The right hon. Gentleman knows as well as I do that that figure is not available, but we could not take this issue more seriously. That is why we have tagging under the domestic abuse perpetrators on licence approach, and probation services have a wider set of powers, many of which I have mentioned, including restrictions on licence conditions to prohibit offenders from driving or attending public events. It is right that we bring in our world-leading restriction zones to ensure that it is the perpetrators, not the victims of domestic violence, who have to alter their lives. We will continue to prioritise and work on this issue, and he is right to raise it.

I speak regularly to victims of crime and their families in Harlow, and I find some of their stories absolutely heartbreaking. I feel really angry that there are men in our society who think it is okay to treat women in the way they do, and I am sure that people across the House feel the same way. One thing that victims and their families raise with me is their concern about how easy it is for perpetrators—these vile individuals—to take their tags off. What can the Minister say about the punishment that will be handed down to those individuals who tamper with their tags or try to take them off?

I share my hon. Friend’s anger. Since taking on this role, I have felt very angry not just with some of the perpetrators and the cases that we see come across our desks, but with the 14 years of failure that left us in the situation we are in. We are working at pace to improve the technology and the application of the tagging system. [Interruption.] The Conservatives chunter from the Opposition Benches, but they wasted £100 million on tags that did not work. We are working to ensure that this scheme is effective, and we are working at pace to pick up the pieces that were left behind.

No. We recognise how important it is for schools to plan their budgets and we know that they are keenly awaiting the announcement this afternoon. That is why we have made the announcement as quickly as possible, and much quicker than at any point over the past 10 years. We will continue to work with schools to help them deliver for the children in their care. We know that that is their priority and it is our priority, too.

For 14 years, I saw my profession treated like dirt by the Conservative party: undervalued, underpaid and undermined at every single turn. Does the Minister agree that not only should we be paying our teachers fairly, but we should be treating them with respect, and that the only decent teacher recruitment the Conservative party did was to recruit former teachers to the Labour Benches?

My hon. Friend rightly remarks on his service as a teacher. It is incredibly valued. The one message we want to send to the school system is about the extent to which we value the teachers and the headteachers who support their schools to thrive, and the extent to which we support the support staff who are the beating heart of schools in every community. We will continue to do so.

We recognise the challenges in the area that the hon. Gentleman represents. A SEND improvement board chaired independently by Dame Christine Lenehan oversees progress and provides challenge. We know that the system needs wholesale reform; we are working at pace and will make an announcement as soon as possible.

T10.  Wednesday is Young Carers Action Day. Will the Minister join me in thanking young carers for all that they do, and commit herself to ensuring that there is greater awareness of them in schools? I must say that schools in my constituency do very well in that regard.

Our Children’s Wellbeing and Schools Bill is a whole package of measures that will not only deliver landmark reforms to child safeguarding, but unleash the ability of all schools to collaborate and work together in operating under this new accountability system to drive high and rising standards. This will ensure that every child has the offer of a national curriculum, a qualified teacher in every classroom, and high and rising standards in every school in England.

I thank the Minister for her statement, particularly considering the awful news she had to convey to this House. As a former teacher, I saw at first hand the damage that high-stakes single-word Ofsted judgments had on teachers and headteachers not just in my constituency of Harlow, but across Essex. I welcome this Government’s focus on raising standards in our schools, but does she recognise that under the previous Government there was far too much focus on stick rather than carrot when it came to supporting teachers? Any change to the Ofsted framework needs to support our hard-working teachers, whose mental health and wellbeing are rock bottom at the moment.

I thank my hon. Friend for that question, and I commend him for his experience in the classroom, which is clearly valuable. We always want to encourage more teachers. Indeed, the whole reasoning behind these reforms is to create an accountability system that recognises good practice and identifies where improvements can be made, but also diagnoses how such improvements can be made and ensures there is the ability to create a self-improving system among our schools, so that they can support one another to drive forward those improvements in the interests of everybody. It is not about punishing schools; it is about supporting schools to create those improvements, which we know that they want and we want to see for children.

I talk to special educational needs co-ordinators across Harlow and Essex on a regular basis, partly because my best friend is one. He tells me that a number of special educational needs co-ordinators—easy for me to say—are leaving the profession because of their high workload and the stress that it causes. What support will the Government give to ensure that special educational needs co-ordinators get the support, including mental health support, that they need?

My hon. Friend is a strong advocate for special educational needs in his community. We know that SENCOs perform a vital function in making sure that children and their families get the support they need to access the education they deserve. He is right that they deserve support as well. We need to encourage more people to be trained up in and understand the needs of children with special educational needs so that everybody can play their part in creating an inclusive education system.
