Having now, in a sense, concluded a discussion and reflection on the economic and other consequences of no deal, I want to turn to what the Bill actually does. It intends to stop this happening by seeking an extension to article 50 in certain very specific circumstances.

It is very important to understand that the Bill allows the Prime Minister the opportunity to reach a new agreement with the European Union at the European Council and to seek Parliament’s consent to any such agreement. That is condition No. 1. It also allows the Government to bring a motion to the House of Commons to seek our consent for leaving without a deal—for example, if discussions at the European Council prove unsuccessful. I think that the Government would find it rather difficult to get such a motion through the House of Commons, but the Bill allows them to seek to do that. Clause 1 specifically provides for both those eventualities, and if either of the conditions is met there can be no further extension. If, however, neither of those conditions has been met by 19 October, which was chosen very deliberately as it is the day after the conclusion of the European Council, the Prime Minister must ask the EU for a further extension until 31 January 2020 in the form of the letter set out in the schedule to the Bill.

Clause 3 deals with what happens next. If the European Council accedes to that request, the Prime Minister must agree to it. If, however, the Council proposes an extension to a different date, the Prime Minister must agree to that as well, unless the House of Commons decides not to pass a motion agreeing to it. That is what clause 3(3) does.

It has been wrongly claimed in some commentaries that the EU could propose an extension of any length—six months, 20 years, a millennium—and the Prime Minister would be required to accept it, but that is not so. In those circumstances, the House could decide. Furthermore, if a deal is reached after the Prime Minister has asked for an extension, that would override any extension, so it also allows him, if he can, to reach a deal after the European Council concludes on 18 October.

If the Bill is passed, the House of Commons will pass it in the knowledge that it is seeking in the circumstances set out an extension to 31 January. If, however, the European Union proposes a different date, it seems to be only right and proper that the Prime Minister should be able to say, either, “Yes, that is fine by me,” or, “I will need to go back and check.” I agree with the hon Gentleman that, of course, we cannot bind the European Union in the way it seeks to work, but it is not at all unusual for member states to say, “Well, we will need to go back and check with our Parliament.” I am certain, given the importance of this issue, that the European Union would be able to find another procedure, which might not involve the European Council meeting again, to confirm the decision it made in making the offer in the first place.

The second point is that the two days is intended precisely to give the Prime Minister the chance to come back to the House in those circumstances.

I thank the right hon. Gentleman for giving way. My reading of this Bill is that it does not stop no deal—it postpones it potentially for three months—but it does make it virtually impossible for our Prime Minister to negotiate. Therefore, it is a political Bill, which, sadly, some on our Benches have supported. What it does is tell the European Union that, if it does not choose to negotiate and it does not choose to give us a better deal, it has the opportunity to offer us an extension of whatever it wants this House to take.

I have dealt with that last point—an extension of whatever length. There is a means by which the Government can ask the House not to approve that, and then the House would have to make a decision in the light of what had been offered by the European Union. I do not accept the hon. Lady’s central premise that this somehow undermines the Prime Minister’s negotiating ability.

If I am correct, it would mean that if the European Union offered us a 10-year extension, as the right hon. Gentleman has suggested, the choice for this House would be a 10-year extension or the no deal he so wishes to avoid.

No, that is not the case. In those circumstances, the House could decide to ask the Prime Minister to go back. The central point is that it gives the House of Commons the ability to express a view, but if the extension was to 31 January we would have already decided that we were prepared to accept that. Therefore, it is only if the Prime Minister does not get a deal that the Bill prevents him from taking us out of the EU without an agreement.

The hon. Gentleman is nothing if not persistent in making that point. He knows, because I have indicated it on other occasions elsewhere, that I happen to have great sympathy for his point of view: I have said so many times in speeches and lectures around the country. However, I am fully aware of, and very respectful towards, the fact that the judgment would have to be made by the House of Commons as a whole. Each of us can have our own opinion, and the matter may come to be considered in due course. We shall see.

On a point of order, Mr Speaker. I wonder if I can invite the right hon. Member for Normanton, Pontefract and Castleford (Yvette Cooper) to correct what I believe that I just heard her say. She thanked those who had supported the passing of her Bill, mentioning my right hon. Friend the Member for West Dorset (Sir Oliver Letwin) and “the hon. Member for Grantham and Sleaford”. I am the hon. Member for Sleaford and North Hykeham, and I do not support the Bill.

That is a perfectly fair point. The constituency is, in fact, Grantham and Stamford, and the hon. Lady represents Sleaford and North Hykeham. It is a perfectly fair correction, which I am sure the right hon. Member for Normanton, Pontefract and Castleford (Yvette Cooper) will happily accept.

I wonder whether the right hon. and learned Gentleman can clarify something that he appeared to say just now, which was that the Prime Minister was not following her own motion because she had said in the third part of it that she would seek a longer extension. However, after reading the motion, I can say that it does not appear to say that. The first part says that she will seek an extension. The second part says that if the deal went through by today, she would seek a short extension, and the third part merely notes that if the deal did not go through and a longer extension was sought, it would require participation in the European elections. She did not say that she would seek a longer extension. I should be grateful if he could clarify that for the record.

I am grateful for that intervention because it allows me to read out what the Minister for the Cabinet Office said on this motion from the Dispatch Box. He was promoting the motion, and he actually voted for it, so perhaps what he said can be taken seriously. He said this at that Dispatch Box last week:

“In the absence of a deal”—

what he meant by that was a deal going through by today—

“seeking such a short and, critically, one-off extension would be downright reckless and completely at odds with the position that this House adopted only last night, making a no-deal scenario far more, rather than less, likely.”—[Official Report, 14 March 2019; Vol. 656, c. 566.]

Those are the words spoken from the Government Benches on the interpretation of the Government’s own motion. In other words, if a deal had not gone through by now, the Minister for the Cabinet Office said that, in those circumstances, simply to go for a short, one-off extension would be “downright reckless” and would make a no-deal scenario more rather than less likely. Members in this House should be concerned about that.

I congratulate the hon. Member for Bristol North West (Darren Jones) on his maiden speech. Like him, I am fortunate to represent my home constituency, which is a great privilege, and I wish him much personal success in his career. As a committed Brexiteer, I will not agree with him on everything, but I would like to discuss an issue on which I feel there is much common ground.

As Members, we all sit here thanks to our constituents engaging in the democratic process and putting their faith in us to represent them in this Chamber. Over the course of this Parliament, however long it might be, we will do our utmost to make our constituents’ voices heard, to help fight their battles and to provide reasoned and hopefully enlightening additions to these debates. However, when all is said and done, after our most impassioned efforts and earnest contributions, that may not be enough, and those same constituents who gave us this great privilege may opt to bestow it on someone else. That is right and proper; it is the democratic process working as intended.

I believe, with the Brexit negotiations occurring as we speak, that democracy is our greatest export. My admiration for the principles of democracy that the House upholds—representation, accountability and liberty—is what lies behind my support for our withdrawal from the EU. I am sure that all Members would support those principles and fiercely defend them, but where is the same vigour when it comes to the unelected bureaucrats in Brussels, to whom we have ceded more and more of our sovereignty with each passing year? These unrepresentative bodies are not in the habit of giving back powers once they have taken them, and as recent history has shown, the EU has strived and will continue to strive to become bigger, more centralised and more powerful.

As we begin the process of our withdrawal, it is vital we ensure that whatever deal arises, there is a clean cut from the shackles the EU has attempted to hold us in and that we take back ownership of our laws, leave the jurisdiction of the European Court of Justice and remove the excessive bureaucracy that has been strangling business here. There has been an endless tide of regulation emanating from Brussels, and it should be no surprise that a one-size-fits-all approach to regulation does not work, as there are 28 different countries, all with differing needs and wants.

Now we have the time and opportunity to design policies tailored to our specific needs and remove rules that are holding Britain back. For example, the agriculture Bill will provide an amazing opportunity to develop our own legislative framework that will provide support for farmers who need it most, incentivise farmers to work in a way that further safeguards the environment, help to ensure the long-term sustainability of the food and farming sector and protect our important rural communities.

Leaving the customs union will create opportunities for relationships with global markets and for trade agreements to be reached. In doing that, it is important that we ensure that our farmers and businesses operate on a level playing field. Brexit presents great opportunities for the growth of global trade. These must be seized with both hands—hands that would otherwise be tied with red tape from the continent.

May I say that I represent many more Welsh farmers than the hon. Gentleman does, and that I intend to continue to do so after the general election? The Government are intent on securing the best possible free trade agreement for this country, which will benefit all farmers, including Welsh farmers. Furthermore, we intend to ensure that Welsh exports continue after the general election.

I do, Mr Speaker; thank you. Welsh sheep are an important part of the farming sector in Wales, but the farming community as a whole, throughout the UK, is looking for reassurance that it will be supported as we leave the European Union. I have a very large agricultural sector in Sleaford and North Hykeham, and I would be grateful for the Secretary of State’s reassurance that the farming sector will be protected as we leave the European Union.

My hon. Friend is entirely right. The agricultural sector is of particular importance in the forthcoming negotiations. We have already increased the number of exports from the British farming sector. We are currently in the process, for example, of negotiations to open the market for UK lamb to Saudi Arabia. There are a host of other opportunities out there, which will be available to us once we have left the European Union.

Sleaford and North Hykeham is not only the constituency that I am proud to represent; it is my home, and I feel a personal responsibility to nurture it. It is a thriving, predominantly agricultural area, with pockets of industry and a strong military tradition.

The town of North Hykeham is built directly on top of the old Roman road, the Fosse Way. To the south is Sleaford, where one is welcomed by the Handley monument, a large, ornate stone structure, within which is a statue of Henry Handley, who was the MP for South Lincolnshire from 1832 to 1841. He was such a popular MP that the townspeople created the memorial in his honour. It is not clear now whether he was so popular for his innovative ideas regarding science, technology and farming, or because of his strong opposition to the taxation of malt. Nevertheless, it is clear that I have a lot to live up to.

My predecessor was Stephen Phillips, who, like his predecessor, Douglas Hogg, is a silk. They brought great intellect and legal acumen to the House, and Stephen is particularly to be commended for his work on the Public Accounts Committee. Probably his greatest virtue, though, is his sense of timing: he resigned at exactly the right time for me to be able to stand for the seat. I thank Stephen for the personal encouragement he has given to me in this endeavour. I also thank the many Members of this House who have given me wonderful support, especially my hon. Friends the Members for Newark (Robert Jenrick), for Sherwood (Mark Spencer), and for Boston and Skegness (Matt Warman), to whom I am very grateful. In these challenging times, Mr Speaker, I promise to uphold the fine traditions of the House and serve my constituents to the best of my ability, ensuring that their voices are heard.

As a new MP, it is right for me to explain briefly who I am. I am a mother of three, a farmer’s wife and the product of a loving family. I am a consultant paediatrician and therefore have particular interests in the health, education and general wellbeing of children. I am a committed Brexiteer, and I am also interested in farming, infrastructure and defence. I am not a silk, or even a lawyer, but I have firm principles based on what I believe to be morally right, and on the ideal of democracy under the rule of law.

I have spent all my working life as a doctor in the NHS, and care passionately about it. The NHS is not perfect; in fact, I doubt any organisation as large and so dependent on human judgment ever could be. However, although there are areas that could be improved, I feel many are too quick to decry the faults in the NHS without adequately recognising the brilliant work done, day in and day out, in helping more people than ever before. I look forward to contributing my knowledge and experience to help to ensure that the NHS goes from strength to strength.

Improving the wellbeing of children remains a topic close to my heart, and I am delighted with the Government’s commitment to young people’s mental health. We must ensure that young people with mental health issues have access to the right treatment; however, as with physical health, we must also focus on prevention. That should include improvements in children’s social care and helping to foster resilience. Resilience is very important. I feel we let down children with the “all must have prizes” culture. Young people should understand their strengths and weaknesses by being allowed to compete and take controlled risks; to win, but also to lose; and to learn from that experience, which better prepares them for the challenges they face in life ahead.

It is truly a privilege to give my maiden speech today in this historic debate. As someone new to the world of Westminster, the greatest surprise to me was that so many seemed surprised by the result of the EU referendum. I was brought up to believe that a good democracy is ruled by the majority, with protection for minorities. As I talk to my constituents, however, I increasingly understand that they perceive that we have rule by a vocal minority elite who are disregarding the views of the majority, and they are angry. Why is that important? Well, because so many people seem to have been surprised by the Brexit vote, having failed to understand the genuine concerns of the majority. This disconnect with the electorate has been seen not just here, but in the results of the US presidential election, and in the rise of far-right parties throughout Europe. There can be no democracy without an understanding of the views of the majority, and those views must be respected, heard and responded to by Members of this House.

There has been much debate recently over whether the referendum was mandatory or advisory, and over the relative authorities of the Government, the legislature and the judiciary. As I said earlier, I am not a lawyer, but I fail to understand how one can ask the electorate a question and then even consider disregarding the result. The referendum is not advice, but an instruction to us. We asked the people, and the people said “Out”, so out we must go.
