Commons ChamberMy hon. Friend is right. The train operating companies set the prices for season tickets and for fares. I recognise that Swindon is a popular commuting town that benefits from the frequent services on high-speed trains to London, Wales and the west country. Nevertheless, he is right and he will have noticed the announcement from the Government restricting “flex”, which means that none of his commuters will face a fare increase of more than 3% above inflation from January 2014.
15. In the autumn, East Coast achieved the highest passenger satisfaction rates since records began, so why are the Government wasting taxpayers’ time and money privatising that successful service rather than getting to grips with the cost of living crisis and this Government’s inflation-busting rail fare price rises?
The hon. Lady will obviously have read the Brown report, which suggests that franchising is the best way to secure better deals and more investment for passengers. That is why we are continuing to franchise and are putting the east coast main line out to franchise.

Commons ChamberIn 2006, four members of the Rhyl cycling club in my constituency were killed in the worst ever cycling accident in British history. They were Tom Harland, aged 14, Maurice Broadbent, aged 61, Dave Horrocks, aged 55, and Wayne Wilkes, aged 42. Two years before that accident young Tom Harland visited the House of Commons and I took him round. His father, John Harland, is a personal friend of mine. The club and families involved were faced with the decision of whether to crumple—both personally and as a club—or whether to thrive. They chose to thrive and I would like to outline some of the successes for cycling in my constituency since 2006, which I think could be replicated around the country.
John Harland got together a group of people, including a chap called Gren Kershaw, who was the ex-head of our local health board, and they had an idea, a vision, for cycling in my constituency, based around Marsh Tracks. In the intervening years, Marsh Tracks has opened, and includes a five-star BMX track with an Olympic starting gate and a £1.2 million floodlit off-road cycleway. It is now being extended with a mountain bike track over a 3 km area. Those are fantastic cycling facilities. The local authority has developed miles and miles of off-road cycleways connecting the towns of Rhyl, Prestatyn, Rhuddlan, St Asaph, Dyserth and Bodelwyddan, and connecting Rhyl college, the local hospital and St Asaph business park—all those key sites are connected off road to the cycleways.
I thank my hon. Friend for his generosity. He is making a powerful speech. Many constituents have asked me to come to this debate to make representations on their behalf, and in particular on behalf of their children. As cyclists, my constituents worry not only for themselves and their safety, but for that of their children, and many of them have asked me to press the Minister on making cycle urban infrastructure development compulsory as part of the legislation on cycling and urban planning. Does my hon. Friend agree?
I think I have lost that minute—[Laughter.] My hon. Friend owes me 15 seconds but I agree with her and will come to the education side of that point in a moment.
We were also successful in getting £4.5 million for a purpose-built cycling bridge over Foryd harbour in my constituency. That will be part of the Sustrans national coastal cycling network around the UK. On 26 September I will meet Network Rail to see whether we can get a disused railway to connect the coastal path to the country paths further inland. They are currently cut across by a railway bridge, and we want to use an adjacent railway bridge to connect the coastal path to the country, so that the coast will be connected to the castles and cathedrals in my constituency.
I recently met Adrian Walls, a cycleways officer from Denbighshire county council, who is developing a mountain bike route in my constituency. He has not finished yet—it will be probably be finished in about six weeks and will be a state-of the-art mountain bike route. However, I do not think that the fantastic facilities I have outlined in my speech are being used sufficiently. The task is getting pupils in our schools and colleges, and workers, to use those facilities—those multi-million pound investments—which I believe are under-utilised in my constituency. How do we make the most of them? I have met council officers and enthusiasts, who have come up with a vision for a centre of cycling excellence in my constituency, which will be tied in to the back-to-work agenda. It will include cycle maintenance, and importing, assembling and selling cycles. That fantastic facility on our doorstep will be used to train local people, including unemployed people from some of the poorest wards in Wales.
Hon. Members have spoken of tying the cycling agenda to the health agenda. Denbighshire has high obesity levels. How do we get general practitioners to write cycling prescriptions? That has been done in other areas, including in London—Brent and Tower Hamlets have done it. People who suffer from diabetes, arthritis and a range of illnesses would benefit tremendously from cycling. If cycling prescriptions are available in Brent and Tower Hamlets—

Thank you, Mr Speaker. I agree with the Secretary of State that if our country is to compete on jobs and growth, we need a transport infrastructure that is second to none. Can he therefore reassure me that today’s announcement is in no way driven by the view expressed by the chief executive of the North Eastern local enterprise partnership that there is no need to invest in north-east transport, and that he does not share that view?
There is every need to invest in transport across the United Kingdom, and LEPs have a very important role to play. I have not seen the exact quote, and I should like to see it in context.

Friend is right to say that his constituents will benefit from the opening of the first part of the line, from London to Birmingham, because the trains will be able to travel at high speed between those two cities, saving about 40 minutes on overall journey times. And that is before we have extended the line further north.
Improvements to rail, road and air transport infrastructure are vital if regions such as the north-east are to continue as leading exporters, so will the Secretary of State outline what discussions he has had with regional airports, such as Newcastle International airport, about ensuring that the HS2 plans lead to a properly integrated transport system?
As I said earlier, some of my discussions with various bodies have been curtailed until the route is announced, but those conversations should start in earnest as a result of today’s announcement.

Commons ChamberWill the Minister reassure us that in considering any spending review relating to funds for the Tyne and Wear metro, he will take account of the need to preserve an existing structure which—unlike many other capital projects—is more than 30 years old, desperately requires reinvigoration, and is vital to the community in Newcastle and throughout the north-east?
As I said a moment ago to the hon. Member for Jarrow (Mr Hepburn), we understand the importance of the Tyne and Wear metro to the area. I suggest that the hon. Lady wait for the statement that the Chief Secretary to the Treasury will make later this morning.

My constituency is home to Newcastle International airport. It is an award-winning airport that is crucial to the business success of the north-east region. The airport suffered during the recession of 2009, with passenger numbers down by about 10.6%. There was also a significant fall in profits and staffing numbers.
The airport’s authority has expressed to me its view that the analysis of the effect of the volcanic ash on aircraft has improved, as the data have become more widely available. However, it was unfortunate that, from the beginning of this incident, there were severe restrictions and that there was no alternative to the action that was taken.
None the less, without apportioning blame for this natural event, Newcastle International airport would like the House to be aware of the losses that it has suffered, no doubt like other airports across the country, as a result of it. The direct financial losses at Newcastle International airport have been established at roughly £1 million. However, that sum can be multiplied significantly when the effect of the situation on other businesses at the airport—for example concessions, catering, hotels, car rentals and so on—is taken into account, and that will have a significant effect on the economy of the north-east region.
The airport’s authority has estimated that more than 75,000 passengers were affected by more than 780 flight cancellations. I am here today to urge the Government, on behalf of Newcastle International airport—and, I am sure, other airports in the UK—to work hard for compensation for airports as well as for airlines at the EU Transport Council on 24 June. I also urge the Government to work hard with the aviation industry to restore travellers’ confidence in air travel.
