Commons ChamberIt is an honour to follow the right hon. Member for Orkney and Shetland (Mr Carmichael) who, apart from being a thoroughly nice bloke who is held in great regard in this House, was a most distinguished Scottish Secretary.
I want to make the Conservative case for as much fiscal autonomy, and therefore responsibility, as is possible. This is a big subject. It needs big positive gestures. We are talking about the future of the nation. We should frame our response to the general election not in the pettifogging detail of the civil service brief, but in the tradition of the great national declarations of the past. I call for nothing less than full home rule for Scotland—or self-rule as I prefer to call it.
The Smith commission really is a dog’s breakfast. No one understands it, and it addles the brain of anyone who tries to read it, as I have done. We have to get out of this love affair with commissions of the great and the good. We are politicians. We must have the vision in this House, as politicians—and, dare I say it, as statesmen—to look at the overall picture.
The election changes everything. We have to come to terms with the sad fact that the SNP has just won all but three of the seats in Scotland. We cannot go on as if we have just had the referendum. We won the referendum, but it was nine months ago. We have had a general election since then and we have to respond to that. The Smith commission was in response to an earlier panicky scare, which led to the vow, and I think the vow has, in a sense, produced an inadequate response.
If we do nothing now—if we do not move forward—we will fall into the same trap as the disastrous response to Irish nationalism. We are about where Ireland was in the 1880s. We now know our response to Ireland was too little, too late. We were wrong to abolish the Irish Parliament in 1801. We were wrong to delay granting Catholic emancipation. We were wrong not to listen to Gladstone in the 1880s. We were wrong not to implement home rule in 1914.
If we are to keep Scotland in the United Kingdom, which is my primary aim as a Unionist, I believe we should move towards full fiscal autonomy for Scotland so that, in broad terms, the Scottish Parliament spends what it raises, with only foreign affairs, defence and pension liability—and the ultimate liability for financial shocks like that in 2008—remaining at the UK level.
I do not argue for fiscal autonomy as some kind of cheap trap: “Ha ha, get rid of the Barnett formula, the oil is slowly running out, make them poorer and they’ll behave.” Aside from the obvious immorality of such a position, nationalism cannot be defeated by imposing poverty—quite the opposite.
The Union is asymmetrical. The English have 85% of the population, and we must be generous. We are never going to get some perfect federal solution. We are better off with the Union. It makes for a larger spirited nation, and it is in our interests as English Members of Parliament to be generous. That means, certainly, English votes for English laws in the very few cases where we are passing laws that only affect England, but Scottish MPs must be part of the discussion. It is a sensible compromise that grants them a role in that discussion but with an ultimate double-veto.
There are several arguments against full fiscal autonomy. First, there is the argument that we must keep something in reserve. That is a Machiavellian argument, but it does not work. If we must keep something so that we have a bargaining tool, what happens when we have just one chip left? If it cannot be given away, it has lost its effectiveness as a bargaining tool, and if it can be given away, the argument fails completely, so I do not accept it.
Secondly, there is the matter of tax competition. We are warned that Scotland will lower its corporation tax or other taxes—we have heard about airport passenger duty—but so what? We should have the confidence to accept competition in tax policy.
I totally agree with my hon. Friend. If Scotland has full fiscal responsibility, it can decide what taxes it sets and how much it takes, and it must have responsibility for spending as well.

As Conservatives, we believe in responsibility and I believe that we have created in the Scottish Parliament a grievance Parliament. Even after these proposals, the Scottish Government will be able to spend only about 50% of what they raise. They will always be able to blame the United Kingdom Parliament for what goes wrong. Give the Scottish people responsibility and, ultimately, the wheel turns—it always does. The more responsibility one gives to people, the more difficult the decisions they have to take. For example, they might want to increase taxes, but that might lessen productivity; they might want to cut spending on social security, but that might make them more unpopular. Those, however, are decisions for a real Parliament, and they are what we should give to the Scottish Parliament.
It is argued that the EU will not allow us to give value added tax decisions to the Scottish Parliament, but that is something else that the Prime Minister can argue for. If he does not succeed in that negotiation, perhaps some Scottish people will form the view that there might be life outside the EU, but that is for another day.
I do not claim any expertise in the Scottish psyche and I might have got this wrong, but I think we can have closure if we give people ultimate responsibility and if we reassure Scottish people that this is not a trick and that we will keep pension liability within the United Kingdom, as well as the liability for great financial shocks such as those we saw in 1929 or 2008. We have heard about the £7 billion black hole and I understand the Secretary of State, but we can surely carry on having the discussion. We can also carry on discussing social security. People argue that we cannot give away social security, because we have to have a larger pot to help the poor, but that is something for an enabling Bill and to discuss with our colleagues in the Scottish Parliament. If they do not want to take full fiscal responsibility now, that is their choice and they must be allowed to make it. We should at least look at the Bill in an atmosphere of co-operation and toleration for each other’s views, with a determination on the Government Benches—the Unionist Benches—to make things work, to have some sort of closure on the issue, and to re-create people’s faith in our United Kingdom Parliament, because I believe that the result of the referendum showed that that faith is still there.
After the failure of his 1886 and 1889 Home Rule Bills, Gladstone warned:
“We are bound to lose Ireland in consequence of years of cruelty, stupidity and misgovernment and I would rather lose her as a friend than as a foe.”
No one is arguing that we are in that position, but we might still lose Scotland if we create an unsustainable situation, which we are in danger of doing, so let us use these four days in constructive debate. The referendum showed us that Scotland has not yet given up on us; nor should we give up on it. If we want things to stay as they are, things will have to change; we must move forward in a spirit of co-operation.

Commons ChamberWhat I said to the House was absolutely correct, and I am happy to repeat that today, but there are obviously also the discretionary housing payments, which are there for local councils to deal with difficult cases. I would recommend that the hon. Gentleman takes that up with the council.
Q7. Russia is not just expanding into the Crimea, but its ships, submarines and aircraft are increasingly appearing off our shores. Bearing in mind that we have great news on the economy and that the Ministry of Defence sent back an underspend last year, is it possible, as suggested by the House of Commons Defence Committee, that we could have a new maritime patrol aircraft before the next strategic defence and security review?
I say to my hon. Friend, first, that we are able to have these sorts of discussions and considerations only because we have sorted out the defence budget and got rid of the enormous deficit in it, and we have a successful and growing economy. In terms of maritime patrol, we are currently using the airborne warning and control system aircraft, and of course the Sea King, Merlin and Lynx helicopters, as well as Royal Navy ships and submarines. We work in very close partnership with our NATO allies, but I am sure the Ministry of Defence will be listening to my hon. Friend’s representations for the forthcoming SDSR.

Commons ChamberThere are some very good distilleries, and I have a taste for the water of life, so I would be happy to send the hon. Gentleman a list. Perhaps he will buy me one on the day.
We have more than 300 years of a forged special identity. That does not diminish the importance, the history or the culture of the constituent parts of the United Kingdom. Initially, it is like a marriage, in which two separate families come together. Over the centuries, those two families forge something unique together, and a shared identity comes about. Something special is created whether it is through triumph, disaster, adversity or opportunity. We dismantle that at our peril.
My second point is what I see as a fundamental flaw at the heart of the Scottish National party’s position. It is not a proposal I agree with, but there is a logical coherence to the argument that Scotland, as a separate nation, should become independent and a master of its own destiny with the ability to shape its own future, as the hon. Gentleman has set out. Quite apart from the huge emotional costs that would have to be paid, there are many uncertainties and other costs that would flow. None the less, I understand the emotional appeal and the logic that goes behind it. What is not logical is to go through all that pain, cost and uncertainty only to argue that nothing would change for this new separate, independent sovereign country. The hon. Gentleman admitted it himself. He said that the day after would be the same. Why go through all that, particularly on the point of currency union, which has been the subject of much discussion? I do not often agree with Jim Sillars, a former Member of this House, former deputy leader of the SNP and one-time ally of the hon. Member for Perth and North Perthshire, but his article in the Sunday Times last weekend was spot on. He said that
“a currency per se, like sterling, is a badge of sovereignty printed by a sovereign government”
and that will be the badge of the United Kingdom.
He went on to argue that
“you don’t pool sovereignty, you transfer it and lose it.”
That is what would happen in a separate Scotland according to the SNP’s argument.
Should independence happen, Scotland, England and the rest of the United Kingdom would survive. I do not subscribe to the theory that we would be reduced to an economic wasteland, but I believe we would all be poorer. Time does not permit me to go into all the arguments about the practicalities, but the strength of the Union is greater than the sum of its parts. If we split up, we are all diminished.
May I point out that the influence of Scotland is enormous? There are three Stewarts on the Government Benches today and there is a Douglas behind me. Scotland has huge influence in the United Kingdom and should remain in the United Kingdom.
I think there may be a question there.
My father, Squadron Leader Jock Stewart, MC, was an RAF officer from Glasgow. My mother was from London and served in the Special Operations Executive. I am therefore half Scottish, half English and proudly British. As I come from a service family and have been a soldier myself, I intend to talk about just how valuable men and women from Scotland are to our armed forces.
Scottish soldiers, sailors and airmen have always had a tremendous reputation as brave, ferocious warriors. Throughout history, proportionately more Scots than Englishmen, Welshmen or Irishmen have taken the Queen’s shilling to fight for the Crown. Since 1707, Scottish soldiers have played a crucial part in most battles fought by the British Army.
The Gordon Highlanders had a leading part in the 1815 Waterloo campaign. At the battle of Quatre Bras on 16 June 1815, the Gordons halted the French advance in its tracks with the bayonet. Two days later, the regiment was in the midst of it again on the field of Waterloo. By then, casualties had reduced the gallant Gordons to about 250 men, and yet those incredible soldiers again charged the French frontally with the bayonet. As the Highlanders approached, the French broke into disarray and could only be caught by other Scotsmen on horses. The Scots Greys galloped past the Gordons to get at the French enemy. According to some accounts, Scottish infantrymen clung to the stirrups of the Scottish cavalry so that they could reach the enemy more easily. Is not that wonderful?
No, I have heard too much rubbish from the hon. Gentleman this afternoon.
About 700,000 Scots served in the first world war, with about 150,000 losing their lives. The Highlanders earned their nicknames—the devils in skirts or the ladies from hell—at a battle in 1916, when the 51st Highland Division crossed a battlefield littered with the fallen to storm German positions with such force that thousands of prisoners were taken. At the end of the first world war, the 51st Highland Division was widely reckoned to be the best fighting force in France.
The second world war enhanced the Scottish soldier’s incredible reputation. To date, 117 Victoria Crosses have been won by Scotsmen—soldiers, sailors and airmen.
For me, there is nothing more stirring in a fight than the sound of bagpipes. As the British United Nations commander in Bosnia in 1992-93, I used my two pipers frequently. For instance, I asked them to play at line crossings because all of us needed courage to advance through no man’s land, especially as Staff Sergeant Steve Bristow had previously been wounded beside me by a sniper. The sound of bagpipes wafting through the air was an incredible encouragement to those of us who were frightened. My mainly English soldiers loved the skirling, thrilling and impossible to miss sound of the pipes. Once, there was intense fighting all around my base at Vitez. I asked my piper, Lance Corporal Cleary, to stand on the roof and make an impact. He did just that. The fighting and the shooting died down quite quickly as that tremendously emotive and martial sound echoed down the valley.
My purpose this afternoon has been to remind the House just how important those in the British Army—indeed, those in all three services—consider the contribution that is made by their Scottish comrades, both men and women, to be.

Scottish men and women form an integral part of our armed forces. I would grieve hugely if they were no longer a part of them. I sincerely hope that that will never happen.

Commons ChamberI pay tribute to the hon. Gentleman, who has been an exceptionally eloquent advocate for his constituents and community over the course of this weekend. As to his question about extra support, as I said earlier, if the leadership of Glasgow city council sees an opportunity for us to assist, I stand open to do so in any way, within our capability. I know that the city council leader will doubtless be in contact with us.
Like everyone else in England, Wales and Northern Ireland, we are deeply saddened by what happened in Glasgow, which happens to be my father’s home town. Does the Secretary of State agree that, whatever happened to that helicopter, the pilot will have tried his level best to put it down safely and that it was probably a traumatic incident that disallowed him from putting it into the river or on a flat piece of ground?
The hon. Gentleman, of course, has a distinguished service history, which doubtless informs his views. Obviously, the purpose of having an air accidents investigation branch is to have people who can carry out these investigations. It would probably be ill advised of me at this juncture to speculate about the actual circumstances, which will doubtless become clear in the fullness of time.

Commons ChamberI think people on the pro-UK side of the campaign could show their Twitter feeds to anyone to show what negativity and scaremongering are all about. I think, too, that hon. Gentleman should be a little careful about casting aspersions and should concentrate on getting on with the proper arguments. From his side of the debate, we have so far seen no arguments and no detail.
Will my right hon. Friend comment on the thought that a possible independent Scotland would have an army? Would that independent Scotland be able to employ the same number of Scottish soldiers as the British Army employs at the moment?
My hon. Friend, whose distinguished track record in these matters is well known to people across the House, makes a very important point. This week, the report of the Scotland Institute—an independent body—has put real and serious questions to the SNP and the yes campaign that they cannot answer.

Commons ChamberI thank the hon. Gentleman for that intervention. I shall take note of your encouragement, Madam Deputy Speaker, not to go into too much detail, but of course this is a decision that will be taken in Scotland and in which the whole United Kingdom has an interest. I think we have moved on. When the Prime Minister intervened on this issue 12 months ago, he was initially criticised for interfering in Scottish domestic affairs, but people quickly recognised that the Prime Minister of the United Kingdom has a legitimate interest in the future of the United Kingdom and the right to take part in the debate. It is equally true that the decision on the future of Scotland must be taken in Scotland through a process made in Scotland, which is why we are discussing the order today.
I and my political party have been almost obsessed with the progress of home rule towards federalism for my whole lifetime. Indeed, if we look back across the history of the Liberal party we can see that has been the case for at least 100 years or even, in the case of Irish home rule, 150 years. We not only can but probably have bored people with a considerable amount of detail. That detail proved extremely useful in the process of developing the Scotland Bill through the constitutional convention, and the work that we, the Labour party, the Greens, the trade unions, the Churches and the business organisations did together was influenced by the fact that many of us had thought about it in considerable detail before we had the opportunity to implement it.
It remains a matter of some astonishment to me that the Scottish National party, which lives for nothing other than Scottish independence, appears to have so little command of the detail of what that would involve and is presenting it on the basis of unilateral, unfounded and unsupportable assertions. That is relevant in the context of the time scale on the back of the briefing notes, alluded to by the right hon. Member for Edinburgh South West, which point out that the Scottish Government propose to produce a White Paper next November. That is more than two years after they were elected and only a year before we are supposed to make a decision. As the hon. Member for Strangford (Jim Shannon) pointed out when he intervened to make the case for Northern Ireland, many fundamental questions must be answered. As the hon. Member for Penrith and The Border (Rory Stewart)—speaking, I would guess, as much for the border as for Penrith—has rightly asserted, these are not questions that can only be answered in Scotland.
Those questions must be answered in Scotland and outside it, which is why the debate must be conducted with recognition that this is not some parochial, internal matter for the future of Scotland. It affects how Scotland might relate to the Bank of England, the European Commission, NATO, the UN and any other multilateral or international organisation. That is of course crucial, but the implications of the change for the rest of the UK are also important. Many people in Scotland will seek to balance those two questions when considering how to vote.
I am a bit worried that we might be saying that we will never debate the matter of Scottish independence in this Chamber again once the section 30 order has been passed. Will we be allowed to debate and to elaborate on the arguments after the order has been passed? If we pass it today, will that mean that Mr Speaker will never allow us to debate this matter, which is very important for our constitution, again?
I am sure that the House will have the opportunity to debate it and that the hon. Gentleman will ensure that we do. Of course, we will not have the opportunity to amend or determine the Bill on the referendum, which will be decided by the Scottish Parliament. The hon. Gentleman’s intervention is relevant, as it is important that we recognise that the deal struck in the Edinburgh agreement involved compromise from the UK Government and the Scottish Government. The UK Government have agreed to pass substantial power to the Scottish Parliament to legislate for the referendum, but they have an agreement that it will be on a single, stand-alone question and that the Electoral Commission will at least be involved in the process. Those are all crucial issues and I reiterate my view that the Scottish Government discount the Electoral Commission at their peril. They would be wise to take that point on board. We recognise that it is a compromise, but one made in the spirit of ensuring that we have a democratic vote that we can all accept and support.
This morning, my office took a call from a number of Canadian parliamentarians who are anxious to meet me to discuss the implications from their experience. I have to point out that they are not in favour of breaking up Canada, but are warning of the dangers of a sustained threat to the continued existence of the United Kingdom rather than one that can be resolved by 2014.
It is a pleasure to follow the hon. Member for Glasgow South West (Mr Davidson). He and the Scottish Affairs Committee, which he chairs, have carried out the important task of putting before the House a wide-ranging report on this matter, and it was good to hear his presentation of points from that report this afternoon.
I wish to put it on the record that it is an absolute disgrace that nobody from the Scottish National party was in the Chamber when the Chairman of the Scottish Affairs Committee delivered his important and wide-ranging speech. Joking apart—I am joking, Mr Deputy Speaker, because I am disappointed that I am not about to have —[Interruption.] Oh—I am not disappointed. Right on cue the hon. Member for Perth and North Perthshire (Pete Wishart) comes back into the Chamber. I am delighted that he is here because I was disappointed that there was nobody to argue with me. Nevertheless, it is a disgrace that no Scottish National party Member was in the Chamber to engage in debate with the Chairman of the Scottish Affairs Committee. Not every word spoken by the hon. Member for Glasgow South West goes without challenge in this House, and it was the duty of Scottish National party Members to be present to challenge anything with which they disagreed in what the hon. Gentleman said on the Floor of the House, and not merely in the media and other places. This Chamber is the forum for discussion about the affairs of our country—our whole country.
I well remember our debates in 1998 on the Scotland Bill that became the historic Scotland Act 1998. I remember Donald Dewar, to whom I pay great tribute for the work he did on behalf of Scotland and the United Kingdom, standing at the Dispatch Box when we debated what is now section 29 of the Act, and saying that it was not his intention for there ever to be a situation in which a Government of Scotland, or Scottish Parliament, would wish to conduct a referendum on the independence of Scotland. I firmly recall those of us then on the Opposition Benches saying, “But there might be and we must guard against it.” He said we did not have to guard against it, but in the end we did. However, history moves on.
I certainly respect the sovereignty of the people, and we now have a Government elected by the Scottish people—sadly—and that is up to the Scottish people and is democracy speaking. We now have a Government who do wish to conduct a referendum on the future constitutional position of the United Kingdom, and therefore it is right for this Parliament to enact this order today to give the Scottish Parliament power to conduct a referendum.
I welcome the Edinburgh agreement. It has been well considered, well balanced, well argued and well presented. The most important part about it is that it requires a referendum to be legal, fair and decisive, and on those counts, like most people who have spoken this afternoon, I have deep concerns about four particular points: the role of the Electoral Commission; the timing of the referendum; the question in the referendum; and the franchise. If those four matters are not correctly dealt with as the legislation to put a referendum in place goes through the Scottish Parliament, that referendum will not command the respect of the people whose future it will decide. We all want the referendum to be decisive. We all want this issue to be over, once and for all, so that those of us in the political world can in future speak about the matters that affect the Scottish people and those throughout the UK on a day-to-day basis, instead of having this prolonged argument about the processes of government.
Let me deal first with the Electoral Commission. I wonder what the First Minister is afraid of. If someone was truly willing to allow the proceedings of their Parliament and the decisions it takes to be properly examined by a properly constituted public body such as the Electoral Commission, they should have nothing to be afraid of. Not wanting the Electoral Commission to scrutinise what is to be done suggests that the First Minister does have something to be afraid of. It suggests that he wants to use political advantage to skew the way in which the referendum is conducted. I am surprised at that, because I have an enormous amount of respect for the Scottish First Minister. He is a brilliant politician and he usually manages to find his way through any argument with incredible rhetorical ability, often winning the point—[Interruption.] I am sure that his representative on earth, the hon. Member for Perth and North Perthshire, is not leaving the Chamber again.
I genuinely pay tribute to the Scottish First Minister for his debating ability, his rhetorical ability and his political ability, so I do not see what he can possibly be afraid of, unless he has something to hide. He should not have anything to hide, because if we are to trust the Scottish people to make this important decision—and I do—we must trust them to make the decision in an open, honest, fair and balanced way. Indeed, it is worrying that when the hon. Member for Moray (Angus Robertson) spoke earlier, he took interventions and questions from various Members, but simply would not undertake on behalf of his party—and therefore on behalf of the Government in Scotland—to adhere to what the Electoral Commission says.
It seems clear that the reason why the Scottish nationalist party does not want to adhere to the directions of the Electoral Commission, but wants to seek electoral advantage by every means possible, is that it probably realises that the majority of Scotsmen and Scotswomen—and 16-year-old Scots too—want to remain united with the United Kingdom. That is probably why the Scottish nationalists will seek every advantage they can.
I am quite certain that my hon. Friend is right. If the First Minister was confident that a vast majority of people in Scotland would vote for Scotland to separate from the United Kingdom, as he wishes they would, he would not be worried about the Electoral Commission, or about spending, the question or anything else. It is because he knows that, actually, the reason he has his majority in the Scottish Parliament at present is because of the circumstances that pertained when people went to the polls at the last Scottish election. They were not voting for Scotland to separate from the United Kingdom; they were voting against the Labour party—but I shall not go down that route now, as you would not allow me to, Mr Deputy Speaker. We all know, however, that that is what—[Interruption.] They were voting against the Conservative party as well, I freely admit it, but that is not the point. The point is that the First Minister of Scotland knows that—he is a clever politician and he can analyse it. He knows the true intentions of the people of Scotland, and that is why he is afraid. That is why he is delaying, and that is why he is messing about with the franchise.
I hear what the hon. Gentleman says, but I am not confident about that point. It greatly concerns me that the names, addresses and ages of 14-year-olds would be made public in order to allow them to vote by the time they are 16. At the moment, the name of someone who is yet to be 18 will be on the register more than a year before they are 18. I can cope with that for 17-year-olds, but not for 14-year-olds who are children. I repeat that that is simply not right.
Moving on to other aspects of the franchise, it would appear that some members of the armed forces will be allowed to vote in the referendum, but what about their families or their dependants? What if someone serving in Germany lives with his wife, teenage children and perhaps mother-in-law? The person in the armed forces might be given a vote, but those others would not. That is not fair.
I find it extraordinary that because the most Scottish of infantry battalions, the 5th Battalion the Royal Regiment of Scotland, the old Argyll and Sutherland Highlanders, is garrisoned in Canterbury—that most English of towns—those serving in it will not be given the vote. Does my hon. Friend agree that that is extraordinary?
I certainly agree with my hon. Friend that that is extraordinary, and it is also simply unfair. If the Scottish Parliament wants this referendum to command respect in the United Kingdom and indeed across the world, the franchise on which it is based must be fair and must be seen to be fair. What is being said this afternoon must be taken into account in the Scottish Parliament when it comes to debate how the legislation for the referendum should be framed. It is also unfair that those who are not in the armed forces but who are temporarily out of Scotland, serving their country in some other respect, should not be allowed to vote. It is wrong that they and whoever is with them on their mission, whatever it might be, should not be allowed to vote. Those temporarily out of Scotland who would in other circumstances still be in Scotland will not be allowed to vote.

Commons ChamberThe hon. Gentleman makes a good point, but it is for those proposing change to say how they would deal with it. The Government do not wish to break up Britain or want a change to the existing arrangements for the storage of nuclear waste. Those who want to break up Britain must set out clearly how that would be done and what it would cost.
Sadly, I am not 16 or 17—I am a little bit older—but as an Anglo-Scot, I feel slightly disfranchised, because the decision on my father’s homeland will be made without me having one bit of say in the matter. I request, please, that we, the Scots of the dispersion, have a say in what happens to our ancient homeland.
I am sure my hon. Friend will have the opportunity to have a say—he can go to Scotland and set forth his passionate views on Scotland remaining in the UK. The issue he raises has been raised legitimately by many Scots in other parts of the UK, who ask why they should not have a vote. The Government’s position has always been that those in the part of the UK that wishes to leave the UK should have a say in determining whether it leaves or not. That is in accordance with international protocol on the separation of nations and was also the franchise that determined devolution to Scotland in 1997.

As my right hon. Friend the Prime Minister has made clear, we believe that Scotland is stronger in the United Kingdom and that the United Kingdom is stronger with Scotland in it. Leading up to the referendum, the Government will produce detailed evidence and analysis to assess the benefits that Scotland gains from being part of the United Kingdom and the contribution that Scotland makes to our United Kingdom.
I thank the Secretary of State. Does he agree that the defence of Scotland, England, Wales and Northern Ireland will be greatly enhanced if we do not have a separate Scotland? Defence matters greatly to the whole of this country.
My hon. Friend makes an important point. Over the next 18 months, civil servants will prepare detailed analysis and evidence that will show the basis of the arguments that we need to be involved in as Scotland confronts this great debate. Fundamentally, protecting our citizens is one of the most important parts of our role in government. We will also want to consider our position in the world and the economic benefits that we get from being part of the United Kingdom.

Commons ChamberI am sure that the SNP at Westminster group leader’s substitute will recognise that when this Bill was previously debated in this Parliament, the Scottish National party indicated that it had six demands that it required to be reflected on the face of the Bill before it would support it. None of those six demands is in the Bill as we debate it today or as it was debated in the Scottish Parliament, where it received unanimous support—including that of all members of the Scottish National party present.
I do not really like the Bill being called modest by the Scottish National party when the Office for Budget Responsibility says that the Scottish Parliament will be able to have over £500 million of income tax in 2015-16. That is hardly modest.
I could not agree more with my hon. Friend. This is a significant measure which will lead to the largest transfer of fiscal powers between Westminster and Scotland in 300 years, and it should be welcomed by all parties. My hon. Friend may be aware that yesterday that the First Minister apparently told the Institute of Directors that he planned to align taxes in Scotland with the rest of the UK, so the Scottish National party may now regard the actual requirement for tax-varying powers as insignificant.
Lords amendment 1 seeks to improve the drafting of clause 3. Section 113 of the Scotland Act 1998 makes provision about the scope of subordinate legislation powers in that Act. Clause 3(1) amends section 113 of the Scotland Act so that the supplementary powers contained in section 113 also apply to Scottish Ministers’ new power to make subordinate legislation about the administration of Scottish Parliament elections under section 12 of the 1998 Act.
Lords amendment 1 would replace clause 3(1) with new provision having the same effect. The amendment would have the effect of restructuring section 113 and this would make it easier for provisions in this Bill or future legislation to provide that the supplementary powers contained in section 113 apply in relation to other powers that may be conferred on the Scottish Ministers.
Clause 15 changes the name of the Scottish Executive to the Scottish Government. Lords amendments 7 and 8 are minor technical amendments that would ensure that all the references to “Scottish Executive” in section 44 of the Scotland Act are amended to “Scottish Government”.
Clause 22 makes provision for there to be a Crown Estate Commissioner who knows about conditions in Scotland. Lords amendments 10 and 11 would change the name of this Commissioner from the “Scottish Crown Estate Commissioner”, to the “Crown Estate Commissioner with special responsibility for Scotland”. I can confirm that the original title for the commissioner included in the Bill was taken from the Calman commission’s own proposals and discussed with the Crown Estate. However, it is accepted that the amendments to the commissioner’s title will properly reflect the role that the commissioner will play.

I speak as someone who sounds like a Sassenach, but my Scottish father joined the Royal Air Force and was thereafter posted all over the world. Many members of my family still live in Scotland. My Aunt Eileen lives in Largs and my cousin teaches Gaelic in the Outer Hebrides. I say that to demonstrate that what happens in Scotland matters to a great number of us in the House. Many of my colleagues, such as my hon. and very good Friend the Member for Epping Forest (Mrs Laing), have Scottish ancestry going back—
Order. I know, Mr Stewart, that you will come to the amendments immediately, rather than touring Scotland. It is interesting to hear where your relatives live, and on another day I would welcome that information, but today I want to hear your views on the amendments.
All the amendments are very acceptable to me and to the other Stewarts in the House.
I am sure, Mr Deputy Speaker, that you will agree that it is relevant to say that the amendment matters not only to people living in Scotland but to people in the whole of the United Kingdom, because our country operates as one. I am sure that the speech by my hon. Friend the Member for Beckenham (Bob Stewart), who was educated at the excellent Chigwell school in Epping Forest, will be warmly welcomed by the Epping Forest Scottish Society, which shares his views on this matter.
The southern Scottish seat of Epping Forest has been mentioned, but it is not relevant to this group of amendments. Let us now get back to the amendments.
Thank you, Mr Deputy Speaker. The amendments will certainly be welcomed by the Stewart Society, which I shall be speaking to in two weeks’ time.
It is absolutely right that Members of the Scottish Parliament should have responsibility for raising more money, and the amendments will help them to do that. I am also pleased that MSPs will be more accountable to the Scottish people. I fully support, as do most people in this House, the fact that the Scottish Parliament will have responsibility for health, education, transport and the police. I am very pleased with the amendments.
Would it not be a great shame if all these amendments were to fall because, for some bizarre reason, the people of Scotland decided to separate from the United Kingdom?
It would be horrific if that were to happen. The Opposition and the Conservatives are all Unionists in this regard. It would be a disaster if there were any kind of separation of our great nation. Scotland is much more powerful through being connected with the English, the Welsh and the Northern Irish.

Commons ChamberThe hon. Lady makes an important point. We have said in the consultation paper—I have said it many times already—that we want this sooner rather than later. We have shown in the draft section 30 order that it would be possible to include a date by which this should be completed. What we have not done is say what that date should be, or the time period leading up to that from the point when we debate it. So we will get on with that process, but it is important that we agree that.
My constituency is in Beckenham in Kent, but I am a Scot, and I am surrounded by Scots. I have got a Stewart there, my hon. Friend the Member for Penrith and The Border (Rory Stewart), and a Stewart there, my hon. Friend the Member for Milton Keynes South (Iain Stewart). I am a Stewart; I am half a Stewart; and I have got a half-Scot beside me in the Father of the House. We are very interested in what happens in Scotland, and I would like to ask the Secretary of State how we can put our views forward properly about what happens to our ancestral homeland. [Interruption.]
