Lords ChamberI have not read it; I have been working since 8 am, so I am sorry that I have not had time to read the Times. This is an identification card for voting; it is not a full ID card, which I think the House would want to debate with far more time than we have this afternoon.
My Lords, I would like to ask the noble Baroness, Lady Meacher, where she gets her information from. I am with minority communities day in, day out, and we discuss voting and elections because I want more people from my community to be engaged. I am afraid that this ruse, which I hear in this Chamber over and over again, that they will not want to contribute and participate is a load of rubbish.
I think I need to respond to that accusation, if I may—

Lords ChamberMy Lords, I spoke in Committee on the Elections Bill on this issue because I was offended then, and am still offended today, by the noble Baroness, Lady Pinnock, saying that black and ethnic minority communities will be marginalised and will not want to be part of this process. I have spoken to lots of people from my community and not one has said that they would be offended by having a voter ID card. To be quite frank, I agree with the Opposition Benches that a review to see how it works would be great, but I take offence at the point continuously being raised in this House that minority communities will somehow feel disenfranchised. We do not. Please take that away. We are citizens of this country and we will use our right, just like every other citizen.
My Lords, my local politics are in Bradford, where elections are often quite boisterous affairs, and in some cases threatening. I do not entirely accept the classification that the noble Baroness, Lady Verma, has made of what happens in elections; we have a very large community of Kashmiri origin, now in its third or fourth generation, in Bradford. Some are now extremely prosperous and others are still marginalised. We also have a very poor and marginalised white community in Bradford in a similar position, so it is a question of not just ethnic minorities but the poorest and most marginal council tenants in our society.
I also come from a very mixed community: the city of Leicester. We have very boisterous elections there too, but that does not stop people wanting to have something that will make it easier for them not to have those boisterous discussions.
I wanted briefly to make one other point. I am holding the National Security Bill, which we will discuss in Committee next week. Clause 14 and Schedule 1 are on foreign interference in British elections, and the Bill lists a number of offences that need to be considered in terms of foreign interference, including personation, proxy voting, postal voting fraud, sources of donations and others. Yet, in the Elections Act, we have extended overseas voting rights for British citizens from 15 years to a lifetime, without any serious checks on or verification of identity either for those who will give donations once they are on the register or for those who will use postal and proxy voting, which they of course have to do. I hope that, in Committee on the National Security Bill, the Minister will engage fully on the changes to the Elections Act that this will make necessary, because the gap between this emphasis on much greater verification and checks for voters who vote in person and the almost total absence of verification or checks for overseas voters is astonishing, is too wide and needs to be addressed.

Lords ChamberMy Lords, the Government recognise the importance of accessible housing for the elderly and the disabled. I point to the strengthening of the policy approach in the NPPF in July 2018 and in the planning guidance issued in June 2019 on housing for the disabled. These point to the direction in which we are travelling to ensure that there is enough accessible housing. As your Lordships know, we have been looking at Part M of the Building Regulations as well.
My Lords, while my noble friend the Minister is looking at the consultation process, will he also look at the new ways of designing housing within an urban planning system? That really should be reflective of the 21st century. Covid has made us all realise that mental as well as physical well-being is essential, and intergenerational living is something that we should seriously consider. We should think about housing for the elderly or disabled not just as separate from us but rather as integrated with us.
My Lords, my noble friend is right: we are living longer and getting older. It is important that we have accessible housing for the elderly and learn from models across the country where there is both public and private housing. Proposals for accessible housing have to be relevant to older people, as she so rightly states.

Lords ChamberMy Lords, the noble Lord, Lord Best, is an expert on this, and I remember his Housing our Ageing Population panel and discussing with him the benefits of extra care and supported housing for the elderly when I was leader of Hammersmith and Fulham Council. The noble Lord is quite right that we need to provide housing of all types, for all needs, and specifically for our elderly, but that has to be private as well as social care. This is very much part of the Government’s thinking in the planning White Paper in relation to housing of all types and tenures.
My Lords, does my noble friend not agree that it is time to rethink urban planning and how multigenerational households can live together, and to slow down the constant building of flats in cities, which outprices and overlooks the benefits of community living for both younger and older people? Would my noble friend be willing to meet with a brilliant Leicestershire businessman who is looking at doing this there?
My Lords, I thank my noble friend for that invitation. I am always looking to get out and about, particularly in these difficult times, so I would very much welcome doing that as soon as it can be organised. I point out that we need housing of all types and tenures. It is not just about volume; we need enough family-sized accommodation and the right accommodation for our elderly, and it is about getting that balance. It is not just a drive for numbers; housing of all types and tenures has to be the name of the game.

Lords ChamberTo ask Her Majesty’s Government what plans they have to make learning (1) to speak, and (2) to read, English compulsory.
English language requirements are already in place for individuals who are seeking to live, work or study in the UK. Where appropriate, all applicants for settlement and citizenship are required to pass the Life in the UK test and to have an English language speaking and listening qualification. This financial year, we are making over £7 million available for programmes, in addition to the adult education budget, to support the integration of migrants through improving their English language proficiency.
My Lords, does my noble friend agree that local authorities have a duty to ensure that, when public funds are provided for community groups and activities in areas that are predominantly populated with ethnic minority communities, they must demonstrate in an annual report what active engagement and measured outcomes have taken place in learning the English language as part of any funding application? The Covid pandemic has shone a torch on this issue in my city of Leicester, where communities have failed to understand important government messaging due to language barriers. Many people in these communities have been here for many years, but they are being excluded from the available schemes and services and the wider opportunities just because they do not have English language skills.
My Lords, a lack of English skills presents a clear barrier to social and economic mobility. As a Government, we will always focus on the practical solutions that can make a real difference to people’s lives. However, voluntary and community sector funding by local authorities is a devolved matter and it is a matter of regret that Leicester did not want to engage in our integration programme.

Lords ChamberThe most important measure that has taken place during this pandemic is the deferral of business rates, and that is a significant measure to support businesses. I will have to write to the right reverend Prelate about the specifics on the review of business rates.
My Lords, it is critical that businesses are included in the decision-making around reviving local economies. In my city of Leicester, many businesses have fallen through cracks because of poor communication from the council on the massive funding packages the Government have provided for businesses. Will my noble friend assure the business community that it will be closely involved in the recovery plans and that councils must demonstrate that what they are doing is open and transparent?
My Lords, my noble friend makes the important point that, in any economic recovery, businesses will need to transform themselves and respond to the pandemic. It is fair to say that, when we looked at supporting the reopening of high streets, we engaged with businesses as well as the Association of Town and City Management. It is important to get all the stakeholders around the table so that guidance is appropriate and the support measures adequate.
