Commons ChamberNo. I completely agree. There was nothing for businesses of any size, or indeed in any sectors. I have listened to the debate over the past two hours. I remember the comments of the right hon. Member for Bournemouth East (Mr Ellwood), who sadly is no longer in his place. He celebrated the successes of the manufacturing sector—he talked about pharmaceuticals, for example—yet nowhere in the Queen’s Speech is there any measure, not one, to mitigate what will happen if we leave the single market and the customs union. The just-in-time supply chains absolutely rely on, depend on and have been created from that single market.
Ironically, the single market found its greatest supporter in the former Prime Minister and former leader of the Conservative party, Margaret Thatcher. We all know that, without the single market and the customs union, our manufacturing sector—the 450,000 jobs, by way of example, in the automotive sector—will be particularly badly hit. There is no plan and no vision of how to mitigate the harm that Brexit will do to our society. It is about not just the manufacturing jobs, but what will happen to the 80% of our economy that relies on the service sector, as well as, of course, what I celebrate: the free movement of people throughout the European Union and the huge benefits that that has given to our economy. We have had no real plans there and no real solution.
Looking at the lack of investment, notably, in our infrastructure, as I said to the Prime Minister, I am concerned that there is no mention of HS2 phase 2b: the line that goes through my constituency, with the east midlands hub at Toton, and then goes up to Leeds. I am sorry that the right hon. Member for Chesham and Amersham (Dame Cheryl Gillan) is not in her place. I did not intervene on her because this is not really a debate about HS2, but HS2 is not just about taking people to London. In my constituency, it is about taking people up to Sheffield, to Birmingham and to Leeds, about providing the essential connectivity that is at the heart of a modern public transport system and about the ability to bring all these pieces together. HS2 plays a critical part in that. It provides the extra capacity and is an engine for growth. We know that, wherever those hubs exist—we have seen this from other examples in France and HS1—we find the new skilled jobs, the new exciting world of work, that can be built around that connectivity with all that it gives.
I pay tribute to the comments of the hon. Member for Newport East (Jessica Morden), who rightly talks about the value of investing in electric cars. She speaks with passion about her constituency and what that would mean for her. We certainly want people to use public transport, if we are going to achieve these hard targets that we have set ourselves for climate change, but we also need to make sure that our cars are electric. One per cent. is certainly not enough. When I was a Minister in the old Department for Business, Innovation and Skills, I sat on the inter-ministerial group for the electrification of vehicles. We had so many plans and ideas, looking at the development of battery research and the implementation of the chargers that must be put in over the full length of the United Kingdom, as my hon. Friend the Member for Strangford (Jim Shannon) said. None of this work has been done. Everything has been glued up with the process of Brexit. My fear is that, if we leave the EU, it will still not get any better because we will see the harm and damage that will be done to our economy.
Services rely on a successful and growing economy, but I do not think there is anything to encourage businesses to grow in this Queen’s Speech. Without those services being properly funded, we simply will not be making the investment that we have to make as a nation. One of the great joys of the time that we are in recess, especially in the September break—and about the only benefit of the unlawful Prorogation—is that it gives us all an opportunity to visit our schools and really put that effort in. That is one of the things that I did, and it is simply not acceptable in this day and age that, for example, Chilwell School in my constituency, which was built in the late ’60s—flat-roofed, under the old Consortium of Local Authorities Special Programme system—is not fit for purpose. That is not good enough. It does not inspire young people and does not help a school that is desperately seeking to improve its standards and to offer all children the greatest opportunity to reach their full potential.
I also went to Foxwood Academy, for children with special needs, which, again, was built in the early ’70s under the CLASP system. It has corridors that are not even wide enough properly to accommodate wheelchairs. This is a special school, with flat roofs. Again, it is absolutely not fit for purpose. The deep irony is that only last week we heard from the Government that they were spending £8 billion on no-deal Brexit preparations, which would provide 400 brand spanking new schools throughout the United Kingdom—schools that are needed.
The hon. Member for Mansfield talked about social care. He wrongly said that we do not work cross-party in this place: we absolutely do. Maybe the problem is that he has not taken part in that enough. For years now people have talked about the need to work cross-party to achieve real changes in social care for our elderly population and that still has not taken place. I suggest that there are still no plans in the Queen’s Speech. We are not meeting the needs of our elderly, or of those children and young people with special needs.
We need big, bold, imaginative government to deal with the challenges of climate change and we need rigour. The party that I have the pleasure of leading—a small band but nevertheless important—takes the view that the target for complete carbon neutrality should be 2040. That is the rigour that is now needed.

We talk a great deal in this place about Brexit, but the one thing that we have not talked about—or actually addressed—is the causes of Brexit. I want a democratic revolution. What happened to the commitment in the 2010 manifesto that I was proud to stand on as a Conservative under the leadership of David Cameron? It included a promise that we would reduce the number of Members of Parliament and look at the boundaries to make sure that all constituencies were properly represented and we had a fairer system. That has completely gone.
I would go further and have a radical reform of local government. One size does not necessarily fit all, and I pay tribute to the courage of Conservative borough councillors in my constituency who did the right thing by making the case—bizarre though it may sound—for the abolition of the very borough council that they sit on. Like the hon. Member for Mansfield, they recognise that we need a new unitary system in the county of Nottinghamshire. We also need a much stronger role for our parish and town councils, if we take out the district and borough council levels in our county authorities. We need to put power back into the hands of local councillors who will represent people at a parish or town level. Give them more power and the ability to raise money, because they will spend it wisely on their communities whom they directly represent.
While I am on the subject of a democratic revolution, we have to have honesty in politics now. The trust between us and the electorate has been broken. Long before Brexit, people were disillusioned and fed up. One of the reasons was that too many politicians, especially in this place, were not honest with people about the tough choices they faced. They promised everything—often admirable things which could never be delivered in reality. That pragmatic and honest approach is needed.
To be honest—it might get me into trouble with the Nottingham Post—the city of Nottingham should expand. If we were being honest about how to do things better in the city, that is what we would say. But if we do, we run the risk of headlines and criticism. That lack of honesty is one of the reasons why the immigration debate is in the pitiful state it is and—at its heart—is why we have Brexit. Too many politicians could not be trusted to have an open, honest debate based on evidence. On that basis, we look at the Conservative party and see the drift to the right—
The hon. Gentleman shakes his head, but the fact is that 21 members of his party were effectively expelled from the party for having the temerity to put their country before their party. They were, in effect, expelled. Joseph Stalin would have been proud. As for the Labour party, that too is in the grip of neo-Marxists who would take us into a command economy, making promises that they could not deliver.
I think there is a great deal that we should be talking about. Whether it is the fact that we should be bringing British citizens back from northern Syria, or the fact that there was no mention of housing in the Queen’s Speech, a huge problem—
Order. I can honestly say that I have been very generous, but the right hon. Lady is now abusing the Chair, and I do not think that that is fair.

It has repeatedly refused to unblock beds at NUHT, unlike Conservative-run Nottinghamshire County Council, which always ensures that it has social care available so that there is no bed-blocking in Nottinghamshire. The problem is Labour in the city—
On a point of order, Mr Deputy Speaker. Could the record please record that indeed the leader of Nottingham City Council does not run NUHT, but he is responsible for social care in the city? That was the point I was making.
I am grateful to the right hon. Lady for that. I invite her to make another point of order, because Nottinghamshire County Council is closing five care homes.
I am happy to take that up. My understanding is that Nottinghamshire County Council is looking responsibly at the provision of—[Interruption.] Well, the hon. Gentleman invites me to give him information; I am trying to assist him. In my constituency, the county council is making sure that the money that it spends on social care goes to the very many care homes in my constituency that are rated as good or outstanding—

Order. Can we please have a little less noise from the Back Benches? The right hon. Member for Broxtowe (Anna Soubry) will be called to speak early in the debate and we want to hear her contribution, so I do not want her to waste her voice by shouting too much.
Do Government Members understand how voting against this motion will look to the Commonwealth and the Windrush generation here? Do Government Members understand how the laughter that we heard a few minutes ago will be seen by the Windrush generation? It is as if they do not take this issue seriously.
On a point of order, Mr Deputy Speaker. Could the record show that there was no laughter on these Benches, as has just been alleged?
That is certainly not a point of order, but I can assure hon. Members that there was laughter from both sides of the House.

That was definitely not a point of order and the right hon. Lady knows it. She has provided a running commentary all the way through. I think I have heard more than enough for the time being and I want to get to the end of the speech by the leader of the SNP.

Commons ChamberI was a member of the Select Committee on Scottish Affairs when we discussed the situation of the Glasgow jobcentres. Will the hon. Gentleman confirm that Glasgow had somewhere in the region of 16 jobcentres and that the DWP’s very excellent proposal—in fact, it was not radical enough, in my view—was to reduce that number to eight? We compared the number of jobcentres in comparable cities in other parts of the country that had comparable employment rates, and they often had two or three jobcentres, as opposed to eight.
Would the Minister like me to give way? I am happy to do so, if it is in order, Mr Deputy Speaker.
Minister, are you commenting from a sedentary position, or would you like to make a point of order?
The record will confirm that I did not say that a Minister’s word could not be trusted. I was talking about a comment in a newspaper that does not form part of Conservative party policy and was not in the manifesto. That is what matters the most.
I am more than happy to work with anyone, but I get the invitations and either say yes or no, so the hon. Gentleman will have to invite me. When people ask me to go to places, I am happy to go. There are places I am particularly keen to go, and it just so happens that Northern Ireland is one. I went over to meet the hon. Member for Strangford (Jim Shannon) and had a very pleasant day with him. I have to say, Mr Deputy Speaker, that he said he would only take up my time for a couple of hours—four hours later I had nearly missed the plane.
It is a great place. As for plans, I do not think that that is for me to say, but I am always happy to work with anybody and assist in any way I can. I know how important it is that we get the employment rate to where it should be in Northern Ireland, especially for the young people. When I went over there last year, one thing that everybody spoke to me about was the need to ensure that there was a real and genuine future for young people. That is why we get so worried about Bombardier: we know that it offers high-quality jobs involving real money and real skills, so it is imperative that we keep those high-value, highly skilled jobs in Northern Ireland.
In conclusion, I am sure that the House will join me in regretting the announcement of the job losses, but we are committed and determined to do all we can to support Bombardier in its future, to make it even more competitive and to support the C Series as much as we can for all the reasons I have explained, which are, if I may say so, obvious.

I begin by paying tribute to those who work at the Michelin factory in Ballymena and their families during this extremely difficult time. The loss of 860 jobs in a small community is a serious and significant blow, and one that is certainly not lost on me or the Secretary of State. I congratulate the hon. Member for North Antrim (Ian Paisley) on securing the debate. Frankly, I was surprised he did not get the urgent question. That is not a criticism of the Speaker—
Order. I know it was not intentional, but we cannot go into that or mention the urgent question.
I was trying to say that the hon. Gentleman and others made an excellent point about how, had these job losses happened on the mainland, there might have been a bit more noise in this place—although not from him, I hasten to add, because, as ever, he does a fine job fighting for his constituents. I also pay tribute to all the interventions from the hon. Members for North Down (Lady Hermon), for Strangford (Jim Shannon)—as ever—for South Antrim (Danny Kinahan), for South Down (Ms Ritchie) and for East Antrim (Sammy Wilson). I will come on to the specific point about energy prices later.
The loss of 860 jobs was indeed a serious blow. By pure chance, the hon. Member for North Antrim and I were sharing a taxi on the night of this dreadful news, and we did at least begin the conversation. I know he has also spoken to my right hon. Friend the Secretary of State for Northern Ireland and the Under-Secretary of State for Northern Ireland, my hon. Friend the Member for Wyre and Preston North (Mr Wallace), about the situation. They share the great concern about this blow to a small community and its onward effect through the supply chain. It comes, of course, at the same time as the Gallaher factory in Ballymena is set to close—in 2017—with the loss of many jobs.
I normally try not to read from a prepared speech, because I do not think it is right, but I will in part tonight, because there are lots of facts and figures that it would be helpful to mention. I want to deal specifically with the question of energy prices. It is sad and unfortunate that we are where we are, having this debate about energy prices at this point, with Michelin having decided to go. I am aware of the statements it made, and the hon. Gentleman has already identified the reasons it gave. The cost of energy has been a difficulty for some time. As it happens, the manufacturing of tyres does not fall into the category of electricity or energy intensive industries. We could have a discussion about why. It is unfortunate that it does not do so, because we know that some form of compensation is available. Most importantly, we still seek to persuade the European Union to sign off the full compensation package, so that we can make sure that industries that use huge amounts of electricity—not just the steel industry, but a large part of our manufacturing sector uses extraordinary amounts of energy—receive compensation.
My view—and these concerns are certainly shared by the Secretary of State for Business, Innovation and Skills—is as follows. What industry wants is a level playing field—that applies to the steel industry, to ceramics, to cement or whatever. When, frankly, we are in tough times, competing not only in what we call the global race but within the EU, all people ask when margins are so tight is that we all operate on a level playing field. It has been a feature and it is a fact that a number of our businesses bear an onerous burden of what we can call carbon taxes in their various forms.
What I can say to the hon. Member for North Antrim is that this is not lost on the Government, me or the Secretary of State. We make the case for British industry—and when I say British industry, I mean all industry across our United Kingdom, obviously including Ulster—that there should be a fairness, a level playing field. If I had my way, I would go so far as saying that energy intensive industries should not have to bear any burdens excessively, although I appreciate that would not include Michelin. If we are to make the changes that we all want—I very much hope we are—the burden would therefore have to fall right the way across, including on consumers and perhaps other businesses. I agree with the hon. Member for North Antrim that people would pay that price.
There has been support for employees. The immediate focus in this situation is, of course, on the workers themselves. I join in paying tribute to the Unite union. It is astonishing—no, it is not astonishing for any of us who know trade unions; I am a former trade union official—that yet again we see trade unions and their leaders really stepping up to the mark, acting in a responsible and sensible manner and with great realism. Sometimes people think that workforces and their leaders are somehow stupid, but they are not. As the hon. Gentleman identified, they knew what was going on and they feared the worst. Unfortunately, their fears were confirmed.
I understand that Northern Ireland Executive Ministers at the Department of Enterprise, Trade and Investment, together with Invest Northern Ireland, the Department for Employment and Learning and the wider Northern Ireland Executive have said that they will do all that is possible to limit the impact of the announcement. The Department for Employment and Learning will be engaging with the company management to offer redundancy clinics to employees. Northern Ireland’s Redundancy Advice Service works in partnership with a range of bodies, including the further education colleges and HMRC to provide advice on alternative job opportunities, access to training courses and a range of other issues.
I would like to take this opportunity to welcome the £5 million development fund package launched by the company to support the retraining and redevelopment of the staff to find new work. Those are the actions of a company that understands its responsibilities towards its employees. We can be confident that it will do the right thing by all of that.
If I may say so, the hon. Member for North Antrim makes a very important point about the huge skills and abilities of the Northern Ireland workforce. It matters not that I have been over to Northern Ireland only once, because one picks up a lot, and in any event the fine reputation has been earned by all the workforce. They are extremely able, highly skilled, well-educated and, most importantly, extremely well motivated. Those are important features.
The hon. Gentleman and his colleagues made a crucial point about UKTI. I take away with me from this debate an absolute promise to him that I will speak to Lord Maude, and through him to UKTI, to make sure that UKTI does everything it can to promote Northern Ireland in all the work we do in promoting Great Britain. The hon. Gentleman made a very good point that there is always a danger that in some way Northern Ireland might be forgotten. It may seem impossible to believe that, given the abilities and strengths of all the Members who represent it, but the hon. Gentleman made a very good point none the less.
Let me emphasise that there are opportunities in Northern Ireland. As many Members will know, the picture is not all bleak. A medical firm, Randox, has said that it will create 500 jobs in County Antrim over four years; in July, Texas-based OneSource said that it would create 289 jobs in Londonderry; and, as recently as September, Intelling Ltd announced plans to establish a contact centre in Belfast, creating 250 new jobs. So there is some good news, although, as I said at the beginning, the effect on a community of the loss of so many jobs is not lost on me.
There is more of my speech, but I am not going to read it all, because I believe—and I hope they will agree—that I have addressed the points made by the hon. Gentleman and his colleagues. As I have said, the scale of this is not lost on me. I will think further about the important points that have been raised, and I should be more than happy to meet the hon. Gentleman and his colleagues to discuss what more can be done. The main point is, however, that given the effect of high energy prices, the need to ensure that we have a good supply of cheap energy has never been more critical. We know what the consequences may be if we do not address that need, which is not lost on anyone in Government.
As I have said before, in my experience—such as it is, at present—all that people ask for is a level playing field. That strikes me as a very fair ask, and it is something that this Government are determined to achieve.

Commons ChamberWill my hon. Friend please understand this? When someone is subject to an IPP, they have no knowledge about when they will be released. Does he know that they can be released only when they are deemed no longer to be a risk to society? A relatively small number of people have been released and we can assume that they were released only because they were no longer deemed a risk to society. The reason for that is that they have been on the sort of courses that other people on IPPs have not had the benefit of. The lack of courses is the real problem.
