As I said, we recognise that the single biggest driver of pressure on household incomes has been rises in gas and electricity bills. That is why the Government have focused their attention on those areas. My right hon. Friend the Secretary of State for Work and Pensions obviously keeps under open review the approach and the support that we give people, but we should recognise that there are around 1 million job vacancies in this country, with unemployment at the lowest level ever. We want to support people into high-paid work.
As the campaigner Jack Monroe has highlighted, and as Newcastle’s West End food bank sees in practice, the cruel truth is that the poorer you are, the higher the rate of inflation you face and the fewer choices you have. But the Government have choices, and my constituents are amazed and disgusted at the choices they make to protect windfall profits rather than working people. Why does the Secretary of State think it should be the poorest who pay the price of inflation?
I reject the hon. Lady’s caricature. This Government increased the national living wage to £9.50 an hour and have consistently raised tax thresholds so that the poorest do not pay tax at all. This Government and this Chancellor have put in place a package of measures to help those on the lowest incomes.

Commons ChamberMy hon. Friend is a great champion for his constituents, and particularly for that seafood company. We have discussed it before, and I undertake to look into how we can extend the time available for the application process.
A successful slush syrup manufacturer in my constituency recently reformulated its recipe to reduce sugar, replacing it with glycerine as the anti-freezing agent. As a result of the war in Ukraine and covid, glycerine has become unobtainable, or obtainable only at absolutely exorbitant prices. Will the Minister urgently meet me to discuss how we can make sure that that successful manufacturer keeps manufacturing?

Commons ChamberOfwat is legally required to act in accordance with the policy statement that my right hon. Friend referred to, and the Government expect Ofwat to take serious action against water companies. He might be aware that Ofwat called in five water companies just yesterday to look at what they are doing and their data, and our new system will tackle the issue.
We will be hearing the response to the extended producer responsibility consultation very shortly. I also highlight that, within a week, we have the Keep Britain Tidy and Clean for the Queen campaigns. That is about everyone taking on part of the responsibility and the extended producer responsibility scheme will help everyone to do that.

Commons ChamberI am only sorry that, unusually, our hon. Friend the Member for Lichfield (Michael Fabricant) is not in his place to hear my hon. Friend’s praise for his diocese. She is absolutely right that the Church of England’s diocesan links around the globe or Anglican Communion enable that practical help to flow to those who are suffering because of their faith while also developing a greater awareness of this horrendous persecution. I also hope that she will engage directly with the bishops from areas of persecution at the Lambeth conference later this year.
Many of my constituents have written to me to express their concern about the persecution of Christians across the world. In particular, Newcastle boasts a large number of Nigerian diaspora Christians who are concerned following the launch of the Open Doors’ World Watch List. What can local churches do to support the promotion of freedom of religion across the world with the Church of England?
I am particularly grateful to the hon. Lady for mentioning Nigeria, because the situation there, in many cases, is extremely challenging for Christians. One practical thing that she could do is to get the Open Doors’ World Watch List—the map—and send it to all the churches in her constituency, so that they can put it in their porch to make sure that everyone is aware of the situation. That will help them hold her to account, and we all need to hold the Government and those other countries to account to make sure that freedom of religion and belief holds.

Commons ChamberI am aware that my hon. Friend lives in a part of the country, and represents a constituency, famous for its ciders. I would be more than happy to meet with her and any of those businesses to discuss any particular concerns that they have, although she will understand that alcohol duties are very much a matter for the Treasury.
My constituents were horrified to learn just how much sewage is dumped into Newcastle’s waterways during hundreds and hundreds and hundreds of hours each year. Instead of the meaningless progressive reductions that the Government are currently proposing, when will they ban the dumping of sewage so that my constituents can enjoy the glorious River Tyne in all its natural beauty and safety?
Earlier this year, we published the direction—the strategic policy plan—for Ofwat, which requires it to prioritise reducing the use of these combined sewer overflows and to secure the funding through the pricing review to deliver that.

Commons ChamberThe House of Commons Commission has ensured that the House service has implemented the “Working safely during coronavirus” guidance to ensure that we remain a covid-secure workplace. At every stage of the Government’s road map, or when updated guidance has been published, the parliamentary covid risk assessment has been reviewed and updated to ensure that the appropriate mitigations are put in place.
I echo your repeated thanks, Mr Speaker, to the members of staff of the House of Commons, who do so much to ensure the smooth and safe proceedings of the House.
Members of the House travel extensively to our constituencies and within our constituencies. Being gregarious is almost a job requirement—we meet lots of people—yet there is no requirement on us to wear a mask in this place. Will the hon. Member give further consideration to what requirements can be placed on Members of this House to better protect those who do so much to protect us?
I would like to thank the staff as well. We are all gregarious—not just Members of Parliament, but House staff. I hope that when they are not looking after us, they are out enjoying the restaurants, clubs and bars of London that are reopening. Of course, our protective embrace cannot cover them there. However, face coverings remain one of the many mitigations available to the House to manage the risk of covid. The Commission continues to support their use, in line with national guidance, but the Speaker has no power to prevent democratically elected Members from coming on to the estate or into the Chamber when the House is sitting. There is therefore no meaningful way to enforce a requirement on Members to wear a face covering in the Chamber, but they are strongly encouraged to do so.

Commons ChamberWe are a nation of animal lovers. I know that you, Mr Speaker, are a very big animal lover, as am I and as is my hon. Friend the Member for Ashfield (Lee Anderson). The objective of the zoo support fund, which, by the way, is open until 19 July, is to address avoidable animal suffering in zoos, including, in the worst cases, preventing unplanned euthanasia. My Department continues to engage weekly with zoos to keep on top of what is happening.
We are clear that any future trade agreements must work for both our farmers and consumers. This week, DEFRA and the Department for International Trade have jointly announced a package of measures to help food and drink businesses grow their trade overseas. The package is aimed in particular at small businesses, which make up 97% of the food and drink industry. This will benefit businesses across the UK, including those in the north of England. We will always stand up for British farming and we will use our negotiations to make new opportunities for our businesses large and small.
As lockdown eases, many of my constituents are once again enjoying the glorious Northumbrian and County Durham landscapes. That depends on farmers small in scale but with really high production standards, whether it be for the cattle they graze on the town moor, or the sheep on the Cheviots, or the grain sold through local co-operatives such as Tynegrain. Why will the Minister not commit to writing into law that we do not import food with lower standards than those that our farmers already meet, so that they are not undercut by the American agro-industrial complex?
The Secretary of State has already answered that in some detail. As my right hon. Friend set out. a range of measures are available to protect the hon. Lady’s farmers, including existing regulations. We have great transparency in this House and with the general public in our trade negotiations. There is a great deal of scrutiny of exactly how those negotiations are taking place, and they will be put before the House again before they are signed. We also have a further range of measures—we will be consulting in detail on labelling before the end of the year—which are all designed to protect her farmers.

Commons ChamberI thank my hon. Friend very sincerely and commend her for the work she has been doing across the House. I also thank her staff, who have inputted greatly into the work on this terrain. I draw attention to the fact that £4,000 has been made available from the Independent Parliamentary Standards Authority to help with those very issues, and I encourage her to use that resource as much as possible to ensure that her staff are assisted. The employee assistance programme is already available to MPs’ staff for counselling and support. I encourage all Members from across the House to access those services and that resource, and do everything possible to ensure that their staff are kept safe and secure.
The Commission has made no formal assessment of the effectiveness of the implementation of hybrid proceedings in the House. I should like to put on the record—on your behalf, too, Mr Speaker, as you have led on these issues—our appreciation of the broadcasting service and the digital service for delivering the hybrid functions and services at breakneck speed. It is quite extraordinary that they have done it under these circumstances.
The Commission has no responsibility for making changes to the House’s procedures. That is a matter for the House itself. The hon. Lady may wish to make a submission to the Procedure Committee’s current inquiry into the operation of proceedings. The Commission has responsibility for the staff of the House and the provision of services to Members and their staff on the estate. It is currently working to ensure that the House meets the Government guidelines to become a covid-19-secure workplace.
Thanks to you, Mr Speaker, the parliamentary digital service, the Clerks, the Commission, the House authorities, broadcasting and other staff in the House, the digital Parliament has been a huge success, but now the Leader of the House wants to abandon it and instead insists that 650 MPs—potential super-spreaders—should travel from across the country to cram into Westminster, putting constituents and staff at risk. Why would the Government choose to ignore their own advice that those who can work from home should, unless it is to cast a protective cloak around their floundering Prime Minister?
I thank the hon. Lady for that question, and I note her long-term interest in this issue. Unfortunately, it is a matter not for the Commission, but for the Government. The Commission’s responsibility begins and ends with our obligations and service to the staff of the House. I note her concerns, and she may wish to take them to the Procedure Committee. There are likely to be further announcements about the operation of the hybrid virtual proceedings in the course of the next couple of days, and I encourage her to engage fully with all debates and discussions concerning them.

Commons ChamberThe hon. Lady raises an incredibly important point and our vision is for everyone to benefit from more sustainable production of vital agricultural commodities. We have addressed this within the Environment Bill. Our global footprint is incredibly important, and we are considering the recommendations in the global resource initiative and will be very seriously thinking about how Government can take that forward. We are leading by example in many other areas, particularly our Government’s partnerships for forests programme and the soya programme that I mentioned in my previous answer.
The Government are in close contact with representatives of the food supply chain and with local authorities, including those in the north-east, and also with charities, to ensure that those who need to stay at home will have continued access to food. We have well established ways of working with the food industry during disruption and our retailers already have highly resilient supply chains and are working around the clock to ensure that people have the food and other products that they need.
All of us found the images of empty supermarket shelves disturbing, but for those who are vulnerable, aged, unwell, isolated or dependent on food banks, that is causing real fear as to where their next meal is coming from. In the north-east, we have excellent local producers, but much of our food is dependent on supply chains, and I am afraid the Secretary of State’s response will not have given the reassurance required. What specifically is he doing to ensure the supply of food to the supermarket shelves and from the supermarket shelves to people’s homes?
It is very important to note that we have significant resilience in our food supply chain, in that food manufacturers are used to coping with increases in demand, not least every year during Christmas. There is not a shortage of food. The challenge we have had is getting food to shelves in time when people have been purchasing more. That is why we have taken steps including setting aside delivery curfews so lorries can run around the clock, and relaxing driver hours to ensure that deliveries can take place more frequently. We are in discussion with Ministry of Housing, Communities and Local Government colleagues about other support that we would deliver locally to get food to those who are self-isolating.
Enabling remote working for hon. Members and staff is a key priority in the Parliamentary Digital Service’s response to covid-19. One focus is the provision of emergency laptops to Members’ staff who are normally equipped with desktop computers. Currently, a reasonable stock of laptops is available, but it should be noted that market supply has been severely disrupted. As of close of business on Wednesday 18 March, 56 laptops had been provided to 41 hon. Members’ offices. Other IT equipment has been made available as requested, such as headsets for Skype for Business use. The Microsoft Office 365 suite of tools is available remotely via personal devices and parliamentary computers. Part of that suite is Microsoft Skype for Business, which offers one-to-one video conferencing facilities. No more extensive video conferencing service is yet deployed.
I am sure that we all agree that the Parliamentary Digital Service provides amazing support for Members of Parliament in our wide-ranging and very demanding requirements. But our jobs are changing; I am not going to be able to have face-to-face contact with any constituent for the foreseeable future, and my staff will all be working from home, so we need to have support for a broad range of new applications. The Commissioner talks about laptops and hardware. I want to know that PDS will have the resources to support a wide range of new applications, such as video conferencing.
I thoroughly agree with the hon. Lady. I think that all Members of the House will now know the value of being able to keep in contact with constituents through video conferencing and other remote methods. All I can say is that the PDS digital support desk will continue to offer a 24-hour-a-day service. Undoubtedly there will be delays due to the volume of calls from people working remotely, but the team will make a real effort to deal with all calls as soon as they possibly can. As I said in my original answer, the PDS team want to ensure that as much facility and resource as possible is given to hon. Members, and I am sure that they will be working to secure and achieve that.
