Commons ChamberMy hon. Friend absolutely right. As a priority, we are pursuing a bold and ambitious trade agreement with the European Union. That agreement should be of greater scope and ambition than any seen before it, so that it covers sectors that are crucial to our linked economies, such as financial services. We know that our European neighbours have a stake in this, too, because they do not want European firms to lose access to the City of London’s financial services. Financial stability is important, not only for the UK but for the whole of Europe, which is one reason why we want to reach a deal with the EU on financial services. We will seek to establish strong co-operative oversight arrangements with the EU and will continue to support and implement international standards to safely serve the UK, European and global economy.
Will the Minister stop reading his brief and speak from the heart? I have two sets of workers in Huddersfield. Many people work in financial services for Lloyds, and their jobs are in peril. I also have a large number of people who work in the national health service, and the Government are doing nothing to stop the cruel closure of the Huddersfield infirmary. Will the Minister do something about my financial sector workers and my health workers, with the EU catastrophe arriving soon?
My counsel would be to stick to the financial services industry.
The first thing I will say is that Mid Sussex is in good hands. My right hon. Friend is right: the balance that any Government strike when they control their own immigration policy and borders—which is something that he has fought for down the years—not only provides proper security and proper policy, in terms of the delivery of social services and housing, but at the same time allows our businesses, universities, research centres and financial centres to take part in the battle for talent that makes our country one of the greatest in the world.
May I thank you, Mr Speaker, for putting up with me so tolerantly for a long time? I warn you, however, that I will make every effort to come back and be troublesome in future. May I also surprise you by asking a topical question? People such as me were remainers. We accept the will of the British people, but we are darn sure that we want a great deal for this country and we are very worried that this election will get in the way. Has the Secretary of State seen this morning’s reports that the pharmaceutical industry is going to move out of Britain for two reasons? The first is Brexit and the second is the fact that we have not put sufficient resources into our national health service.
Before I answer the hon. Gentleman’s question, may I say that he is the one person who has got me a rebuke from Mr Speaker in the past? I look forward to him coming back and continuing that tradition. Pharmaceutical industries have relocated here and companies such as GlaxoSmithKline have increased their expenditure here. As for the other aspect of that attempt by the Association of the British Pharmaceutical Industry, it seemed to me to be putting pressure on the spending of the national health service. That is an issue for the Health Secretary, who will make sensible decisions in the national interest, and not in that of an individual industry.

Commons ChamberI have known the Secretary of State for a long time, and he will expect a rough, tough road ahead, because people like me fight for the retention of every right that our citizens of Europe have in this country. Is he aware that if he panders too much to the secret—or not so secret—agenda of the barmy army Eurosceptics who are prominent behind him, he will not receive the level of co-operation that he would otherwise receive when he talks about pragmatism?
The hon. Gentleman has indeed known me for a long time. On another occasion, I will tell Members how he got me into deep trouble in the House.
If the hon. Gentleman listened to my statement, he ought to realise that this is, to a large extent, about preserving rights that people have become used to, and expect to continue to have. I do not know who he was referring to with his rather strange allusions to armies of one sort of another, but he can be sure that the first thing that will cross my mind when I am dealing with this is my conscience.

Is the Secretary of State not aware of how many talented, hard-working and entrepreneurial people who have come to this country have no idea whether they can stay here? The Government are now demanding that to be able to stay, people must have full health insurance for life.

Commons ChamberI absolutely agree with the hon. Lady.
It is not just EU nationals and their families who are worried about the uncertainty hanging over them; so are the employers for whom they work. How will our NHS find the nurses we need if they seek work elsewhere for fear that they will not be allowed to stay? It is not as if we are training them ourselves. With the cuts to bursaries, the number of student nurses has fallen by 23% this year.
I recently had a conversation with the chair and chief executive of the trust in my constituency, who said that Huddersfield Royal infirmary could not operate if it were not for young Spanish nurses. I also spoke to people at the London School of Economics who said that if the Europeans, who are good at maths and science, were to leave, 20% of the workforce of universities would go back home.
I do not think Ministers know what to say about some of these questions. They hope that because the issues are fairly low level and very specialist, nobody will spot them, but they will start to affect very many people. Myriad issues will arise.
Is my hon. Friend aware that as a result of our leaving the EMA many jobs in the medical and drugs world will move out of Britain? I met people representing those interests only today, and they are very fearful of what will happen to British jobs.
I am afraid to say to my hon. Friend not only that he is right, but that the list goes on—the list of the consequences of withdrawing from the EU without Parliament even having the opportunity properly to debate it. Food safety is covered by the European Food Safety Authority, so we will be throwing in the towel on independent scientific advice on food chain issues and research that is currently in place through our involvement in the EFSA—and there is nothing in the White Paper about it.
It may be, but it is not necessarily the case. For this group, we decided that only the lead amendment would lead to a Division. Let us move on.
Further to that point of order, Ms Engel. On that last point, we have to answer to our constituents. Many of them will not understand why many of the amendments that have been tabled, in which they are deeply interested, have not been chosen tonight in a very open or democratic manner.
I am going to move on. That is not a point of order. This was a decision taken by the Chair. It was a difficult decision, and I understand Members’ frustrations, but the points have been made and we really need to move on.
New Clause 4
Joint Ministerial Committee (EU Negotiations)
“(1) In negotiating and concluding any agreements in accordance with Article 50(2) of the Treaty on European Union, Ministers of the Crown must consult, and take into account the views of, a Joint Ministerial Committee at intervals of no less than two months and before signing any agreements with the European Commission.
(2) In the course of consulting under subsection (1), the Secretary of State must seek to reach a consensus with the devolved administrations on—
(a) the terms of withdrawal from the European Union, and
(b) the framework for the United Kingdom’s future relationship with the European Union.
(3) Subject to subsection (4) The Joint Ministerial Committee shall consist of—
(a) the Prime Minister,
(b) Ministers of the Crown,
(c) the First Minister of Scotland and a further representative of the Scottish Government,
(d) the First Minister of Wales and a further representative of the Welsh Government, and
(e) the First Minister of Northern Ireland, the Deputy First Minister of Northern Ireland and a further representative of the Northern Ireland Executive.
(4) The Prime Minister may, for the purposes of this Act, determine that the Joint Ministerial Committee shall consist of representatives of the governing authorities of the United Kingdom, Scotland, Wales and Northern Ireland.
(5) The Joint Ministerial Committee shall produce a communique after each meeting.”—(Jenny Chapman.)
This new clause would place the role of the Joint Ministerial Committee during Brexit negotiations on a statutory footing.

Charming as he is, it seems that he has been filibustering the House, as he did in the previous debate, to prevent honest debate and opinion from being expressed this evening. What is going on?
As the hon. Gentleman is aware, there are no time limits at this stage of a Bill. There is a limited amount of time available, as the right hon. Member for Forest of Dean (Mr Harper) knows. He has spoken at great length and he spoke at great length on the previous group. I have been listening very carefully and he has remained in order and spoken to the amendments and new clauses. There is nothing out of order in what he has said, but perhaps the right hon. Gentleman will be aware of the mood of the Committee.

Commons ChamberI entirely agree with my hon. Friend. I discussed the issue with several of my European counterparts earlier this week. They fully understand the intelligence strength that Britain brings to the table, and they understand the value that we will be able to bring to the table after we leave the EU.
Does the Minister understand that parliamentarians across Europe are deeply worried about the knock-on effect of our leaving the EU on NATO’s stability and future? That is the truth. Forget about what is happening in the United States with the new President; will the Minister assure the House that this country’s commitment to NATO will be redoubled, not diminished?
In response to an earlier question, the Secretary of State said that we needed both flexibility and imagination in tackling these complex negotiations. My manufacturing sector and my university want competence, and they are worried about the competence of the team sitting on that Government Front Bench to carry out the negotiations thoroughly.
I had better deal with this one.
Interestingly, if we look at the response around Europe to the Prime Minister’s speech about competence, we see, for example, that the Spanish Secretary of State for Foreign Affairs, whom I saw only a couple of weeks ago, welcomed it widely and said that we had an eminently achievable aim in everybody’s interests.

Commons ChamberI can see my hon. Friend’s point that it is in the UK’s interest to ensure that we have the cleanest possible bathing water. That issue will be something for future debates perhaps with DEFRA, but we will ensure that we maintain at least the standards that we have maintained in the past. I remind him of our manifesto commitment to be the first generation to leave the environment in a better state than we inherited.
Is the Minister not aware that on environmental issues—waste, water and energy—we have such close relationships throughout Europe and we are very dependent on the high level of its technology and co-operation with us? Many people in that sector have read Matthew Parris’s article describing Brexit as the worst decision this country has made since Suez. Does the Minister agree with that view?
