That is absolutely correct. If you look across these islands, Scottish Water covers all of Scotland, which is one third of the landmass of the UK. Most people sometimes imagine Scotland to be a small periphery; it is actually a huge part. Considering the number of water companies across the UK and their different rates and tariffs, and the fact that people have to measure the amount of water they consume to keep their costs down, it really is a great benefit to us that our water in Scotland is nationalised. Furthermore, Scotland’s ban on diesel cars will begin in 2032—eight years ahead of the UK Government’s—and unlike the UK Government, the SNP does not support fracking, or a return to nuclear energy.

In addition to that progress at home, the Scottish Government have distributed £21 million through the world-leading climate justice fund, which is now supporting projects in Malawi, Zambia and Rwanda. Through that, more than 100,000 people have been provided with training on climate change and water rights issues; over 100,000 trees have been planted; and over 200 village-level committees have been established to support water management, to prevent or mitigate the negative impact of climate change.

Let us be in no doubt: tackling climate change is a universal imperative. The UK Government can take lessons from the Scottish Government, and must recognise the imminent impact that climate change will have on international security and humanitarian access to fundamental resources, both at home and abroad.

In a report that I mentioned earlier on UK aid for combating climate change, produced by the International Development Committee, we concluded that climate change must be placed at the centre of each strategy and funding. Our report urged a minimum spend of £1.76 billion annually, and a halt to funding fossil fuel projects in developing countries unless it was possible to demonstrate that they supported transition to zero emissions by 2050.

Disappointingly, we often heard evidence suggesting that Government Departments were not taking climate change seriously, and that there was not joined-up thinking across Whitehall. When I asked the prosperity fund what proportion of its spend supported the use of fossil fuels, I was told that it could not provide that percentage. Similarly, when I asked whether any assessment had been made of the carbon footprint and potential climate impact of its spend, I was told that it did not have specific indicators on carbon footprint. That was surprising and extremely worrying. Unfortunately, that incoherence and lack of focus appears to be common across Government, with policy in one area often undermining delivery in another. Nothing exemplifies that more than the fact that fossil fuels made up 99.4%, as mentioned by the hon. Member for Liverpool, Walton (Dan Carden), and renewables a mere 0.6%, of UK Export Finance’s energy support for low and middle-income countries; those are the countries most likely to be adversely affected by climate change. There is a long-term tie-in to those countries, because once fossil fuel energy supplies are established, they can go on for decades, fundamentally undermining our goal of reducing CO2 emissions globally.

Between 2013-14 and 2017-18, in low and middle-income countries, UK Export Finance provided £2,360 million-worth of support for exports in the fossil fuel energy sector, and less than £2 million-worth of support for exports in the renewables sector. It is therefore no surprise that this policy incoherence has impacted on the UK’s ability to deliver the sustainable development goals.

In their “Measuring Up” report last year, the UK Stakeholders for Sustainable Development found that out of 143 relevant SDG targets, the UK’s performance was “inadequate” or “poor” on 76% of them. Astonishingly, that is more than three quarters, for those of us of a certain age who work on the pre-decimal. The UK Stakeholders for Sustainable Development has also stated that there is little evidence of tangible progress from Government Departments, or the Prime Minister, or even within the Cabinet.

Last night, I watched with horror a programme called “War on Plastic” with Hugh Fearnley-Whittingstall. One of the things he said was that although we think we are recycling plastic here in the UK, it is being shipped to developing countries—Malaysia was mentioned because it is the largest recipient. Often, that plastic not only pollutes their water supplies but is then burned, contributing again to CO2 in the atmosphere. Does my hon. Friend share my concern about the fact that when we think we are doing the right thing and recycling, we are actually causing even more damage? We need to take urgent action on single-use plastics and our relationship with them.

I completely agree with my hon. Friend. The idea that getting rid of little plastic stirrers and straws is really tackling the problems with plastics is farcical. Frankly, it is paying lip service. When China stopped importing plastics in 2013, Malaysia became the biggest importer, but Malaysia is now looking to stop importing plastics, so things need to move fast and radical action needs to be taken. There needs to be a co-ordinated plan from the Government.

I welcome the hon. Lady to her new role and congratulate her on joining the Opposition Front-Bench team in that role.

We have the 0.7% commitment, of course, which we are proud of, and 74% of that is spent on DFID programming. The majority of that money goes to Africa programmes, but it is important to recognise a couple of points. There is an enormous humanitarian crisis in Africa right now, and we have throughout the year scaled up, and led the way in calling on other donors to put more money into Africa famine relief. We are also working across all Government Departments to ensure that Africa is a development priority.

The hon. Lady highlights the terrible situation of the mass conflict involved in the recapturing of Raqqa. The regional support that we are providing includes medical supplies, food and shelter—all the basics that people in the region need. She asks specifically about information. We are working with our partners on the ground, who are working in very challenging situations, to give them information and guidance as to where the safe places are for them to go.

I congratulate the hon. Member for Ealing, Southall (Mr Sharma) on securing this debate. He mentioned the three big killers worldwide—HIV, TB and malaria—and I will talk a little about them, too. The hon. Member for Stafford (Jeremy Lefroy) introduced the work on Ebola and Zika. He spoke about the possibility of a new worldwide killer disease, which could have devastating consequences, and how we might react to it. The increased UK Government funding to tackle neglected tropical diseases was mentioned by the hon. Member for Aldridge-Brownhills (Wendy Morton). Although that funding is very welcome, it is probably a drop in the ocean, given what is required to tackle these diseases properly. The hon. Member for Salisbury (John Glen) mentioned the Ebola outbreak, the difficulties in developing vaccines and treatments when there is no economic incentive to do so, and the lack of manufacturing facilities in the UK for such a huge programme.

Vaccination, antimicrobial drugs and improved hygiene mean that infectious diseases are not the massive killer they once were in the UK, but they are still a major health and economic burden for us. In other parts of the world, they are a major killer. We know that HIV and other forms of sexually transmitted infection are rampant just now in sub-Saharan Africa, but even in the UK 100,000 people are living with HIV. The number of cases of genital warts has decreased as a result of the increased use of the human papillomavirus vaccine, but rates of syphilis and gonorrhoea have significantly increased, with many cases being diagnosed late. Those conditions will have huge health implications, even here in the UK.

I wish to discuss the three diseases that the hon. Member for Ealing, Southall, talked about. Malaria is currently threatening half the world’s population, and it claims the life of a child in Africa every minute, so 50 children will have died as a result of Malaria in Africa while this debate has been going on. That is a damning statistic. Tuberculosis has killed more than any other disease in history, and last year it killed 1.8 million people globally—5,000 people every day. TB—the world’s leading killer—is airborne, which makes things difficult as it means it is hugely infectious. It is also increasingly resistant to drugs. TB does not just affect the developing world; we are seeing recurrences of it in major world cities, including London. As the hon. Gentleman mentioned, our response to TB is chronically underfunded, but as he also said, for every $1 invested in TB care, we have a yield of $30, which means there should be an incentive—a moral and economic case—for increasing our efforts.

Alexander Fleming warned in 1945 that micro-organisms could develop resistance to his new antibiotics, and unfortunately that prediction has proven correct. A report published by the World Health Organisation in 2014 said that antibiotic resistance was now a global threat, on a par with other global threats. The inappropriate prescription of antibiotics affects our ability to tackle diseases. I found some statistics about Scotland, and the picture there reflects that in the rest of the UK. In 2014, 55,000—1% of our population—were taking antibiotics at any one time. The problem is that in up to 50% of those cases, antibiotics were unnecessary and the condition would have improved without them. It is essential that we seek to educate people on the use of antibiotics, and that our GPs and others doing the prescribing use them far less.

Resistance is, of course, a natural biological phenomenon, but it is increased by the misuse of medicines and poor infection control. It is a particular concern with regard to antibiotics. Many of the medical advances we have made over recent years—such as organ transplantation and even chemotherapy—need antibiotics to prevent and treat the bacterial infections that such treatments can cause. Without effective antibiotics, even minor surgery and routine operations become high-risk here in the UK.

I congratulate the hon. Members who secured the debate and apologise for having been unable to attend it from the start and take part more fully. I agree with a lot of the points my hon. Friend is making. Antimicrobial resistance is hugely important. I do not know whether she is aware of the antibiotic champion scheme, which encourages policy makers, decision makers and others in the professional field to sign up to promote the various steps we can take to tackle antimicrobial resistance. Those steps include completing the course of antibiotics, which is particularly important if people have taken them prophylactically when they have travelled in developing countries, to prevent malaria and so on.

I thank my hon. Friend for his intervention. I am an antibiotic champion and I have signed the pledge, but we need more people to not just be aware of that pledge, but take action and follow the steps that it includes.

Inaction on antimicrobial resistance will mean the loss of effective antibiotics, which will undermine our ability to fight infectious diseases, not only in the UK but worldwide. There are many challenges in the current antibiotic funding landscape. The expected returns and associated risks mean that antimicrobials are not competitive with other therapeutic areas. Innovative new antibiotics often have a low price, because society expects antibiotics to be available easily and to be economical, but that low price means that it is not in the interests of the pharmaceutical companies to go ahead and develop new antibiotics. We need to think about that. No new category of anti-TB drug has entered the standard treatment list since 1967—in 50 years—because although TB does occur in major cities around the world, it is still a poor-country disease and there is no economic incentive to provide new treatments. We should be pushing on that from a moral point of view, though, because there is a moral incentive.

When talking about development, we should not underestimate the effects of Brexit. As a couple of hon. Members, particularly the hon. Member for Stafford (Jeremy Lefroy), have said, the EU nationals who work in research and development in the UK’s world-leading centres must have their ability to remain here guaranteed. A large percentage of the staff at the University of Glasgow’s Centre for Virus Research, which is in not my constituency but that of my hon. Friend the Member for Glasgow North (Patrick Grady), are EU nationals—postgraduate and postdoctorate researchers who are doing outstanding work in the field and advancing our knowledge and ability to treat disease.

I thank my hon. Friend for giving way again. I had the huge pleasure of visiting the Centre for Virus Research in my constituency just a couple of weeks ago. The staff there undertake world-leading work, so the point she is making about our need to continue to attract the best talent from the European Union is vital. She mentioned the moral case; does she agree that it is also vital that the funds, particularly those that come through the Government’s commitment to the 0.7% aid target, are still available for research? I hope that when the Minister responds, he will be able to reinforce the Government’s commitment to that 0.7% target, unlike some of his colleagues earlier today.

I very much agree on the 0.7% target. That figure for aid is as important to tackling infectious diseases as guarantees for the EU nationals who are fighting infectious diseases worldwide.

I absolutely agree that the CDC can play a key role. I am pleased that the House showed support for its work only yesterday in a debate led by the Minister of State, my hon. Friend the Member for Penrith and The Border (Rory Stewart), with support from the Secretary of State. A good example is Globeleq, in which the CDC has a majority stake, which will drive forward energy provision of 5,000 MW in Africa—1,000 MW can support 800,000 jobs. That is the scale of the difference we can make when and where we get this right, and that is why we are doing it.

9. The German Government have called on the World Bank to focus all its work on climate and sustainability targets and to put an end to investments in obsolete, climate-damaging technologies. Given that the World Bank is the largest recipient of UK aid for energy, will the Government follow Germany’s example and use their influence to call on the World Bank to stop investing in fossil fuels?

I have set out some of the reasons why energy supply is so important in driving development. Of course, it is also important that that supply is sustainable and environmentally friendly. In all the projects that DFID pursues, we seek to ensure that that is the case, including in our discussions with the World Bank. Given our contributions and their impact, we recognise that it is particularly important that the World Bank appreciates and works towards that agenda.

I thank my right hon. Friend for her very important and significant question. She is right to point out that there is a conference at the UN General Assembly next week specifically on refugees, on which our Prime Minister and President Obama will be leading. Those are the very issues and challenges that will be reflected in the summit, and Britain will lead the way in standing up for the rights of women refugees and doing the responsible thing for them.

During the summer holidays many girls are taken from the UK to developing countries, where they are subjected to the brutality of female genital mutilation. What is the Secretary of State doing to prevent those girls from being taken out of the country in that way?

The hon. Lady rightly highlights the abhorrent practice of FGM and that vulnerable girls are abused in that way. I am working with colleagues across Government on a strategy to ensure not just that we do more but that we end that practice and, importantly, bring the perpetrators of that abhorrent crime to justice.

Yes, I think I can give the hon. Gentleman that assurance. This has been an issue that has been glowing red on our radar screen for some time now. As I have said, we are the second largest bilateral donor to the regional appeal. We have contingency plans in place. We have announced an additional £15 million to support Tanzania in its preparedness for an escalation and we have released money and technical expertise to be deployed in Burundi to support any escalation in the humanitarian crisis.

DFID has provided an additional £200 million since mid-2015 to respond to the impact of El Niño-related climate shocks in Africa. More than 4 million people have already been supported by DFID programmes in the horn of Africa and southern Africa.

The drought in Africa is affecting millions of people and is predicted to continue until November and possibly beyond. If the rains do come, there will be a hunger gap for families across the region while they wait to see whether there is anything to harvest in the next three to five months, so what steps are the Government taking now to make sure that food and other essentials are ready to be delivered then if it becomes necessary?

I thank the hon. Lady for throwing a spotlight on a humanitarian crisis that is under-reported and underfunded. I am proud to say that the UK has shown genuine leadership in making large amounts of funding available early—as I said, £200 million in the past year alone—and we are reviewing what more needs to be done, but critically we are also picking up the phone and speaking to all the other donors in the international community to encourage them to do more, as well as working very closely with domestic Governments such as Ethiopia’s to make sure that they have the right plans in place to protect their people.

I very much agree and will speak about that later. I think we are acting with one arm tied behind our back within the structures of our immigration policy.

The petition also calls the policy an “empty gesture”, which

“will barely affect the immigration statistics.”

However, if we are talking about 40,000 people, it will do more than that. I do not think it is a waste of time. The petition says:

“This is the first time the UK has discriminated against low-earners. £35k is an unreasonably high threshold.”

I suspect that the debate will tease out the various types of occupations that may or may not be affected.

Of course, the occupations that will be affected are key to the debate. It will not be possible to recruit nurses, or teachers of science, technology, engineering and maths, from abroad. Gaping holes in those areas will not be filled.

The hon. Lady is second-guessing what I was going to say, because I contend that the shortage occupation list, which is the second part of the tier 2 visa rules, takes that into account. Although the petition goes on about nurses, they are on the shortage occupation list. It also mentions charity workers, who tend to be dealt with on tier 5 visas, for temporary workers; and students, who tend to have tier 4 international student visas. Therefore there are a few factual inaccuracies in the petition, but none the less there are some real concerns within various occupations, and it is right that the people in question should make representations so that we can consider them. We should bear it in mind that the Migration Advisory Committee regularly looks at the list, and it is important that it should continue to do so.

Yes. I have dealt with the curry industry—this may sound slightly random, but bear with me for a second. A lot of people representing that industry complain of the fact that two curry restaurants a week are closing down, out of the 10,000 or so around the country. There are lots of different reasons for that, one of which is that the restaurants are failing to attract skilled chefs. The associations and the trade bodies tell me that the restaurants can hire an unskilled person from another European country; that person can therefore come over here and get a job at the expense of a skilled chef with experience from, say, Bangladesh.

It is a pleasure to serve under your chairmanship, Ms Vaz. Like others, I welcome the debate and the valuable contributions made by hon. Members. Clearly, there is public concern about this policy, which has not been debated in the House. It was introduced by statutory instrument, albeit followed by a consultation. I, too, pay tribute to the Stop35k campaign that has helped to raise awareness and highlighted a number of consequences that could stem from the Government’s policy.

This afternoon, we have heard about the concerns from businesses and employers who recognise the potential economic consequences of the policy, as well as from teachers, nurses and trade unions who are rightly concerned about the impact it could have on key public services. Labour supports an immigration system that has control and fairness at its heart, but we also recognise that, as businesses across the country have told me, there are very serious skills shortages in our economy that we increasingly rely on skilled migrants to fill. We would like the need for skilled migration to be reduced, but the policy’s focus should be to upskill local workforces to reduce the long-term need for skilled migration. That is the best way to reduce immigration in the long term.

To upskill the local population we need workers in key areas who will now be excluded, such as in teaching science, technology, engineering and maths and in lectureship positions. It will be almost impossible to upskill people who are living here without immigration for those key positions.

I accept the thrust of the hon. Lady’s point, and I will point out why the current policy is neither sensible nor sustainable, but the upskilling of the local workforce is much needed in the long term. Wherever I go across the country, I see a yawning gap between the skills that are needed in our businesses and our industry and the skills that are available locally, which points to a much wider issue than the narrow issue, framed in immigration terms, that we are addressing today. Labour’s position is that we should focus on upskilling the local workforce rather than relying on such a policy.

We recognise the concerns of the public, businesses, universities and, frankly, pretty well everyone else about the Government’s current approach to immigration. I remind Members that the Government’s net migration cap, which has already been mentioned—in fact, the primary aim of the Government’s immigration policy—is now in tatters. The latest figures show net migration at 323,000, which is more than three times the Prime Minister’s “no ifs, no buts” target. That is embarrassing for him but, more importantly, it is eroding public trust and is resulting in perverse consequences—this policy would be one of those perverse consequences—that are affecting British businesses and the British economy.

As we have heard today, the cap is leading the Government to clamp down even on those areas of migration that they acknowledge are likely to boost gross domestic product, fill skills gaps and support public services, which is a perverse consequence of the policy. The groups affected by the policy are those in work who have an approved visa sponsor and who have contributed to the UK economy and society over a number of years. Analysis of the group of individuals who currently would not meet the £35,000 threshold, the group most affected by the policy, shows that their mean income is £27,300. On any estimate, they are net contributors to the UK economy. They are the very people we should be welcoming to the UK, and they are filling skills gaps on which businesses and public services rely.

The Migration Advisory Committee’s assessment estimates that the threshold

“will reduce the numbers qualifying by around 16% per annum”.

That is the overall number, but the threshold will have a disproportionate impact on certain groups. The committee estimates that, as has already been mentioned, 48% of migrant nurses will be affected. Some 37% of migrant primary school teachers, 35% of migrant IT and software professionals and 9% of migrant secondary school teachers will also be excluded by the policy. The Department for Education made a critical submission to the Migration Advisory Committee’s call for evidence on the policy in 2011, warning that:

“If migrant teachers are required to leave the country after five years, this will present risks to the quality of teaching and incur further public expenditure on the training and recruitment of new teachers.”

That is the perverse impact.

Regional issues have also been mentioned, and I will stay with teaching. In London, there is a fair chance of a teacher reaching the £35,000 threshold in five years, but that is much less likely outside London, but the contribution and quality of input could be precisely the same in both cases. Obviously, like others, Labour welcomes the fact that nursing is currently on the shortage occupation list. Will the Government confirm that that will remain the case? We need to know, and it is a real concern for the national health service and the nursing professions. Nothing has been said to provide reassurance to the teaching profession, which will be affected in the way I have set out.

We recognise that there are strong arguments for addressing skills gaps in our economy, but the Government have failed to do so, and much more needs to be done. That is why we believe that the Government should urgently focus on improving skills training and vocational education to address those skills gaps, but businesses and unions have made it clear that an arbitrary limit that cuts off skilled migrant workers is a form of economic vandalism. I remind Members of the Government’s impact assessment, which states that the impact will be a loss to the UK economy, on the figures I have seen, of £288 million over 10 years—that is the adverse impact on business. I checked with the Library, which confirmed that that is the Government’s most up-to-date estimate. The independent Migration Advisory Committee also warned in 2012:

“As skilled migrant workers are expected to have a positive dynamic impact on growth over the long-run, we would expect reductions in skilled Tier 2 migrants to have a negative dynamic impact on per capita growth.”

Does the Minister accept those figures and the Government’s own figure that the policy will cost the economy £288 million over 10 years?

I am afraid I am obliged to disagree with the hon. Member for Glasgow North East (Anne McLaughlin) on a variety of points, not least Scotland’s lack of success. It might be little known on the Opposition Benches that I have Scottish heritage, Walter Smith being part of that extended family. She does well to pay tribute to Germany’s contribution, but we must be incredibly careful, as previously said, not to enter into a bidding war. We must not compare, like for like, each country’s contribution. Germany is in a distinctly different position. It has a falling birth rate, whereas ours is rising significantly. It is the same with land mass. Across Europe, each country is differently placed to provide help in the current crisis.

Yesterday, we heard many excellent contributions, and today likewise. Yesterday, the shadow Home Secretary closed with a call to each of us to remember the Kindertransport and everything it meant. There are huge parallels with that moment in history—the tyranny, persecution and crisis—but there is a further parallel to draw that has significant resonance to the matter at hand: people being driven from their homes and communities and separated from their families. That is what we are seeing today. I will return later to those particularly important themes of home and family in conjunction with what we must do.

We stepped up, back in the day. Opposition Members have been good enough to recognise the lead the Prime Minister has taken in the crisis and acknowledge that we should be proud of our contribution. What is our aid doing? It is reaching millions: we have provided 18 million food rations; 1.6 million people have access to clean water; and 2.4 million have access to medical consultation, relief packages and sanitation. These are hugely important interventions we are making. In addition, the Home Secretary did full justice to our work safeguarding and protecting the most vulnerable victims, notably women and girls.

It was asked at the start whether we were doing everything we could, and that means more than humanitarian aid. This can be no better put than in the words of Oxfam’s chief executive:

“Providing life-saving support to the millions of people affected by this devastating conflict is essential but it is not enough.”

Resettling refugees from Syria will not solve the crisis. They and we must dig in for a long-term, sustainable political solution. It will be head and heart. In that spirit, we must address the root causes of the crisis, including Assad’s tyranny of the Syrian people. We must also degrade and defeat ISIS and not pump-prime the trafficking gangs peddling human misery. Before Syria loses too many more of its sons and daughters, we must provide lasting help—to return to the Kindertransport —and that means homeland. We must champion the millions of people left behind, as well as providing urgent care and support for those making the journey. It is right that we focus on that pressing and desperate need.

The hon. Member for Glasgow North East talked of irritation on the Government Benches. I hear compassion and a difference of opinion about how best to meet the challenge, but surely we can recapture the unity with which we started this debate, because this is so much bigger than all of us—bigger than this Parliament, bigger than this country. I urge a return to that unity. I was pleased that the shadow Home Secretary talked, alongside humanitarian aid, about the need for military support to re-establish peace and stability. We will need unity around that also. Yesterday in the House, we heard of two known extremists who presented a real and present danger to people in our country, and there was question and challenge—quite properly—about that situation. In addition to compassion for those in need, we need courage in relation to the very many more who have a greater need than that.

The hon. Lady says we have to tackle the problems, but as Jean-Claude Juncker said yesterday, what is the point in fighting Daesh if we are not willing to accept those fleeing Daesh?

And so we are. We have already accepted 5,000 under normal asylum-seeking processes, and we are to accept a further 20,000 more—not the 10,000 proposed by Oxfam, but 20,000 more. That is a considerable contribution, alongside our considerable humanitarian aid. With that, I end my speech.
