I politely remind the right hon. Lady that we have record employment in Wales. Tough commercial decisions have been made in recent months, particularly by Hitachi. However, I point to the good economic news in Wales, particularly the record job numbers.

Dydd Gŵyl Dewi hapus for Friday, Mr Speaker. I pay my good wishes to Sam on the sad loss of Paul Flynn. This is the first chance I have had to do that. He was a great man. He actually stood in my constituency in 1974.

In January, Dyson announced the relocation of its HQ to Singapore, Hitachi ended its interest in Wylfa and Airbus said it was prepared to leave Wales in the event of a no-deal Brexit. The Government’s handling of Brexit has been described as a “disgrace” by Airbus’s Tom Enders and a “state of total confusion” by tycoon Sir Martin Sorrell. What message does that send to international investors and traders about trading opportunities in Wales?

If I might politely say so, the hon. Gentleman is being a little selective with his examples. I would point him to the employment figures. The real figures show that foreign direct investment last year created 3,107 new Welsh jobs, which is a 20% increase. I understand why he might want to paint a gloomy picture. Airbus has made it perfectly clear that it does not want no deal. It wants a deal, and the best thing that he and his party could do is support the deal when it comes before the House.

The hon. Lady raises an important point. We are certainly not abandoning that area of Wales. I reiterate that this was a commercial decision. We are committing £120 million to the north Wales growth deal, which we hope to get over the line as soon as practically possibly. The Government’s decision to agree to take an equity stake, to secure a strike price and to underwrite the debt on that project, was incredibly generous.

Since 2013, we have seen the cancellation of the Atlantic Array wind turbines off south Wales, the cancellation of the Celtic Array wind farms off north wales, the cancellation of the Cardiff-Swansea rail line in 2018, the cancellation of the Swansea bay tidal lagoon in 2018 and—to cap it all, the cancellation of cancellations— the cancellation of Wylfa Newydd last week, which was a £16 billion investment that would have transformed the economy of north Wales. Will the Secretary of State support the establishment of an inquiry, which the CBI in Wales has called for, to uncover why this Conservative Government are incapable of delivering large infrastructure projects in Wales?

The hon. Gentleman seems to miss the fact that these are commercial decisions to put these projects on hold. In terms of Hitachi, it is a suspended project. We will continue to engage with Hitachi regarding options for the site. We are absolutely committed to creating a broad-based, resilient economy through our industrial strategy, and we will continue to work with the private sector, local partners and the Welsh Government to ensure that Wales prospers. I hope that Members across the House welcome the news this week that the employment rate in Wales now matches that of the UK for the first time since my right hon. Friend the Member for Wokingham (John Redwood) was the Secretary of State for Wales.

It is a pleasure to serve under your chairmanship, Mr Sharma. I welcome the Minister again; this is the second time in two weeks that we have met in a Committee on a statutory instrument that devolves additional powers to Wales, and long may that continue. Once again I welcome the devolution of additional powers, but once again—with your permission, Mr Sharma—I must issue my own warnings and express my own concerns about power going the other way, should Brexit go forward, with respect to additional finance to Wales from Europe and the additional powers that we had under the previous system.

These powers for Welsh Government were set out as part of the St David’s Day agreement and the Wales Act 2017. Unfortunately I was not here then, because I was on an enforced two-year sabbatical—the public had spoken—but I was here last year when the amounts for borrowing were increased from £500 million to £1 billion, which I welcome.

The order will enable Welsh Ministers to issue bonds for capital investment infrastructure, and it will come into force on 1 December, subject to its approval today. It is good to see that the relevant Treasury Ministers have already given that approval. For the first time, the Welsh Government will have the full suite of borrowing options at their disposal, which is an extremely important step towards ensuring that ambitious infrastructure plans can continue to be invested in and delivered on, even as capital budgets in Wales decline—they have declined massively since 2010. At a time of historically low interest rates, these additional borrowing powers are very timely.

As with all forms of borrowing, bonds must naturally be repaid, and will ultimately have an impact on the revenue available to the Welsh Government to fund day-to-day services. It is important to note that the Cabinet Secretary for Finance, Mark Drakeford, has already stated in the Assembly that, in line with the Welsh Government’s approach to capital, they will always exhaust the least expensive forms of capital before using other sources of repayable capital.

The Welsh Government’s capital spending plans, as set out in their draft Budget 2019-20, which was published in October, are based on £250 million of capital borrowing over the next two years, so plans are already afoot, showing that the Welsh Government have been proactive and visionary in knowing that they would get the additional funding. That level of borrowing will help Welsh Labour to deliver the priorities set out in the Wales infrastructure investment plan midpoint review. I therefore welcome these measures.

It is a pleasure to serve under your esteemed chairmanship, Mr Hollobone.

I welcome the Minister to his place, for the second time this afternoon. He is the fourth Minister in one year; let us hope he stays around during this crucial period in our political history. I give a big thank you to my hon. Friend the Member for Wrexham (Ian C. Lucas) for securing the debate and for speaking so lucidly. A reflection of the importance of this debate can be seen in the number of Labour Members who attended it—nine MPs, I believe, which is almost a third of the Welsh parliamentary party.

My hon. Friend the Member for Wrexham made an excellent speech in which he drew out some important issues, such as the lack of clarity in the whole Brexit process—I share that concern—and ensuring that Wales stays a net beneficiary of the funding. He also, rightly, talked about the disparity within Wales, between east Wales, and west Wales and the valleys.

The hon. Member for Monmouth (David T. C. Davies) went off on one, I think. He had an opportunity to highlight some important issues, but he made some unsubstantiated claims and did not even mention the issue of EU funding. He was one of two Conservatives who argued for extra centralisation of powers with the shared prosperity fund. That worries me.

The hon. Member for Ceredigion (Ben Lake) mentioned the importance of rurality—I share those concerns too, as I have a rural constituency myself—and the fact that he does not want the shared prosperity fund to be Barnettised. My hon. Friend the Member for Cardiff Central (Jo Stevens) mentioned the importance of funding for universities and schools. That is key, because our universities should be driving our 21st-century economy.

I pay tribute to the work of my hon. Friend the Member for Aberavon (Stephen Kinnock) on his all-party parliamentary group for post-Brexit funding, which is taking a cross-party approach, which is the way it should be. He drew out several points: that the devolution settlement should be respected, that there should be no power grab or financial grab, that we have had a lack of detail so far and that we do not want Wales to suffer financially as a result of voting for Brexit.

My hon. Friend the Member for Ynys Môn (Albert Owen) listed the many benefits of being a member of the European Union and a recipient of the highest levels of European grant in the whole of Europe. He is a great campaigner on energy, which is his specific focus, and he dreamt up the name “Energy Island” for Ynys Môn—he is Mr Energy Island himself. He said that there should be more devolution to the areas of Wales. All around, we had some excellent contributions.

From my own perspective, I am very worried about the slipping timescale for the consultation on the shared prosperity fund. There have been 113 written parliamentary questions about the shared prosperity fund, two of them from me about the timing. We were promised that the consultation would take place in 2018, but on the last day in Parliament before the summer recess, it was slipped out that the consultation would be by the end of 2018. We are now almost at the end of 2018 and there has been no mention yet. Please, may we have some detail on the timing?

I share concerns expressed around the Chamber about how much funding we will receive. Before the Brexit referendum, the Brexiteers came into Wales to say, “Wales will not suffer. It will have exactly the same funding after Brexit as it did before.” We want to ensure that that will be the case. Another of my concerns about the European funding is that we had both capital funding under the ERDF and revenue funding under ESF. We want to ensure that that continues. In Wales, we benefited tremendously from it.

This is not all just from a party political perspective, so I will finish with the words of the Federation of Small Businesses:

“The FSB calls for the devolved nations to retain the powers to set their own allocations and frameworks for how funding should be prioritised, which takes account of local economic needs.

Regional policy is fundamentally about balancing economic outcomes. As economic development is a devolved function, we believe Welsh Government are best placed to deliver any replacement funding through the Shared Prosperity Fund”.

So please, no power grab by the centre. Leave those powers and that finance in Wales.

I do not think I have, but I am sure it will be on my agenda shortly. I am looking forward to going to north Wales, and I was in Cardiff on the second day of my appointment.

I thank all hon. Members for their contributions, and for their kind wishes on my appointment as Parliamentary Under-Secretary of State for Wales. It is a great honour to be asked to join the Department and to carry on the work of my predecessors. Although I have not yet been in the job a week, I understand and recognise many of the issues that have been raised. Someone said that they are a passionate lot in Wales; that has been exemplified this afternoon, and it is an incredibly important debate to have.

As the hon. Member for Wrexham pointed out, Wales has been a net beneficiary of funding from the EU. By the time the current cycle finishes in 2020, Wales will have received more than £5 billion. The hon. Gentleman’s constituency has benefited from that funding to the tune of more than £14 million between 2005 and 2016. Projects such as the community resource centre in his constituency, Coedpoeth Enterprise and Lifelong Learning Centre, and the west Wrexham learning project have received funding from Europe. It is understandable that they, like other organisations in Wales, both large and small, will want to know what comes next.

The hon. Member for Aberavon (Stephen Kinnock) mentioned that as part of our 2017 manifesto, we set out proposals for a UK shared prosperity fund, which would

“reduce inequalities between communities across our four nations”.

As part of that commitment, we recognise the role that the Welsh Government and other devolved Administrations have played in delivering structural funds over the last 20 or so years. We are absolutely committed to engaging with them as we develop the proposals. The Government have already begun discussions, which will continue, at official and ministerial levels.

Since 2016, we have worked together to agree deals; the Cardiff and Swansea deals are together worth £2.5 billion. We are working on a £120 million deal for north Wales, which I have already had a briefing on and am very keen to get involved in, to see what I can do to help deliver those projects. That was announced in the Budget, as Members will be aware, along with a commitment to start work on a deal for mid-Wales. Those are examples of our Governments working together across administrative boundaries to strike deals that will power economic growth throughout Wales.

The shared prosperity fund provides the UK with an enormous opportunity to redefine the way we invest our money in line with priorities unique to the people, communities and businesses across all nations of our Union, not least Wales. It is right that these groups be afforded the chance to express their views directly to all Governments on the priorities and most effective structures for future funding. Our forthcoming public consultation is an important first step in shaping those discussions, and will ensure that interested parties from across the UK are given the opportunity to inform the debate.

This debate is a starting point, but the consultation will begin before the end of the year. It will be for others in Government to announce the date, but given that we are halfway through November, it is probably easy to work out that the hon. Gentleman will not have long to wait for the consultation to begin.

It is a pleasure to serve under your chairmanship, Mr Pritchard. I, too, welcome the Minister to his place. I hope that he lasts a little longer—or perhaps a lot longer—than his predecessor.

The draft order has the Opposition’s support. It amends existing legislation to reflect the existence of the Welsh Revenue Authority, and we welcome the ability of the WRA to raise up to £300 million in tax, which is indeed welcome in Wales. It is a further devolution of powers, and Labour, as the party of devolution—we introduced devolution to Wales, and indeed to Scotland, Northern Ireland and London—is naturally supportive of that.

However, it is a little disappointing that although Whitehall is giving devolution with one hand, it is taking it away with the other. There is a debate this afternoon at 4.30 on the shared prosperity fund, which we believe the Government will use to take power, finance and responsibility away from Wales, but that remains to be seen.

No one wants to be held here longer than they ought to, so I will highlight what the Opposition support. Article 2 recognises that the Welsh Government must be able to decide themselves whether Assembly Members could be the chairperson or a non-executive member of the Welsh Revenue Authority. We welcome that addition, because the decision should be made by the Assembly. We welcome articles 3 and 4, which ensure that the WRA is subject to existing laws and regulations. The Minister mentioned the Freedom of Information Act 2000, which Labour introduced. Consequently, we support the extension in this legislation, as we support the right of whistleblowers to whistle and blow without being penalised.

Article 5 applies to the WRA the same reporting requirements that are currently applied to HMRC in relation to money laundering and terrorist financing. Again, we support those responsibilities being moved to the WRA. Having gone through those few brief points, we support the order before us.

The order provides for a number of consequential changes to UK law as a result of Assembly Acts to establish the Welsh Revenue Authority and a land transaction tax in Wales. I welcome the Opposition’s support. I cannot possibly describe my first run-out as Minister as a love-in, but it was as collaborative—

It certainly was not a kicking. When I played rugby in Cardiff against the Welsh Assembly a couple of years ago, that is exactly what we got. I welcome the collaborative approach of the hon. Gentleman, and between us and the Welsh Government to manage the transition to devolved taxes. The order is further evidence of that approach. We will continue to work constructively with the Welsh Government in preparing for the introduction of Welsh income tax rates from next April. These powers provide substantial levers for the Welsh Government to support the Welsh economy and to deliver a mature devolution settlement for Wales. I commend the order to the Committee.

First, may I add my condolences to the families of Lord Crickhowell and Lord Richard, who were two servants of Parliament and of Wales?

Many great themes have been explored by speakers on both sides of the House. On growth deals and city deals, my right hon. Friend the Member for Delyn (David Hanson) and the right hon. Member for Clwyd West (Mr Jones), and indeed my hon. Friend the Member for Ynys Môn (Albert Owen), spoke about the need to speed up the north Wales growth deal—I agree. The hon. Member for Ceredigion (Ben Lake) mentioned rural parity with urban areas, which is also a valid point, especially in relation to digital connectivity. The right hon. Member for Clwyd West wanted devolution for north Wales, the hon. Member for Glasgow North (Patrick Grady) wanted the devolution of policing, and the hon. Members for Monmouth (David T. C. Davies) and for Montgomeryshire (Glyn Davies) wanted cross-border services and cross-border devolution. My hon. Friend the Member for Cardiff North (Anna McMorrin) spoke of a Brexit power grab against the devolved Assemblies and Parliaments.

On green energy, the right hon. Member for Clwyd West spoke about the tidal lagoon, as did my hon. Friend the Member for Ynys Môn. My hon. Friend has coined the term “Energy Island”, and he spoke about the need for Wales to develop a world vision and to be a world leader for green energy. On transport, the right hon. Member for Clwyd West—he is getting a lot of mentions; I agreed with him on many points—talked about the need for electrification of the north Wales railway line and for it to be connected to Manchester airport and HS2.

The hon. Member for Glasgow North said that Wales would bear the brunt of Brexit, with a 10% drop in the Welsh economy, and my hon. Friend the Member for Cardiff North said that Brexit brought out bigotry among many people, especially those from England. My hon. Friend the Member for Ynys Môn spoke of Welsh-Irish links; as a Welsh-Irish person, I agreed with him entirely. The hon. Member for Monmouth spoke powerfully about the Welsh education system, and my hon. Friend the Member for Cardiff Central (Jo Stevens) mentioned tertiary education and the negative impact that Brexit will have on the three universities in Cardiff. My hon. Friend the Member for Newport East (Jessica Morden) spoke passionately about steel, as did my hon. Friend the Member for Aberavon (Stephen Kinnock). We heard of an attack from both east and west—from the US and China.

Jobs and unemployment were mentioned by several speakers, including the hon. Member for Ceredigion, who spoke about the effects of low wages on child poverty. My hon. Friend the Member for Torfaen (Nick Thomas-Symonds) talked about the impact of benefit cuts on the poor, and the hon. Member for Dwyfor Meirionnydd (Liz Saville Roberts) mentioned the valuable role that the voluntary sector plays in Wales.

In the few minutes left to me, I shall speak about a few of those points myself. There has been great regional inequality since 2010, especially under the strict austerity that has blighted this land for the past eight years. The Welsh Government have lost £1.5 billion from their block grant every year since 2010. Despite those cuts, the Labour Government in Wales are sheltering people and local government from the worst excesses of austerity. Budgets for health, education and local government have all been protected, but the dam is about to break.

Wales needs more help. We hear much talk about the north Wales growth deal, the northern powerhouse and the regional industrial strategy. They are great terms, but where is the beef—where is the money? Talk is cheap, but we want action. Just this month the Government published their response to HS2 with the Crewe hub consultation. That policy area has massive consequences for north Wales but, yet again, there is a complete lack of detail for north Wales.

It is impossible to talk about addressing regional inequalities without referring to Brexit. Only hours ago, in this very Chamber, the Financial Secretary to the Treasury was quizzed on the implications for Irish-Welsh trade, post-Brexit. Once again, there was nothing from the Government to reassure Welsh people, beyond vague platitudes. The people of Wales have benefited from two decades of the highest rate of EU funding. They were hoodwinked in the referendum by members of the Government who told them that Wales would not lose out if they voted for Brexit. Farmers, 58% of whom voted for Brexit, now find that they could lose 40% of their subsidies. They are only now seeing the deceit. The funds that were delivered directly to Wales to help the poorest and most deprived areas of the UK—and of the EU—will now be filtered through London and creamed off to be spent on the Government’s pet projects around the country. Austerity will bite much deeper in Wales without those EU funds to buffer our Welsh economy.

Many Members have spoken on the need for Wales to lead the way on green and low-carbon energy. I was proud to switch on North Hoyle wind turbines off the coast of Rhyl in 2004. Since then, nearly 300 additional offshore turbines have been added off the coast of north Wales. Wales will host a new nuclear power plant on Anglesey, and progress is being made in developing solar farms across Wales. The continued silence of the Government on tidal lagoons is stymying the Welsh Government’s attempt to be one of the greenest nations on earth. Four of the six tidal lagoons for the UK could be located in Wales, which could become a world leader in this new technology. The only thing holding us back is this Conservative Government’s refusal to engage in that vision. This is deeply disappointing. A green Wales would provide economic stimulus, reduce our dependency on foreign—and potentially rogue—states to meet the country’s energy needs, and help in the fight against climate change. We need central Government to back the Welsh Government in developing this vision for Wales.

I want to finish by talking about the impact of austerity on the whole population of the UK and especially that of Wales. Last week, research from the Equality and Human Rights Commission showed that an extra 1.5 million children in the UK would be living in poverty by 2021. About 80,000 of those children living in poverty will be in Wales—that is probably an extra 2,000 in each of our constituencies. After 20 years of falling poverty, it is on the rise again on this Government’s watch. A third of children in this country now live in poverty, along with 16% of pensioners.

The Government have done much to champion employment levels, and this is welcome, but, given the fact that 47% households in poverty have at least one person in work, it is clear that work is not working for those people. Something is fundamentally wrong with the way in which our economy is working. To put it bluntly, we are seeing trends in poverty that were last seen in 1994. Since 2010, the Conservatives have only had one tool in their toolkit, and that is austerity. It is not working, and the people of Wales are bearing the brunt.

In closing, I would like to thank all Members for their contributions today. I remind Ministers that the people of Wales and of the UK want hope, they want vision and they want justice. They are fed up to the back teeth with the eight years of austerity that they have already suffered, and they are appalled at the prospect of another 10 years, as promised by this Government. It is no wonder that the Government lost their majority last year, and we on this side look forward to the next election when we will finish the job and put a Labour Government in power.

I absolutely accept my hon. Friend’s point. Ultimately, however, the project must prove to be value for money because otherwise taxpayers will risk paying more than they would for an alternative source of energy, in addition to pushing up consumer prices. Two years ago, we were considering the crisis in Tata Steel, which is adjacent to the proposed site for the Swansea bay tidal lagoon. One of Tata’s core concerns was the rising cost of energy. It is not in anyone’s interest for a project to go ahead that risks driving up energy costs. It is therefore only right that we scrutinise this project to establish whether it provides value for money, as is believed.

Hon. Members mentioned delay. There is a chance that the UK could become a world leader in this technology, and if we delay this project we will miss out. We missed out on wind power, but we have a chance with tidal. Four of the six potential sites for lagoons are in Wales, so Wales could become a world leader. The Secretary of State should see the vision and develop the vision.

The hon. Gentleman is on the record as saying that it is worth paying over the odds for paying for a scheme of this type. If we are paying over the odds, at what level do we stop? What is he prepared to ask his constituents to pay? How much is he prepared to ask his constituents to add to their electricity prices to support such a scheme? I ask him to think long and hard about this. How much over the odds is he prepared to pay?

Is the Secretary of State aware that we paid over the odds for nuclear power in the 1950s and 1960s, and that in the long term the investment was paid back? Paying over the odds in the initial period will have a long-term payback. We will get energy from this project for the next 125 years, and we will be able to time that energy to the minute. I believe that it is worth investing in, even if it is over the odds in the short term.

I pay tribute to my colleague and hon. Friend the Member for Ogmore (Chris Elmore) for securing this debate. He spoke about the positive impact of Labour policies such as Sure Start and the national minimum wage on social mobility. My hon. Friend the Member for Torfaen (Nick Thomas-Symonds) spoke about the importance of early years education, and about the Government changing the definition of childhood poverty. My hon. Friend the Member for Ellesmere Port and Neston (Justin Madders), which borders north Wales, spoke about cross-border issues that pertain to social mobility, and I pay tribute to his work as chair of the all-party group on social mobility.

The hon. Member for Dwyfor Meirionnydd (Liz Saville Roberts) spoke about infrastructure, railways, the digital divide and EU funding. I will touch on some of those issues in my short speech, although hopefully there will be no repetition. My hon. Friend the Member for Islwyn (Chris Evans) spoke passionately about promoting ambition and enterprise across Wales, and my hon. Friend the Member for Cardiff North (Anna McMorrin) spoke about child poverty, and about how we have a more equal society in Wales. I congratulate all my colleagues on their contributions.

In its report into social mobility, the London School of Economics highlighted 1958 as the golden year. I was fortunate to be born in that year, and I was one of only 8% of children who, 18 years later, went on to university. Many of my close friends did not manage to go to university, although they were still successful. Some pursued careers as businessmen, some worked in construction and recruitment, and some moved away from the town, and indeed the country—one of them lives in New York, one in Sydney, and one in Amsterdam. One of my friends went on to become vice-president of 21st Century Fox in Europe, Africa and the middle east, and two of the lads from my council estate went on to become multi-millionaires. All came from humble backgrounds. Our parents were labourers, dinner ladies, waitresses, plumbers, and cleaners, but they had a burning desire that their children would do better than themselves, and most of us did.

Sadly, and increasingly, that is not the case today, and prospects do not look good for the future. The Social Mobility Commission’s latest report is a scathing indictment of the lack of social mobility in the UK, and it predicts an even bleaker future. The full report is too big to address today in the eight minutes that are left for me to speak, so I will confine my comments to issues such as transport, digital connection, leaving the EU, and regional policy, over which the Minister and his colleagues have greater influence.

First, I want to consider the question of whether work pays in the UK in the 21st century. The quantity of jobs is not the issue; it is the quality of those jobs, because they simply do not pay enough to allow workers to bring up a family. In 1997, 43% of children living in poverty were in working households, but today that figure has shot up to 67%. Overall, 57% of people living in poverty are in households with a working adult. Work should be a pathway out of poverty; it should not lead to a worker being imprisoned by poverty.

As many of my colleagues mentioned, gains were made under Labour. The national minimum wage was brought in, despite vitriolic opposition from the Conservatives. In 1996, I conducted a survey of low pay in my constituency, and found a taxi driver earning £1 per hour. Women were working 12-hour shifts through the night in care homes on just £2.50 an hour. The Social Mobility Commission points out that since 2008, young people’s wages have fallen by 16%—they are now paid less than they were 20 years ago—and a national living wage could help overcome many of the defects in our current system.

I mentioned the digital divide in a recent speech on rural Wales in Westminster Hall, because only 43% of the country is connected by 4G. Rural areas of Wales are losing out, and the majority of my constituency—indeed, the majority of Wales—is in a rural area. If we do not address the digital divide, our children and young people will not have access to a modern means of accessing information and will not be able to work remotely in our rural communities.

If we cannot take the work to the people, we should at least make efforts to take people to the work. That should be the case in Wales, but we need to update our rail system. I feel that we in Wales are being left behind—electrification proposals for the line from Cardiff to Swansea have been withdrawn, and the electrification of the north Wales line has still not been clarified. I hope that the Minister will provide some clarification when he sums up the debate. Last weekend, The Times stated that at 51p per track mile, the UK has the highest rates in the whole of Europe. That compares with 33p in Austria, 31p in France, and just 5p in Latvia.

In north Wales, the majority of unemployment blackspots are on the coast—Holyhead, Bangor, Colwyn Bay, Rhyl, Flint, Shotton. If rail prices were more affordable that would make accessing job opportunities along the entire north Wales coast, and indeed in north-west England, far easier. Enabling young people to gain access to those jobs would also lead to greater social mobility, and I pay tribute to my hon. Friend the Member for Wrexham (Ian C. Lucas), who has done so much to raise the issue of rail connectivity with the Mersey Dee Alliance across the Welsh-English border. London has already benefited from excellent infrastructure projects such as the Jubilee line and Crossrail. High Speed 2 will start from London. Will it suck in more jobs to London? Should it start from Manchester so that we can rebalance our national and regional economy? I call on the Minister to do his job and ensure that we in Wales secure parity with the rest of the UK on rail investment.

My next major concern is the impact of the loss of EU structural funds on social mobility in Wales. Wales has gained £9 billion in private and public sector funding over the past 17 years. It is the only area of the UK that is a net gainer from those structural funds, and we must ensure that an equivalent to those funds is kept in place in Wales. The Minister, and Conservative Members, gave reassurances that Wales would not lose out as a result of Brexit, but I think there is a real danger that we will, and those who will suffer the most are the poorest people and those who need that social mobility.

Does my hon. Friend agree that it is not just important that the same level of funding continues, but that it is allocated on the basis of need and not redefined for other purposes by the Government?

Absolutely. EU structural funds were allocated around Europe on the basis of need, and four of the six counties in north Wales—including the Minister’s own area of Conwy—are some of the poorest areas in Europe. As a north Walian and a Welsh MP, the Minister should be campaigning with us to ensure that Wales does not lose out.

I am grateful to the hon. Gentleman, because on this occasion I was going to make a constructive point. He makes the case for EU structural funds, which I will discuss in due course. However, a strategic approach for the whole of north Wales was precluded under European structural funding, because it was confined to the four counties in the west, rather than a strategic approach across the whole of north Wales. There will be some advantages to being able to hone our own response when putting funding into north Wales.

Those funds were allocated on the basis of need for the whole of Wales. I was very fortunate in managing to persuade the then junior Minister at the Wales Office, Peter Hain, to accept European structural funds for the Minister’s county of Conwy and the county of Denbighshire. Thirteen counties had been chosen, and those two had been left out, but as a result of representations made by myself, Elfyn Llwyd, Gareth Thomas and Betty Williams, along with council leaders, we were able to ensure that those counties were included.

As a result, there are many projects in the Minister’s own constituency and county—I think Venue Cymru is one of them—that have benefited massively from that investment. The Minister quite often intervenes on other Members and pooh-poohs that £9 billion, saying we do not need it. Maybe he wants to send it back. Perhaps he should go to Venue Cymru and say, “All of this is a waste of time; we don’t really need this.” Perhaps he should consult those workers and ask them if the jobs created in his own community are a waste of time. Perhaps he would like to put them back on the dole.

My wider point is that we have benefited from the structural funds. In my constituency, we have the OpTIC research and incubation project—a £40 million strategic project that looks at the opto-electronics industry in the whole of north Wales, which comprises about 35 companies and 2,000 workers. The projects builds on that strength, hothouses new companies on the back of that and creates excellent opportunities for local people to progress without leaving north Wales. Some will want to leave, and some will want to leave the country, but we should give those young people the opportunity to be socially mobile without being geographically mobile, so they can stay in their communities.

The OpTIC project in my constituency would not have taken place if it had not been for the additional money sent into the county from Brussels. The point that many of us have made today is that we want that additional money to carry on coming to our areas of Wales, not out of favouritism but because of need—need that was recognised and rewarded by Brussels. A big dollop of jam came to us, and we do not want it to be taken away and spread thinly over the UK. We want that money where it is needed, which is in west Wales and the valleys.

On the growth fund, which I mentioned before, I am grateful to the Minister for inviting us, on a cross-party basis, to meet him, his civil servants and north Wales council leaders in the Wales Office the other week. I hope that that additional funding, which we desperately need, will be allocated or reallocated through that north Wales growth fund. I also welcome the announcement of the mid-Wales growth fund, but I do not want to see the funds that were to be allocated to north Wales halved, with the other half being sent to mid-Wales. [Interruption.] The Minister laughs, but will he give us a categorical assurance that the funding that we get for those funds will be comparable to the best England has had? Areas such as Manchester received £238 per head. I tabled a parliamentary question on the amount of growth deal funding for each of the city deals in England, which was answered yesterday. That information was not given to me, but I want to make sure that the money that we get in Wales matches the best they have had in England.

The growth deal is a perfect vehicle to make sure that that additional investment that we had from Europe is maintained, and that we are able to improve the social mobility of our young people. On the growth deal funding, what percentage will be new money? What is the balance of funding between central Government, the Welsh Government, local government and other funders? What will the likely level of funding be?

Some progress has been made on social mobility over the past 20 years, and many of those gains were made as a result of the actions taken by the previous Labour Government. The Social Mobility Commission commends the centrality of early years services, which have been embedded in the UK. It was not there in 1996; it is there now because of Sure Start and other early years programmes across the whole of the United Kingdom. The commission calls early years services

“a new arm of the welfare state”,

so that has survived. However, it mentions a lack of progress on many other fronts; indeed, there has been a retrenchment in areas such as young people’s services, work and divisions in society.

The Minister is here, and he has heard representation from Members from across Wales, and even from across the border in England. I ask him to listen carefully to what has been said, to do his job and take that back to his Government, and to make sure that Wales gets the fair deal it deserves, to make sure that we have social mobility in future.

I am grateful to my hon. Friend for making that important point. He recognises that Wales voted to leave the European Union, as did the UK, and that we have an obligation to respond properly to that result while also respecting the constitutional settlement. The European Union (Withdrawal) Bill does that, but we are working closely with the Welsh Government to ensure that it meets Wales’s needs.

The Secretary of State has already been quizzed about the effect on the Welsh economy of the loss of European structural funds. May I ask him specifically whether the Government’s flagship growth deals will result in similar or even greater funding for the four growth and city deal areas of Wales?

I do not need to take any lectures on funding from the Labour party, which refused to reorganise the Barnett formula during its 13 years in government. The new fiscal framework that was signed this time last year enhances the Welsh settlement; furthermore, the growth deals are in addition to the enhanced Barnett settlement. I remind the House that over the last 16 years more than £4 billion of European structural funds has been spent, and that the greatest number of people voted to leave in the areas where the most money was spent. That hardly suggests that the Welsh Government’s policy is successful.

Let me first congratulate the hon. Member for Ceredigion (Ben Lake). To have a debate this late in the day and to have 10 Welsh MPs here shows the importance of the subject; to have five of them from north Wales and five of them Labour shows the importance of the debate to north Wales.

It is vital that we carefully consider how rural Wales can respond to increasing digitisation, the global economy and the challenges of leaving the European Union in a time of austerity. The Welsh Labour Government are committed to the success of their rural communities and have rolled out several initiatives to that end, but law makers in Cardiff have had their hands tied. The most recent Welsh Government budget, published in October, has been developed against a backdrop of unprecedented cuts and ongoing austerity.

In the referendum, the people of Wales did not give carte blanche to this Government to leave the single market or the customs union, or to make Wales and people in rural Wales poorer. Access to the single market and customs union membership, whether permanently or in a transitional period before long-term arrangements can be made, is necessary to provide the economic activity and jobs on which a sustainable future for rural Wales can be built. That is true of the UK generally, but especially in Wales where our economy has depended on EU funds for so many years. That investment is really appreciated in Wales, particularly by farmers and the farming community.

As has already been quoted, 67% of Welsh exports went to the EU. The corresponding figure for all food and live animal exports was 83%; for meat exports, it was 93%. Agricultural goods generally carry higher import tariffs than other commodities, and if this Government fail to secure tariff-free trade post-Brexit, the effects will devastate the Welsh agricultural sector overnight.

Brexit also raises challenges for Wales in the way of European subsidies and structural funds. The Minister will be aware—I have mentioned this time and again—that I helped to secure European structural funds for his county of Conwy and for my county of Denbighshire.

The Minister should know that history. It is a huge amount of money for the whole of Wales—€320 million per year in direct subsidies from the common agricultural policy, with a further €355 million to support rural development.

I ask the Minister, as I have asked him before, to make sure that we have extra funding beyond 2020. Our urban and rural communities have been supported by extra funds from Europe over the past 17 years. We want to be treated as well by Westminster as we have been by Brussels. We have had a big dollop of jam—a big dollop of funding—for Wales. We do not want it taken away and for the jam to be spread thinly across the whole of the UK. We need that funding and the Minister must do his job and make sure that we get it.

On productivity and broadband, thanks to the efforts of the Welsh Labour Government, unemployment in rural Wales in 2016 decreased roughly in line with the Welsh average of 4% and productivity continues to increase. However, productivity in rural communities still lags behind the Welsh average. The Welsh Government recognise that and are helping boost productivity with the “Superfast Cymru” project, rolling out superfast broadband across the country. In an increasingly digital economy, the effects of high-speed internet are really needed in our rural communities. Sadly, Wales’s biggest export has been our young people. There has been a brain drain out of Wales for decades. Superfast broadband offers a chance to stop and reverse that. People want to live in rural communities, especially when they are bringing up families. To do that, they need access to superfast broadband to make sure that they can conduct their digital businesses from areas such as rural Wales.

I just want to touch on the north Wales and the mid-Wales growth funds. I ask the Minister to ensure that the funding allocated to those projects is as great as the funding allocated to city deals in England and Wales.
