As the right hon. Gentleman knows, the Home Secretary is producing further proposals to ensure that we continue to prevent the radicalisation of our young people in mosques and schools, and to introduce further passport controls where necessary to discourage the movement of young, radicalised Muslims to Syria.

Given the very welcome commitments that the Prime Minister made in Scotland just last week about ongoing defence expenditure, bases and so on, will the Government confirm that those commitments extend to the all-important and long-standing BUTEC—British underwater test and evaluation centre—submarine range in and around Kyle of Lochalsh and that it has a viable future, given that defence will loom so large at the general election?

I confirm that the UK Government have no plans to close the British underwater test and evaluation centre on the Applecross peninsula and at Kyle of Lochalsh. In fact, QinetiQ, supported by the Ministry of Defence, has plans to invest £22 million in its research and testing facilities up there, which, of course, would not have happened had Scotland been independent.

The hon. Lady is correct to say that, in recruiting year 2013-14, we were running at 66% of the annual regular soldier target. That represents roughly 6,200 soldiers, against a target of 9,300. However, the numbers are increasing and we are looking at a range of measures to increase them further, including a marketing campaign that is to be launched shortly.

Returning to the question of the issuing of a national defence medal, will the Minister join me in paying tribute to my constituent, Mr Martin Halligan, who has done an inestimable and unstinting job on promoting the campaign for the medal nationally? Despite the review that has taken place, will she take on board the feeling expressed by many current and former service personnel that the issuing of such a medal would not undermine previous protocols and conventions or take away from specific acts of courage, leadership and honour, which are rightly recognised at present?

I certainly pay tribute to the work that has been done by my right hon. Friend’s constituent. I am sure that it is helpful in any event. There has been an independent review, however. Sir John Holmes has made his recommendation, and I am bound by the arguments that he has advanced against what my right hon. Friend is suggesting. I am not actually sure that the veteran community would agree with my right hon. Friend, but I am always willing to listen and if he wants to come and have a chat with me, I would welcome that.

Will the Secretary of State clarify whether the statement can offer any long-term reassurance or will have any long-term impact on the future of the underwater training ranges at Rona and around Kyle of Lochalsh in my area? There has been a long-running uncertainty there, and it would be helpful to know whether this statement settles the matter one way or t’other.

I am afraid that that is a level of detail that, between us, the Under-Secretary of State for Defence, my hon. Friend the Member for Mid Worcestershire (Peter Luff) and I are unable to answer from the Dispatch Box, but I will write to the right hon. Gentleman later this afternoon.

The hon. Gentleman also raises that important point. The truth is that that is a Department for Education responsibility. Let us remember that this Government introduced the pupil premium, and it is therefore new, but it would be fair to say that we in the Ministry of Defence had not appreciated that this might happen. The Department for Education is looking to ameliorate any problems, but let us remember that the pupil premium is about the transience of service children attending schools—[Interruption.] Well, that is why we introduced it. Circumstances change when a child is settled, but we do not wish them to be disadvantaged.

Is the Ministry of Defence able to offer the longer term reassurance, of the type that it gave last July for the MOD bases in South Uist and St Kilda, for the Sound of Raasay, Rona and the Kyle of Lochalsh bases in my constituency, not least because in the last couple of weeks QinetiQ, the operator, has published half-year profits that were up—commendably—by 45%?
