The hon. Lady has raised this matter before and it is indeed a serious issue. It is a question of trying to match the solution to the problem. Much of the evidence appears to suggest that the real problems were to do with the organisation by certain returning officers and the resources allocated to specific polling stations, not least the one that she and I know well in Ranmoor in Sheffield, where there were particularly long queues. I am open-minded about this but, in my view, simply changing the law without changing the resources provided to those polling stations will not improve the performance of the individual polling stations.
T10. What reassurances can the Deputy Prime Minister give to Shepshed town council and many other constituents that they will have the opportunity to give their views on proposed new constituency boundaries before those are finalised?

As my hon. Friend may know, we are tripling the period during which members of the public can provide written submissions as the boundary review is proceeding—up to 12 weeks. If the Boundary Commission comes up with a revised proposal, that trigger starts again and there is a further 12-week period, so in theory there is a six-month period during which members of the public can make their views known. That is a much better system than the party political rigged appeals that prevailed under the Opposition.
3. What steps the Church Commissioners are taking to support hospital chaplaincy.

Last month the Archbishops of Canterbury and York appointed the Bishop of Carlisle, the Right Rev. James Newcome, as the lead bishop for health care, including the support of hospital chaplains. The Church of England works extensively with workplace chaplains, especially in hospitals, and is keen wherever possible to develop interfaith chaplaincy co-operation. We believe that chaplains of all faiths play a vital role in the support of patients, families and staff in hospitals.
How is the Church of England responding to hospital trusts that have decided either not to replace chaplains who have left or to cut back on their chaplaincy?

Chaplaincy services are central to meeting the spiritual needs of patients, families and staff, and I am glad to note that the Under-Secretary of State for Health, the noble Earl Howe, has recently stressed to hospital trusts the importance of chaplaincy services. We will continue to reinforce that message at every level, because we are all too keenly aware of the importance of chaplaincy services to those who are sick, the dying, their families and the bereaved.

The US House of Representatives, which is the equivalent to our House, has a two-year term, which is very democratic, but I am proposing a three-year term, which would cause us to go back to the people much more regularly than we do now. The people want to be heard. An outstanding feature of our democracy as it has developed is the people’s desire to be listened to by this place, which they so angrily asserted in 2009. It is frustrating for people to feel that we do not listen. What better way is there of consulting the people? We should do it not through polls but through regular elections, as in Australia and New Zealand, where three-year terms work very effectively.
The people want us to be accountable, and more regular elections are the best way of keeping us accountable. Elections bring a great renewal of energy and contact with the people. They are great for concentrating our role of representing them and voicing what they want in this place; they recharge the batteries. More frequent elections would make us more vulnerable, more amenable and more prepared to listen to the people because we would have to be out there every three years listening to and meeting people and persuading them in a way that is not provided for anywhere else in our system.
This House is a great hiding place: the longer we stay here between elections, the more out of touch with the people we get. They want us to be more accountable and to listen more and they want more frequent contact. We cannot dodge that responsibility or say that reasons of statesmanship or coalition politics require us to stay hiding in this place, out of touch with the people, for five years. The condition of our being here is that we need to renew that contact as regularly as possible.
I seem to have been here for so long that I could have come in with that Asquith election victory that led to reform of the House of Lords in 1910, but I began my political career by dreading elections because one has to go out and force oneself on people and they may not want that. One has to leap up to them with a handshake and a fixed grin. One has to give them one’s opinions, listen to them and ask them questions—talk to them. That was a nervous ordeal for me and I was terrified, but over time I have come to like elections more and more, particularly if I win. That is another reason why I would like more frequent elections. They are a form of renewal and of contact with the real world that we do not otherwise get in this place.
It is very entertaining to hear about the hon. Gentleman’s campaigning techniques and fixed grin, but would three-year terms not simply promote short-termism? One thing that the electorate do not want is short-term thinking in their Governments and politicians. They want them to take the right long-term decisions for the good of the country.

And what happens now as Governments sit in power for up to five years? They tremble at what the Daily Mail says to them about the angry middle classes, they fear what The Daily Telegraph says and they are denounced by the Daily Express. That kind of jelly-like impact is something that I want to avoid. Let us not listen to what the Daily Mail tells us the people think—let us listen to the people. Let us go back and listen to them more frequently, because their opinions are honest. They are not distorted for some party political purpose by a newspaper like the Daily Mail or The Daily Telegraph, which caused my Government and cause this Government to quake. Let us listen to the people and not to those who arrogate the voice of the people for their own purposes.

Commons ChamberCharnwood borough council has completed the online publication, three months early, of all its expenses over £500. In the light of today’s announcements, is it not right that taxpayers want to know exactly how much is spent in their name and what the money is spent on?
My hon. Friend is absolutely right, and one of the ways that we will try to save money while not losing too many jobs in the public sector is by making sure that we are more efficient. One of the best tools for efficiency is transparency: putting online what is spent and how it is spent, and what people’s salaries are can help to drive down costs in a way that makes public services better while saving money at the same time.

Commons ChamberThe hon. Gentleman is absolutely right. The Historical Enquiries team is looking at 3,268 deaths on a budget that was originally set at £34 million over six years. We must contrast that with the Billy Wright inquiry on which I reported yesterday, which cost £30 million and looked into one death.
8. What recent discussions he has had with the Irish Government on cross-border economic co-operation.
My right hon. Friend the Secretary of State held discussions on economic matters, which are largely devolved to Northern Ireland, with Irish Government Ministers when he was recently in Dublin. The trade and business development body, which aims to enhance the economy on both sides of the border, is a forum operating under the North/South Ministerial Council that also allows Northern Ireland and Irish Ministers to discuss those matters.
I thank the Minister for his reply. Have he and his team considered what lessons can be learned from the economic successes of the Republic of Ireland in the 1980s and 1990s that could now be applied to the economy of Northern Ireland?
Yes, we certainly continue to study that. It is worth pointing out that despite the economic slowdown experienced in recent years the Republic of Ireland continues to attract major foreign direct investment. Indeed, the Republic of Ireland’s stock of direct inward investment is five times greater than the OECD average. According to one leading accountancy firm, there have been well over 50 investment projects this year alone. It is significant, we believe, when spending is being cut and many taxes are going up, that the one set of taxes that are not being touched in the Republic is the low rates of corporation taxes.

Commons ChamberFirst of all, I welcome the hon. Gentleman to the House. I know he used to work for Ashok Kumar, who was widely liked and respected across the House of Commons. What we are doing to help small business is to cut the small business rate of corporation tax. We think that is the best help we can give. The future for small business will, of course, also be helped by our local enterprise partnerships, which we think will be much more focused, much more local and will deliver better than the regional development agencies they replace.
Will the Prime Minister join me in congratulating the Loughborough university student union rag committee, which as well as providing many volunteers to local groups has this year raised more than any other rag in the country—more than £1 million, including raising £34,000 in one day for the Royal British Legion? Is not this an example of the big society in action?
I thank my hon. Friend for her question. She is absolutely right. Sometimes students can get a bad press for what they do, but we can see from the example of Loughborough that they have focused on doing things for other people and raising money for charity. They should be congratulated.
