Commons ChamberMy hon. Friend raises a very important point, and apprentices will be able to access these courses online so that they are able to complete their studies and their training.
Yesterday, the Education Secretary said that schools could hire more staff with £6,000 from his Department. Can I just ask the Education Secretary: how much does he think a teacher gets paid?
I very much hope the hon. Gentleman got the copy of the skills for jobs White Paper that I sent him, which he had obviously not read when he asked his last question. He will also be aware that I am fully aware that teachers are not paid £6,000. Thankfully, as a result of this Government’s interventions, starting salaries for teachers are going to be hitting £30,000 a year for newly qualified teachers very shortly. What we are doing is giving schools the ability to use that extra resource to bring in and pay for extra support for a few weeks to boost the learning and the education of children in lots of different settings. That might be on English, it might be on maths, it might be for sport or it might be for a whole different range of areas. It is odd to see a Labour politician not seeming to welcome the fact that we are putting more money into education, but maybe it betrays his true colours.

Commons ChamberIn my hon. Friend’s constituency of Grantham and Stamford, there is already great provision in colleges. We want to make it even greater and make sure they have the resources to grow what they are doing. We want to make sure they are truly linked in with the local economy, because where there are skills shortages in his constituency, colleges are the first place that businesses turn to plug the gap. We want to make sure the economy and business are growing strongly and creating the employment that we all want in his constituency and all our constituencies.
The chief executive of City & Guilds, Kirstie Donnelly, says that it is a disappointment that today’s statement focuses on existing announcements, instead of a clear vision for how we can collectively reimagine further education for the future. She also says that the Government should devolve power to the regions. In the Liverpool city region, we are ready to deliver the skills needed for the recovery from the pandemic. Will the Education Secretary make at least one new announcement today, and commit to giving the authority and resources needed to the regions to develop the technical learning that is needed for the recovery and the future?

Commons ChamberOfqual suggests that as many as 1.78 million children do not have access to a computer. What the Education Secretary has announced today is just a 10% reduction in those numbers by the end of next week, which will still leave 1.6 million children unable to access a computer. Bridging the digital divide is essential, so when will those 1.6 million children receive their laptops, and when will he address the situation of the 900,000 children who do not have data access?
I refer the hon. Gentleman to my statement earlier, which covered most of the points he raises.

Commons ChamberI thank my hon. Friend for raising that important issue and highlighting the concerns of his constituents and coach operators in his constituency. Dealing with the issue of children getting to school as schools fully return has been important. That is why the Department for Transport made over £10 million available to build capacity in local authorities, and that is why we made over £40 million available to local authorities to provide extra transport. The issue that he raises has been a concern for many MPs, and as a Member of Parliament in Staffordshire, I know that it is one we have highlighted with the Department for Transport. The DFT’s decision to delay the implementation of these regulations was a positive move, but I will ask a Minister in that Department to meet my hon. Friend to discuss this further.
In local areas where restrictions have been implemented, we anticipate that schools will usually remain fully open to all. There may be exceptional circumstances in which some level of restriction to education or childcare is required in a local area. In those situations, local and national partners will carefully consider the most appropriate actions, with the aim of retaining as much face-to-face education as possible.
I presume that when the Secretary of State says “open to all”, he does not mean people who have tested positive for covid.
There is a great deal of confusion among children, parents and our wonderful school staff about what the arrangements are in the event of a local lockdown or an isolated outbreak, and of course that extends to what the arrangements are for home learning. Will the Secretary of State please tell us where is the guarantee that all children who have to study from home will have access to broadband? Where is the guarantee that all staff will have the capacity to deliver home learning? Will he tell us what happened to the laptops that were promised months ago to enable that to happen?
The hon. Gentleman is probably aware that we distributed more than 200,000 laptops, as well as more than 40,000 internet router connections, for children from the most disadvantaged communities. They went to local authorities and multi-academy trusts— [Interruption.] The hon. Gentleman says, “They never arrived.” I suggest that he takes it up with his local authority, to which they were sent directly.
The hon. Gentleman raises an important point about the continuity of education. That is why, on 2 July, we outlined our expectations of what is required of schools in terms of the delivery of continuity of education. That is why we have made an investment of a further 150,000 laptops, which will be provided for communities that are not able to provide face-to-face teaching within schools. To be absolutely clear, schools will only ever be closed as an absolute last resort. We all understand, on both sides of this House, how important it is for children to be benefiting from being in school with their teachers and learning in the school environment.

Commons ChamberA key element will be the local education authority, with regional schools commissioners working together to promote those clusters. There is already a high level of cross-working between schools, but we recognise that that level of working together will enable us to provide much more robust provision throughout this crisis.
Children face additional risks when family relationships are under pressure. One way of reducing some of the additional strain felt by families will be the financial response to this situation, so I urge the Secretary of State to take forward the suggestion of the right hon. Member for Tunbridge Wells (Greg Clark) about income replacement. Will he also come forward with plans setting out how he is going to support the child protection workforce, and conduct a proper risk assessment of the additional challenges faced by children in this crisis?
I will certainly take up the hon. Gentleman’s point, and ensure that representations are made to the Chancellor and the Prime Minister.
