When it comes to levelling up and the e-sports centre, I am always clear that it is my hon. Friend the Member for Stoke-on-Trent North and Kidsgrove who answers the call of duty. He is absolutely right to say that, under the Labour council now in Stoke-on-Trent, the huge progress we were making on levelling up has stalled. What we need are more Conservative elected representatives in Stoke-on-Trent.

Free, fair and resilient elections are pivotal to our society, and if we agree on nothing else in this House, I hope it is on that. The Government regularly meet the Electoral Commission, both at ministerial and official level, to discuss a broad range of electoral issues, and I am due to have my first meeting with it next Tuesday.

I thank the Minister for his answer, and I welcome him to his place. He will know that the cyber-attack in October 2021 was not detected until August 2022, and the commission admitted that it had failed a cyber security test in the same year. What work is the Minister doing with the Security Minister to ensure that the defending democracy taskforce has a remit with the Electoral Commission? I agree with the Minister, as should all Members of this House, that we should have free and fair elections without intervention from other states, so what work is he doing to ensure the general election next year is protected from any hostile states?

The hon. Gentleman—and, dare I say it, my friend—raises an important point. There is a good range of discussion taking place between my Department and the Home Office and a range of meetings focused on that. Conscious of the role that the commission can play, we must ensure that those who stand in our elections, participate in them and administer them feel safe and secure in their roles, and moreover that the results, whatever they are, stand up and are not open to challenge as a result of cyber-attack or anything else.

I am grateful to my hon. Friend for highlighting just how much levelling-up investment Torbay is getting under this Conservative Government. We are working with the local authority, as he knows, on the levelling-up partnership, and with local Members of Parliament and key stakeholders. Projects have been addressed by this funding today, but we will look at other projects to fund through the levelling-up partnership.

It is deeply frustrating to hear the Minister say that round 3 was done by reviewing round 2 projects, which meant the Pencoed level crossing in my constituency was rejected again. That means my constituency has received zero levelling-up funding. There is a wider concern in local authorities across the UK that level 2 rounds, which may not start until the next financial year, will not have continuation of funding into 2026, because the Minister has said that this will potentially all end in 2025. Will he confirm that any project that starts next year from round 2 funding will be funded fully for completion of projects, even if it goes beyond the Minister’s confirmed funding for 2025?

I will write to the hon. Gentleman on the specifics of his question. Without reading my notes, my understanding is that round 2 has to be spent by the end of March 2025, but I shall write to him to confirm after this session.

My hon. Friend makes an important point. That is exactly why we are trying to encourage and work with the ABI and the large insurers, to bring forward this new scheme that should help with the kind of issues that he has highlighted. I hope we will have more news on that in the coming weeks. If not, I would be very keen to talk to my hon. Friend and his local residents about how we can move forward.

My Department has undertaken a robust assessment and decision-making process in both rounds of the levelling-up fund. Taking on board feedback, we made a number of improvements to better support applicants in the most recent round, including by making £65 million of support available to help with the delivery of projects. We are currently reflecting on the lessons learned from the first two rounds of the fund, and we will be making an announcement on round 3 shortly.

It is deeply concerning to hear from Bridgend County Borough Council officers that the Minister’s officials are suggesting that any local authority that was successful in the second round will get no additional funding in the third round. My Ogmore constituency has lost out on all levelling-up funding, despite Department for Transport officials suggesting that the only way I could get a level crossing closure in my constituency was by accessing levelling-up funds. What assurances can the Minister give the officials in Bridgend County Borough Council and my constituents that the much promised levelling-up funding will be delivered to the people of Ogmore? Or is it another case of the Tories misleading the people of Wales?

I know the hon. Gentleman has been campaigning hard for the level crossing in his constituency. As I said, we are reflecting on lessons learned, but no decision has yet formally been made on allocations in round 3. We will keep the House updated.

It was only a few days ago that the Chancellor himself visited a successful levelling-up round 2 budget area, which demonstrates the commitment of the Treasury—just like the commitment of the Department for Levelling Up, Housing and Communities—to deliver on what we say. We intend to do so, because it is so important for these communities to have the transformation that they need and want.

The Minister has said in various answers that the ambition has not changed, the policy has not changed and the budget has not changed. The reality is that the sign-off process has changed: the Treasury now signs projects off for his Department because it does not trust the Secretary of State.

We are shortly due to move to stage 3 of the levelling-up fund. Stage 2 was a farce; stage 1 was a mess. What assurance can the Minister give that stage 3 will start delivering for some of the most deprived communities, including in my Ogmore constituency, which has had nothing?

Just for clarity, the Treasury signs off budgets across Departments without any issue, as it has done under the Labour party, the coalition and the Conservative party.

The hon. Gentleman asks about round 3 of the levelling- up fund. We have given out billions of pounds under rounds 1 and 2. Local communities are excited by the opportunities that the changes will bring. I encourage his area to apply for round 3; I hope it is successful, and I hope he can share in the transformation that will come, which is already being delivered elsewhere.

My levelling-up bid for a closure and redevelopment in Pencoed was rejected, for the reason that the spend could not be in the 2022-23 financial year. That was despite Department for Transport Ministers saying that this was the only way in which the level crossing issues could be resolved, and despite the Welsh Secretary and the Transport Secretary announcing increased services on this line, which means that the crossing will simply be closed. Yet in the Conservative neighbouring seat of Bridgend, funding is granted to the Porthcawl pavilion. The convenience of this speaks for itself: communities such as mine, which have large levels of deprivation, are ignored and Conservative seats are supported. The Minister needs to get a grip. If the phase 3 funding is coming, it needs to be made clearer, officials need to work better with councils and we must not have the debacle—because that is what it was—of the phase 2 funding process.

I wish to clarify that the bidding process was transparent and clear. It will be published, as was done for round 1. I know that the hon. Gentleman’s area has had money from the UK shared prosperity fund in the past, and I am sure that if he makes further bids, they will be look at according to the criteria.

My hon. Friend is making a passionate speech. On the damage done, I raised with the previous Welsh Secretary—we have had a few of those in the past few months—the issues that my constituent faces. They bought a house five years ago, and they have now come out of a five-year fixed mortgage and their mortgage has gone up by £276 a month. The solution for my constituent is to sell their home, so not only are this Conservative Government stopping people buying homes, but in some case people are having to sell their home and go back into the private rented sector or to a smaller house. Does my hon. Friend agree that that is the damage this Conservative Government are doing?

My hon. Friend is absolutely right. The truth is that before the former Prime Minister and Chancellor crashed the economy, we had a housing crisis in this country. We saw social housing stock being lost faster than it was being built, with rents rising in the private rented sector and a real squeeze on people there. The Government promised to do something about it, but we have had three years of them dragging their feet. We have had more Secretaries of State than we have had promises, and we have had a lot of those, but nothing has been delivered. I will say more about that in a moment.

Given all of that, I genuinely ask Government Members: where is the Housing Secretary? Why has he not met banks and lenders in the middle of this mortgage crisis? Any Government worth their salt would be moving heaven and earth to help families and protect vulnerable people as we head into what promises to be the harshest winter that many families can remember. The crisis is of such magnitude that we accept that there is no magic-bullet solution, but any Government worth their salt would do everything in their power and pull every lever to make a difference.

This afternoon, the shadow Chancellor—my hon. Friend the Member for Leeds West (Rachel Reeves)—and I will be talking to lenders about what can be done. Why is the Housing Secretary not doing the same? He has a reputation for roving across Government as Mr Fix-It. This is a major crisis in his brief; why is he not doing everything he can to fix it?

This is a fitting opportunity to pay tribute to my right hon. Friend for all his work in this Department. He is a fantastic champion of not only levelling up but the Union as well. As he rightly says, on this day of all days, when Nicola Sturgeon is bringing forward her vision, it is particularly ironic that we hear so much about the strength of the Union and the support it offers to communities across Scotland, to the benefit of SNP Members’ constituents.

We were told that major transport projects would be secured as part of the Government’s commitment to levelling up. There is no bigger major transport project in Wales than closing the level crossing at Pencoed in my Ogmore constituency, which opens up the gateway down to Swansea and Pembrokeshire. The project costs in excess of £20 million. If the Secretary of State wants to commit to the people of Wales, he should fund the level crossing closure, improve the area around Pencoed and ensure my constituency gets the money it was promised.

The hon. Gentleman makes a passionate case for this project, which obviously needs to be considered in the round, including by my colleagues in the Department for Transport. We have certainly heard him today. There is no doubt that accelerating infrastructure that unlocks growth is a key priority for this Government.

First, may I welcome the hon. Lady to her place as the shadow planning Minister? I think we all share a commitment to protect the environment, which is why this Government were the first Government to commit to net zero. It is why, as housing and planning Minister, I am committed to the future homes standard, to ensure that we decarbonise future homes by at least 75%, and it is why the Environment Bill will ensure a biodiversity net gain of 10%. We will bake those environmental proposals into our planning reforms to make sure that we have a planning Bill to be proud of and that we protect our environment.

Through the levelling-up fund and community renewal fund, we are investing more than £5 billion in people, infrastructure, the regeneration of town centres and high streets, upgrading local transport, and investing in cultural and heritage assets. These funds will include high-quality evaluation, which is crucial to understanding the types of intervention that best support places to level up, right across the country.

I have tabled written parliamentary questions on this, which the Minister is yet to answer, but he also knows that I support the levelling-up fund, in that it is the only available funding on the table. Therefore, I want to work with the two local authorities in my constituency to ensure that we put forward the best bids for Ogmore constituents. Will he set out when the second and third funding round deadlines will be announced by him, or by the Secretary of State, so that local authorities can plan and ensure that they put the best possible bids forward for communities, because for many local authorities the 18 June deadline is simply too tight? I want to work with the Minister, and I would really welcome some constructive engagement to ensure that we get the very best for my constituents.

I thank the hon. Gentleman for the way in which he has asked his question. There will be further opportunities for local authorities to submit bids into the fund through subsequent rounds, and we are publishing more details about how the levelling-up fund will operate from next year later in this year. I was pleased to understand that his local authority, which I believe is in category 1, will be submitting a bid by 18 June. I hope it will be making good use of the £125,000 capacity funding that we are providing it with, which I know will help it to work closely with us and build that strong relationship with the UK Government. I look forward to receiving its bid, and I am always happy to meet him to discuss it in more detail.

It is a pleasure to serve under your chairmanship, Ms Rees, I think for the first time. I congratulate my hon. Friend the Member for Newport West (Ruth Jones) on securing the debate and covering in such detail some of the challenges of the levelling-up fund. In similar fashion to the right hon. Member for Preseli Pembrokeshire (Stephen Crabb), I say to the Minister and all Conservative Members present that I welcome any funding that brings investment into my Ogmore constituency. I am not against funding coming into any of my communities.

I happen to represent some of the most economically deprived parts, not just of Wales but of the UK. I am well aware that investment is needed in my constituency. That investment could be in jobs, growth and physical regeneration, including around the town centre. In my constituency there are smaller towns in many of the valleys. Historically, they were full of hustle and bustle because of industry that has now left those communities, so they need the investment that the Welsh Government have provided until now, with European Union funding, but which has also come directly from the two local authorities that my constituency sits in.

I am not happy with the process. I think that it should be decided within the Welsh Government, because that is the system that has been in place for EU structural funding since 1999, and we should respect the devolution settlement. However, I am realist. I am not in government in Westminster, so I genuinely want to work with the Wales office and Housing, Communities and Local Government Ministers to ensure that investment comes to my constituency.

The first bidding round is on 18 June. Two local authorities, as I have set out, cover my constituency, and a third borders my constituency—I can see the right hon. Member for Vale of Glamorgan (Alun Cairns) looking straight at me on a screen. I have been lobbied by officials in Bridgend, Rhondda Cynon Taf and the Vale of Glamorgan authorities about a possible bid in my constituency covering all three county areas. This is a very exciting and positive bid that could bring about meaningful change and regeneration to the second largest—I represent several towns; my constituents would argue which is the second largest—town in my constituency, to bring about meaningful investment that could be of real benefit to the constituencies of the hon. Member for Bridgend (Dr Wallis) and of the right hon. Member for Vale of Glamorgan.

However, there is confusion. It is not clear which bid I would support, because my authorities wish to put in other bids. Officers have no relationship with HCLG officials, because there has been 20 years of separation following devolution. They are therefore starting from scratch on relationships and conversations. When, as MPs we ask Ministers, either in HCLG or in the Wales Office, who is leading on what, there is confusion. There is not a straightforward answer.

At the last Welsh questions, I asked the Secretary of State for Wales whether he could try to explain the process, and I then wrote to him. Despite various HCLG Ministers, including the Under-Secretary of State for Housing, Communities and Local Government, telling me that there would be two further rounds of bidding, no dates are available for those rounds. The Secretary of State told me that there would possibly be only one additional round of funding in the comprehensive spending review for the next round, so what happens to the third round? What are the dates towards which local authorities should work to ensure that they can put in those bids?

Alongside that, we have the community renewal fund. As I mentioned, Ms Rees—you know my constituency very well indeed—my seat sits in the RCT and Bridgend County Borough Council area. RCT is part of the community renewal fund priority bidding area, but Bridgend County Borough Council is not. Despite the deprivation—the Minister and I have corresponded about this—and the challenges facing those communities, it is not seen as a priority area for the UK Government, and I have still not got to the bottom of why neighbouring authorities, including seats with fewer areas of deprivation and fewer challenges in skills and growth, have been prioritised, but mine has not. I know that my hon. Friend the Member for Caerphilly (Wayne David) will make similar points about his county area—as, indeed, will my hon. Friend the Member for Merthyr Tydfil and Rhymney (Gerald Jones).

In closing, I have a series of questions. We rarely have an opportunity to question the Minister in such a direct way. Could I have the dates for rounds 2 and 3 of the funding bids for my local authority? In written answers I was told that they were not available. What happens to priority bidding if there are multiple authority bids from two or three authorities? Will there be second and third funding rounds? After priority bids, of which there is one, the Welsh Secretary says that other bids can be supported in the usual way. Will the Minister set out what the usual way is? I have yet to find an answer.

Yes, I assure my hon. Friend, regarding Noel Thomas and Margery Williams, that we must right the wrongs for these people and for many, many others. I just want to correct her on one thing because, yes, the Post Office will not be prosecuting any more, but we clearly have to get through the judicial process for the many, many people who have been prosecuted and to see exactly how many of them have been prosecuted with Horizon being a significant factor in the prosecution. The Court of Appeal has a lot of work to do following this statement.

I welcome the Minister’s change of heart. It will provide much-needed reassurance, as he mentioned, to sub-postmasters, including my constituent, John Bowman, whom I mentioned to the Minister previously. What will happen now for the sub-postmasters who have lost everything so that they have the financial confidence to get evidence to Sir Wyn’s inquiry? If they cannot afford to give that evidence, if they require legal support, what work is the Minister doing with the Treasury to ensure that those postmasters who have lost everything, including, in some cases, their homes, have the funding available to take part in this now statutory inquiry?

We absolutely want sub-postmasters to give evidence. There is obviously a cost implication in extending the inquiry and making it statutory. I am working through that process with my colleagues in the Treasury, and we want to make sure that everybody and anybody who has been affected can come forward to give that evidence with confidence, no matter what their financial situation is.
