Chester is a garrison city, and numerous constituents who have retired from the services are affected by uncertainty. I have no problem with crimes being investigated where there is evidence, but what comfort can the Secretary of State give those servicemen and ex-servicemen in my constituency who have served honourably and are living under a cloud of suspicion and uncertainty?
Those people are living under that cloud of uncertainty under the current system, and I want to see an end to the disproportionate focus on our veterans that is happening under that current mechanism. There is widespread agreement that the current system is not working. I urge the hon. Gentleman and all his constituents to respond to the consultation—we are consulting.
