Commons ChamberI thank my hon. Friend. We have been discussing this issue for some time and working together on it, and it is incredibly important, particularly for his constituents. He has raised with great candour some of the challenges that he feels his constituents will face, and I have committed to working with him on that. There is no doubt that reception centres are the right way forward, so much so that, as the House will be interested to know, the European Commission has been paying up to €500 million, or even more, for EU member states to build reception centres. We must also have the right provisions and facilities within those reception centres, and that is exactly what we are working to achieve.
Last week I finally received a response to an immigration query that my office sent last August. I have an asylum seeker who has waited 18 months just for an interview, which he still has not had, and many constituents are desperately looking for passports that have failed to arrive. The Home Secretary is spending millions of pounds of taxpayers’ money on a policy that is as unworkable as it is inhumane. Why does she not put the work in and fix the issues in her Department of process and resource, instead of hiding her incompetence behind desperate refugees?

Commons ChamberMy hon. Friend, like me, believes in work, and that is effectively what we are doing in this Government—we are cracking on with the job, basically, in delivering on the British people’s priorities.
It is important to reflect on this point: the dangerous nature of these protests should not be lost on anyone in this House. We saw in particular the recent Just Stop Oil protest, and there are other sites and oil refineries where these protesters impose themselves. It really is a miracle that somebody has not been killed or injured through the tactics that are being used. To give one example, in the county of Essex, £3.5 million was spent just on policing overtime to deal with those protesters, draining the resources of Essex police so that it could not protect citizens across the county, and at the same time it had to call for mutual aid from Scotland, Wales, and Devon and Cornwall.
Despite Labour and the Lib Dems ganging up to prevent those measures from being included in the PCSC Act, we will act to support ordinary working people because we are on their side. The public order Bill will prevent our major transport projects and infrastructure from being targeted by protesters and introduce a new criminal offence of locking on and going equipped to lock on, criminalising the act of attaching oneself to other people, objects or buildings to cause serious disruption and harm. The Bill also extends stop-and-search powers for the police to search for and seize articles related to protest-related offences and introduces serious disruption prevention orders—a new preventive court order targeting protesters who are determined to repeatedly inflict disruption on the public. The breach of those orders will be a criminal offence.
Modern slavery is something that rightly exercises this House. It is a damning indictment of humanity that this ancient evil has not gone away. This Government will follow previous Conservative Governments in doing everything that we can to identify it and stamp it out. The new modern slavery Bill will strengthen the protection and support for victims of human trafficking and modern slavery. It will place greater demands on companies and other organisations to keep modern slavery out of their supply chains. The Bill will enshrine in domestic law the Government’s international obligations to victims of modern slavery, especially regarding their rights to assistance and support, and it will provide greater legal certainty for victims accessing needs-based support. Law enforcement agencies will have stronger tools to prevent modern slavery, protect victims, and bring those engaged in this obscene trade to justice.
In response to Putin’s appalling and barbaric war on Ukraine, this House passed an economic crime Bill within a day so that we could sanction those with ties to Putin. The UK is an outstanding country to do business in, in no small part because dirty money is not welcome here. An additional economic crime and corporate transparency Bill will mean that we can crack down even harder on the kleptocrats, criminals and terrorists who abuse our open economy. There will be greater protections for customers, consumers and businesses from economic crime such as fraud and money laundering. Companies House will be supported in delivering a better service for over 4 million UK companies, with improved collection of data to inform business transactions and lending decisions throughout our economy.
The Online Safety Bill will tackle fraud and scams by requiring large social media platforms and search engines to prevent the publication of fraudulent paid-for advertising. It will address the most serious illegal content, including child sexual exploitation and abuse, much of which beggars belief and is utterly sickening. Public trust will be restored by making companies responsible for their users’ safety online. Communication offences will reflect the modern world, with updated laws on threatening communication online, as well as criminalising cyber-flashing.
The Home Secretary has expressed her outrage and disgust at the crime and abuse that is to be found online. Why has her party done nothing about it for the past 12 years?
First, the hon. Lady and her party spend a great deal of time voting against the measures that we do bring forward on this. Secondly, the passage of the Online Safety Bill will give her and her party every opportunity to support us in keeping the public safe through some of the new offences that will be brought in.
This Government were elected with a manifesto commitment to update the Human Rights Act 1998 so that we enjoy the right balance between the rights of individuals, national security, and effective government. The UK is a global leader with ancient and proud traditions of freedom and human rights. Our Bill of Rights will reinforce freedom of speech and recognise trial by jury. It will strengthen our common-law traditions and reduce our reliance on Strasbourg case law. Crucially, the Bill of Rights will restore public confidence and curb the abuse of the human rights framework by criminals. This is a welcome and much-needed update, 20 years after the Human Rights Act came into force, and it will apply to the whole of the United Kingdom. Human rights are not something that should only be extended to criminals. In what has to be the most twisted logic I have seen as Home Secretary, I have lost count of the number of representations I have received from immigration lawyers and Labour Members begging me not to deport dangerous foreign criminals. The Conservative party stands firmly with the law-abiding majority.
The most vulnerable among us are not murderers, sex offenders and violent thugs, but their victims. Our victims Bill will mean that victims are at the heart of the criminal justice system, that they will get the right support at the right time, and that when they report a crime, the system will deliver a fair and speedy outcome. The victims code will be placed into law, giving a clear signal of what they have a right to expect. There will be more transparent and better oversight of how criminal justice agencies support victims so that we can identify problems, drive up standards, and give the public confidence. We are increasing the funding for victim support services to £185 million by 2024-25. That will mean more independent sexual and domestic violence advisers and new key services such as a crisis helpline.

Commons ChamberI can confirm that the centre will be opening in the next six weeks. Work has been undertaken for several months on the development of the site, including capacity at the site and all the various measures required for the housing and accommodation for asylum seekers.
Between 2015 and 2020, the number of asylum applications decided early stayed constant at about 30,000, but the proportion decided within the Secretary of State’s six-month target plummeted from 80% to 17%, despite doubling the number of caseworkers. Is it not the truth that her asylum processing system is broken—sending refugees to Rwanda will not fix that—and that she is using those fleeing from the worst atrocities of war as a shield for her incompetence?
The asylum system is completely broken. That is the only fact that the hon. Lady is correct on. I am changing the asylum system, as per the Nationality and Borders Bill, which the hon. Lady has voted against and every Opposition Member has voted against. This includes turning around asylum decision making in a faster way with digitalisation of the process, and also making sure that the immigration courts and tribunals hear more cases in a faster time, which is a point I made to a colleague in the House earlier. It is important that all these aspects of the reformed asylum system come together—
The hon. Lady may shake her head, but she shakes her head because, quite frankly, she is opposed to any reform or any controls on illegal migration and immigration.

Commons ChamberI echo the last words that my right hon. Friend used, because it is an absolute privilege—it is a dreadful phrase actually—for us not just to stand up in the world but give support to other human beings. She is absolutely right about community sponsorship, which we looked at for other schemes last year—Afghanistan and all the rest of it—and it works but needs to be stood up fast. Standing up schemes fast also means that they sometimes fall over if they are not set up properly, and we intend to ensure that we have the basics in place. As I have said, we need the accommodation, the facilities, and the wraparound support and care that are so important. We are building on lessons from previous schemes, but we are also working across Government to look at how we can bring it in fast.
The contrast between the desperate scenes of ordinary Ukrainians fighting for their lives or fleeing for their lives and the Home Secretary’s condescending and complacent “we are already doing so much we should be praised” statement is deeply troubling, especially given the long delays and numerous failings of the Afghan citizens settlement scheme and the asylum system more generally. Can she tell me whether a constituent of mine who is British and his Ukrainian partner can expect to be able to welcome her brother and sister, niece and nephew, and grandfather or grandmother, regardless of her immigration status?

Commons ChamberI thank my hon. Friend not just for her question but for her commitment and the work that she has been leading on. I thank all parliamentarians who have been so vocal on many of the abuses that have been well rehearsed and debated in this House.
On the support for parliamentarians who have been sanctioned, which is a really important point, that is where the House needs to be strong, and we are coming together with the parliamentary authorities to ensure that measures are put in place. She asked where is the might in Government. When it comes to defending democracy—as she will know, because she will have had discussions with my colleagues at the Cabinet Office as well—we lead on this, and, with other Departments, absolutely work in an aligned way on the specific details. A great deal is taking place that covers all aspects of threats. I touched on institutions, education and business, and the National Security and Investment Act, but there are also spaces such as cyber, and direct threats to individuals too.
My hon. Friend asked about sanctions on key individuals, and she is not the only Member to touch on this. I have heard the calls from all Members who have spoken on this issue and I will be raising it with my counterparts in the Foreign Office.
Our relationship with China has rightly evolved from the “golden decade” heralded by former Conservative Chancellor George Osborne. Today Members across the House have raised issues of political interference, university research technology transfer, the diaspora presence here, human rights, and investment in this country. The Secretary of State seems to imply that the work on the National Security and Investment Act will address all these issues, but it will not. Will she commit to the audit of UK-China relations that Labour has been calling for?
A whole raft of work is taking place, not just on China but in relation to the integrated review, and I am sure the hon. Lady has seen that. There will be new legislation coming forward. A great deal of work, much of it unspoken, takes place with our security and intelligence agencies that influences the work on China of Government, Government Departments, and the agencies within Government. It is right that we do absolutely everything we can. New threats evolve, technology advances and tradecraft advances as well. That is why we put very significant investment and resource into not just law enforcement but our intelligence agencies, who inform Government Departments and Ministers in terms of the approaches that we should be using.

Commons ChamberIt is truly heartbreaking to think of the lives, the hopes and the talents extinguished by the sea in that journey to our shores—a journey that the Home Secretary has characterised as unnecessary. Let me gently say to her that the men, women and children who got into that boat clearly did not think it was unnecessary, and we see more boats arriving today. Will she acknowledge that her policies are not working, that vulnerable people are paying the price, and that what we need are the safe, secure and fair routes into this country that she has failed to put in place?
That is exactly what the Nationality and Borders Bill does.

That is a great question, and Frontex in particular has an important role to play. I have travelled across certain EU countries and seen Frontex in operation, but not in France, and not with our near neighbours and on our near borders. The Commission is under pressure right now as it has been asked by many member states to provide broader protection. That is out of our remit and a matter for the Commission, but it is vital that it steps up. The lack of border protection is having an ongoing, knock-on impact on people smugglers and on porous borders, and on people coming to the United Kingdom.
The Home Secretary knows that the UK receives fewer asylum seekers—these are not people applying via the resettlement scheme—per head of population than the European average, yet after 11 years in power, she cannot process their applications in a timely manner, subjecting them to further physical and mental distress, or even control our borders, meaning that thousands are making that perilous crossing. Will she stop blaming the French, the European Union, the Royal National Lifeboat Institution, the weather, the migrants themselves, and take some responsibility? Fix the broken system, because the Nationality and Borders Bill certainly will not do that.
On the hon. Lady’s ultimate point, the Nationality and Borders Bill is an important piece of legislation to fix the broken asylum system. This is not just about the Conservative party being in power; when the Labour party was in power it did nothing to fix the asylum system. We are tackling this issue. I appreciate that Labour Members will not support the Bill, but at the same time they are supporting a broken system, and end-to-end reform of it is required. Yes, I want to fix the system—[Interruption.] The hon. Lady can shake her head and talk above me, but that is what we are trying to do through the Bill.

Commons ChamberMy hon. Friend is absolutely right, and he has heard me speak about the need to speed up work on the compensation claims. We are doing everything that we can. I am here to support anybody who brings a claim forward. My Department will look at how we can process claims far faster.
Put bluntly, the report shows that racism was allowed to infect the Home Office and its immigration policies, and visas are still tainted by it. The Secretary of State refused to believe me when I said that “no recourse to public funds” had left a Newcastle mum unable to feed her baby, but will she accept that I have constituents almost exclusively of black and Asian heritage who are left for years in visa limbo, and will she commit to improving access to the resources of her Department in order to give just and speedy decisions?
I am more than happy to assure the hon. Lady on her last point. Specifically, on the case that she set out, I said at the time that I would be more than happy to look at it. If she would like to share the details with me, I would be very happy to do so.

Commons ChamberOne of the important facts about stop and search, which I have experienced myself when meeting the parents of young black men who have been murdered on the streets of London, is its significance in taking weaponry off our streets. That is important for all Members of this House to recognise. When I have seen those parents, sat with them and heard their stories, they have called for more stop and search in order to stop more young black lives being killed, and to prevent more criminal and violent activities on the streets of our cities.
There is no place for racism or discrimination in our society, but it is there; it is everywhere, and it is crushing the hopes and lives of millions in this country. I condemn the violence and vandalism, but the vast majority of the protests were peaceful. I want to hear from the Home Secretary what she is actually going to do to eradicate the racism that she condemns so that we do not need to have more protests in five, 10 and 15 years.
The important point is that this is not down to one individual. We all have a responsibility—[Interruption.] Yes, and we all have a responsibility—across Government, across this House and across society—to understand the inequalities and the extent of the injustices. From a Government perspective, that means coming together and finding the right policy solutions, which this Government are committed to doing.

Commons ChamberMy hon. Friend is absolutely correct. We strongly support the right to protest peacefully, but that does not extend to the violent behaviour that we have witnessed across the country throughout the weekend. Any assault on our brave police is completely unacceptable. Any perpetrator should be in absolutely no doubt that they will be arrested and prosecuted. Assaults on emergency workers must be handled with the appropriate severity by the entire criminal justice system in a consistent way, and this Government will go even further, as we have committed to consult shortly on doubling the minimum sentence for those who assault emergency workers, in order to ensure that the sentence truly fits the crime.
The hon. Lady is completely wrong in her categorisation. First, public health measures are available right now, in addition to the fact that this is a public health emergency, so it is wrong to assert that in the way she has done. Also, I have outlined the funds. Working across Government, with the Ministry of Housing, Communities and Local Government, vital funds and resources have been provided to local authorities to provide support to people who need that extra support. That is something the Government are committed to.

Coronavirus is driving many aspects of our daily lives online. Hopefully that will help bring us together, but it will also undoubtedly attract criminal elements to new crimes, particularly with all the vulnerable people going online. What additional capacity is the Home Secretary ensuring in the police forces to patrol the online streets and keep us safe at this time?

Commons ChamberI have already made it clear that the lessons from this review must be learned at every level. The hon. Lady raises a very important point about covid-19, access to public services and public health. As far as I am concerned, that is not an issue we will need to deal with. When it comes to the Windrush generation—the individuals we have been speaking about who were involved in this review—they will be able to access public services and public funds in the way I have spoken about.
The Windrush generation were British. They should not have been caught up in our immigration system, but they were. The Home Secretary’s apology and use of the past tense remain unconvincing while the hostile environment they experienced is still in place. The all-party parliamentary group for Africa, which I chair, reported on the disgraceful treatment of African visa applicants. As a constituency MP, I see every day, delay, neglect, discrimination and stereotyping in Home Office processes. Will the Secretary of State say today that our immigration system must be not only fair and fast but welcoming, and that that is the standard to which she will hold herself?
First, Wendy Williams describes in the review a set of measures that evolved under a number of Governments over many decades. Clearly, we all need to move on and look at—[Interruption.] If the hon. Lady had waited patiently for me to finish my sentence, I would have said that we need to look at the review and recommendations. I have been very clear about the work I will undertake in the Home Office in terms of reviewing policies, but also on policies that relate to the compliant environment and cultural change. In my time as Home Secretary, I have been consistent about having a firm, yes, but fair immigration policy to ensure that we are welcoming to people who can come here and contribute to the United Kingdom. That is exactly the signal that our country should be sending to everyone across the world.

Commons ChamberMy hon. Friend is right about the SAW scheme, but he will also recognise that a dedicated occupation shortage list already exists specifically for Scotland, and of course that will continue.
Does the Home Secretary recognise that by equating skills and salary, she is saying to the lab technician driving innovation in Newcastle University and to the care worker helping my constituents in Elswick that they are unskilled and talentless? Will she not bring forward a fair system that reflects our economic and social needs, rather than scapegoating immigrants who make such a contribution to our society?
The hon. Lady will recognise from the policy statement, which I am sure she has read, that points can be applied to the skills that are required across sectors. That would apply for lab technicians—I discussed that last week at Imperial College London—and equally for the social care system. Specifically on the social care system—it is right that people raise this issue —the Department of Health and Social Care, working with the care sector, is not only looking at what the points-based system will mean, but investing in the sector to train people so that they can continue to deliver great social care.
