Commons ChamberThe UK committed more than £500 million to the COVAX facility and helped it to deliver more than 81 million doses to 44 African countries. In addition, we are providing UK emergency medical teams to 10 African countries. We have put a public health rapid support team into Nigeria, Gambia, Tunisia and other countries in Africa. At the World Bank annual meetings the week before last, I raised the importance of ensuring longer-term vaccine financing for Africa and that all programmes work together. We are strengthening the support that we give in African countries, to help them to have the health systems they need to continue providing essential health and getting those vaccines out.

(Urgent Question): To ask the Secretary of State for Foreign, Commonwealth and Development Affairs if she will make a statement on the arrest of the Sudanese Prime Minister.
I am grateful for the opportunity to answer this urgent question. The UK most strongly condemns today’s arrest of civilian members of Sudan’s transitional Government by the military. We are also deeply concerned about reports of shooting at protesters, which must stop.
Over the past two years, Sudan has been on the delicate pathway from oppressive, autocratic rule towards freedom and democracy. The UK has been a consistent and firm advocate for the democratic transition since the 2019 revolution. The acts of the military today represent an unacceptable betrayal of the Sudanese people and their journey to democracy.
I was in Khartoum just last week, when I stressed the need for all parties to support the civilian-led Government’s work to deliver the democratic transition, the process agreed by all sides in the constitutional declaration of August 2019. The military leadership in Khartoum cannot claim to be committed to a democratic future while simultaneously acting unilaterally to dissolve the transitional institutions and to arrest leading civilian politicians.
The Sudanese military agreed to the power-sharing agreement, as outlined in the constitutional declaration. Having arrested the Prime Minister and others today, the military have undermined the trust placed in them by the people of Sudan to deliver democracy.
At this very moment, there is a communications blackout and, therefore, only intermittent contact with my officials in Khartoum, but they are working to establish the full details of the situation. We have updated travel advice to reflect the unrest, and we will keep it under review to ensure the safety of British nationals and our staff, although I understand there are no flights at the moment. We are working with international partners and expect to make a public statement later today. I will also speak to my US counterpart later today.
As we know well in this place, disagreement and debate are essential features of democratic politics. Disagreement and debate are neither a threat to Sudan nor a threat to the Sudanese people, and as such I urge Sudan’s military leadership to change its course, to release detained politicians, including Prime Minister Hamdok, and to ensure Sudanese people can protest without fear of violence. The actions of the Sudanese military today are wholly unacceptable.
Women were a major driver of the 2019 protests that fought so bravely for democracy. Last week in Khartoum I met inspiring women leaders, inspiring women social reformers, inspiring women entrepreneurs and inspiring women community leaders, including the truly awe-inspiring Mama Iqbal, who successfully eradicated female genital mutilation in her 200,000-strong community of Tutti Island. She has undertaken to roll out her work across the country with help from UK aid.
Women and girls have a vital role to play in Sudan’s future, and the UK stands with them. The military’s actions today have betrayed all the people of Sudan, but especially the women and girls.
I thank the Minister for her comments. The last military coup in Sudan resulted in a long and brutal dictatorship that caused extraordinary human rights abuses, including war crimes, genocide and crimes against humanity. The armed forces in Sudan must remember that the military belongs to Sudan, and Sudan does not belong to the military.
Last week the UK Government relaunched the UK-Sudan strategic dialogue, and the Minister met General al-Burhan on Wednesday 20 October. According to the official communiqué, the discussions involved a productive exchange of views concerning the civilian-led transition to democracy. Can she clarify what those productive discussions included? Have the upcoming meetings of the strategic dialogue been cancelled? Is the additional assistance announced last week still planned?
Will the Minister join me in urging the Sudanese military to ensure that protestors and those engaged in civic action in the coming days are not harmed in the horrific manner that we have seen in recent years? Today, reports of injuries and the use of live ammunition are already reaching us. The communication shutdown must be lifted, and we must be clear that not only will any attempt to cover up attacks on protests fail, but responsibility for the cover-up will be on the shoulders of those currently in power, and we will pursue them. There can be no sustainable peaceful transition unless there is also transitional justice. On taking power today, General al-Burhan suspended the investigation into the 3 June 2019 massacres. Will she join me in condemning that?
Any truly global Britain must be assertive in its support for democracy. As chair of the all-party parliamentary group for Africa, I know that our reputation has yet to recover from the devastating in-year cut to our global aid budget that the Government announced this year. Our response today and in the coming days will be seen as a template for how the UK supports democratic transitions across Africa. We must not fail.
In last week’s meetings of the dialogue between the UK and Sudan, we worked on a number of issues including the support that we have been giving the Sudanese for their transition towards democracy and support for their constitutional arrangements as well as on economic matters. During that visit, I had the opportunity to meet both Prime Minister Hamdok and General al-Burhan as well as other key Government members. I stressed to all parties the importance of supporting the civilian-led Government and upholding the constitutional declaration and Juba peace agreement as well as continuing to progress the transition. I also reaffirmed our commitment and strong advice for them to continue to work with the International Criminal Court and to respect that process. I also urged the Government to increase their efforts to end the blockade of ports and transport links in eastern Sudan.
The UK has taken a leading role in supporting Sudan to hold to account those responsible for past crimes, including our support for the ICC and for investigations into the 3 June killing of protestors. It is vital that those in Sudan should continue to work with the ICC to hold those responsible to account. Those responsible for today’s action should also be held to account.

Commons ChamberAs ever, my hon. Friend raises an important question, which is about how schools and colleges co-operate with safeguarding partners. They are under a statutory duty to co-operate with those partners once they are named as a relevant agency to that partnership. Our guidance is clear that we expect all schools to be brought into local safeguarding arrangements, and that is one reason why we have asked all our local safeguarding partnerships across the country to review now how that system is working locally.
We want to make sure that our safeguarding partners are supporting our schools. It is really important that a school feels it has a relationship with, for example, the police so that if it has a sensitive issue it wants to discuss with them, that can be done with somebody who understands children and young people, understands the behaviour and understands the school. It is about having that sort of closeness of relationship to support each other. That is what I have been told by headteachers again and again, and that is what I would like to see—that sort of close relationship working through those partnerships to keep schools safe. I believe that schools want to do that, and we need to ensure that our safeguarding partnerships are working hand in hand with our schools.
Sexism and sexual harassment harm girls and boys in their experience of school and help establish a toxic sexual culture, which then infects our streets, our workplaces, our universities and our Parliament. Four years ago, more than three quarters of secondary school students were unsure or not aware of the existence of any policies or practices in their school related to preventing sexism. What difference will students in primary and secondary school in Newcastle see as a result of today’s statement, and when?
The hon. Member is absolutely right that this can and does harm boys as well as girls. There are tales I have heard of boys also having suffered from having images of themselves widely shared with their peer groups. The abuse, bullying and harassment has led to devastating mental wellbeing consequences for the boys, and it is important that we recognise that as well.
There are four immediate actions that we are taking today. The first is to support designated safeguarding leads in schools, such as in Newcastle. They do excellent work, but many of them have asked for access to better advice, the sharing of best practice and continuous professional development, all of which we are working on through what I mentioned in my statement.
As I said, we will be increasing the funding for the bespoke NSPCC helpline, so that children in Newcastle and elsewhere, if they have suffered abuse, can pick up the phone and call that line. In fact, they can type in—many kids would rather send a text message to helplines than actually ring them. That advice is there.
Our teachers will get the extra support that we want to put in on how they can deliver the RSHE curriculum. As I have said, we are looking, for example, at better ways that we can help older children support younger children in this as well.
The fourth action we will be taking, which will be important in Newcastle as well as everywhere else, is making sure that our safeguarding partnerships—police, health and local authority children’s social care—absolutely ensure that the safeguarding arrangements that it is vital they wrap around children are working well in every single local area.

Childcare is vital for working parents, which is why this Government introduced the 30-hour entitlement and why we are investing £3.6 billion in early years this year. Breakfast and after-school clubs are also able to open and schools should be working to resume this provision from the start of this term. We have updated our guidance for providers. Any parent who may be struggling to find early years provision should contact their local authority, but I hope the hon. Lady will join me in welcoming the funding for maintained nursery schools, including three in her constituency.[Official Report, 14 September 2020, Vol. 680, c. 2MC.]

Commons ChamberWhat was eye watering was the debt under the previous Labour Government. Does the hon. Lady not agree that growth of over 1.5% going hand in hand with public spending is a phenomenal achievement and is thanks to a balanced economy?
The hon. Lady should finally recognise that the economic crisis—the crash—was caused by casino capitalism and reckless bankers, and the Conservative party chose to make the poorest people pay for it, and they continue to pay, given the slowest recovery since the Napoleonic era.
The hon. Gentleman makes an excellent point, and I look forward to the Government’s response.
I will now make some progress, as I am sure Mr Speaker will not indulge me much longer.
I am not sure what is needed for the Conservative Government to see that their economic policies are causing more harm than good. Rising prices and stagnating wages mean that people are now £800 a year worse off than they were a decade ago. Just under half a million young people are still unemployed, and one in nine are in insecure agency work, on a zero-hours contract or in low-paid self-employment. That is the everyday reality for millions of working people—the people behind the supposed record levels of employment bandied about by the Government as the marker of a successful labour market.
The truth is that there are real issues in our labour market—rising insecurity, stagnating wages and a productivity crisis—so it is disappointing to see so little to address them in the Budget. There are increases to the minimum wage or, as the Government have rebranded it, the national living wage, but it is still significantly below the rate set for the real living wage. One in five people earn less than the wage they need to get by, according to the Living Wage Foundation, and the increases will not change that. In addition, unlike the Government’s minimum wage, the real living wage is based on a review of the evidence on what is happening to people’s living standards right now.
The Government’s failure to immediately reform the IR35 rules, which govern how much tax those working as contractors pay, shows that they are refusing to take tax avoidance seriously. By pushing back those reforms to 2020, the Government are denying themselves much-needed revenue, which could be used to properly fund our schools and the NHS, or to pay workers a decent wage. How many more people need to take to the streets protesting about their precarious working conditions? How bad do things have to get before the Government finally take action?
We have heard lots of warm words about defence spending, but they are cold comfort to many of the workers in the shipbuilding industry, such as at Cammell Laird and Appledore, who are facing real uncertainty as to whether their jobs are safe. It is disappointing that the Government failed to announce any support for our manufacturing or shipbuilding industries, which are vital to our long-term economic success.
In the same month that the Intergovernmental Panel on Climate Change, the leading authority on climate change, set out the devastating consequences for human civilisation of a business-as-usual approach and the scale of ambition needed to avoid dangerous climate change, what did the Chancellor do? He did not even mention climate change, and the Red Book was little better. The Chancellor left the carbon price support unchanged and said that the Government would seek to reduce the rate if the total carbon price remains high—that is as clear as mud. The Chancellor tinkered at the edges of the climate change levy, a policy introduced by Labour but undermined by his predecessor, George Osborne, who removed exemptions for renewable energy. The Government did announce a £315 million industrial energy transformation fund to support businesses to increase their energy-efficiency. That sounds good, but when we realise that it will be paid for entirely by money saved from scrapping capital allowances for energy and water efficiency, which enabled businesses to claim back the costs of investments, we see that it is really just rearranging the furniture.
What else was there? As has been said, the Government announced £20 million for nuclear fusion. I do not know whether the Chancellor’s understanding of nuclear fusion is as limited as his understanding of blockchain, but these figures should illustrate the challenge here: £20 million is 330 times smaller than the €6.6 billion the EU will contribute to one nuclear fusion experimental facility in France—this is not even a drop in the nuclear ocean. Of renewable energy—wind, solar and tidal—not a single mention was made, at a time when electricity and gas wholesale prices are rising, and we enter another winter with household bills surging and millions facing fuel poverty. There was £10 million for urban tree planting and a commitment to purchase £50 million-worth of carbon credits from tree planting, although it is unclear whether that is new funding. The lack of action on climate mitigations is disappointing.
It is a pleasure to speak in favour of the Budget tonight. The decade since the financial crisis has been tough, and it is very good to know that the corner has been turned. The economy must come first, because without a strong economy we cannot afford other priorities such as healthcare, welfare, defence and education. Today in Chelmsford unemployment stands at 1.6%; we have record numbers of jobs and opportunities. We know that politicians do not make jobs—businesses do—but we can help. Businesses often tell me how low corporation taxes have helped them to invest here. Chelmsford businesses ask me for lower business rates, fixed VAT thresholds and a level playing field between online and offline trade, because tech giants should pay tax too. I am really glad that all three of those asks have been addressed in the Budget.
We know that innovation drives growth and keeps us ahead of the pack, and I am proud that this Government have increased investment in science and research by more than any Government in the past 40 years. We on this side do not underestimate the importance of collaboration in science, which is why our EU strategy keeps us in those European networks. I am glad that the Minister for Immigration is here. She knows that we need a fair and fast immigration system to enable scientists to continue to come here.
Fundamental research in science is key. Ideas involving liquid crystals, molecular machines and gas phase chemistry were once just intellectual curiosities, but they have now driven real transformational breakthroughs. We need to ensure that the ideas we have here are made into reality here. The hon. Member for Newcastle upon Tyne Central (Chi Onwurah) dismissed quantum technology as a “sexy” sector, but my biggest employer in Chelmsford has embraced the quantum revolution. It has made the cold atom trap—
I thank the hon. Lady for giving way in what is the final Back-Bench speech of the debate. I feel that it is wholly unjustified to say that I should not call technology sexy. One of the things I would like to do as an engineer is to show people how sexy and important technology and engineering are. Calling it sexy was not dismissing it. I was just saying that we need to celebrate all different types of technology, not just quantum technology.
Maybe it was the tone that felt dismissive. In my constituency, we have embraced quantum technology. We are making a cold atom trap and the oscillator for a quantum clock. There is nothing wrong with being in a “sexy” sector. Last week, that employer called in 120 of its lowest-paid workers and gave them a pay rise of between 8% and 18%. These are real products, real sales, real profits and real pay rises. That is what will drive our country’s future.
I thank the Treasury for the investment in infrastructure. People in my constituency spend too much time in traffic jams and on delayed trains. It is a waste of their personal time and it hits the country’s productivity. We are building tens of thousands of homes in my constituency, and we need the infrastructure too. We need the second railway station and the north-east bypass, and we have got our bids in to the housing infrastructure fund—it is great to see that fund being increased—and the local roads fund. We need money for main roads, cash for cycleways and pounds for our potholes, but in Chelmsford, my pinch point is the ancient Army and Navy flyover. I want our local roads fund to be Ford’s flyover fund, please.
There are three other things in the Budget that I would really like to praise. The first is the tax on virgin plastics. We need a game changer in the way we use plastics on this planet, and I am really glad that Britain is leading the way on this. The second is the improvement in universal credit. That is welcomed not only by us on this side of the Chamber but by the Joseph Rowntree Foundation, the Trussell Trust and the Resolution Foundation. All those organisations are real experts in fighting poverty. The third thing is the massive boost for the NHS in the form of £20 billion for health and mental health, which is not funded through hiking up taxes. We are putting more money into the pockets of our lowest-paid workers by freezing and raising their tax thresholds.
There is a great deal in this Budget to be proud of, and I am proud to be the last Back-Bencher to speak in favour of it tonight.
