The hon. Gentleman has rightly identified an issue. We are introducing new individual support plans, which will be national and digital so that they can move around with children. We obviously want to minimise the number of occasions on which students move to new schools and, in some instances, have their support reassessed when they get there. I do not believe that there has been a particular issue for children in armed forces families in relation to the VAT on private schools, but I am happy to look into that for the hon. Gentleman.

I thank the hon. Lady for all the work she does on the Education Committee.

Reforms to curriculum and assessment go hand in hand with our vision to ensure that education is a passport for work, life and success. Becky Francis did a fantastic job for us on the review, and we will soon publish proposals to go out to consultation that build on it. The proposals will ensure a broader and more inclusive education system, with fewer barriers to progression, stronger technical and vocational options, more emphasis on oracy and more stepping-stone qualifications.

The Government have committed to providing an enrichment entitlement for every child, including access to nature. Evidence shows that outdoor education can be part of the solution to some of the biggest issues facing our young people, such as the mental health and obesity crisis, the rise in NEETs and a failing SEND system. However, when a fifth of children in the most deprived parts of the country never spend meaningful time outdoors, something has to change. A framework for schools is not enough; we need a step change. Will the Secretary of State back my Outdoor Education Bill so that every child can grow up outdoors with better mental wellbeing, physical health, attainment, attendance and employability?

Again, I thank the hon. Lady for all the campaigning she has done on this and for bringing to this House a really important Bill so that we can debate these issues. I think those issues go wider than the school system. This is a bigger piece about what childhood means in the 21st century, and how we can all support children to be independent, to have success and good wellbeing, and to be happy. Playing and being outdoors are of course a critical part of that.

My hon. Friend, as a former teacher, understands these issues well. There is a range of things we need to do. We are introducing new, high-quality, rigorous vocational and technical qualifications, which I think will be attractive to young people and their parents. We are looking at the incentives for schools; the changes to Progress 8 measures will encourage schools to offer a broad curriculum—not an increasingly narrow one—that they will be judged on. This is about supporting and working with teachers, so that they are excited about delivering these new options and courses. As we have seen, where these are embedded in schools, people vote with their feet and really take them up in high numbers.

I welcome the announcement about technical education, which I think is really valuable, but approximately 40% of colleges have had to cancel or scale back trade and vocational courses because of a lack of staff, and around three quarters of colleges in England are unable to recruit the necessary staff to teach technical subjects. Could the Education Secretary tell the House where the workforce will come from to teach technical subjects in every school in the country?

Can I just say that I admire greatly our teaching profession? Teaching is not a job; it is a calling, and every day we should all thank our teachers for the amazing work they do. I want teachers to feel respected and valued, and to be attracted to the workforce. I feel that is my first priority.

Yes, we will look at making sure that we have the teaching staff, but also at the preparation and the training that teachers need to adapt to these new courses, which we will bring in in a way that takes the workforce with us. However, I think there are real opportunities for teachers who are already teaching certain subjects to transfer those skills and combine them with technical education. This is also about teaching more practical skills for some current qualifications—drama, music, PE or even computing—in which there is very little practical assessment at the moment.

I agree with my hon. Friend. The Scottish Government have received a record settlement from this Government as a result of our recent Budget, and they have no excuse for making the cuts that she describes in health and social care.

Large areas of rural South Hams in my constituency of South Devon are still struggling with almost prehistoric broadband speeds. The company that was tasked with rolling out full-fibre broadband was astonishingly allowed to walk away from its contract after building the easy urban bits, leaving all the hard-to-reach areas behind. Will the Leader of the House agree to a debate in Government time on how the Government can underwrite the roll-out of high-speed broadband in areas where it is not commercially viable, because broadband is as important to the rural economy as electricity?

The hon. Lady is absolutely right. To rural communities—indeed, to any community—broadband really is the fourth utility. It is vital to her constituents and many others in their daily lives, for doing what they need to do. We have inherited a pretty poor record when it comes to roll-out, but we are trying to speed it up through Project Gigabit and the shared rural network. Nevertheless, I have heard the hon. Lady’s request for a debate.
