Commons ChamberI am extremely grateful for the opportunity to address the House on a subject that is both timely—given that the invitation to tender will close tomorrow—and fundamentally important to the securing of economic growth and prosperity throughout East Anglia. It is a once-in-a-generation moment, and it should not be lost.
I thank the Minister for being present to reply to this short debate. As rail Minister, she has been tireless in her support, working to find solutions to the huge challenges that we face in bringing our rail service up to the standard that is so essential to the success of a modern, accessible and mobile economy. I know that, as a regular visitor to the area, she has experienced at first hand—I will not say “enjoyed”—our historically underfunded and unreliable rail service. She has always taken time to meet, listen to and respond to the organisations, businesses and passengers whose concerns, ideas and comments are at the heart of our case for the improvement that we want.
I also wholeheartedly thank my right hon. and hon. Friends, representing constituencies across East Anglia, who have taken the time to support me this evening. Their presence on the eve of the closure of the invitation to tender is an indication of the significance of the topic, not only for East Anglia but, I would argue, for UK plc’s growth ambitions.
My first question in the House concerned this very issue: the quality of rail services for my constituents in Bury St Edmunds. In terms of passenger numbers, Stowmarket and Bury St Edmunds are the second and third largest stations in Suffolk, with, respectively, nearly 1 million and nearly 600,000 passenger movements a year. I have met some of those passengers at cold, blowy stations at 6 am and discussed what the current service gives them. It is not what they pay for, that is for sure. Indeed, 66% of customers in Abellio’s own survey felt that they did not get value for money.
As a new MP I have been challenged, rightly, by my constituents to join the campaign by MPs of long standing from Suffolk, Norfolk, Essex, Cambridgeshire and lately Hertfordshire to fight for what they deserve. Only this Saturday my constituents were frustrated by rail freight trains holding up passenger services. Services are hindered by the decrepit and aged rolling stock. Ours is on average 27 years old. The national average is 20—and you never want to be older than the national average. We are also hindered in our area by the lack of reliability and frequency, by the appalling state of stations and real estate and by the lack of services. With the new franchise we must not miss the opportunity to meet some of these needs. We must rise above and exceed what the invitation to tender asked for.
Only last week, the list of red delays between Liverpool Street and Colchester was long enough to make the timetable look like a seasonal candy cane. It does not matter from whatever angle you view the situation: having to guess your arrival time, or even whether you will arrive for work or an appointment on time is simply not fair. As a rather famous little tank engine once said, “Run my train on time” and I could not agree more.
In November 2013 the Chancellor of the Exchequer visited our area and agreed that the Great Eastern main line rail service was not good enough and was a barrier to growth. The taskforce led by my hon. Friends the Members for Norwich North (Chloe Smith) and for Ipswich (Ben Gummer) and my right hon. Friend the Member for Witham (Priti Patel) has demonstrated the rail needs across three counties. In 2014 the taskforce report was accepted, highlighting, along with the issues already mentioned, overcrowding and outdated infrastructure.
My constituents and the broader customer base using the rail service are charged too much for a rail service that is inadequate. They expect and deserve better for their money. Additionally, we need Network Rail to fulfil its commitments to the infrastructure across control periods 5 and 6. That need was confirmed in the recent Hendy report. That would contribute to faster, more reliable journey times in 10 years’ time.
My hon. Friend is making the case powerfully. The number of Members present in the Chamber shows how strongly we all feel on the issue for our constituents. I agree with her in the strongest possible terms that this is a once-in-a-generation opportunity. We have to align the work of Network Rail in the next 10 years with a nine-year franchise to get infrastructure improvements and new trains. That is what our passengers need.
I could not agree more. There needs to be that connected thought—that is the important thing—to allow works at the Ely North junction, for example, where there is a real need. That has been the demand by my colleagues in Cambridgeshire, but this issue also affects users in Norfolk and Suffolk. The work has already slipped from period 5 to period 6.
Freeing up capacity is an urgent need across our dynamic growing area, so it was with disappointment that I, my right hon. Friend the Member for West Suffolk (Matthew Hancock) and my hon. Friend the Member for Ipswich noted that the tender did not highlight a more frequent service between Ipswich and Peterborough or Ipswich and Cambridge. Indeed my right hon. Friend had a meeting with rail users only last week to press that point home.
These critical centres need a more frequent service, as does the science corridor between Norwich and Cambridge, for which my hon. Friend the Member for Mid Norfolk (George Freeman), who has emailed me because he cannot be here today, has campaigned. That would doubtless give huge economic benefit to the life sciences industry as well as to other businesses.
I, too, pay tribute to my hon. Friend the Member for Bury St Edmunds (Jo Churchill) for calling for this debate. As is eminently clear, we are a united team here tonight arguing for our rail network in East Anglia at a very important moment.
When I was traveling back to my constituency a couple of weeks ago, the train was, rarely, a moment ahead of schedule and the announcer said over the tannoy, “ Ladies and gentlemen, I am delighted to say you have arrived in Norwich…”. He meant to say, “You have arrived in Norwich a minute early,” which is a record-breaking feat. The surprise that nobody in the carriage felt was that we had arrived. It can take all too long sitting on those trains to East Anglia and not being entirely sure of arriving at all. That hapless announcer had managed to make one of the best jokes in the book—that people do arrive when they are trying to go to East Anglia.
I wish to thank the team of colleagues and the many businesses out in our constituencies who contributed to the report of the Great Eastern main line taskforce. I particularly thank my hon. Friend the Member for Ipswich (Ben Gummer), my right hon. Friend the Member for Witham (Priti Patel) and my right hon. Friend the Member for Chelmsford (Sir Simon Burns). I pay tribute, too, to the work of the New Anglia local enterprise partnership, the Essex chamber of commerce and others throughout our three counties who have contributed extensively to this work, and I thank the passengers who have supported it, because it is for them that we do this work. It is for them that we make sure we have a bright future for our economy. It is for them, travelling every day on a poor service, that we want to make these differences.
When we launched the report, we had more than 111,000 passengers represented by the organisations behind the campaign. That is a force to be reckoned with and I know that my hon. Friend the Minister sees that as she looks at East Anglia. She knows the prize that we are aiming for—the opportunity to create jobs in Norwich, Ipswich, Chelmsford, Colchester, and up and down the line, including the smaller towns which are often forgotten but which are crucial. I am talking about figures of the order of 8,200 new jobs in my city, Norwich, just under 10,000 new jobs in Ipswich, and some 30,000 new jobs throughout Essex. That is what we stand to gain through this campaign, and that is why it is so crucial.
The Minister is well aware of the strength of the East Anglian economy. It is a regional economy. It is, in the phrase of my hon. Friend the Member for Ipswich, the “California of Europe”, or so it would be if it was served by better transport links, and that is the key point of our campaign. Let us not forget that it is also a major destination for many thousands of tourists who want to come there every year, but who get stuck. It is not good enough for people to be unable to get to the destination of our wonderful counties.
Let me give an example from the business world. One of our colleagues on the campaign team was escorting an investor from quite far around the globe to East Anglia to talk about a new business venture, the kind of thing that builds the jobs that we have spoken about. That investor stood on the platform at Liverpool Street contemplating the candy cane of the cancellations board and said, “But I can’t invest in this. This is no good. Is it normally like this?”, and our colleague had to say yes. That is what sets our region back. We want an end to such disappointment.
It has not been good enough to have some of the oldest rolling stock in the country. It has not been good enough to have delays. It has not been good enough to have unreliability. I am sure my hon. Friend the Member for Colchester (Will Quince) will talk about some of the day-to-day economic impacts that that can have. At a time of year when people want security in their working lives and security for their families, it is not good enough.
We have been looking this week at an astronaut going into space and we are all extremely excited to see Major Tim Peake’s progress. When I heard the numbers involved, I could not help but think of a comparison. When I understood that he was going to travel 250 miles from the orbit of earth to the international space station, I thought to myself, “Well, that’s only double the distance between London and Norwich.” Then I heard that he was going to take six hours to cover the distance from the orbit trail to the ISS, and I thought, “That’s about a good day on one of the weekend services to our county,” and I thought, “We could do better than that.” Let us see rocket boosters on our rail franchise—that is what we need. We have the opportunity to do this. We have made significant progress so far. We are on the cusp of a franchise that will give us new trains, and on the cusp of proper investment through Network Rail that will enable us to have the investment in the track that we need.
My call to action is this: we need passengers to continue to have faith in this campaign.
Passengers have been patient and persevered with us through long years in getting this far. Let us make this a reality for them in the next 10 years. In the words of one passenger who supported our campaign:
“I am utterly supportive of this campaign to improve…the rail journey…It’s a challenge on no small scale but worth every effort over the years to come.”
I do understand the need for special services on race days, my right hon. Friend will be pleased to hear.
Such a service has been looked at carefully and I looked at it again today. Two things would need to happen to make it work. The first is a series of infrastructure investments, including in the Ely North junction, which several Members have referenced. The disappointing news on that is that the original project cost of about £30 million to £40 million has escalated to more than £130 million in the current analysis. Given that we are in the business of delivering infrastructure against the very tight Hendy review, with a known amount of funding, that is simply not acceptable. The team has been sent away to look at how that work could be delivered more cost-effectively.
Other works such as doubling track, putting in passing loops or improving signalling capability would also need to happen to deliver a robust service. I believe that work will be done on that as part of the analysis going into the next control period, which starts in four years’ time.
Alternatively, a service could be provided that skips stops. One challenge on our network is that we always want stops from everywhere to anywhere, but it is also possible to provide fast and semi-fast services with slightly different stopping patterns. The beauty of having a unified group of people who work intelligently together, is that they can work out what such a measure might look like for the benefit of the region. I do not suggest that there should be a bidding process for whose station will be missed out, but we could consider whether there is a way to serve better an enormous housing development or a new town by using existing infrastructure.
It has become clear that we are good in this country at specifying enormous investments in infrastructure without necessarily thinking more creatively about how we could deliver that solution through better rolling stock or minor track improvements. For example, we might not necessarily need dual tracking, but perhaps there could be some passing places, and I encourage people to work on that.
I am grateful to have another moment to speak in this debate. The Minister has asked for a couple of fast services that will achieve Norwich in 90 and Ipswich in 60. Will she confirm that in a way those are bonuses, because the true version of Norwich in 90 and Ipswich in 60, and the better services that we all look for, will come when we have new trains and improved infrastructure? Those extras are just that—extras—until we can achieve the long-term goal.
My hon. Friend makes a good point, and controlling the franchise levers is the first step in the process. We expect bidders to exceed what we have asked for in the franchise, because we are saying “This is the minimum that we expect”. We will, of course, award the franchise to the bidder that is able to exceed those minimums, including with possible additional services. When the bids come in tomorrow I have no idea what they will contain, but we are confidently expecting those specifications to be exceeded.
As I have said, I am confident that the winning bidder for this franchise will deliver huge, tangible, transformational improvements that are commensurate with the economic weight of the region. We will see route improvements, and we have set out what we expect as a minimum. However, this is not set in stone; this is a starting point. When the franchise starts up next October, there will be every opportunity to change routes, add additional service patterns or new stations—that has happened across the country—improve timetables, and deliver better scheduled services, or even special services such as to Newmarket on race days.
I urge Members to continue to work together, pulling in the excellent provision of help and information from the local enterprise partnership and local businesses, and to help us make the business case for the improvements to infrastructure that the Government will make. We must also work with the operators to encourage them to change their patterns.
We have heard from several hon. Members tonight, and my right hon. Friend the Member for Saffron Walden (Sir Alan Haselhurst), who is an assiduous campaigner on this issue, re-emphasised the absolute importance of new rolling stock in this franchise. Crucially, he also mentioned the linkage of rail services to airports. I am lucky not to have airports in my portfolio, or indeed HS2, but the linkage of rail services to airports is vital. He will be pleased to know that already an early morning service has been introduced from Liverpool Street to Stansted, because it turned out that more than 500 people a night were sleeping at the airport because they could not get there early enough. That has now changed, and a new service is running.

That this House has considered the provision of community transport.
It is a great pleasure to serve under your chairmanship, Mr Nuttall. I am delighted to have been successful in securing my first Westminster Hall debate on such an important issue. Community transport lies at the heart of our community and is greatly valued by many of our constituents. It occupies a unique central ground between the passenger transport industry and the voluntary sector, providing innovative solutions to the otherwise unmet transport needs of local residents.
When we think of community transport, our thoughts immediately turn to the elderly and disabled as the two main user groups, and in large part that is true. Services such as community bus services, hospital transport and dial-a-ride help the elderly and the disabled to lead independent lives and participate fully in their communities on a daily basis. However, community transport services extend further to support other user groups such as schools, working people and scout and guide groups with schemes such as wheels to work and minibus hire. Community transport fills the gap when conventional transport services cannot fully meet the needs of the public.
I am pleased to say that last year, Erewash Community Transport in my constituency celebrated 30 years of service to local residents. Sadly, last month we learned that Derbyshire County Council is to cut Erewash Community Transport’s funding from next April, which will see the group lose nearly £150,000 and will spell the end of both the dial-a-bus service, which transports people to shops and supermarkets, and the active travel service, which takes people to medical appointments.
Erewash Community Transport, together with other Derbyshire community transport groups, organised a petition to request that the county council review that decision. However, the council simply refused to listen and instead reverted to its default position of blaming the Government. The truth is that at a time when the Government have committed to invest £25 million in new community transport minibuses, Derbyshire County Council continues to waste vast sums of taxpayers’ money while cutting vital public services.
Information obtained under the Freedom of Information Act shows that the council has spent more than £150,000 with a London-based public relations company run by a former assistant general secretary of the Labour party, and it paid £219,000 to get rid of its former chief executive. The new post of assistant chief executive costs £83,000, each cabinet member has received an allowance rise of £3,000, and 107 council employees are accredited to take time off for trade union duties at the local taxpayers’ expense. The list goes on.
This is a council that mismanages its finances for political gain while the elderly, vulnerable and disabled of Erewash are left to suffer, yet its accounts clearly state that it has more than £55 million stashed away in general reserves. The Government back anyone who wants to save, but, when it comes to the loss of services such as community transport, surely it is far more prudent either to use some of those reserves or, better still, cut some of the waste, so that Derbyshire’s community transport schemes can be supported at least until other funding streams can be secured.
We should consider two other key factors when discussing the loss of community transport services: the cost to the local economy and the impact on service users’ physical and mental health. Schemes such as dial-a-bus are used frequently by our elderly and vulnerable people to access local town centres, supermarkets or even pubs, helping them to retain their independence. In turn, they contribute to the local economy and provide a welcome boost to many of our high street shops. If the service were to stop suddenly, that income would be greatly missed by our small retailers, many of whom rely on regular, loyal customers to survive.
When it comes to health, community transport helps local health and wellbeing boards to deliver their obligations under the Health and Social Care Act 2012, which cannot and should not be ignored. We have not even considered the benefits to the many community transport volunteers, who are often the newly retired, such as helping them to keep fit and active with a purpose in life.
I understand the need for organisations such as Erewash Community Transport to diversify their funding streams, but the pace and scale of Derbyshire County Council’s changes concern me. With effectively just a four month notice period for a dramatic cut in funding, Erewash Community Transport does not have the time or capacity to look for alternative funding streams, which are out there for it to find if Derbyshire County Council would give it a longer stay of execution.
Recently, as a member of the Select Committee on Health, I visited Halifax as part of our primary care inquiry. I was able to learn about the diverse funding streams that Community Transport Calderdale has managed to develop. That organisation lost its local authority funding a number of years ago, yet it is now thriving. It works closely with Calderdale clinical commissioning group to help deliver its vanguard project, as well as with other third sector organisations such as Age UK. It gets funding from the CCG to provide transport for emergency visits to hospital for respiratory patients, which prevents the need for in-patient stays.
Community Transport Calderdale also provides “home from hospital”, a free-of-charge service that helps elderly and vulnerable residents in Calderdale and greater Huddersfield with transport home after a stay in hospital. The service provides a safe, supported, wheelchair-accessible journey home from hospitals in the region. Patients can also be met at home by Age UK, which offers immediate help and arranges further support for those who need it. I am sure that Community Transport Calderdale will be viable for many years to come.
My hon. Friend is making a powerful argument. Her example demonstrates that community transport is not just for rural areas, but for urban and suburban areas. Does she agree that examples from across the country, such as Norwich Door to Door and its hard-working volunteers, should be included in the debate because they serve many different types of communities?
I completely agree with my hon. Friend. Community transport services are valuable throughout the country, whether in rural, urban or suburban areas. It is a shame to see them being put under such pressure and cut, taking away vital services. She gives a good example from her community.
May I say what a pleasure it is to serve under your chairmanship, Mr Nuttall? I think this is the first time I have served under you in Westminster Hall. I congratulate my colleague from Derbyshire, my hon. Friend the Member for Erewash (Maggie Throup), on securing what is a very important debate, particularly in Derbyshire. She mentioned many of the things I was going to say, but I will repeat some of them.
I want to talk specifically about the provision of community transport in my constituency. Despite its name, Glossop Community Transport serves not only Glossop, but residents across my whole constituency, so people should not be taken in by the name. The organisation was started in Glossop, and it is based there, but it looks after the whole of my large, rural constituency. A few years ago, I did a week out with different voluntary organisations, including a day with Glossop Community Transport. During that day, we did a variety of tasks. We went round picking up the elderly and vulnerable. We took them to the local shops and supermarkets. I was to be seen going round with trollies of food for the elderly and helping them with their weekly shopping.
As well as enabling people to get to the shops, the dial-a-bus service provides a valuable social benefit. When I was on the bus, I saw that there is a sense of camaraderie. It is almost like a social occasion; people go out and chat with each other. We talk a lot about exclusion; this is a great way of getting people together. There was a great sense of fun on the bus. A photograph was taken of me on the bus, and a couple of old ladies at the back were pulling faces behind me and stuff like that.

Commons ChamberIf people wanted to hold such referendums, that would be absolutely fine. Lots of councils in Scotland have petitions processes whereby people can submit arguments to the council for consideration, and if they wanted an elected mayor, that could be achieved through that process. The Scottish Parliament also has a petitions process that would allow areas that wanted an elected mayor to take a petition to the Scottish Government. So there are processes in place that would allow for that to happen, if there were a demand for it. However, there is no tradition of elected mayors in Scotland. In Glasgow and other local authorities, we have a political head in the leader of the council and a strong civic head in the Lord Provost or the local provost.
The hon. Member for Carlisle (John Stevenson) asked me the question about elected mayors in Scotland, but his own Conservative Government have acknowledged that we have no such tradition, because there was no suggestion of a mayor being imposed as part of the Glasgow and Clyde Valley city deal, as is happening in other parts of the UK. His own party does not seem to think that there is any rationale for elected mayors in Scotland. The Bill provides a good opportunity to try out a number of different measures that could improve local government and make it more democratic and accountable, and I support the principles behind these amendments.
I shall make a few brief points about this part of the Bill. I spoke in an earlier debate, in which I trailed what I am about to say now. I am one of those who believes that we should allow voting at 16, but I do not think that this Bill is the correct vehicle for achieving that.
This is perhaps a case of having the courage of my convictions. The right hon. Member for North Norfolk (Norman Lamb) also mentioned that. I have to tell him that people often confuse the names of our constituencies; I am often called the “Member for Norfolk North”, and I am sure the same thing happens the other way round. We are close geographically, and we also share a lot on the substance and the values in today’s debate, except that I see the courage of my convictions on engaging young people in politics as residing in doing the job properly, instead of doing it piecemeal. I shall therefore be speaking against clause 20.
As the Minister said, something coming merely by way of an amendment is not the way to do the job well. As other Conservative Members have said, omitting that much larger debate about the various ages of majority in this country does not do the job well either—and nor does failing to speak to young people as we take on this debate. After all, if it is about anything, it should be about them.
Although we do not necessarily agree on where this issue should go, I sense that we agree that if this step were to be taken—I do not necessarily support it—it should be after a proper process, in a way that will last the test of time and have real support across the House and from those affected by it. It should not be done via an amendment to a Bill that is about something altogether different.
I agree with the Minister, but perhaps I may put the question back to him, as the right hon. Member for North Norfolk did, by saying that perhaps we could discuss when we ought to have that debate. A natural follow-on from the various contributions that have been made today is moving on to have that debate properly. As I suspect the Minister will tell me, that is for another Minister to answer, but no doubt he will pass the message on.
The hon. Member for Glasgow Central (Alison Thewliss) cited comments by Ruth Davidson, the leader of the Conservatives in Scotland. I am a big fan of hers, as many people are, even if the hon. Lady is not among them. As she said, Ruth Davidson has changed her view on votes at 16. Like me, Ruth Davidson also comes to the conclusion that this ought to be done for all elections. It does a disservice to this important reform to do it piecemeal and not to give it the respect of a full debate.
Does the hon. Lady accept that in the absence of any other Bill, strategy or proposals for bringing about votes at 16 and 17, this measure is the best we can do in the meantime and that we should support every step to move the issue forward?
I am interested in that argument. Although it is for the Minister to give the real answer on that, rather than for me to attempt to give it, I think we run a risk of creating a patchwork. I do not feel comfortable with 16-year-olds in one part of the country being able to do something that their counterparts in another part of the country cannot. I am not hugely comfortable with the inconsistency, and I would far prefer us to debate this in the round properly.
I agree with my hon. Friend that this is not the right forum for the discussion on reducing the voting age to include 16 and 17-year-olds. Does she agree that if that other debate ever were to come forward, it would have to include things such as the alcohol age and whether 16 and 17-year-olds should be able to have executive power, so that there is consistency?
I agree entirely. In fact, the next section of my notes tells me to acknowledge the points made by my hon. Friend about executive power and standing for office. We should also go through all the points relating to marriage, joining the armed forces, taxation, the use of substances, criminal responsibility and the age of consent for sex. They are all items in that much longer list. Before the Minister looks at me with absolute horror for moving his Bill on to something that is not included here today, I should say that I merely make those points to make the broader debate a real one. As my right hon. Friend the Member for Cities of London and Westminster (Mark Field) said when he was in his place earlier, we need to have that debate, and we might hope to do so in the next couple of years, because the topic is important.
The hon. Lady cautioned against creating a patchwork of rights, yet of course the process the Government are undergoing with devolution is creating precisely that across our country, with different deals in every part of it. What is the danger in her having the courage of her convictions and voting with us to retain clause 20, in order to enable 16 and 17-year-olds just to vote for their local councillor? That is all we are asking for. What danger is involved in that?
The right hon. Gentleman tempts me to join him in the Lobby, but I would only further trash his reputation in Norfolk if I did. Joking aside, there is a distinction to be drawn between rights that people might have in different parts of the country and public services that people might have in different parts of the country. I would describe the latter as the substance of the devolution Bill—it is about how public services can be better delivered.
I wonder whether the right hon. Gentleman would permit me to extend this point to something the hon. Member for Nottingham North (Mr Allen) proposes in new clause 3, which could be argued also to create something of a patchwork. I make the distinction between rights and public services, but new clause 3 brings in another category: methods of voting. I have concern about having a patchwork in that area, too. We would want consistency there, just as we would on rights, but I can see value in having innovation in public services more locally, which is why I support the Bill overall.
Does the hon. Lady recognise that it is in the nature of British constitutional reform that it tends to be pragmatic and incremental and that this opportunity in the Bill is at least a foot in the door towards what she is telling the House she believes in? Does she also recognise that this has already been done piecemeal—16-year-olds had the vote in the Scottish referendum, so she would not even be innovating with this measure?
Having been a Minister with responsibility for constitutional reform, I know well that it is often done in a pragmatic way. What I regard as pragmatic in this instance is to have this debate properly and thus respect the young people whom we seek to serve by looking properly at their rights and opportunities. That is the main thrust of my comments today.
I do not want to be seen as the champion in this House for votes at 16; I want to be seen as the champion for young voters. The technicality of the voting age is a very important signal, which we ought to be able to send to young people to say that they are valued in politics. That is the way I do politics and I am sure it is the way the hon. Gentleman does them; I would like to think it is how everybody else in this Chamber also approaches this crucial matter of democratic engagement. This important topic crucially affects a generation of people, who would indeed like to be involved in politics. It is not good enough to deal with it piecemeal and not to consider the full implications of what we are talking about.
I have a few brief points to make about what this younger generation is asking of us in politics. Political engagement has indeed changed. Demos carried out research for the National Citizens Service in which it says that we should roll up our sleeves, power up our laptops and get things done, rather than rely on the state to do things for us. My colleagues on the Conservative Benches will say, “Hear, hear to that”, because that is what we believe in. We are a centre-right party that believes in getting things done. We believe in local innovation, in individuals being self-reliant, and in helping people to take the opportunities that exist. I support this Bill in its entirety, because it promotes devolution for local areas.
What we can see in Demos’ research is a certain scepticism of the state. The state comes a fairly long way down the list—after individuals, charities and businesses—when it comes to getting things done. Young people do not look to the state alone to get things done. That can be seen in the Ipsos MORI research, “Generation Strains”, which demonstrates the scepticism with which today’s youngest generation views the welfare state, compared with older generations.
What we are seeing is an opportunity for us to embrace a whole new generation of voters; dare I say it, it is the generation to which the Minister and I belong. It is that generation that we need to be welcoming in to politics. What I am saying is that we should have the opportunity to do that properly; to change our campaigning styles to meet that challenge; and to embrace those values here in this House. We also have that opportunity in this devolution Bill, but let us respect our young people by treating their democratic rights properly in a debate that looks at the matter fully rather than off the back of a single amendment that has come from the other place without the chance to look at the issue in the round.

Commons ChamberI welcome the hon. Gentleman to his position. He talks about privatised railways leading to this kind of disaster. This is a great example of somebody who has not held ministerial office, or who has just been in opposition, being able to forget everything that happened in the past. I remember, however, what the Labour candidate for Mayor of London, the right hon. Member for Tooting (Sadiq Khan), said:
“one reason we are able to invest record sums in our railway service is the revenues that the franchises bring in and the premiums that they pay”.—[Official Report, 1 July 2009; Vol. 495, c. 430.]
We are seeing record investment in our railway because of how we are running it. At the time it was fully nationalised we saw a declining railway, a useless railway, a railway that was not fit for purpose—something the Labour party wants to go back to.
7. What recent discussions he has had with Network Rail.
I meet regularly with senior officials of Network Rail to discuss a wide range of key issues facing the company. Recent meetings have majored on Sir Peter Hendy’s review of the control period 5 enhancement programme.
Will the Secretary of State reiterate the Government’s commitment to the recommendations of the Great Eastern main line taskforce, which brings benefits to all counties on its route? Will he ensure that Network Rail delivers the necessary improvements to track in East Anglia in CP5 and CP6?
Yes. I am very glad to say that we have been able to issue the invitation to tender in relation to the East Anglia franchise, something on which my hon. Friend has been very persistent. Services to Norwich in 90 minutes and services to Ipswich in 60 minutes form part of that tender. She is right about the other improvements we need to look at as well. She can take my assurance that I will raise them with Sir Peter Hendy when I meet him later today.

I thank my hon. Friend the Member for Harlow (Robert Halfon), who is kind in ceding his place. His moment will come very shortly. It is for me to add to the arguments of my hon. Friend the Member for Ipswich (Ben Gummer). As he capably laid out, this has been a big project. It has been a joint project, and we hope it will be successful. It is new for the region to have three counties working together, and that has been extremely important. We speak today with the full blessing of our colleagues on the task force from Essex—those in Parliament and those in the business community—and the many thousands of passengers who are signed up to the report. We have brought those people together for the first time in this kind of work. We have done the detailed analysis and it was our great pleasure to present that in the past few days to the Minister, the Secretary of State for Transport and the Chancellor, who asked us to set up the task force and put together the work.
My hon. Friend explained the ambition we have for our region. He is, in fact, the originator of the hope in our region that we can be the California of Europe. He is absolutely right to have set out what we could have back for the mere £476 million investment that we ask for. The benefit-cost ratio identified in the report is crystal clear and is higher than that for High Speed 2 at £9.50 generated for every £1 invested. That is another of the report’s strong arguments.
We think that the decision from here is simple. As my hon. Friend laid out, we ask for confirmation of the infrastructure improvements and that new rolling stock be provided for. There is, however, the downside: we cannot go on like this. We cannot go on without the improvements we call for in the report. Our constituents and people throughout Norfolk, Suffolk and Essex—including the tens of thousands of employees, students and passengers represented by those who signed up to the report—pay their way in tickets and season tickets, and they know they are not getting the service they deserve. We know they are not getting the service they deserve, and we have been honest about that in the report. The report is frank in saying that to miss this opportunity to invest would condemn those passengers—our constituents—to another decade of misery on this train line.
We cannot go on with such ageing rolling stock, for a number of very good reasons, one being the reliability problems it has caused. One need only to have looked at the Eastern Daily Press and other regional papers over the summer to have seen the chaos on our line resulting from breakdowns and delays. They compound each other, because of the quality of the stock and the infrastructure we are dealing with. We all have examples of constituents who have been prevented from getting to work at all—indeed, prevented from getting anywhere at all. That is not acceptable in this day and age, particularly given that they are already commuting up to two hours a day each way.
Another reason why we cannot continue with this rolling stock is that in years to come, it will be unlawful under the Disability Discrimination Act 1995. That underlines the point that now is the time for action on the rolling stock and the accompanying infrastructure improvements.
I thank my hon. Friend, my hon. Friend the Member for Ipswich (Ben Gummer) and the task force for their incredibly important work. For all the reasons already given, I would like to see the rolling stock substantially improved, overhauled and, I hope, replaced with new stock. Does my hon. Friend the Member for Norwich North (Chloe Smith) agree that it is important that we consider the working environment provided by any replacement rolling stock? It must be comfortable and must provide free wi-fi for all passengers, power sockets and the various facilities that commuters and those working on these trains need.
I endorse the points made by my hon. Friend and constituency neighbour. The task force has been able to secure some short-term improvements—such as the provision of power points—not to all stock across the franchise fleet, but to the InterCity stock that serves his constituents and mine. That, however, just gets us to an equal starting point. We have so much more to do, as the report makes clear.
The task force has laid out the problem and how we can solve it. It has laid out the unique opportunity we have, why now is the time to act, and the consequences of not acting. Such investment does not go ahead without the commitment of Members of Parliament and the partners who worked with us on the report. These things do not happen by accident: we have pulled together a year’s worth of hard work, undertaken not only for those whom we represent, but for many thousands of passengers. I think they stand with us today in saying that these issues must be raised in Parliament, and it falls to us as their representatives to do so. I sincerely hope that we are successful, so that those passengers can once again have faith in their rail service.
Forgive me, Mr Turner. You are quite right to correct me.
It is an opportune time to review the case for investment in the region, which is why the report is so timely. We have already committed to £170 million of track and signalling improvements on the Great Eastern main line next year and have agreed a package of improvements with the Abellio Greater Anglia franchise, including additional services between Stansted and Cambridge and refreshed trains on the Norwich to London route. I was joined by hon. Friends on a visit to road test some of the improvements. In fact, there is a photo somewhere of my hon. Friend the Member for Ipswich trying out the new loo—in a mock-up capacity only. It is good to see that we are not standing still and waiting for investment; we are upgrading in line with what passengers require, which means simple things such as new toilets that do not leak, new carpets and seat covers, plug sockets and new lighting. Regarding wi-fi, which is available to all customers on inter-city services and free to first-class passengers, we are trying to find out the future deployment plans. I agree with my hon. Friends that it is an important part of the package going forward and will write to them.
Abellio Greater Anglia will work with the industry to develop and deliver all the Government’s control period 5 projects, including Crossrail, Great Eastern main line infrastructure improvements, improvements to the Ely area, Stratford to Angel Road capacity improvements, a new station at Lea Bridge, and additional peak capacity in 2014 to 2019 into Kings Cross and Liverpool Street to meet forecast commuter growth. There will also be additional freight capacity. We have not discussed freight, but it is an exceptionally important part of the railway mix, and we are considering ways of unblocking lines to allow both and freight and passenger trains to run. This is an incredibly opportune time for such a report. My boss the Secretary of State and I have both read it, and we are looking carefully at how the improvements might be delivered.
I commend the work that the group behind the report has done to unblock some of the long-held barriers of party political or cross-county agendas. It has been refreshing to see a strong cross-party and cross-county approach to the work. My hon. Friend the Member for Ipswich asked whether I had received any representations from the Opposition Front-Bench team, or indeed any Opposition Member, on this subject, but the answer is no. I am unsurprised, however, given that the previous Government electrified only eight miles of track in 13 years and failed to realise the valuable role that transport plays in building economic growth in regions across the country.
Does the Minister agree that it is a great shame that Opposition Members are not present to speak for themselves on the matter?
It is a great shame, but it does not surprise me.
The Government will now be asking Network Rail how to progress the detailed development of the case that has been eloquently made for the line-speed changes, using the funding provided in the current rail investment strategy, to fund the best-value-for-money elements for completion by 2019. The opportunity for shorter journey times will be included in the development of the franchise to 2016, which is to be awarded from October of that year onwards. That could lead to bidders for the new franchise being asked specifically in their proposals how to address the requirements set out in the “Norwich in 90” report, in particular the totemic achievement of the 90-minute travel time. We propose to publish the consultation for the next East Anglia franchise on 1 December 2014, so it is an important time for anyone who wants to make further representations. In future franchise competitions, we expect bidders to give weight to both financial and quality considerations of rolling stock, focusing on passengers.
It is an exciting time for the rail industry across the UK. I heartily welcome the report, which represents an excellent forensic analysis of what can be unlocked with relatively small investment. I look forward to working with colleagues in taking the recommendations forward.

Commons ChamberIt is a great pleasure to follow the hon. Member for Liverpool, Riverside (Mrs Ellman), alongside whom I have the pleasure of serving on the Select Committee on Transport—a very important subject. Despite being a relatively recent addition to her Committee, I was present for much of the inquiry she outlined and found it highly significant.
I would like, if I may, to begin my comments with a reflection on a detailed area that the hon. Lady summarised but perhaps did not have time to go into—the sections of society that can and do use passenger transport, and value it very deeply. As she rightly said, as did my right hon. Friend the Secretary of State, buses do matter, and I will set out some of the groups for whom they matter most. The first is older people, because many elderly people are unable to drive. Then there are younger people, who, as we heard in the Committee, make significantly fewer car journeys than before, with a 10% drop, over the past decade and a bit, in the number of 17 to 20-year-olds holding a driving licence. Passenger transport is essential for unemployed people because it allows them to sign on at a jobcentre and then look for work. That is particularly relevant to cities and counties like mine, Norwich and Norfolk, where work may be in a city amid a rural area.
Is the hon. Lady aware that when bus services are as unreliable as they are in places such as Bristol, there is an increasing problem in that people seeking work are being sanctioned by jobcentres because they cannot make it to their appointments on time? If they are 20 minutes late, through no fault of their own, they can find that they are losing a couple of weeks’ money and have absolutely nothing to live on.
I shall respond to that intervention, which is of course on a topic unrelated to the motion, by referring to a very good scheme that operates in Norfolk called Kickstart, which is open particularly to young people. For the price of perhaps only a few bus tickets—when one does the sums—it offers a very affordable moped. Buses are not necessarily the only way for jobseekers to get to where they need to go. I pay tribute to the Kickstart project and what it does to help square this circle.
The Committee heard about two more groups, the first of which is people who are not necessarily unemployed but have low incomes, and may well be more dependent than others on bus travel. Finally, and importantly, there are disabled people. Passenger transport allows disabled people to access not only employment but community and family life, and the entire range of things that one would like them to be able to do. The Campaign For Better Transport told us that disabled people use buses about 20% more frequently than the non-disabled population..
I want to mention a couple of cases that have recently been raised with me by disabled constituents, both of which involved complaints about a particular bus company and what was perceived to be unfair treatment of disabled passengers. In one case, the disabled passenger himself wrote to me; in the other, it was somebody who described what they had seen. There is a common thread between the two. I would like to draw the House’s attention to a tension within the law relating to disabled passengers. It relates to the shared space on buses for both wheelchair users and buggies, a subject well known to everyone in the House. In one case, the bus driver failed to ask a pushchair user to make space for a wheelchair user. After looking into the regulations that apply to the bus company and investigating the case with the Department for Transport, it has become clear that the bus company ought to do the right thing.
We are all familiar with the Equality Act 2010, which rightly makes it unlawful for any bus operator to discriminate against a disabled person simply because they are disabled. The Public Service Vehicles Accessibility Regulations 2000 require there to be certain facilities on board. However, there is a point at which there has to be a conversation between the two types of users who want to occupy that space on the bus, or a point at which one has to be told to make way for the other.
I do not seek to propose a solution to that tension in this debate, but I simply wanted to mention it because constituents have raised it with me more than once. Obviously, being left at the side of the road can be a source of deep distress to a wheelchair user who is not able to get to their destination. I do not need to describe to the House how bad such a situation can be. I of course hope that all bus drivers would demonstrate maximum respect for their disabled passengers, as would other passengers in such difficult situations.
I am confident that the Department is encouraging bus companies to do the right thing. I know that the bus company has had words with those responsible, and that it will do its best to discharge its duty.
Given that rationale, why have so many bus companies from across the country not taken up the Royal National Institute of Blind People’s campaign for talking buses? Why, outside London, do so many buses not have such a system?
I will leave the technical answer to the companies or my right hon. Friends on the Front Bench. However, I reassure the hon. Lady that I recognise what the campaign stands for—I have been on a bus journey with my blind constituent Mrs Bernie Reddington, who is a force of nature as a campaigner in her own right—and I strongly support its aims.
I want to talk about young people, who are one of the groups I mentioned, and about how bus travel for them varies between rural and urban areas. Young people in London enjoy free travel, but the choices outside London or the major metropolises—you can tell me whether that is the plural of metropolis, Madam Deputy Speaker; I only went to a comprehensive school, so I do not know what it is—can be limited or non-existent for those who need to get to college, work or wherever they wish to be.
The shadow Secretary of State has described a situation in which there is an angelic choir of Labour authorities up and down the country and then there is everybody else, but that is not what we are seeing. For example, Labour-controlled Norfolk county council is hiking transport costs for 16 to 19-year-old students. I want to say more about that because I joined the students who were campaigning strongly against that in Norfolk and very firmly backed the campaign that they had to have last year. The county council has deferred the matter for another year, so its original decision still stands.
Slashing the bus subsidy for 16 to 19-year-olds would be wrong. Students told me that even young apprentices who are earning a wage were worried about finding that kind of money, and many students do not do anything in addition to their studies to earn money. What the Labour authority has proposed will cause a genuine cost of living problem. It would hit the poorest students hardest, and it would deprive them of the choice of where to study in Norfolk, which will have a real impact on the future generation. I do not say that the solution is more spending, more borrowing and more debt, because guess who that would affect most out of all the generations?
I and fellow Norfolk MPs set out other options that the county council could have considered. The student union deserves praise for having got young people together to campaign on this issue. Young people need to be involved in politics, because not being there to present their arguments can lead to other people making decisions for them. It is wrong for the Labour-controlled county council to impose a 55% increase in ticket prices, which would hit the poorest students the hardest.
I will give way if the hon. Lady has something important to say about what the Labour-controlled county council has done.
Will the hon. Lady tell the House what cuts her Government have imposed on her Labour council locally? Has she reflected on the fact that her Government have cut support for transport—including buses—by 17% in real terms since 2012-13? What is her Labour county council supposed to do in those circumstances?
It is supposed to man up and not ask for more spending, more borrowing and more debt, which—as far as I can tell from this debate—is what the hon. Lady and many of her hon. Friends are still doing. Young people must not be told that borrowing will sort out the problem, because they will only have to pay for it in due course. I have been clear on that point and am happy to be clear about it again. A county council has to balance choices between the generations, and that is what the debate was about.
Let me move on to the other generation that needs to use bus services, and give a brief mention to the pensioners with whom I have campaigned on Spixworth road in my constituency. We must ensure that elderly people can get around, and buses are particularly important to them.
I shall close my remarks by mentioning two constructive schemes that hon. Members may be surprised but pleased to hear involve Norfolk county council. One is a total transport scheme in which the council and the East of England ambulance service are working together to give people access to health services, and the second is a smart-ticketing pilot run in conjunction with the council and the Department for Transport. Many other Members wish to speak on this important subject, so in conclusion: buses do matter.

I congratulate my constituency neighbour, my hon. Friend the Member for Broadland (Mr Simpson), on securing the debate, and I congratulate hon. Members who have contributed so wittily to it. I want to add a couple of points about Norwich to reassure the Minister that we are making not only a three-counties argument or a rural argument, but an urban argument. The improvements we seek are crucial to every point in those counties.
I begin with a reminder that the A47 is intended to connect to the proposed Norwich northern distributor road, a key project that stands to provide a serious economic opportunity for my constituency in two ways. First, it will open up further economic opportunities; indeed, several businesses to the east of my constituency are already opening new sites in a business park that is set to be near the start of the NDR. The other major piece of infrastructure that will be served by a better route linking to a fully dualled A47 is Norwich International airport, and I will come on to that in a moment. We are competing both nationally and internationally in some important areas, and the airport is crucial to those.
Secondly, the proposed NDR will be vital to my constituents for reasons that my hon. Friend the Member for Mid Norfolk (George Freeman) has touched on. Today’s problem—this morning’s problem, from about 7.30 am until 9.30 am—is people trying to get out of their driveways in areas of my constituency where there is simply not enough road capacity, and where they cannot drive at more than 10 miles an hour once they have done so. That is a problem in places such as Barkers lane in Sprowston and plenty of others. What we do not have in Norwich at the moment is a northern ring road. The NDR would function as such and, crucially, would link to the A47 to relieve congestion. In addition to the economic opportunities that it would present, it would bring jobs and result in a better quality of life for my constituents.
I want to place a fully dualled A47, and the projects to which it would connect, in the context of the improvements in infrastructure that our whole region needs. Colleagues have amply covered the importance of the fully dualled A11, and today we are, of course, dwelling on the need to dual the A47 fully. I want to describe two further improvements that we need, although I am not setting out a menu of choices from which the Minister can pick; I emphasise that we want all these things. The two points that go alongside road projects are improvements to rail and improvements to broadband. Together, those infrastructure improvements will mean that Norfolk, Suffolk and Cambridgeshire are open for business.
Let me return to the point touched on by my hon. Friend the Member for Mid Norfolk. The issue is primarily one of meeting a capacity need. East Anglia has one of the highest rail passenger growth rates—that alone would almost be reason enough for me to be leading the Norwich in 90 project, which I am and of which the Minister is aware. That is but one component of the full-scale upgrade required to bring our railway up to scratch. The same point stands regarding our road network capacity. East Anglia is one of the few parts of the country that is a net contributor to the Treasury. Passengers and drivers therefore deserve better than infrastructure that is creaking to an early grave.
If road, rail and broadband are improved, that could be said to put Norfolk in the fast lane. We could argue that we want Norfolk to be in the fast lane; indeed, we do make that argument. But before that, we need to be pulled out of the slow lane. We have to make both arguments at once. We need the Minister to recognise a two-step argument—we need to be rescued from disrepair and disinvestment, and then we need to rev up to compete nationally and internationally.
Let me turn to the ways in which we must compete and the exciting opportunities we have to do so and to have jobs come to Norfolk, Suffolk and Cambridgeshire. I could make the point that my hon. Friends the Members for Waveney (Peter Aldous) and for Great Yarmouth (Brandon Lewis) would make: we need to compete with Belgium by having the ports and surrounding infrastructure required to supply the full chain that sits behind our offshore and energy industries. That supply chain often comes to Norwich. Some of the digital and creative industries we have in Norwich can compete in Hollywood. I can name one business that supplies companies in Hollywood with high-quality creative work, but its employees occasionally have to decamp to their own houses to use better and faster broadband than is available in their offices. That is another example of why we need an infrastructure package to come together.
To return to the example of Norwich international airport, we are competing with Australia and the middle east to provide high-quality, excellent aviation training. We can argue in so many ways that we can be the silicon valley of Britain, not only in life sciences and the digital and creative industries but in aviation training, which is a specific strength of Norwich international airport in my constituency. Inside Britain, we can compete every day for both private and public investment. The rail and road opportunities we are discussing today, packaged together with broadband, are what will make Norwich, Norfolk and the adjoining counties open for business and bring more jobs to our constituencies.
At a time when it appears loud and clear that Labour would like to take Britain back to the 1970s, I will finish by urging the Minister to listen to the people of Norwich and Norfolk, who in fact prefer the 21st century.
