I am grateful to my hon. Friend for telling the story of her constituent. Across the country, there are far too many similar, tragic cases.
The third recommendation of my constituents’ campaign is that young drivers should not be allowed to drive between midnight and 4 am. The risk of a young driver being involved in a collision is eight times higher between 2 am and 4 am on both weekdays and weekends. My constituents and I recognise that there will need to be exceptions to any such restrictions, such as for young parents taking their children out in a car or young people who are travelling to work between the hours of midnight and 4 am. It would be perfectly easy to create those exceptional circumstances. I have every sympathy with the aims of my constituents’ campaign, and I urge the Minister to look at the merits of these modest but potentially incredibly effective measures. A further recommendation that has been made to me by many others is that the use of black boxes for young drivers should be compulsory when they are first on the roads.

The right hon. Lady knows I am a great supporter of this. The first 1,000 miles that a young person drives are the crucial ones, and we must do anything we can to support them and make sure they are safe. People forget this, but she will know better than anyone else here that this is the biggest killer worldwide of children and young people. It is not any disease; the biggest killer of children and young people worldwide is death on the roads.
I am grateful to the hon. Gentleman for his point and for rushing across here straight from his procedure, which demonstrates his great regard for the importance of this subject.
Black boxes are the “good spy in your car”. They record data about a driver’s driving style, such as whether the driver is taking corners safely and whether they are keeping to the speed limit. Furthermore, data from the British Insurance Brokers’ Association shows that black boxes in cars can result in savings of more than £1,000 a year in insurance costs for some young drivers, so they are a real win-win. In evidence to the Transport Committee in 2021, telematics insurance provider insurethebox confirmed that its technology has assisted 80,000 young drivers to reduce speeding per mile by 21%, which it estimates has resulted in 700 fewer crashes and 22 fewer serious injuries.
The Minister will be aware that the concept of graduated driving licences was the subject of a full Transport Committee inquiry in 2021. The GDL proposes a minimum supervised learning period, an intermediate licence period that places quite strong restrictions on the newly qualified driver, and then a full unrestricted driving licence that is only available after completion of the first two stages. International evidence was put forward to the Committee at the time showing that the GDL can reduce collisions and trauma from accidents involving young drivers by 20% to 40%. The main concerns about the GDL are that it reduces access to employment and education, that it impacts on young people living and working in rural areas and that the restrictions may be hard to enforce. Nevertheless, the Transport Committee’s report recommended that the Department for Transport should resume a study into the social and economic consequences of the GDL, which it committed to in its 2019 road safety statement.
Many people will argue—indeed, the Minister may seek to—that a GDL is not enforceable, but I would say that the vast majority of young people learning to drive are extremely sensible, if not actually a bit scared of getting behind the wheel. They have no desire to crash their car, and they certainly have no desire to harm themselves or cause harm to any other young person. While there may understandably be some reluctance to change the rules, it is my view that young people would, on the whole, comply with new rules around learning to drive. As a result, we would see a massive decrease in the number of deaths and injuries on our roads.
I am grateful to the many in this House and the other place who have shown a significant interest in this area. I am sorry that this debate is relatively short because many were keen to contribute to it. I am delighted that the noble Lady, Baroness Jenkin of Kennington, will also be tabling a question in the other place on the same topic, demonstrating her concern and interest.
I pay tribute to all the parents, including Chris and Nicole, who have shown such determination, and to Charlotte Charles and Tim Dunn for their passion in making sure that no other family has to suffer the terrible losses that they have all endured.

Commons ChamberIt is absolutely clear that this has to be a global effort. The UK, as my hon. Friend rightly points out, is responsible for a small proportion of global emissions, and those emissions continue to rise. It is incumbent on us all to follow the instruction of the Paris climate change agreements and for the United Kingdom to provide encouragement and do everything we can to lead the way.
May I urge the Secretary of State, who is a persuasive woman, to persuade every Member of Parliament—Lords and Commons—to read Professor Steve Jones’s compelling new book, “Here Comes the Sun”, which is about the fragility of our planet and what human beings are doing to it? Will she also wake up the Commonwealth Parliamentary Association and the Inter-Parliamentary Union? We as legislators should be persuading our fellow legislators around the world to move on this issue. Let us share technology with them.
I hope the hon. Gentleman is not the agent for that particular book and taking a commission on every one sold. Obviously, that would be a conflict of interest. Nevertheless, I take his point. We need to be shouting from the rooftops. There are so many brilliant young people out there doing that for us, but he is right: we all need to do all we can to tackle the issue.

That this House has considered the business case for High Speed 2.
It is a pleasure to serve under your chairmanship, Mr Hosie, in my first debate as a Back Bencher in more than five years. I am delighted to have this opportunity to discuss one of the biggest concerns for many of my constituents, and to outline why I believe that the business case for High Speed 2 must be urgently reviewed by the Government.
I first became aware of HS2 when it was proposed in 2009 by the then Labour Government. Investment in infrastructure, creating jobs and growth, improving travel times between our major cities, and closing the north-south divide were all put forward as reasons in favour of the UK’s second high-speed train line. However, those supposed benefits unravelled one by one, and it quickly became apparent that HS2 is not the right infrastructure project, will not improve point-to-point travel times, and will not close the north-south divide. It will create jobs, yes, but at an eye-wateringly expensive rate, far beyond what we might expect from a similar project.
Those of us who expressed concerns about HS2 even while it was still in consultation were dismissed by others as nimbys and told that we were flat wrong about the wider benefits that HS2 would bring to the north. I was then and continue to be willing to be proved wrong, but with the delay to the notice to proceed, growing concerns about the project’s spiralling costs, ongoing engineering and design difficulties and, even now, the rumours that the line past Birmingham might never be built, it is high time for the project to be thoroughly reviewed to ensure that it will actually deliver for taxpayers.
It is a pleasure to hear the right hon. Lady speaking in a debate, rather than her listening to me asking for one. Does she recall the number of times that I have said in the Chamber of the House of Commons that HS2 will cost much more? Every time I said it, £10 billion more, and going past that. Now, it is accepted that it will cost £100 billion. Does she agree with that figure?
The hon. Gentleman has raised the issue a number of times, and it is true to say that many think the costs will overrun. I will come back to that.
For me, both as a concerned constituency MP and as someone with 25 years of experience in finance, including project finance, I am alarmed at just how much the business case for HS2 has changed since the project was initially proposed. The business case that HS2 relies on now bears little resemblance to what Parliament was told at the start of the process—if I cast my mind back to when I first became an MP in 2010—nor to what we voted on when the enabling legislation was passed, which I voted against, or when the subsequent main legislation was enacted.
First, we were told that HS2 was about reducing journey times and improving the economy by bringing businesses and workers from the south to the north to spread economic prosperity around the country. Then we were told it was about capacity constraints on the west coast main line, and managing the continual growth in annual passenger numbers. Both arguments no longer stack up.
On improved journey times and associated productivity gains, the underlying assumption built into the business case for HS2 was that any time spent travelling for business purposes was wasted time, and that business travellers undertake no productive work while travelling. In the 21st century, technological advances such as mobile devices and improved wireless internet connections clearly mean that work and leisure activities are increasingly mobile, and increasingly affordable and accessible for rail passengers. Such advances are expected to continue.
My hon. Friend is absolutely right—we certainly need to invest in our rail infrastructure—but my question is whether HS2 is the right piece of infrastructure.
The argument for the business case around journey times and productivity quickly collapsed, and HS2 Ltd turned to arguing for capacity instead. That capacity argument has been questioned almost since it was first made, and most recently by the Lords Economic Affairs Committee in its report of May this year, “Rethinking High Speed 2”.
The original business case for HS2 was put forward at a time of strong and continued growth in passenger numbers in the preceding years, and the expectation was always that this growth would continue unabated. That is not the case. I made that point in 2011, when I led an HS2 debate on the Floor of the House. As I said then, HS2’s forecasts were “heroic” when compared with Network Rail’s numbers over the same period. According to the Commons Library, across the entire rail network, annual passenger growth peaked in 2011 at about 8%, and growth has been on a downward trend since then. Passenger growth between London and the west midlands has now fallen to 2% growth per annum, against a decadal average of 6%.
It is true to say that the west coast main line is the busiest mixed-use rail corridor in Europe, with 15 fast trains coming into Euston in most peak hours of the week and little to no availability in that period for additional train paths. However, capacity on the trains themselves is a different matter. As anyone who travels at rush hour between Euston and Milton Keynes—as I do frequently—will know that there is always high capacity pressure on any of the trains during that peak period: about 95% of all available seats on morning peak arrivals into Euston are occupied, with many trains cramped and uncomfortable. Again according to the House of Commons Library, across the entire day only about 60% of all available seats into Euston are in use. For the other major cities on the line of route—Birmingham, Leeds, Liverpool, Manchester and Sheffield—across the entire day, all of those stations operate at less than half their passenger capacity in terms of seat availability.
As the right hon. Lady knows, I am a very experienced traveller between Wakefield and London, and know the routes well. May I ask her to pay attention to my hon. Friend the Member for Blackley and Broughton (Graham Stringer), from Manchester, because he is wrong? All the research in France and other places shows that having super-speed or high-speed trains sucks power away from the regions. What has happened in France? More power to Paris, and less to the provincial cities.
I fear that I am very much aware of what the hon. Gentleman says, and I agree with him.
Clearly, therefore, much of the capacity constraint on the west coast main line is spatially and temporally specific, being focused on the peak rush hours, and only in Euston and Birmingham. The biggest issue is crowding on individual trains at those times, rather than crowding throughout the day.

Commons ChamberMy hon. Friend raises an important subject. Surrogacy is a valuable way to provide would-be parents with the child they so long for. Of course, there are complex issues around making that work for both the surrogate and the new parents. I encourage him in the first instance to seek an Adjournment debate, so he can discuss the subject directly with Ministers.
Back in 2010, the present Prime Minister told her party conference that she did not want the Tory party to be regarded as the nasty party. I do not know whether that miracle has happened, but could we have a debate on this Parliament not being a nasty Parliament? I have noticed some really personal attacks, usually on women MPs—of course, the Prime Minister is a woman. Can we have a debate on the standards we have in debate and how we respect each other during debates?
I pay tribute to the hon. Gentleman for his 40 years in this place. How he can stand it I do not know. He obviously has lots of stamina. I also pay tribute to him for standing up for people treating each other with dignity and respect. He is absolutely right to do so. I encourage him to take part in the Westminster Hall debate on intimidation in public life on Tuesday 21 May. It is clear that whatever our political differences we must treat each other decently.

Commons ChamberMy hon. Friend raises a very concerning issue about unfair intimidation of a business over whatever the activity is of one of the employees. It is absolutely right that when enforcement is required the police support any business that is trying to defend an employee against unfair accusations. I do not know the precise details, but I would encourage him to speak directly to Ministers about what more can be done.
I wanted to ask the Leader of the House to celebrate Europe Day with me, but I know that is dangerous on her territory. I have been campaigning for a long time about the poison coming through our air, polluting our air, poisoning our children and poisoning pregnant women. It is a disaster. Now we have realised—I asked every Secretary of State to introduce air quality monitors in every primary school, but I was rebuffed. May we have a debate on air pollution and what the Government can do about it before 2040, when 1 million people will have lost their lives to air pollution?
First, I absolutely join the hon. Gentleman in celebrating Europe Day. European nations are our friends and neighbours and we have a strong and long-term relationship with them. He raises an important point about air pollution and is right to do so. I can tell him that air pollution has reduced significantly since 2010. Emissions of toxic nitrogen oxides have fallen by 29% and are at their lowest level since records began. Of course, we have to take action. We have put in place a £3.5 billion plan to reduce harmful emissions from road transport and, as he points out, we will end the sale of new conventional diesel and petrol cars and vans by 2040. Very importantly, we are implementing our new world-leading clean air strategy, and we will absolutely be tackling the very real concerns we all have about the quality of the air we are breathing.

Commons ChamberThank you, Mr Speaker. I was just going to say to the hon. Lady that I would love to be outside looking at the cherry blossom, as I am sure we all would. Maybe that is what some colleagues were doing before they wandered into the Chamber.
The hon. Lady asked about key legislation and the Brexit Bills, particularly the Financial Services (Implementation of Legislation) Bill. As she will know, we want to consider the amendments made in the other place carefully. That Bill is relatively straightforward and seeks to deal with in-flight files during the Brexit transition period, but one amendment would have a more significant impact on the rights of the Crown dependencies, so it is right for the Government to take a bit of time to consider that properly. However, we will bring the Bill back in due course.
The hon. Lady asked about other Brexit primary legislation, and she will be aware that, in addition to the European Union (Withdrawal) Act 2018, nine other exit-related Bills are in Parliament or have already received Royal Assent. The Nuclear Safeguards Act 2018, the Sanctions and Anti-Money Laundering Act 2018, the Haulage Permits and Trailer Registration Act 2018, the Taxation (Cross-border Trade) Act 2018, and the Healthcare (European Economic Area and Switzerland Arrangements) Act 2019 are all now law. The Bills still in the Commons or the Lords are the Immigration and Social Security Co-ordination (EU Withdrawal) Bill, the Agriculture Bill, the Fisheries Bill, the Financial Services (Implementation of Legislation) Bill, as has been mentioned, and the Trade Bill. Progress is being made, and they are all scheduled to receive Royal Assent before they are needed.
The hon. Lady also asked for an update on the secondary legislation. Almost all the Brexit SIs needed for exit day have been laid—around 515 of about 550. The programme of secondary legislation is in hand and is almost complete. The remaining SIs are planned for completion when they need it.
On schools, I am sure that the hon. Lady will want to celebrate, as I do, the fact that 1.9 million more children are being taught in good or outstanding schools. We created 920,000 more school places between 2010 and 2018, and the gap between disadvantaged pupils and others has narrowed. All those things are important to give young people a good start in life.
The hon. Lady asked for a statement on the knife crime summit. I will certainly take that request away, but I am sure that my right hon. Friend the Home Secretary will want to update the House.
The hon. Lady mentioned the national living wage, and I am sure that she will share in the delight that it went up on Monday by the highest rate since it was first introduced in 2015, increasing by almost 5% to £8.21 an hour.
My hon. Friend raises an interesting point. All asylum claims made in the UK are carefully considered on a case-by-case basis, taking into account individual merits against a background of relevant case law and up-to-date country information, which covers issues relating to freedom of religion and belief. I can assure him that the Home Office provides protection for all those who genuinely need it, in accordance with our international obligations under the 1951 refugee convention and the European convention on human rights.
Can we have a debate about the challenge we have in our constituencies and in this place in the way we treat one another and the language we use? Could the Leader of the House particularly bear in mind something very offensive that was said last night by the right hon. Member for Rayleigh and Wickford (Mr Francois) at this time, when we are in Lent and approaching Easter weekend:
“Forgive them, Father, for they know not what they do.”—[Official Report, 3 April 2019; Vol. 657, c. 1217.]
As a Christian and former parliamentary churchwarden, I found it deeply offensive for that phrase to be used in the context of a debate on Brexit. I hope we can have a discussion about what is and is not appropriate to say in this House.
As I have always said, it is vital that everybody in this place and in this Palace of Westminster treats each other with courtesy and respect and I completely uphold that. As the hon. Gentleman will be aware, behaviour in the Chamber is a matter for the Chair. On the other hand, I am sure you will also agree, Mr Speaker, that it is vital that everybody is treated with courtesy and respect.

Commons ChamberMy hon. Friend is absolutely right to pay tribute to all those who suffered so much for our freedoms. We should always value their sacrifice for us. I will certainly take away and consider how the House can mark the outbreak of the second world war, as she suggests.
I am sure the Leader of the House is aware that there has been a fantastic campaign over many years to save Huddersfield Royal Infirmary from being closed as a fully functioning hospital and downgraded to a much smaller local hospital on a different site. There was news this week from the Secretary of State for Health about saving Charing Cross Hospital, which has exactly the kind of challenges that we have in Huddersfield. There is obviously a change in mind, purpose and objectivity in terms of this new Secretary of State, so may we have a debate on the future of local hospitals?
I am delighted that the hon. Gentleman raises his success in his local campaign for Huddersfield Royal Infirmary. He has made a really important point. We all have local hospitals that we are very keen to support. I encourage him to seek a Westminster Hall debate, because I am sure many hon. Members will have their own local hospital issues, as indeed I do, along with my excellent Parliamentary Private Secretary, my hon. Friend the Member for Banbury (Victoria Prentis), with regards to Horton General Hospital.

Commons ChamberMy hon. Friend is right that the European Council decision requires that this House has agreed the withdrawal agreement—or has introduced the withdrawal agreement—in order to get the long extension ready for the legislation. I encourage all hon. Members to consider that a lot of the proposals being put forward for tomorrow would themselves require a withdrawal agreement to be approved in order for them to be taken forward. We need to be clear that what we will be talking about in the indicative votes tomorrow are, potentially, replacements for the future arrangements as opposed to replacements for the withdrawal agreement. I urge hon. Members again to consider the Prime Minister’s deal and to accept the reality, which is that the European Council requires us to look positively at the withdrawal agreement.
The Leader of the House knows, and I welcome the fact, that I am now semi-clear about what the future progress in the House will be, but does she agree that it is most important in this troubled and tumultuous time that we inform our constituents about what we are doing as honestly and openly as possible? Will she stop her colleagues in the Cabinet going on radio and television and saying that there has been a vote on a people’s vote, or a second referendum? That has not taken place. A minority group in the House moved a motion, on which most of the Opposition abstained. There has not been a major vote on the people having the opportunity of a new referendum. Will she stop her Cabinet colleagues saying there has been?
There very much was a people’s vote. That was in June 2016, and the people decided to leave the European Union.

Commons ChamberMy hon. Friend raises a very important issue. I congratulate her on doing so and on the great charity work going on in her constituency, and I join her in paying particular tribute to Irene and Jean.
Loneliness can cause significant ill health, yet up to a fifth of the UK adult population feel often or always lonely. To tackle this pressing public health issue we have established a cross-Government fund dedicated to a cross-Government strategy that has almost 60 new policy ideas from nine Government Departments. So the Government are determined to tackle this. My hon. Friend and many other hon. Members do their own support in their own constituencies and deserve great credit for doing so.
Is the Leader of the House aware that yesterday was the 102nd birthday of Dame Vera? [Hon. Members: “Lynn.”] Yes, Lynn. Sorry; I had a senior moment there. One of her most famous tunes was “Coming in on a Wing and a Prayer” and I have to say that many of us, on all Benches, are a little upset about the Prime Minister’s remarks yesterday. We spend every minute of the day—every waking hour, and stay awake at night—thinking about this dilemma and to undervalue parliamentarians’ dedication and commitment is not good at all for the current discourse.
May we have an early debate? Many of my constituents want to know about the secret sources of power. They thought they knew about the Cabinet and collective agreements, and about where power lay in the Conservative and Labour parties, but they do not understand why something called the European Research Group is now wielding immense power behind the scenes. They do not understand what the pizza club is and how it can wield such power that it can stop an extension of the period before we leave the European Union. May we have an early debate on this, because going home on a wing and a prayer is not good enough for the future of this country?
I did not know that it was Dame Vera Lynn’s 102nd birthday, and I thank the hon. Gentleman for raising that. However, I did know that today is World Poetry Day. I was tempted to come up with some of my own poetry, but I did not think that the House would be in the mood for it, so I did not bother. I am sure that hon. Members will have their own views on that. The hon. Gentleman makes a serious point, however. I do not believe that the Prime Minister was in any sense seeking to denigrate MPs’ commitment to the issue. She was urging colleagues to consider the duty to make an active decision about what they want to see. In a hung Parliament, that is the challenge that faces us. A Government with a big majority will, on the whole, be able to get their business through, but in a hung Parliament, all right hon. and hon. Members have to give great consideration to good governance. The Prime Minister is urging all Members to consider her deal again, because the reality is, as the hon. Member for Perth and North Perthshire (Pete Wishart) has pointed out, that the legal default position remains that this House voted to leave the European Union on 29 March and the only way we can avoid that is either by extending article 50, as the Prime Minister is seeking to do, or by this House coming up with an alternative solution, which it has so far been unable to do.

Commons ChamberThe hon. Gentleman is right to continue to press for his private Member’s Bill. I am sure he will join me in welcoming the fact that we have had Royal Assent for 50 private Members’ Bills since 2010 including, just in 2018, the Assaults on Emergency Workers (Offences) Act 2018, the Mental Health Units (Use of Force) Act 2018 and the Parental Bereavement (Leave and Pay) Act 2018. These are all important measures.
The hon. Gentleman raises the question of his own private Member’s Bill, and he will be aware that the Government support the principle of family unity and have helped to reunite 24,700 family members in the past five years. Our policy allows a partner and children under the age of 18 to join refugees here if they were part of the family unit before their sponsor fled their country.
The Government are following the passage of the hon. Gentleman’s private Member’s Bill closely, and we will continue to look at providing money resolutions for those Bills that require them in the usual way, which is on a case-by-case basis.
The Leader of the House will know that next Tuesday is Shrove Tuesday, and then we have Lent. Can we try to do something about the political culture and how we all speak and relate to it? I stand in front of the Jo Cox memorial. During those 40 days, at least, can we remember to think about how we have more in common on so many issues? We have just had a question from my hon. Friend the Member for Dewsbury (Paula Sherriff), my dear friend, who is under ghastly pressure from awful people on social media. Can we stop this nonsense? Has the Leader of the House read Quentin Letts’s so-called political sketch this morning in which he uses disgraceful language about people who work in this House? Can we have a different kind of mood in this place and in our country? Perhaps we could lead that change in these next 40 days.
I commend the hon. Gentleman for making that suggestion and I entirely support it. This is a matter for all of us, and I have made my position very clear. Just yesterday, I opened the all-party group on women in Parliament’s event on its sexual harassment report, making clear again my personal commitment to ensuring that everyone in this place is treated with dignity and respect. That includes on social media, where those awful people sit there abusing MPs for what they are wearing, what they said and what they did. It is absolutely disgraceful, and we are sick of it. We need to be the role model that we want to see, so I absolutely join the hon. Gentleman in saying, “Let’s be nice to each other during Lent.” That would be a fabulous thing to do.

Commons ChamberI understand that the religious community on Holy Island was founded by an Irish monk called St Aidan in 635 AD. I certainly welcome the Reverend Dr Sarah Hills to her post and wish her well with her ministry. She brings with her considerable experience from Coventry cathedral, where she led the international reconciliation team.
Does the Leader of the House recognise that it is not just in rural churches—it is in rural and urban churches—where the clergy plays such an important role in the community? Particularly at this time when youth services have declined and local authorities cannot afford them, the role of the Church in rural and urban communities is absolutely crucial.
The hon. Gentleman is absolutely right: the Church plays a huge part in our whole society, whether rural or urban, and I pay tribute to all the excellent work of our clergy and lay preachers right across the United Kingdom.

Commons ChamberMy right hon. Friend is right that our priority is to ensure the safety and security of the United Kingdom, and we will not allow anything to jeopardise this. We have tough measures to deal with people who pose a serious threat, including depriving them of their British citizenship or excluding them from the UK. Any British citizen who does return from taking part in the conflict must be in no doubt that they will be questioned, investigated and potentially prosecuted.
The Leader of the House might recall, not that she was alive at the time, that on 6 September 1620 a little ship, the Mayflower, sailed from Plymouth to America. We still have time to celebrate that great event, so could we have an early debate to discuss how we best do that? We have a strong alliance with the United States and we share that history. Also, she knows my belief that we should use it to celebrate not just that famous journey—there were 102 passengers, 30 crew and some children, waifs from the London streets, went on that boat—but migration, which is not a dirty word. Immigrants bring creativity, energy, great strengths and a great store of knowledge. Can we celebrate in 1620 the Mayflower and all its implications, and have a debate about that?
Personally, I think that is a fantastic idea. I think the hon. Gentleman means, “Can we celebrate in 2020?” I am not sure we have a time turner that would take us back to 1620, but he is right that we should celebrate the contribution of migrants, whether outward or inward, who give so much to our culture and to our communities. This fantastic idea will also celebrate the fact that the UK will have left the European Union and will be re-establishing our close connections with our transatlantic cousins and friends.

Commons ChamberMy right hon. Friend raises a vital issue. I am sure that many right hon. and hon. Members will have seen the news today of a jihadi fighter looking to return to the United Kingdom. It is a very serious issue indeed, and it is vital that we continue to do everything possible to keep UK citizens safe. My right hon. Friend will be aware that Home Office questions are on Monday 25 February, and I encourage him to raise the matter directly with Ministers then.
Some of us did not get the chance to say anything about the Clerk of the House yesterday. May I just say that the staff in my constituency were amazed and pleased when he took the trouble to visit my constituency and see how they worked? I thank him for that.
On a different note, I am wearing my Looney Tunes tie today because it seemed very appropriate for the Brexit debate. The whole of our debate in this country seems to be dominated by older people.
Would Hansard record that I said “Ouch”? Is not it time that we had a series of debates about young people, their opportunities, their futures, the loss of youth services and the fact that children are dying unnecessarily in our country? Let us concentrate on youth in this Parliament in the coming year.
As ever, the hon. Gentleman raises a very important point. I think he is hearing across the Chamber that there is support for his view that we need a debate on the issues for young people. He will be aware that there are very often opportunities to raise particular issues for young people. He will also be aware that I have the great privilege of chairing a cross-departmental committee on behalf of the Prime Minister looking at how we can provide more support at the very earliest start for all babies and their families. These are very important issues. I would encourage him perhaps to go to the Backbench Business Committee on this, because I am sure that he will get a lot of support from right across the House.

Commons ChamberMy hon. Friend is absolutely right that this is an incredibly important area. He will be aware that we have just had Department for International Trade questions at which the subject was raised. There will be a further opportunity next Thursday, when we have the debate on withdrawal from the European Union, and I encourage him to raise it again then.
I understand that the Leader of the House’s job is to look after Government business and represent the Government’s view in the House of Commons, so will she guide me? I want an early debate where I can vote on the future existence of the Bank of England, because I have tried in two Question Times to get the Chancellor and the Secretary of State for International Trade and President of the Board of Trade even to mention the fact that the Bank of England has done a really thorough report stating that every region—every town and city in this country—will be dramatically poorer outside Europe. I want a debate on that so that we can grassroot the penalties of leaving Europe and have that clear, and have a Minister who would talk about the Bank of England. If it is not good enough to write independent reports, we should get rid of it.
First, I think the Bank of England is an incredibly valuable and valued institution. Its role, of course, is to prepare for all eventualities, as indeed is the job of Government—to be prepared for all eventualities. What the Bank of England does in its forecast is look at different outcomes in order that it can take measures as necessary to protect the UK economy and UK jobs and prosperity, and it is right that it does that. The hon. Gentleman will, of course, have the opportunity to raise the question of Bank of England forecasts in the debate next Thursday.

Commons ChamberI am grateful to my right hon. Friend for the quality of his prose this morning. I am also very glad that he was able to join my fantastic Parliamentary Private Secretary, my hon. Friend the Member for Banbury (Victoria Prentis), to launch the great British spring clean recently. That will take place mainly between 22 and 24 March this year, and I encourage everyone to get out there with their hi-vis jackets and litter pickers and their local teams and to contribute.
My right hon. Friend is right to raise this issue; it is of huge concern, and always in the top three items that people in the country raise. Litter is a huge concern to all of us, and certainly it is a function of the improper use of packaging. I am very sympathetic, therefore, and my right hon. Friend might well want to seek at least a Backbench debate for all hon. Members to share their concerns.
May we have an early debate on the state of our town centres and the closure of Marks & Spencer stores? Marks & Spencer used to be a company with high ethical values; indeed, it used to buy a lot of its materials in Huddersfield for suiting and ladies’ fashions, but now its management is under a former Conservative vice-chairman and Member of Parliament, Archie Norman, who we know well from his asset stripping of Asda. We know from the involvement of his team in HBOS and other companies what they do; there is no ethical value there. May we have a debate on these asset strippers destroying our town centres?
The hon. Gentleman makes some very serious accusations, and I cannot share his enthusiasm for pointing at individuals and blaming them. Nevertheless, he makes an important point about the need to have thriving town centres; he is absolutely right to do that, and he will be aware that the Government are doing a lot to try to reduce and reform business rates to give our retail spaces a better chance so that we can all enjoy thriving town centres.
On the hon. Gentleman’s specific point about asset stripping and the policy of big business, I encourage him to raise that directly during questions to the Department for Business, Energy and Industrial Strategy on 12 February.

Commons ChamberMy hon. Friend raises an important issue. We have seen an appalling economic crisis in Venezuela, and the Foreign Office is carefully following the situation. Juan Guaidó has widespread support among Venezuelans, and the political crisis has gone on long enough. We want a way forward that leads to a peaceful solution for all Venezuelans, and I encourage my hon. Friend perhaps to seek a Westminster Hall debate, so that all hon. Members can discuss their views.
At this time of year, I always feel a bit envious of the Scottish poet and, as chair of the John Clare Trust, I wish that we could have John Clare suppers all over the country to celebrate the greatest English poet of the countryside.
On a more sombre note, has the Leader of the House seen the recent evidence about the quality of air that our children are breathing in? Not just in London, but up and down the country, all of us, including pregnant women and even people rowing on rivers, are absorbing high levels of poisonous atmospheric content, and it is causing real health problems. Is it not about time that we had real measures to clean up the filthy atmosphere that our children and our people are breathing in?
The hon. Gentleman raises a serious issue. This Government are committed to doing everything we can to try to improve the quality of our air. He may be pleased to know that the World Health Organisation has praised our clean air strategy as an example for the rest of the world to follow, with particular regard to our tackling of a range of issues, such as domestic stoves, open fires and so on. He will be aware that we are making available a significant £3.5 billion fund to reduce harmful emissions from road transport, including big investments in cycling and walking, supporting the uptake of ultra-low emissions vehicles and helping local authorities to develop and implement local air quality plans. There is much more do, and I commend the hon. Gentleman for raising this important matter.

Commons ChamberAs the hon. Lady will know, it is for individual Members to examine their consciences and act accordingly. I sincerely hope that all hon. Members will support the motion. It is clear that there is huge support for it across the House. As I have said, in the event that somebody does object, I will look in very short order at what I need to do to bring it back again for the House to reconsider. With regard to Sarah Childs’s report, the hon. Lady will be aware that these matters are not entirely for the Leader of the House: they are matters for the House, and the Commons reference group is a cross-party group. I am always keen to hear from right hon. and hon. Members and would be delighted to discuss it further with her.
I hope that I can be counted as a member of the feminist army of my hon. Friend the Member for Birmingham, Yardley (Jess Phillips). When I entered the House in 1979, it was a horrible place to have a family. We had about 19 women MPs and it was totally family-unfriendly. It was miserable. I have a large family. As the House will know, I have three daughters and a son—we had four daughters but lost one—and now many grandchildren, four of whom are granddaughters. When I was a young MP, this place was chauvinist and the atmosphere was both undemocratic and unsupportive of those with families. I am just thankful that an army of women came into this place. I remember the dramatic change in 1997, when more women came in than ever before, and they transformed this miserable place into something democratic and warming, and made it a lovely place to come to work. People forget how the arrival of those women not only transformed our democracy but made our politics more pleasant, and I want to put that on the record. I also want to say that I saw a lot of Speakers who could not have cared less about families, women or equality, but you have championed this, Mr Speaker, and I salute you.
I think that the whole House enjoyed and concurred with the hon. Gentleman’s remarks. He does a very good job of showing himself to be a feminist, and those of us who join that brand of feminist determined to make the House a more modern place welcome his views with open arms.

Commons ChamberI am sorry to hear of my hon. Friend’s concern about this particular investment by his local council. I encourage him to take it up either in an Adjournment debate or, indeed, at Housing, Communities and Local Government questions on Monday 28 January.
I congratulate the Leader of the House on her note of whimsy as she opened proceedings today. It was much appreciated. A new harmony seems to be breaking out, which many of us, on all Benches, will welcome.
On a very serious point, as a Member of Parliament for West Yorkshire, I was deeply disappointed to see, yet again, police arrests of gangs suspected of grooming young girls and children. This is possibly the 14th town, city or urban area with such a case. Can we not have a debate on the need to look at the causes and what has been happening in our towns and cities so that we can really understand what has been going on and how we stop it?
I understand that the hon. Gentleman works with my hon. Friend the Member for Banbury (Victoria Prentis) on a cross-party group that is looking into the issue. It is right that we do that and I commend him on trying to find a way forward. I encourage him to seek a Backbench Business Committee debate so that that discussion can take place directly with Ministers. It is incredibly important that we do all we can to find out what is causing this problem of grooming young children and that we put a stop to it as soon as possible.

Commons ChamberI share every one of my hon. Friend’s concerns about this matter. It is horrendous for anybody who has been burgled. I have a constituent who was burgled recently and found it absolutely traumatising, so he is right to raise this serious issue. We have Home Office questions on 21 January, or he might want to seek an Adjournment debate to discuss the particular problem for his constituents.
May I surprise the Leader of the House by telling her that in May 2019 I hope to celebrate 40 years in the House? In all those years I do not remember a worse atmosphere in the House. There is something deeply wrong with how we are talking and communicating with each other, and stress at work is not a good thing wherever we work.
I would like an early debate, and I would like the Leader of the House to take the lead. I look at her and realise that she has a really tough job. I have known Leaders of the House for whom the job has been a doddle—their Government had a majority and they got their legislation with no problem, and they often had a very easy Speaker who did everything the Executive told him or her to do.
The fact is that the Leader of the House has a tough job. She has no majority and she is losing votes, which is very stressful. I do care about her, and I worry about her. Sometimes people lash out when they are under stress, but she has a responsibility to do something about how we treat each other in this House. Let us take the initiative and have a debate, which she could lead, to start giving an example to people out there that we can treat each other decently and positively. Will she please take a lead on that?
I am really grateful to the hon. Gentleman for what he said and the way he said it. He is absolutely right that in this place we do need to treat one another with courtesy and respect. Every Member who comes here is elected by their constituents to represent them, so it cannot be right that any of us should seek to control any other one of us, but at the same time we do have a shared desire for Parliament to be a good role model. I will think carefully about the hon. Gentleman’s words and I will absolutely never flounce again; he has my undertaking.

This is the first opportunity I have had to apologise to the Leader of the House; the last time we were together in the Chamber, I said that she “flounced”. I did not realise that that was a disrespectful or sexist term, but I used it and I apologise profoundly.
While we have her in a good mood, can I ask the right hon. Lady for an early debate on the status and respect given to the Bank of England and its Governor? I have been in this House for quite some years, and I cannot remember a time when Ministers have so reviled the Governor of the Bank of England—undermining the work that the Bank is doing in independently telling us that there is no deal better than staying in the European Union. Can we have a debate on how the Bank of England—this wonderful institution—can get back to full respect from all parties in this House?
I am really grateful to the hon. Gentleman for his apology, which is unnecessary—he had already apologised to me privately. I have been practising my flounce, although I am not sure I have perfected it yet. [Interruption.] It is something like that—[Laughter.] I was not quite sure what a flounce was. I know that the hon. Gentleman’s daughters told him off; I would like to put that on the record—we know when we see a bit of sexism.
The hon. Gentleman raises a very serious issue about the ancient institution of the Bank of England, to which we all in this place owe a great debt of gratitude given its determined pursuit of the national interest over many years. Colleagues have different views about how different spokespersons for the Bank of England represent their views, and it is right that we allow freedom of speech in this place. But the hon. Gentleman’s fundamental point is about the importance of the Bank of England, and I share his great regard for it.

Commons ChamberI join my hon. Friend in congratulating Crickhowell on its excellent award. I was there in January this year with my family—we stayed at the fantastic Bear Hotel—and I agree that it is a superb high street. These awards shine a light on the good work being done in high street communities across the UK, and I congratulate all the other winning high streets that were recognised by those awards.
May we have an early debate on atrial fibrillation, which means an irregular pulse? If someone has an irregular pulse—as many Members of the House will have—they have a much higher likelihood of having a stroke. Up and down the country, GPs are failing to diagnose, failing to test, and even when they recognise the condition, they are prescribing aspirins that, if they do anything, do harm. Four new wonderful anticoagulant drugs can relieve people’s stress and this condition, and they could be a real life changer. May we have an early debate on the significant failure of UK GPs to prescribe the right drugs?
As he often does, the hon. Gentleman raises an important point that affects people lives. I have a family member who suffers from this condition, and the hon. Gentleman is right to raise it. Health questions is on Tuesday, and I encourage him to ask Ministers directly what more can be done.

That this House has considered the Dame Laura Cox report on the bullying and harassment of House of Commons staff.
Most people who work here in Parliament fully realise what a privilege it is to do so and that whether we are MPs, peers or senior management of the House, we should all carry out our work to the highest possible standards, both professionally and morally. We should behave in the way set out for us by the Nolan principles, and we should lead by example. Most of us fully accept that when we fall short of the high standards rightfully expected of us, we should be held accountable for our actions and that, as part of playing a role in public life, we should also challenge poor standards and poor behaviour when we see them.
As I said in response to the urgent question on 16 October, I welcome Dame Laura Cox’s report, “The Bullying and Harassment of House of Commons Staff”, and I would like to thank her for her important work. As her hard-hitting report recognises, the House of Commons has fallen woefully short in supporting and protecting its staff. It has failed the people who work here. The fact that some of those in positions of power or authority have bullied, intimidated and harassed those who work alongside them and perpetuated a culture where that behaviour is not only tolerated but comes to be expected by members of staff as “the norm” is outrageous. There is no place for abuse or harassment in Parliament. That applies to everyone, without exception.
Today’s debate is undoubtedly an important one, but it must form part of a bigger picture. We need to continue to hear the views of every person who works in or for Parliament, especially those who have struck up the courage to speak out about the unacceptable behaviour that they know must be challenged. It is to those people that I especially want to speak directly today. Thank you for your courage in speaking out. I know how difficult the decision to do so will have been, and I am absolutely determined to make your working lives and the working lives of everyone in this place as fulfilling and as dignified as they unquestionably should be. I am so sorry to hear of your experiences. You should never have been treated unjustly.
This is an amazing place to work in many different ways—something that the report brings out—but Dame Laura’s report also shows a dark side and makes clear that we must not rest until all people working here are treated with dignity and respect. I give my personal commitment to the House that I will not stop until that is the case. Anything that falls short of that goal is not acceptable.
Today, we are debating this important report, how its recommendations will be taken forward and what more we can do. Before we turn to that in earnest, I want to outline briefly the action that has been taken so far to change Parliament for the better—and make no mistake, we are taking action. As Members are aware, the Prime Minister convened a working group a year ago to establish a new independent complaints and grievance procedure for Parliament. A first-rate programme team made up of senior House staff, for whose work I am very grateful, took forward the implementation of the working group’s recommendations. That was overseen by a cross-party steering group made up of representatives from all parties, trade unions and staff.
A new Parliament-wide independent grievance scheme was launched by a vote of the House in July. The scheme, now known as the ICGS, has a number of key features. First, the House has agreed a shared behaviour code that applies to everyone in the House, with no exceptions, and holds all of us here, unequivocally, to the same high standards of behaviour.
Secondly, there are two new independent helplines and investigative services, with corresponding policies in place—one to deal with bullying and harassment, and a separate one to deal with sexual misconduct. Those policies underpin the behaviour code and ensure that everyone in this House now has access to an independent scheme that will handle their complaint or grievance. The number for those helplines can be found on the parliamentary intranet.
Thirdly, it was very important to ensure that Members’ staff had access to independent human resources support, which has never until this point been available, so a human resources support service has now been established for Members’ staff. Lastly, there is a significant programme of work under way to develop better training, both mandatory and optional, to equip all those who work in this place to manage staff appropriately and promote the culture change we all want to see.
This is an important report. I have three daughters and four granddaughters, and we want people to be treated the way that members of our family would be treated. It is all very well calling for a change in culture, but we need good management to deliver that. I welcome most of the report, but that was one of the disappointing bits. What management steps are being taken to ensure that this works positively for anyone who is at risk?
The hon. Gentleman makes a really important point about changing the management of the House and not just the processes. I will come on to that, if he will bear with me, but I want to first finish talking about what is currently available, because it is incredibly important for all those who want to come forward with a complaint.
Again, my hon. Friend makes a really important point. As I said at the beginning of my remarks, most of us here absolutely accept that we need to behave with the greatest of professionalism and moral authority. It is only a few who let us down, but nevertheless, when they do so, they have to be called out, counted and dealt with appropriately.
I would like to return to discussing the independent complaints and grievance procedure, which is known as the ICGS. I can report to the House that, from the launch of the ICGS in July to the end of September, a total of 51 calls were made with complaints and concerns, and a small number of investigations into complaints are currently under way. Initial indications for October show that the call rate is continuing at the same level. I can tell the House that we intend to publish the reporting data quarterly.
Vitally, the ICGS is confidential, which encourages complainants to come forward without any fear of publicity or retribution. The investigation process is also completely independent. Where the finding against any individual is so severe as to require consideration of terminating their employment, there is a clear route in all circumstances. Specifically in the case of MPs who are accused of wrongdoing, that route is currently to the Committee on Standards, which has taken steps to allow the seven lay members to have a vote in addition to the seven elected members. This is an important step. I am aware that some want to see further independence from Members themselves, and the House of Commons Commission and the Standards Committee will look at how this can be achieved while still upholding the principles of democratic accountability. To be absolutely clear: we are fully committed to ensuring that the accountability of MPs is enforced.
As I have said, ever since taking on the chairmanship of the working group, establishing the complaints procedure has been the first, and not the last, step towards the culture change we all want to see. There are three crucial next steps that we agreed earlier in the year. First, there should be an independent inquiry into allegations of bullying of House staff, and it is this report that we are debating today. Secondly, there should also be an independent review of historical allegations of Members and their staff, which I understand is to be publicly launched tomorrow. I do urge all those who have experienced bullying and harassment in any way to come forward to give evidence to that inquiry. Thirdly, there will be a review of the ICGS after six months of operation, and again after 18 months. I will be meeting with the ICGS steering group shortly to consult further on how we take forward that first review.
On an important factual point, the right hon. Lady may remember that I chaired the anti-bullying group in Parliament, a cross-party group that was very much supported by the Speaker. Some of its members are no longer Members, but will they be eligible to give evidence? Having such a parliamentary group was a very important turning point psychologically. We were accepted as having a contribution to make, and we started to look at the behaviour of Members of Parliament. Some of us knew about their behaviour, but could not actually drag it out into the daylight.
I would certainly be very happy to discuss how the hon. Gentleman and colleagues can feed into the review. As he will be aware, the ICGS steering group is made up of Members of this House and of the other place, as well as trade union members and members of staff of MPs and peers. Nevertheless, it will be for a wide variety of stakeholders to feed into that process, and I would be delighted to discuss that with him.
Turning now to Dame Laura’s report, its findings are shocking. As I said on 16 October, it was important that the House leadership responded promptly and comprehensively. The House of Commons Commission has met twice since then and has agreed in full Dame Laura’s three key recommendations. The commission has further directed the Commons Executive Board to produce a speedy action plan in consultation with a wide range of stakeholders, which will be taken forward with the help and support of the external members of the Commission.
I would now like to turn to each of Dame Laura’s key recommendations. First, she recommends that the Valuing Others and Respect policies, which were available to House staff, are discarded. House staff have been able to access the ICGS since it began in July, so the House of Commons Commission has agreed that the pre-existing policies should be discarded.
Secondly, Dame Laura recommends that the new ICGS is amended to ensure that those House employees with complaints involving historical allegations can access the new scheme. I think it is important to clarify that House staff already do have the same rights of access to the ICGS as everyone else here. The steering group agreed that historical allegations would be accepted by the new scheme. However, legal advice taken advised that allegations referring to events that predate the 2017 Parliament could be considered only under any sanctions available at the time of the offence. Dame Laura’s report suggests that the House of Commons Commission look at this again. It has agreed to do so, and that will be taken forward.

Commons ChamberFirst, I understand that it is my hon. Friend’s birthday today, so I wish him a very happy birthday. For once, I have beaten you to it, Mr Speaker. He is, as ever, a strong voice for his constituency, and he is quite right to raise this matter—[Interruption.] I do not know how old he is. I understand that the Department for Transport has written to Vivergo to seek a meeting to discuss the suspension of production at its plant outside Hull, and it is of course regrettable if people have lost jobs. The Department is consulting on whether and how best to introduce E10, and the consultation closes on 16 September.
I made a suggestion earlier this week that we use the 400th anniversary of the sailing of the Mayflower to the American colonies as a way of celebrating the contribution of migrants who bring their skills, talents and genius to different places all over the world. Does the Leader of the House agree that it would be useful for every Member to have their DNA tested, as I have done, so that we can see that we are all from interesting and different places?
Well, I am from Northamptonshire, which is a very interesting and different place. The hon. Gentleman makes a fantastic suggestion, and if he wants to write to me, I can see whether I can progress it. I am sure that colleagues in the Department for Digital, Culture, Media and Sport would also be interested to hear his suggestion. Of course, we all celebrate the enormous contribution made by migrants from right across the world, and it is right that we continue to do so.

Commons ChamberI stand in front of Jo Cox’s memorial. Is the Leader of the House picking up a growing concern among some Members about their personal security? We do not speak much about that in the House, but it would be valuable if she would meet a group of us to talk about it.
May I also get in a second quick question? May we have an early debate on the impact of the private finance initiative on health provision up and down the country? My town and others are likely to lose accident and emergency departments because of the PFI burden we still have to carry.
On the hon. Gentleman’s first point, of course I would be delighted to meet with colleagues who are concerned. The House authorities have put in place very good measures, and the Chairman of Ways and Means is keen to speak to any Member who is concerned for their own safety. I encourage all colleagues to take up the offer of personal security and also additional security measures for their staff both in the constituency and here in Parliament. It is a very serious issue.
On the second point, we have had a number of debates over the years on PFI and the impact on public services, and a further debate would be valuable, so I will take that suggestion away and look at it.

Commons ChamberI am so glad that my hon. Friend has raised the matter of football again, because we have not talked about it much recently, have we? We would all welcome many more debates on football as our England team no doubt makes their way up the world rankings once more. I hope that the game between Aberdeen and Burnley next week will be a cracking match to watch, and I am grateful to my hon. Friend for raising such an important subject.
I have also been in the House for quite a long time, and I must tell the Leader of the House, for whom I have great respect, that Tuesday’s events were cataclysmic for this House’s reputation. We are supposed to be the mother of Parliaments, but my constituents think that there was skulduggery on Tuesday night. They do not get messages or texts from the Leader of the House; they read in the newspapers that something dodgy went on and they say, “Why can’t it get put right? Why couldn’t you have another vote?” This goes to the heart of the reputation of this House. It was one of the most important votes in the history of this House, yet something strange went on that was the responsibility not of the Leader of the House, but of the Whips. I say in all earnestness that things must be put right, and I associate myself with the comments of the right hon. Member for Orkney and Shetland (Mr Carmichael) who thinks that the Chief Whip should come to the Dispatch Box.
The hon. Gentleman who, as he says, has been in this place for a long time knows that there is collective responsibility and that the Leader of the House speaks for the Government, and I have apologised for something that should not have happened. I have been clear about my personal regard for the hon. Member for East Dunbartonshire and that I would not under any circumstances condone anything that would be seen as deliberately breaking a pair. I have been assured that such a thing did not happen and that it was a mistake.

Commons ChamberThank you, Mr Speaker. I also thank all the people who put together that great exhibition, from which we will all benefit. Quite soon, we ought also to celebrate the emancipation of working-class men—men without property—who waited a long, long time to get the vote. It was only in 1892 that Kier Hardy was the first Labour MP elected—ironically for West Ham.
I have a very serious question about health. Yes, we have had some interesting and positive news about there being more money for the health service, but may we have a focused debate on the way in which so many health trusts and communities are blighted by bad private finance initiatives? They are not going to go away and many areas, including Huddersfield, will never overcome the barriers that we have to good health provision until someone sorts out the PFI burden.
I heartily agree with you, Mr Speaker: were any of the other nations of the United Kingdom in the World cup, we would of course all be shouting for them. I absolutely agree with that. I also wholeheartedly agree with the hon. Gentleman that we should celebrate the right of working-class men to get the vote. I am afraid that that is slightly overshadowed, albeit understandably, by the first women getting the vote, but he is nevertheless right to point out the significant triumph of working-class men getting the vote in that same Act. I join him in commending them.
The hon. Gentleman raised an important point about health and the issues relating to PFIs and what they have done. I remember that when I was a Back-Bench member of the Treasury Committee, we published a widely viewed report, which included a wide range of participation, on PFI and some of the horrors of how it had damaged finances, not only in the health sector but in schools and so on. The hon. Gentleman will be aware that great efforts were made to see what could be done to ensure that future PFIs did not suffer from the same problems. I encourage him to raise the issue at Treasury questions next Tuesday, because although he asked about PFIs for hospitals, it is the Treasury that can actually influence what happens with PFIs, both retrospectively and going forward.

Commons ChamberMy hon. Friend is quite right to stress the importance of our coastal communities and the impact of coastal erosion. I am aware of the problems at Montrose golf club in her constituency, and of its request for help. She will recognise that this is a devolved matter, but in England we have committed nearly £1 billion to support defences against erosion and coastal flooding. She might want to seek an Adjournment debate, which might be answered by the Under-Secretary of State for Environment, Food and Rural Affairs, my hon. Friend the Member for Suffolk Coastal (Dr Coffey), who is a fellow coastal constituency Member as well as being an Environment Minister.
The Leader of the House knows how precious business questions are to genuine Back Benchers. Will she try to do a little more to prevent us from being squeezed by so many statements on a Thursday? Also, may we have an early debate on the fact that three former Health Ministers have called for £50 billion more investment in the NHS? Many local hospitals, including mine in Huddersfield, are facing closure, and we are fighting that hard in the constituency. May we have an early debate on the closure of hospitals?
I am always delighted to see the hon. Gentleman in his place at business questions. We do have some good discussions here, and I am not sure that we ever really lose out. There are some good issues raised. I can tell him that the NHS now has over £14 billion more to spend on caring for people than it did in 2010. He will be aware that new plans will be brought forward for a long-term plan for the NHS, which is absolutely vital for the success of its future. Nevertheless, we are doing more, and there are almost 40,400 more clinical staff looking after patients now than there were in 2010.

Commons ChamberOn a lighter note, the sun is shining and it is obvious it is now spring. I always feel it is spring when the London marathon takes place. So many people run the marathon—not me, thank goodness—to raise money for charities, particularly heart and cancer charities. May we, from across the House, congratulate them all?
Many hon. Members, including the hon. Member for Bridgwater and West Somerset (Mr Liddell-Grainger), are calling for a debate on local democracy. Local democracy is fundamental to this country. We are all part of local democracy and products of it. May we have an urgent debate on local democracy? There is a big decline in social and community networks in our towns and cities, because, due to cuts to their budgets, local authorities are no longer able to support them.
First of all, I join the hon. Gentleman in congratulating the 18 Members of Parliament and the thousands of others taking part in the London marathon, in particular Mo Farah, whom a number of us will be cheering on.
The hon. Gentleman asks for a debate on local democracy. A Westminster Hall debate or a Backbench Business debate can always be sought to share issues and ideas on local democracy. I draw his attention to departmental questions on 30 April, when he can raise it directly with Ministers.

Commons ChamberMy hon. Friend’s point is incredibly important to this Government, and we are fully committed to tackling that issue. There were 365,000 new first-time buyers in the UK last year, which is the highest number since 2006. There is a lot more to do, and we are committed both to tackling supply problems and to helping people on the demand side.
I thank you, Mr Speaker, the Leader of the House, and everyone else who attended last week’s memorial service for Keith Palmer and all the other victims of the terrorist attack. It was a splendid, thoughtful and moving occasion. Thank you. May we have an early debate on knife crime, which is killing and injuring so many young men in our towns and cities? It is a national scourge, and we need a debate on that.
I join the hon. Gentleman in paying tribute to the excellent service last week, which was a very fitting tribute to those who lost their lives. He is right that knife crime is a challenge and a real problem. The Home Office is looking at ways to tackle it and will be bringing forward its serious violence strategy soon. Operation Sceptre combines police forces to tackle the carrying and use of knives. I would certainly welcome a Backbench Business debate on knife crime, unless I can find Government time for a debate.

The Lifestyle initiative is a fantastic way to get young people out and about and helping in their communities. As the programme approaches its 29th year, I wish it lots of luck and success for many more years.
Will the Leader of the House grant me support for an early debate on the sad decline of our towns and cities? Everywhere we go, up and down the country, we see graffiti, broken pavements, rubbish piling up in the streets, and rough sleepers. Is it not about time that we gave local authorities the resources to do their job? Will she also join me and a group of parliamentarians in rolling up our sleeves and clearing up some of the filth all around this great royal palace?

You will recall, Mr Speaker, that I raised in the Chamber the issue of a private response that I gave to a Labour Member following a question that they asked me privately, but that they then tweeted, implying that I had somehow answered something else. I personally was extremely offended by that. My right hon. Friend is right: social media clips that are deliberately misleading and ignore facts to make political points undermine our Parliament and democracy, and it simply must not happen.
You might like to know, Mr Speaker, that I fully intended to spend the night with my hon. Friend the Member for Dewsbury (Paula Sherriff) at Huddersfield’s Premier League club’s stadium. However, while out walking on a cancer fundraiser the week before I got a terrible cold and had to withdraw from that wonderful night.
I have a serious request for the Leader of the House. Can a group of Members from all parties discuss ways that Members could be made more accountable and transparent? When someone stands up, on any side of the House, I have become rather tired of hearing them mumble, “I refer to my entry in the Register of Interests”. That is all they say, but if one looks at the Register of Members’ Financial Interests, some people have amazing business connections, large amounts of investment, and some own half a county and we are discussing agriculture during DEFRA questions. All we get is a little aside. I think the House is not transparent enough, and that when someone makes a speech they should fully declare their interests.
Mr Speaker, I am looking at you and wondering whether this is more a matter for the Chair than it is for the Leader of the House. I understand what the hon. Gentleman is saying very clearly. If he would like to write to me I would certainly be happy to take it up with the Procedure Committee to see whether this is an area we need to review.

I hope I can reassure my hon. Friend that the independent grievance policy that we are in the process of establishing will ensure that the culture in this place changes to the benefit of all who work here. Many hon. Members are troubled by the allegations. It is, as ever, a small minority of people who behave badly, and he is right to point out that it demeans all of us when a few of us behave badly.
Having been in the House quite a long time, I recall that, in the early days, the warnings to young women in the House were about not just a small group of Members of Parliament, but some senior Clerks who were known to be bullies. I was chair of the all-party parliamentary group on bullying for some years and have been fighting everyone’s corner, and I have never known a Speaker as strong on reform in that particular part of our lives. I urge the Leader of the House to get on with things quickly. We want justice to be done and to be seen to be done.
The inquiry should know that a tiny minority of Members have used this like a new form of McCarthyism by naming someone and putting them into purgatory. People on both sides of the House have been affected, but there has been no redress. Dreadful things have happened to them and their families, probably including things that we do not know about. There is a danger of a new kind of political McCarthyism, and we must stamp it out.
I remind the hon. Gentleman that the independent complaints procedure will be exactly that. It will be independent and confidential, so that complainants, who often do not want to come forward for fear of then having to deal with the person they are accusing, can come forward in confidence. The alleged perpetrator will also be able to have their side of the story heard in confidence. Natural justice rules will therefore apply to the entire process, but there will also be serious sanctions for wrongdoing. I genuinely believe that this work will change the culture in Parliament, take us to a new stage where people can come forward, and make people think twice about some of their attitudes.

Commons ChamberOn International Women’s Day, may I remind the Leader of the House that worldwide there will be about 1.5 million knocks on doors, and families will be told that their mother is dead, or their daughter or their son, and the family will be totally destroyed? There is a Commonwealth parliamentary meeting in the next few days in London, but may we have a debate in the Chamber to focus on this scourge? It is the greatest epidemic of our time, and there is not enough concentration on how to reduce these avoidable deaths.

Deaths on the road—I beg his pardon but I did not hear that. He raises an incredibly important point, and across the world every day there are tragic and avoidable deaths. In the United Kingdom, our track record is good and improving, and numbers of road deaths are reducing. Perhaps the hon. Gentleman would like to seek a Backbench Business debate to talk about road safety, or an Adjournment debate to raise that specific issue.

Shw’mae, Mr Speaker—I am not Welsh, but I have two children born in Wales, so happy St David’s Day, and may I congratulate the Leader of the House in passing on mentioning cancer charities today? I will be walking in the Marsden March on Sunday, snow permitting, raising money for the Royal Marsden cancer hospital.
Could we have a statement on how we treat visitors to this House? We are in danger of getting to the stage where wealthy, well-connected people can come here without a Member and book rooms and tables in our restaurants. Yesterday, I had a large party who struggled down on a coach, campaigning to keep Huddersfield Royal Infirmary open. You will appreciate this, Mr Speaker —they had blue-and-white sweatshirts, the colours of the Huddersfield strip. The sweatshirts said, “Hands Off HRI,” and they were told by the police here to take them off or cover them, because they were party political, before they were allowed up into the Committee room area. If there is going to be one rule for ordinary people to come here and another for wealthy people, we should look at this very seriously.

May I mention the sad death yesterday of the great American evangelist Billy Graham? He was a great influence on many of us in this House. He was very saddened by the killing of children in schools in America, but he would also have been appalled by the daily death toll of children in Syria caused by this ghastly Syrian Government, backed by the Russians, day after day. Can we have an early statement to the House next week on any progress towards a halt in that awful, awful tragedy?
I certainly share the hon. Gentleman’s tribute to Billy Graham who really was quite a life-changing character for many people during his long life. I also share the hon. Gentleman’s grave concern about what is happening in Syria. The Government have condemned the appalling loss of life, and we will do everything that we can to ensure that there is a ceasefire and that we make progress in finding a resolution in Syria.

Commons ChamberUnlike your good self, Mr Speaker, the Leader of the House has never had the advantage of visiting the Textile Centre of Excellence in Huddersfield. It is the centre of training for the whole textile industry. Will she consider an early debate on the crisis in skills and productivity in our country?
The hon. Gentleman will be pleased to note that the productivity rise was greater in the last quarter than it has been since the financial crisis. There is a long way to go. Productivity has lagged since that financial crisis, and it is essential that the Government focus—we are doing so—on everything that we can do to invest in greater productivity. We have the national productivity plan, which is worth £31 billion, to ensure that we improve productivity right across the UK.

Is the Leader of the House aware that many people believe that the pressure on the health service is partly due to the collapse of the social network support services in our communities? May we have an early debate on what is going on in community support services?
There are many community support services that do an incredibly good job in further supporting people’s health needs, not least those involving the health implications derived from loneliness. The Prime Minister has announced that we have now appointed a new Minister to tackle that specific issue. The hon. Gentleman will be aware, however, that the NHS is now funded even more than it ever has been, with a further £6.3 billion of new funding announced in the Budget. The Government are determinedly tackling the need to recruit more doctors and nurses and to ensure that the NHS is able to meet the very particular demands that it faces this winter.

Commons ChamberI know that my hon. Friend shares the Government’s enthusiasm for apprenticeships, of which there have been more than 3 million since 2010. That is fantastic news for young people’s careers and the development of their skills. If she wishes to promote particular issues around the apprenticeship levy, I encourage her to seek an Adjournment debate so that she can raise the matter directly.
May I send a special Christmas wish to the police who keep us safe in this place? They get overlooked sometimes. Does the Leader of the House agree that it is heartrending to read about a little girl saying, “Father Christmas forgot to come to my house last Christmas”? That is a terrible thing. The Children’s Commissioner has said that there are half a million vulnerable children in our country. Can we have an early debate about the Children’s Commissioner’s report on vulnerable children?
I fully share the hon. Gentleman’s concern about vulnerable children. We would all like, particularly at Christmas, everything possible to be done to ensure that children have the chance to be with their families and enjoy Christmas. I encourage him to seek a debate on the matter so that all Members can participate.

Commons ChamberMy hon. Friend continues to be a champion for his constituents, and he is absolutely right to raise his concerns. Income tax powers were an important part of the Smith commission’s recommendations, and we devolved them through the Scotland Act 2016. It says a lot about the priorities of the Scottish Government that, within just a year of having those powers, they are threatening to renege on a manifesto commitment. As I said earlier, it would be a great shame if Scotland were to become the highest taxed part of the United Kingdom.
Does the Leader of the House understand that 1,300,000 people will be killed this year by road death? This week, legislators from all over the world, including the Speaker of the Moldovan Parliament, came to this Parliament, under the auspices of the Towards Zero Foundation, to debate how we can tackle road deaths. This is the greatest epidemic of our time. May we have a debate on it in the new year?
Governments of all colours have tried hard to ensure that we reduce the incidence of road traffic accidents and that we try to provide all drivers with the right know-how to be able to drive safely and carefully. The hon. Gentleman will be aware of forthcoming legislation on driverless vehicles, which presents an opportunity to improve road safety. Nevertheless, he might wish to seek an Adjournment debate, so he can discuss the specific and very good work of the organisation he mentions.

Commons ChamberI am pleased that my hon. Friend always drives carefully and that he was using a hands-free device, but he raises an important point of concern for many of our constituents. In the past, the Information Commissioner’s Office had to prove that a company was causing substantial damage or distress by its conduct before action could be taken, but the Government have now changed the law to make it much easier for nuisance-call companies to be hit with fines of up to £500,000. That is a welcome step, but my hon. Friend may like to seek a Westminster Hall debate or raise the matter at Digital, Culture, Media and Sport questions to discuss it further with Ministers.
I am sure that the Leader of the House will agree that winter is beginning to bite, and accident and emergency departments up and down the country are struggling to cope with demand. According to a report this morning, a million people are now not being seen within four hours at A&E. The A&E in Huddersfield is threatened with closure, so may we have an early debate on A&E, the shortage of beds, the shortage of doctors and the shortage of common sense in this Government?
Thanks to the hard work and dedication of staff and record levels of funding, the hon. Gentleman will be aware that the NHS is more prepared for winter this year than ever before. We know that the NHS is facing increased pressure this winter, which is why it has robust plans in place that are supported by an extra £335 million announced in the Budget on top of the previously announced £100 million to support A&E departments. More than 1,000 extra beds have been freed up nationally since February by reducing delayed transfers of care, and areas continue to work to increase that number to more than 2,000 to 3,000 extra beds over the winter period.

Commons ChamberI share my hon. Friend’s gratitude and enthusiasm for those who volunteer. So many services are provided and so much good is done by people who offer their time for nothing, just to provide help and support to their fellow man, and I thoroughly encourage him, as the subject has been raised a number of times by Members across the House, to seek perhaps a Back-Bench or a Westminster Hall debate on this subject. I know that many Members would be interested in taking part.
Can I urge the Leader of the House to take more seriously what the Prime Minister said this week about Russian interference in our democratic processes—not just here but right across Europe—not just in terms of social media but in money flowing here, both in the referendum campaign and in our general election? We have not had any motion in this House on that subject—no Select Committee, and our Intelligence and Security Committee is only announced today. Can we not get on with it—scrutinise, bring the spooks in, GCHQ, get some answers?

Commons ChamberI am so sorry to hear about my hon. Friend’s constituent. It sounds like a truly awful case. All of us as constituency MPs hear of such tragic cases. I share his concerns about the mental health of young people who have to deal with those sorts of diagnosis and he is quite right to raise the subject. We know that people with such long-term conditions are at higher risk of mental illness such as depression, and I encourage him to seek an Adjournment debate on the matter.
I was tempted to try my Scots accent, Mr Speaker, but, thankfully for the House, I did not have to.
I want to say something about our dialogue in the House on standards. People sometimes call this place the global village, but we are a community here, and I ask the Leader of the House to involve the media—the journalists here—because I know that some journalists and elements of the media do not treat women in the same way as they treat men, and I think the Press Gallery should be involved in this conversation.
Also, may we have an early debate on the manufacturing sector, which is much neglected? Manufacturing and services are bound together, and there is great fear in the manufacturing sector that going out of Europe will be very damaging to its future.
First, it is absolutely the case that all aspects of those who work in, and have close contact with people in, this place should fall within the scope of our consideration of how we address issues of treating each other with respect, so I assure the hon. Gentleman that what he asks for will be the case.
British manufacturing is doing superbly well; we are now the eighth largest manufacturing nation in the world. The hon. Gentleman is right to raise the very real concerns of businesses about the future. The future is, in my view, very bright. There will be many opportunities, starting right after the recess, to discuss the opportunities of leaving the EU for our manufacturing sector.

Commons ChamberI am sure the Leader of the House knows that I was not trying to jump the queue earlier, Mr Deputy Speaker. I was eager to ask her whether she has read Sir David Attenborough’s comments this week about marine pollution and the growing evidence that we are poisoning the world’s oceans. May we have an early debate on the issue, followed by a series of debates and statements, because it is too important to leave it to Sir David Attenborough to lead on?
There is absolutely cross-party consensus that, first, Sir David Attenborough is a national treasure and, secondly, it is vital that we do everything we can to stop and reverse marine pollution. The Government have done an enormous amount to create a blue belt around our overseas territories to ensure the protection of those areas. We are looking into what further action we can take to reduce litter on land, because it often ends up in the seas, and of course we have the ban on micro-plastics, which I was keen to put forward when I was the Secretary of State for Environment, Food and Rural Affairs. My right hon. Friend the current Secretary of State is fully committed, and I am sure that many more Government initiatives will come forward to try to address this issue.

Commons ChamberMy hon. Friend raises an incredibly important point. A number of our constituents are held overseas in circumstances that we as MPs become very concerned about. I think that I know the case to which he refers, and I point out to him that he might want to catch your eye, Mr Speaker, on Tuesday 17 October at Foreign Office questions, when he can raise this matter directly.
I am sure that, as a great student of British history, the Leader of the House will know of the turbulent time in 1917 when a group of very angry Members of Parliament —they were angry that Lloyd George was not giving the right amount of importance to the co-operative movement—marched down to Westminster Hall and founded the Co-operative party, of which I and many of my hon. Friends are proud members. Can we have an early debate on the real value of co-operation—what it has done for this country and what it can do in the future—and would she like to pop into the Co-operative party’s annual conference this weekend just down the road?
I am absolutely happy to share with the hon. Gentleman in remarking on the incredibly valuable work of the co-operative movement over a century. I thought that he was going to mention the revolution in Russia. I am glad that he did not go there, because I might not have been quite so enthusiastic.
Yes. I am very happy to celebrate the anniversary that the hon. Gentleman mentioned and to pay tribute to all of the excellent work that has been done over many years to try to help improve the plight of people in this country.

As someone who has served in this House for some years, I add my voice to those who are saying that some of the decisions of the past week will usher in a very unpleasant atmosphere in the House.
On a lighter note, I highlight a new report, “Women unbound. Unleashing female entrepreneurial potential,” which I helped to launch in the House this week with PricewaterhouseCoopers and the Crowdfunding Centre, which is based in Yorkshire. Women in this country have huge potential. They are starting new businesses and creating wealth. Will the Leader of the House and Mr Speaker read the report? Let us get on with unleashing that potential and get this country moving again.
I am happy to endorse completely what the hon. Gentleman is saying. The female employment rate is at a record high and there is a higher percentage of women on FTSE boards than ever before. There are now about 1.2 million businesses led by women, which is more than ever before, and the gender pay gap has fallen to a record low. However, as the right hon. and learned Member for Camberwell and Peckham (Ms Harman) was saying, we need to address issues in terms of getting more women into Parliament—getting more people representing those who share some of their particular interests. I am happy to read the report he mentions and I congratulate him on doing it.

The Prime Minister has made it very clear that this Government are on the side of ordinary working families and businesses. She has said that we are very conscious of the fact that past Governments have encouraged people to buy diesel cars and that we need to take that into account when looking at what we do in the future.
May I, in the nicest possible way, put the Secretary of State right on this? She has had to be dragged to the House to make this statement and has been putting off major decisions for the future on important issues right across her Department, but may I put the record straight just on the facts? My constituents will not understand when children are being poisoned now, when pregnant women are being poisoned now and when pedestrians and cyclists are being poisoned that she is making some obscure reference to purdah to stop us doing something about it. I remind her that it is two years since the Volkswagen scandal broke, and she has done nothing in those two years.
In truth, what this Government did was to lead the EU in sorting out the emissions calculations, to make sure that they were accurate. A few years ago, the EU’s wrong-headed emissions assessments relating to the VW cheating were just that: they were wrong. Subsequently, this Government have led the way in pressing for better calculations and assessments. We have been working extremely hard to get our plans ready, and this will be a very short deferral to comply with propriety rules. We will publish our plan as soon as possible after the general election, after which we do not believe there will be any delay in implementation. That will take place in the shortest possible time, because this is a very important issue.

Lady criticises this Government, who since 2011 have committed more than £2 billion to increase the uptake of ultra-low emission vehicles and support greener transport schemes and have set out how we will improve air quality through a new programme of clean zones. In addition, in the autumn statement we announced a further £290 million to support low-emission buses and taxis, retrofitting and alternative fuels; and, as I say, we will consult on our plans to improve nitrogen oxide emissions very shortly.
I do not want to be intemperate with the Secretary of State, but this is just so much pie in the sky. Every time we have Environment, Food and Rural Affairs questions, she says that something will happen soon. When are we going to have our big natural environment report? When are we going to stop people being poisoned in our cities and towns like Huddersfield, and when are we going to see action—now, not next week, next month or next year?
Let me be very clear: the Government are totally committed to cutting harmful emissions that worsen our air quality. We have made great progress already in the past decade, which is more than the Labour Government did. Emissions went up on their watch. We absolutely recognise that there is more to do and we will publish our proposals very soon.

Commons ChamberMy hon. Friend is absolutely right to draw attention to this issue. It is something that we are determined to address as we develop new policies. Unnecessary rules cost farmers millions of pounds and up to 300,000 man hours each year, which says nothing of the lost opportunities. I will be paying very close attention to these issues in the coming months, as we look for better solutions that work for us rather than 28 EU member states.
I do not want to be nasty to anyone, especially on this day of all days—your birthday, Mr Speaker—but the fact is that these Government Front Benchers are sleepwalking into Brexit. We have heard so much from the Secretary of State before the Brexit vote; now we hear nothing. Our farmers and our people in the countryside know nothing about what is going to happen. They fear a new agricultural devastation in our countryside. What is she going to do about it?

Friend may be aware that we have already moved some quota to the under-10 metre boats, and it is absolutely our intention, as we leave the EU, to seek a good deal for every part of our great British food, farming and fishing sector. Our fishermen do a fabulous job; we absolutely support them and are totally focused on what we can do to create a better, more sustainable fishing industry.
Does the Minister agree that while marine conservation is fine—Labour Members support it wholeheartedly—we have to stop polluting the marine environment with the waste that we pour into it, all over the world? We need the EU and global intervention to stop the horrendous pollution of marine life throughout the world.

Commons ChamberMy hon. Friend is exactly right. Smart metering will transform the experience of pre-payment customers. Topping up pre-payment meters should become as easy as topping up a mobile phone. I welcome the fact that a number of energy suppliers are already offering or trialling pay-as-you-go services for their customers.
May I welcome the Secretary of State to her new post? She has done some very good work despite, as she knows, my disappointment with her views on Brexit. May I urge her to think again about smart metering being rolled out to every home in the country? May I also remind her that the research and innovation behind smart metering happened partly because of university co-operation across Europe? Contracts are already being withdrawn from British universities because of Brexit.
I am sorry to disappoint the hon. Gentleman, but I am not actually in a new post; I am in my old post. Secondly, I do not recognise any damage to our smart metering roll-out as a result of contracts not being awarded to universities. I have not seen any evidence of that. Thirdly, it is our continued plan that all households and businesses should be offered a smart meter by 2020.

That the Committee has considered the draft Energy Efficiency (Private Rented Property) (England and Wales) (Amendment) Regulations 2016.
These regulations make a minor amendment to the Energy Efficiency (Private Rented Property) Regulations 2015. They will postpone the date by which the Secretary of State must establish the private rented sector minimum standards exemptions register. For hon. Members who are unfamiliar with the private rented sector minimum standards, I will quickly give some background on the sector and the 2015 regulations before discussing the specific effect of this amendment.
There are about 1.2 million non-domestic rental properties in England and Wales, which make up approximately two thirds of the non-domestic property market. About one in five of those properties fall within the lowest two energy efficiency bands—F and G. In the domestic rental sector, there are about 4.6 million properties in England and Wales, making it the second largest tenure after owner occupation, at around one fifth of the total domestic housing stock. Up to 10% of those properties have an F or G energy performance certificate rating.
The 2015 regulations will drive improvements in the least energy efficient privately rented properties across the domestic and non-domestic sectors. They will do so by requiring landlords of F and G-rated properties to improve their properties to a minimum energy efficiency rating of E if they wish to re-let them after 1 April 2018. By targeting the worst-performing properties, the minimum standards regulations will improve the living and working conditions of tenants, many of whom are among the most vulnerable, particularly in the domestic sector. By reducing winter peak demand, the regulations—particularly the non-domestic provisions—will also help improve the UK’s energy security.
The Minister used the word “vulnerable”. I chair the all-party carbon monoxide group, which deals with energy in this kind of property, and we have been campaigning to have carbon monoxide detectors in this sort of property for a very long time. We wanted it in the green deal, and at one stage we thought we had nearly got there under the previous Government. The backdrop to this is the introduction of smart meters. I wonder whether these regulations are co-ordinated with those two problems.
I am grateful to the hon. Gentleman for raising those issues; I recall that he raised them some time ago, so I recognise that he has a strong interest in them. They are not relevant to these regulations, but I will certainly take them away and look at them again. I suspect that it is not for my Department, but I will certainly get back to him.
The regulations recognise that there will be instances when it will not be cost-effective or technically feasible to improve particular properties, so a number of temporary exemptions are provided to protect landlords. For example, landlords will not be required to improve a property to an E rating where planning consent is required and cannot be obtained. Landlords will also be exempt where there is independent evidence that installation of a recommended measure would damage the fabric of their property or reduce its value by more than 5%. In the non-domestic sector, landlords will be required to install only measures that cost the same as or less than their expected energy savings over a seven-year period, and they will be eligible for an exemption if the improvements do not meet that payback test. Similar cost-effectiveness tests exist for the domestic sector, which I will discuss further in a moment.
In all cases where an exemption applies, the regulations will require the landlord to register that exemption on a centrally held register, known as the PRS exemptions register, which my Department is required to establish for this purpose. Currently, the regulations give 1 October 2016 as the date on which this register must open. That is a full 18 months before the minimum standards come into force.
We are now seeking to amend that date for two reasons. First, the establishment of the register, although not a significant technical undertaking, requires time to finalise the design, and to build and user-test the prototype with landlord groups, local authorities and local weights and measures authorities that will enforce the minimum standards. Given that a majority of landlords are unlikely to seek to register an exemption until just before the minimum standards come into force, we believe that postponing the launch of the register by six months—until 1 April 2017—will provide us with reasonable extra time to build and fully user-test the database, without negatively affecting landlords’ plans to register a valid exemption.
Secondly, we also want to postpone domestic landlords’ access to the register for a further six months, until October 2017. I noted a moment ago that the minimum standards regulations contain a cost-effectiveness test for domestic landlords. That provides a five-year exemption for landlords where they are unable to undertake improvements without up-front cost—specifically where measures cannot be wholly financed, at no cost to the landlord, using funding from central Government, a local authority or any other source.
Hon. Members will be aware that since mid-2015 the Green Deal Finance Company has not been funding any new green deal plans. Although obligated energy company funding will continue to be available after 2018, and local authority grants may continue to be available in specific areas, the current absence of green deal finance leaves a gap in the operation of the regulations as currently structured. We are clear that that should not be allowed to affect the delivery of the minimum standards adversely, and we are working with the sector now to determine what amendments we need to make to the regulations to allow the domestic standards to work.
Inevitably that work will take time, both to agree policy and to consult effectively on any proposed amendments. In the meantime, it would not be sensible to allow landlords to register five-year exemptions on the basis of a lack of green deal finance, which would risk significantly reducing the impact of the PRS regulations over that period. By postponing domestic landlord access to the register until October 2017, we are ensuring that we can consult fully and make any necessary amendments before landlords can begin to register exemptions.
In parallel, we will use this period to work with landlords’ representatives and others to ensure that landlords are fully aware of the circumstances in which an exemption can apply. Just as importantly, we will also be working closely with tenant representative organisations to ensure that tenants understand their rights under this legislation and the circumstances in which their landlord can and cannot register an exemption from the regulations.
I know that the hon. Lady came back to me and said that it was not in her Department’s remit, but surely her Department does cover the environment. We are talking about smart metering. The Government have introduced a programme of smart metering up and down the country. I would have thought that without smart metering one cannot judge how effective any of these regulations will be. The programme is going to be in every household in the country. It seems essential that these regulations take note of what is going on, even if it is within another Department. Surely the people we represent should also be protected, having the right not only to a decent environment, but to a safe environment with carbon monoxide detectors.
I am sorry, but I have to point out to the hon. Gentleman that this is about a register of exemptions for improving the energy efficiency of buildings; it does not deal with the matters that he is raising.
In conclusion, these amendments seek to postpone the launch of the private rented sector exemptions register by six months, until April 2017, with an additional postponement for domestic landlords until October 2017. The amendments are being made for both technical and policy reasons. Although they are minor in themselves, they will help ensure that the minimum standard operates effectively in line with its original intention to deliver significant improvements to the energy efficiency of the least efficient properties in the private rented sector.
I absolutely think that is one of the factors any local authority planning committee will take into account. That is precisely the point of having local authority involvement and a community say, because local people of course know best what is suitable for their area. Local planning is one aspect of this, but the whole safety regulatory environment—the Health and Safety Executive and the Environment Agency—is, nevertheless, absolutely vital. I assure my hon. Friend that there will be no compromise either on safety or on the view of the local community.
The Secretary of State will know that we now have scientific evidence that noxious fumes from diesel engines are poisoning our children and poisoning our air. Are those fumes also related to the deterioration in our climate?

Friend has personally done some excellent work researching this serious issue, and my Department has commissioned an independent review that includes many of the issues he has raised. We expect to receive the final report of the review shortly, and the Government will then consider how to take forward their recommendations, including on whether a planning condition might be appropriate.
The Minister must be aware that applications for onshore wind power should be based on merit. Given what has happened over the past five years, is there not a real danger that the barmy army of nimbys on the Benches behind her will ensure, working with their local councils, that no good proposal goes through?
I think the hon. Gentleman is referring to some of my excellent hon. Friends, who are superb constituency MPs. We will have to agree to disagree. I am sure he would agree, however, that the role of an MP is to represent the interests of their constituency as they see them. We have now struck the right balance between the country’s need for superb renewables—it is now a very successful sector—and the need of local communities to have their wishes and their environment taken into account.

Commons ChamberI am grateful to my hon. Friend for his announcement of what is going on in his constituency. It is fantastic news that so many new businesses are starting up. As we know, that is creating millions of new private sector jobs, and that, of course, is the way for our economy to recover.
19. I hate to contradict the Minister, but Ministers from the Department for Business, Innovation and Skills tell me that they do not think that banks are lending to small business. Could the Minister do even more—I know the Chancellor has done something on this—to encourage crowdfunding as a method of getting more money to start-ups countrywide?
The hon. Gentleman is quite right: more needs to be done. The problem is not solved. This Government are doing a great number of things to try to help facilitate not only bank lending, but crowdfunding and peer-to-peer lending. We are putting crowdfunding possibilities into individual savings accounts, as the Chancellor announced at Budget time. We are also taking great steps to improve the availability of new challenger banks, to ensure that banks provide postcode-level lending data so that new challengers can look for new opportunities and to ensure that banks share credit histories via credit reference agencies. All those measures are being taken to try to improve the availability of funding to small businesses. There is certainly more to be done and I would be happy to hear any ideas the hon. Gentleman has.

Commons ChamberI served on the Committee, and during our proceedings we looked very closely at this matter. I remind the House that at that time the Government were unaware of, or had forgotten, the fact that the people of Gibraltar were a very special case because, as a European election constituency, they are part of the west of England seat and, as such, should have been included from the very start when this Bill was dreamt up.
Of course, we know that this is very much not a normal private Member’s Bill. I have never, in my experience in the House of Commons, seen a private Member’s Bill where Government Members are on a three-line Whip.
Does the hon. Gentleman recognise that that demonstrates the importance that Government Members attach to giving the British people a say in an EU referendum?
No, I am sorry, but I do not. I think the whole question of a referendum is a very important one that this House should look at, but it is a major constitutional issue that should have been introduced with a Green Paper and had a pre-legislative inquiry. It should have been taken seriously because it would totally change the nature of Europe and our role in Europe. It is unseemly and furtive, and not at the level of great parliamentary democracy, to try to use a private Member’s Bill to bring this forward.
Until we discussed this issue in Committee, the Government seemed unaware that Gibraltar had this special status and had a vote in the European elections. Often when we take part in a Bill Committee, we realise that we do not do a lot that changes anything, but in this case we made the Government aware of the special status of Gibraltar, and that is why this is a common-sense new clause.

Commons ChamberIt is a pleasure to follow the excellent speech of the hon. Member for South Northamptonshire (Andrea Leadsom). I was strongly tempted to intervene at the critical point near the end of her speech when she put her finger on the real problem of localism—when she talked about the pilot that did not go ahead because of the ethics of intervening with one group but not another. The issue we are debating directly concerns children’s centres and the information that flowed from an inquiry of the Select Committee on Children, Schools and Families when I chaired it. That inquiry went back to March 2010 and I think that you might even have given evidence to it, Madam Deputy Speaker, wearing a different hat. Central to today’s discussion is whether we should have a service that guarantees certain things for every poor child in the country or whether we should leave it up to the randomness that comes when different councils with different majorities or no majority, which may lack funding and which may be urban, suburban or rural, are left to take those decisions. I come from an old-fashioned school of thought, which I hope will come back into fashion, that believes in giving guarantees to every child in the country.
Let me take the House back briefly to when I became the Chair of the Select Committee, 10 years ago. The very first inquiry was into early years. We were the first Select Committee ever to hire a psychologist, because we wanted to understand the development of a child’s brain. Everything that has been said in the debate touches exactly on that.
We were lucky enough to engage three special advisers to the Committee, led by Kathy Sylva, the wonderful former head of children’s services in Oxfordshire. Kathy Sylva did that original research showing that by 22 months a child’s brain has developed to such an extent that it is extremely difficult to compensate later for lack of stimulation during those 22 months. Members in all parts of the House—no party political points here—understand that early years intervention is critical. We must also agree that there have been some difficulties since we produced our report last March. Such a time lapse is a great advantage, because we are able to see what has happened.
Many of the 3,500 Sure Start children’s centres are new and had only just been completed when we finished our report, just before the general election. Some were older, but all centres need time to put down roots. When we are experimenting with social policy, especially in such an important area, we must bear it in mind that children’s centres need time to respond to the local community and to change their shape and nature as demands on them are made and they become better known by good professionals working in the community. There is no doubt that the maturation process is important. As all of us in the educational world know, with the best intentions, it is difficult when national policies are rolled out.
Pilots may show that something works excellently on a small scale. I have been reflecting on that. One of the few times that I failed to get a witness to come before the Select Committee was when we asked Jamie Oliver. By the time we got through his press and publicity machine, his managers and his agents, we gave up trying to get him, even to speak about school meals. We did a school meals investigation before Jamie Oliver had made his programme. Tonight there will be a Jamie Oliver programme on television about his ideal school.
I learned a lesson last summer. I took my daughter, who at that time was heavily pregnant with twin boys, and my wife to a Jamie Oliver restaurant in Kingston, and it was one of the most disappointing meals that I have ever had. I had eaten in his restaurant Fifteen and I would recommend it to anyone. It is a flagship restaurant and was a wonderful experience, but when the Jamie Oliver offer is rolled out around the country, we see the difficulties that I found in Kingston upon Thames in the summer, as we have in education when we roll out children’s centres. The pilot looks wonderful and we think we can roll it out in 100 or even 500 centres. The reason our Government moved from 500 Sure Start centres to 3,500 was that most of the poor families in our country live outside the 500 poorest wards.
Surely that is an argument for localism in the case of children’s centres.
Sorry, I disagree. It is a call for greater management. When an idea is rolled out and franchised, it is essential to ensure that there is a set of standards, that people know that they are expected to reach those standards, and that those standards are delivered. May I point the hon. Lady to the remarkable work of Lord Baker when he was Secretary of State? He picked up the challenge of Jim Callaghan’s Oxford speech to Ruskin, in which Callaghan said that we needed an inspectorate to check on quality, testing and assessment to find out how children were progressing, and a national curriculum. Jim Callaghan never did anything about it, because he did not have a majority or any money. Ten years later Ken Baker did it. He knew that we had to be able to deliver nationally to a national standard.
