Commons ChamberI join the Prime Minister and the leader of the Labour party in praising all Olympians. This is the first day of the Paralympics, and I wish all Paralympians from all parts of these islands well. They are an inspiration to us all.
There is real concern and worry about the prospects for Brexit, especially in Scotland, where the majority of people voted to remain within the European Union. The UK Government have had all summer to come up with a plan and a strategy, but so far we have just had waffle. I want to ask the Prime Minister a simple but important question. Does she want the UK to remain fully within the European single market?
What I want for the UK is that we put into practice the vote that was taken by the people of the United Kingdom to leave the European Union, that we get the right deal for trade in goods and services with the European Union in the new relationship that we will be building with it, and that we introduce control over the movement of people from the European Union into the United Kingdom. I say to the right hon. Gentleman that we can approach the vote that took place on 23 June in two ways. We could try to row back on it, have a second referendum and say that we did not really believe it, but actually we are respecting the views of the British people. More than that, we will be seizing the opportunities that leaving the European Union now gives us to forge a new role for the United Kingdom in the world.
We on these Benches respect the views of the people of Scotland, who voted to remain in the European Union. The European single market—[Interruption.]
Order. The right hon. Gentleman must be heard, and he will be heard.
Thank you Mr Speaker. The European single market is the biggest market in the world and it really matters to our businesses and to our economy. I asked the Prime Minister a very simple question, to which there is either an in or an out answer. Let me ask it again. Does she want the United Kingdom to remain fully part of the European single market? Yes or no?
The right hon. Gentleman does not seem to quite understand what the vote on 23 June was about. The United Kingdom will leave the European Union and we will build a new relationship with the European Union. That new relationship will include control over the movement of people from the EU into the UK, and it will include the right deal for trade in goods and services. That is how to approach it. I also say to him that, in looking at the negotiations, it would not be right for me or this Government to give a running commentary on them—[Interruption.]

Commons ChamberMy hon. Friend is right. We have an opportunity, and I want to ensure that we are ambitious in seizing that opportunity to develop trade deals around the world. We will be developing the new relationship that I have referred to with the European Union, part of which will obviously be about how we trade with the EU in relation to goods and services, but we have the opportunity to develop trading relationships around the rest of the world. Of course, we cannot formally have those deals in place and operating until we leave the European Union, but we can do the preparation to make sure that they are there when we need them.
May I begin by thanking the Prime Minister for an advance copy of her statement? In one area, I agree with her. The G20 summit was very much cast with the Brexit vote and her Brexit brainstorming from the previous week. I read one report about it, which said that what Brexit appeared to mean at the G20 was the Prime Minister getting shunted to the back of the row of the leaders’ group photo, being briefed against by the Americans and the Japanese and being left to big up the fact that Mexico, Australia and Singapore have expressed a vague interest in doing trade deals. [Interruption.] The Conservatives do not like it, but that is how other people view the United Kingdom internationally at present.
G20 leaders are as keen as we all are to learn what on earth the UK Government’s plans are for leaving the European Union. I asked the Prime Minister twice during Prime Minister’s questions a really simple question. Since then, she has said that she will
“not be giving a running commentary”—
it seems more like she is giving no commentary whatsoever—and that she is not going to comment on “every twist and turn”. Being a full member of the European single market is not a twist or a turn. It is absolutely fundamental to business across the United Kingdom. Does she seriously expect to be able to hold out for years in not confirming whether she wants the UK to remain a full member of the single market? Please can she tell us now: does she want the UK to remain fully within the single market—yes or no? It is not that difficult.
On trade, we know that the United States and pretty much every other country want a trade deal with the European Union ahead of the United Kingdom, and that they want a trade deal with the UK only after the UK leaves the European Union. Can the Prime Minister tell us how many trade negotiators the UK Government have hired since the referendum?
On immigration, we learned that the promise of a points-based immigration system is being ditched. At the same time, the UK Government apparently plan to trail-blaze a policy first mooted by Donald Trump and build a wall. Is the Prime Minister not totally ashamed? Surely she can come up with something better than that.
May I ask the Prime Minister two specific funding questions? Voters were promised that if they voted to leave the European Union, the national health service would receive an extra £350 million a week. Will the Prime Minister confirm that that promise, like the immigration promise made by the leave campaign, is being broken? An important question that really matters to a lot of people in coastal communities in Scotland is about the funding of more than €100 million that they were due to receive from the European Maritime and Fisheries Fund between now and 2023. There has been no commitment whatsoever from the UK Government to honour that funding round. Will she give it now?
It has been very problematic in recent weeks to have to deal with a situation in which the Prime Minister’s party has suggested that EU citizens should not participate fully in Scottish public life. We in the Scottish National party totally repudiate that narrow-minded, racist and xenophobic position.
The Prime Minister is shaking her head, but she should be aware of this. Will she take the opportunity to dissociate her party from this, apologise for it and confirm that we value the contribution of European Union citizens living in this country, and that we are grateful for it? [Interruption.]
As the right hon. Gentleman has taken twice as much time as he was allocated—punctuated by some interruptions, it is true—I trust that his last sentence will be a pithy one.
The Prime Minister has not yet had time to make an oral statement to the House on the important matter of the estates review of the Ministry of Defence. Will she confirm the commitment that the Government have given to communities that there will be consultation with them before final decisions and announcements are made?
That is an extremely important matter, but it is not obvious to me how it appertains to the G20.

Commons ChamberLast year, the then Minister for Defence Procurement, the hon. Member for Ludlow (Mr Dunne), said that the cost of the replacement programme was
“being withheld as it relates to the formulation of Government policy and release would prejudice commercial interests.”
Given the scale of the decision that we are being asked to make, will the Prime Minister tell us the answer to that question—the through-life cost?
I am happy to do so. If the right hon. Gentleman will allow me to finish this section of my speech, I will come on to the cost in a minute.
Britain is going to leave the European Union, but we are not leaving Europe, and we will not leave our European and NATO allies behind. Being recognised as one of the five nuclear weapons states under the nuclear non-proliferation treaty confers on us unique responsibilities, because many of the nations that signed the treaty in the 1960s did so on the understanding that they were protected by NATO’s nuclear umbrella, including the UK deterrent. Abandoning our deterrent would undermine not only our own future security, but that of our allies. That is not something that I am prepared to do.
I absolutely agree with my hon. Friend, and I think he is right to point out that there are Opposition Members who support that view. Sadly, not many of them seem to be on the Front Bench, but perhaps my speech will change the views of some of the Front Benchers; we will see.
I said to the right hon. Member for Moray (Angus Robertson) that I would come on to the question of cost, and I want to do that now. Of course, no credible deterrent is cheap, and it is estimated that the four new submarines will cost £31 billion to build, with an additional contingency of £10 billion. With the acquisition costs spread over 35 years, this is effectively an insurance premium of 0.2% of total annual Government spending. That is 20p in every £100 for a capability that will protect our people through to the 2060s and beyond. I am very clear that our national security is worth every penny.
I am grateful to the Prime Minister for taking a second intervention. I asked her a simple question the first time around. I think that she has concluded her confirmation of the through-life cost for Trident’s replacement, but she did not say what that number was. Would she be so kind as to say what the total figure is for Trident replacement, including its through-life cost?
I have given the figures for the cost of building the submarines. I am also clear that the in-service cost is about 6% of the defence budget, or about 13p in every £100 of Government spending. There is also a significant economic benefit to the renewal of our nuclear deterrent, which might be of interest to members of the Scottish National party.
May I begin by joining the Leader of the Opposition and the Prime Minister in their comments about the unhappy developments in both France and Turkey? I also understand that the Prime Minister needs to leave the debate shortly to attend to some important matters, so I will give her a wink when I finish the consensual stuff, which I want to start with—genuinely—because this is the first opportunity that I have had in the House to wish her well as Prime Minister. I also wish her husband, Philip, well. I do not know him, but we all know how important the support that we get at home is. It will be a test for both of them. We will not agree on many things, but where we do, we will, and where we do not, we will remain the effective Opposition in the House of Commons.
From my experience on the Intelligence and Security Committee I also know a little bit about the national security responsibilities that the Home Secretary has to enact, and the challenges get even bigger when one becomes Prime Minister. I wish her strength and wisdom in dealing with matters that are potentially life and death questions. Those are matters for the Home Secretary and for the Prime Minister and we wish her well.
I am pleased that the Prime Minister has led in this debate. That was not the plan of the Government. Perhaps in the new style of the new Government she thought that, on this important issue, she should lead, and we very much welcome that, because this is a huge matter. It will probably be the biggest spending decision by this Government. Given that—and I will come back to this—I find it utterly remarkable that, a number of hours into this debate, we still have no idea whatsoever of what the through-life costs of Trident replacement are. We can have different views on whether Trident is a good thing or a bad thing and on whether it is necessary, but I have asked the Prime Minister twice about that number. She has the opportunity to intervene on me now and give us that number. She is not going to intervene, because she would prefer not to say it. It is for her to explain. No doubt, her special advisers will be asked by the fourth estate why it is that the Government are asking us to vote for something, but cannot tell us how much it will cost. It is remarkable that in this, the biggest—
I will take an intervention from the Prime Minister, unless the hon. Gentleman can give us that number. Can he give that number to the House now? [Hon. Members: “No!”]
I was merely going to ask the right hon. Gentleman what would be the cost at which he would he support it? This is not a matter of money and spending for him. That is a smokescreen.
I will help the hon. Gentleman and his colleagues: there are no circumstances in which we would spend any money on nuclear weapons. This is a motion before the House, which has been proposed by the Government, and which the hon. Gentleman and his hon. and right hon. Friends are being asked to support in the Lobby. The last time I looked, I thought that Conservative MPs took pride in fiscal rectitude and in making good decisions with taxpayers’ money. It is remarkable that not a single one of them has insisted that those on their Front Bench tell us this evening what the biggest spending decision of this Parliament is going to cost. I ask again: will anybody on the Treasury Bench enlighten the House? Anybody? Again, answer came there none.
Incidentally, I have not yet ended with the consensual stuff. I am sorry, but I got a little ahead of myself—my apologies. I want to make the point about something that has not been brought up thus far. Perhaps it is the reason why the Prime Minister is here today—it would not surprise me. One of the first things that a Prime Minister needs to do on taking office is to write four letters. I am not asking what the Prime Minister has written or is writing in those letters. She writes a letter to the four submarine commanders, and we pay tribute to those who serve in our name. The husband of one of our number on the Scottish National party Benches served as a submariner on a Trident submarine. He was one of the last people to fire one of those missiles in testing. Incidentally, I should say that he is now an SNP councillor, and is opposed to the renewal of Trident.
Will my right hon. Friend give way?
I thank my right hon. Friend for mentioning my husband, who did fire the Trident missile. Not only is he an SNP councillor, but he is in Parliament today and is a member of Scottish CND. I have made this point before. We support the personnel working on these submarines absolutely 100%, but not all of those personnel support the weapon they have been asked to deliver.
My hon. Friend makes her point very well.
Still remaining on the consensual side of this important debate, I want to stress that SNP Members do not confuse those who are in favour of renewing Trident with the thought that they would actually want to kill millions of people. However, as the Prime Minister has confirmed from the Dispatch Box today, the theory of nuclear deterrence is based on the credible potential use of weapons of mass destruction. Those who vote for its renewal need to square the theory with the practice of what that actually means.
Having said all of that, given the boldness of the Prime Minister’s recent personnel decisions, she has clearly been thinking about new ways of taking things forward. In that respect, it is hugely disappointing that she clearly has not taken any time to consider—perhaps to reconsider—the wisdom of spending an absolute fortune on something that can never be used and is not deterring the threats that we face today. I say again that we have not yet had any confirmation of what the Government plan to spend on this; they expect Members on both the Labour Benches and the Government Benches to sign a blank cheque for it.
I am sorry that the Prime Minister has clearly not given any new or detailed consideration to embracing the non-replacement of Trident, which would offer serious strategic and economic benefits, as outlined in the June 2013 report, “The Real Alternative”. Those who have not read the report should do so.
In the previous debate that took place in this House on 20 January 2015—a debate called by the SNP on Trident replacement, with support from Plaid Cymru and the Green party, and I think I am right in saying that it was co-sponsored by the right hon. Member for Islington North (Jeremy Corbyn)—we outlined the advantages, including
“improved national security—through budgetary flexibility in the Ministry of Defence and a more effective response to emerging security challenges in the 21st century”
as well as
“improved global security—through a strengthening of the non-proliferation regime, deterring of nuclear proliferation and de-escalation of international tensions”.
There are also potential
“vast economic savings—of more than £100 billion over the lifetime of a successor nuclear weapons system, releasing resources for effective security spending, as well as a range of public spending priorities”.—[Official Report, 20 January 2015; Vol. 591, c. 92.]
This seems to be pretty important, given that, when the Ministry of Defence was asked about it in a written question in February 2015, the then Defence Minister, the hon. Member for Ludlow (Mr Dunne), who is not in his place but was here earlier—I gave him notice that I would be raising this matter—replied that the estimated annual spending on the Trident replacement programme beyond maingate in 2016 was
“being withheld as it relates to the formulation of Government policy and release would prejudice commercial interests.”
Here today we are part and parcel of formulating Government policy, and we are expected to sign a blank cheque. We have absolutely no idea what the final cost will be. The hon. Member for Reigate (Crispin Blunt), the Chairman of the Foreign Affairs Committee, has made a calculation—perhaps he will speak about it, if he catches your eye, Madam Deputy Speaker. He worked out that the in-service costs of a missile extension—the total cost of the Trident replacement programme—would be £167 billion.
Let me dispose of this part of my speech. The updated figure is now £179 billion —these are the Government’s own figures—based on capital costs of £31 billion, with a £10 billion contingency, and the Government’s assumption of about 6% of the defence budget as running costs, assuming a 32-year in-service life. That comes to a total of £179 billion.
I thank the hon. Gentleman. That is a very helpful intervention. I am not sure whether those numbers take account of the currency fluctuations that have had an impact on sterling—they do not. I see the hon. Gentleman shaking his head, so we should assume that the total cost is even higher than £179 billion. A calculation was made in May this year which suggested that it would be £205 billion. That is a massive sum. The Defence Secretary is shaking his head, but would he like to intervene on me now and tell us the number?
Is the right hon. Gentleman aware that in response to a freedom of information request on the full-life costs, the MOD said:
“The government needs a safe space away from the public gaze to allow it to consider policy options . . . unfettered from public comment about the affordability”?
I suppose we should ask ourselves whether that “safe space” is the House of Commons. We are none the wiser. We have asked again and again and again. I am looking at the Defence Secretary again and he has the opportunity to intervene on me now to tell Parliament how much money his Government wish to invest in the Successor programme. Update, there came none.
It is not just about the cost; for us in Scotland, it is also about democracy. The people of Scotland have shown repeatedly, clearly and consistently that we are opposed to the renewal of nuclear weapons. When the SNP went to the country—the electorate—on an explicitly anti-Trident manifesto commitment, we won elections in 2007, 2011, 2015 and 2016. I am delighted to be joined on the Front Bench by my hon. Friend the Member for Argyll and Bute (Brendan O'Hara), who represents Faslane and Coulport because the electorate of Argyll and Bute preferred an SNP parliamentarian, elected on a non-Trident platform, to a Conservative, Labour or Liberal Democrat MP.
However, this is much, much more than an issue of party political difference, because in Scottish public and civic life, from the Scottish Trades Union Congress, to Scotland’s Churches—the Church of Scotland and the Bishops’ Conference, which issued a statement this week—to the Scottish Parliament, which has voted on the subject, all have voted or called for opposition to Trident renewal. There is cross-party support from not just the SNP, but the Greens and Scottish Labour. Almost every single one of Scotland’s MPs will vote tonight against Trident’s replacement.
It is an indictment of the new Administration that the first motion in Parliament is on renewing Trident when there are so many other pressing issues facing the country in the context of Brexit. It is obscene that the priority of this Government, and, sadly, too many people on the Labour Benches, at a time of Tory austerity and economic uncertainty following the EU referendum, is to spend billions of pounds on outdated nuclear weapons that we do not want, do not need and could never use. With debt, deficit and borrowing levels forecast to get worse after Brexit, and with more than £40 billion to be cut from public services by 2020, spending £167 billion, £179 billion, or £205 billion—whatever the number is that the Government are not prepared tell us—is an outrage. The Prime Minister’s first vote is on Trident. In the current climate, that is totally wrong. It is the wrong approach to key priorities. We should be working to stabilise the economy and sorting out the chaos caused by the Brexit result.
The Prime Minister has already undermined the words of her first speech, which many people, across all parties, found important. She vowed to fight “burning injustice”, and we agree, but Trident fights no injustices. Trident is an immoral, obscene and redundant weapons system.
The vote on Trident is one of the most important this Parliament will ever take, and the Government have an obligation to inform the public about such a massive decision—they have failed to do that. The Labour Opposition is facing three ways at the same time and letting the Government get away with this. We in the SNP are absolutely clear in our opposition to Trident. We would not commit to spending hundreds of billions of pounds on weapons of mass destruction, particularly at a time when this Government are making significant cuts to public services—it would be morally and economically indefensible.
I am summing up.
Today, almost every single Scottish MP will vote against renewing Trident nuclear missiles. Only a few short weeks ago, Scotland voted to remain in the European Union. If Scotland is a nation—and Scotland is a nation—it is not a normal situation for the state to totally disregard the wishes of the people. The Government have a democratic deficit in Scotland and, with today’s vote on Trident, it is going to get worse, not better. It will be for the Scottish people to determine whether we are properly protected in Europe and better represented by a Government that we actually elect. At this rate, that day is fast approaching.
There can be no more important decision for this House to take than the renewal of Britain’s independent deterrent. The hon. Member for Dunfermline and West Fife (Douglas Chapman), who is a friend of mine, did this House a disservice by criticising us earlier for groupthink. I have sat through every minute of this debate, and all the speeches, on both sides of the argument, have been powerful and passionate.
I pay tribute particularly to the speech of the hon. Member for Gedling (Vernon Coaker), who argued in favour of the motion, but equally to that of the right hon. Member for Tottenham (Mr Lammy), who argued against it. I will also remember the speech of the hon. Member for Chesterfield (Toby Perkins), which was based on the evidence. He started on the other side of the argument, he listened to the evidence and over the years he has changed his mind. I also pay tribute to the speech of my hon. Friend the Member for Reigate (Crispin Blunt). He, too, opposes the position of his Front-Bench team. He said that he was a solo voice, but he is no less worthwhile for that. He made points about technology that I will reply to a little later.
If there was an example of groupthink, it was to be found in the Scottish National party—a party that ignores at least half of Scottish public opinion, and a party that is content to dispense with our deterrent but happy to cower under an American nuclear NATO umbrella.
The decision we are taking tonight is to approve four replacement submarines to serve us through the 2030s, the 2040s and the 2050s. Tonight, we make a judgment for the long term as to what we need as a country to keep our people safe, when we cannot know what nuclear threats may emerge 30 or 40 years from now. We can, in this House, all agree that a world without nuclear weapons would be a better world, but we have to face facts. The threats we face are growing. There are 17,000 nuclear weapons out there, and the Prime Minister reminded the House today of the nuclear ambitions of North Korea and the increased threat from Russian forces. Nuclear weapons are here, and they are not going to disappear. It is the role of Government to make sure that we can defend ourselves against them.
Defence, the No. 1 duty of Government, starts with deterrence—the principle that the benefits of any attack would be far outweighed by the gravity of its consequences for an aggressor. The point about deterrence, and our nuclear capability, is that it places doubt in the minds of our adversaries, whether they are nuclear states or rogue states, so that they can never be sure how we would retaliate. That is why the deterrent is not redundant. It is being employed every day and every night. We must be realistic about the growing nuclear threats to our country, and we must be equally realistic about the fact that the deterrent is a policy that we cannot now afford to relinquish.
That is why this Government are committed to building four nuclear ballistic missile submarines to replace our ageing Vanguard fleet when it goes out of service in the early 2030s. That commitment was clearly stated in the manifesto on which we were elected to govern, and it will enable us to maintain the unparalleled protection from the most extreme threats that our continuous at-sea nuclear deterrent has afforded this nation, without a moment’s pause, for nearly 50 years under successive Conservative and Labour Governments. As the 2013 Trident alternatives review made unequivocally clear, no other system is as capable, resilient or as cost-effective as the Trident-based deterrent. There are no half measures here: a token deterrent would be no deterrent at all.
My hon. Friend the Member for Reigate, speculated that our submarines might somehow become obsolete through new technology, but that is not the case. Submarines are designed to operate in isolation, and it is hard to think of a system less susceptible to cyber-attack or one better protected in the hiding place that is the ocean. Those who query whether our submarines would remain protected against such attacks should consider why the United States, Russia, China and France are now spending tens of billions of pounds renewing their own submarine-based weapons.
Let me turn to the question I was asked about cost. Yes, the Successor submarines are a serious investment. The cost of building the four boats is £31 billion spread over the 35 years of their life, with a £10 billion contingency on top. The in-service costs remain unchanged at, on average, about 6% of the annual defence budget.
This is the last opportunity for the Secretary of State. Please will he tell the House before we vote this evening what the total through-life cost of Trident renewal is? What is it?
Many Members have been in this debate all day and will have heard me give the cost for building the four submarines and the proportion that the costs will take when the submarines are in service.
My hon. Friend the Member for Gainsborough (Sir Edward Leigh), the hon. Member for Stirling (Steven Paterson) and the right hon. Member for Carshalton and Wallington (Tom Brake) asked about the delivery of the Successor programme. It will be managed by a new delivery body for the procurement and in-service support of all nuclear submarines. That will ensure that, unlike in previous warship programmes, the submarines are delivered on time and on budget. If they are not, the principal contractors involved will suffer penalties as a result.
Finally, I was asked about disarmament. We certainly want to see a world free of nuclear weapons. We have made significant reductions to our nuclear forces. We have cut our nuclear stockpiles by over half since the end of cold war. I reduced the number of deployed warheads on each of our submarines from 48 to 40 last year, and we are continuing work to reduce our stockpile to no more than 180 warheads by the mid-2020s. We continue to play our part in talks through the non-proliferation treaty, and as has already been said, Britain has been leading the way in trying to get other countries to make progress, collectively, towards disarmament.
In conclusion, our continuous at-sea deterrent may have been born of the cold war, but it is no relic of the past. The cold war itself has been succeeded by a complex environment of emerging threats, rogue states and unpredictable non-state actors, some of whom have nuclear weapons, while others are intent on getting hold of them. Those threats will not disappear because we refuse to look at them. On the contrary, we must confront them head-on. We cannot predict the future, and we should not gamble with the long-term security of our citizens by assuming that no extreme threat will emerge while so many nuclear weapons remain. That is what this Government intend to do by replacing our Vanguard submarines to sustain the deterrent that has protected us successfully for so long.
As we contemplate this fundamental decision, I urge Members across the House to do what successive Governments have done and to do the right thing, not just for today, but for tomorrow, and vote to maintain our nuclear deterrent for as long as security conditions require it.

Commons ChamberObviously when I met Scottish businesses I wanted them to address the opportunities for business. I have just referred to a leading Scottish company with significant interests outwith the EU, but businesses in Scotland are naturally concerned to understand the arrangements that will be put in place for our future relationship with the EU.
In Scotland more than 62% of voters voted to remain in the European Union. Since then the Scottish Parliament has voted overwhelmingly to support First Minister Nicola Sturgeon in her efforts to protect Scotland’s place in Europe. That was voted for by the Scottish National party, the Labour party, the Liberal Democrats and the Scottish Green party. The Tories abstained. Will the Secretary of State finally join the cross-party consensus to protect our economy and our place in Europe, or will he abstain like his colleagues?
The right hon. Gentleman omits one fact. My colleagues were unable to support his party’s motion because the SNP would not take the toxic and divisive issue of a second independence referendum off the table. Anyone who wants to unify opinion in Scotland does not start talking about a second Scottish independence referendum. I hope the First Minister was listening yesterday to Scottish businesses when they said decisively in relation to discussions about the EU that they did not want to hear about Scottish independence.
Tens of thousands of European Union citizens play a massive role in our economy and society in Scotland. The Scottish National party wants to do more than just pay tribute to them; we want them to have guarantees that they can stay in Scotland. Will the Secretary of State act in the Scottish and European interest, and guarantee the rights of fellow EU citizens to remain in Scotland, and end the intolerable worry and concern with which they are being confronted?
I share the right hon. Gentleman’s view of the important role that EU citizens play in Scotland, and we want them to stay in Scotland and have their position guaranteed. We also want British citizens in the rest of Europe to have their right to stay there guaranteed, and I hope that it will be possible to issue both guarantees.
I am grateful to my hon. Friend for his question. I can certainly give that assurance. I am sure that we will have plenty of time this afternoon to discuss the Chilcot report. Sir John Chilcot is on his feet at the moment explaining what he has found. I think that the most important thing we can do is really learn the lessons for the future, and he has laid out the lessons quite clearly. We will obviously want to spend a lot of time talking about the decision to go to war and all the rest of it, but I think that the most important thing for all of us is to think, “How do we make sure that Government work better, that decisions are arrived at better, and that legal advice is considered better?” I think that all those things are perhaps the best legacy we can seek from this whole thing.
Today is hugely important for Muslims, both at home and abroad, as it is the end of Ramadan, and I am sure we wish them all Eid Mubarak. Today is also a day when our thoughts are with all those who lost loved ones in Iraq and all those hundreds of thousands of families in Iraq who also mourn their loved ones. The Chilcot report confirms that on 28 July 2002 Tony Blair wrote to President Bush, stating:
“I will be with you, whatever”.
Does the Prime Minister understand why the families of the dead and the injured UK service personnel and the hundreds of thousands of Iraqis feel that they were deceived about the reasons for going to war in Iraq?
First, I join the right hon. Gentleman in wishing Muslims in this country and around the world Eid Mubarak at the end of Ramadan. We will discuss the report in detail later and I do not want to pre-empt all the things I am going to say in my statement, but clearly we need to learn the lessons of the report, so we should study it very carefully—it is millions of words and thousands of pages. I think that we should save our remarks for when we debate it in the House following the statement.
The Chilcot report catalogues the failures in planning for post-conflict Iraq and then concludes that:
“The UK did not achieve its objectives”.
That lack of planning has also been evident in relation to Afghanistan, Libya, Syria and, most recently, with no plan whatsoever, to Brexit. When will the UK Government actually start learning from the mistakes of the past so that we are not condemned to repeating them in future?
The right hon. Gentleman is absolutely right that what Sir John Chilcot says about the failure to plan is very clear. In the statement that he has given, he says:
“When the invasion began, UK policy rested on an assumption that there would be a well-executed US-led and UN-authorised operation in a relatively benign security environment.
Mr Blair told the Inquiry that the difficulties encountered in Iraq after the invasion could not have been known in advance.”
He then says:
“We do not agree that hindsight is required.”
Sir John Chilcot is very clear on that point.
What I will say to the right hon. Gentleman about planning is that the things I put in place as Prime Minister following what happened in Iraq—a National Security Council, proper legal advice, properly constituted meetings and a properly staffed National Security Secretariat, including proper listening to expert advice in the National Security Council—were all designed to avoid the problems that the Government had had in the case of Iraq. The only other point I will make is that there is no set of arrangements or plans that can provide perfection in any of these cases. We can argue whether military intervention is ever justified; I believe that it is. Military intervention is always difficult, as is planning for the aftermath. I do not think that we in this House should be naive in any way about there being a perfect set of plans or arrangements that could solve these problems in perpetuity, because there is not.

Commons ChamberMy right hon. and learned Friend makes good points. Let me respond. In terms of Cabinet responsibility, yes, before a decision such as this is made we need to have a Cabinet meeting and Cabinet discussion, but I would not try to substitute that for the work that the NSC now does, in which the head of MI5, the head of MI6 and the Chief of the Defence Staff are around the table. They sit there as equal members able to speak up and tell us what they think. That debate is frankly more valuable than simply listening to other Secretaries of State, although they are there as well. I still think that that is the best place to do that.
Yes, we should have parliamentary debates and it is good if we have them in reasonable time. One of the issues with the Iraq debate was that it was so close to the point of decision that many colleagues felt that to vote in a different way was somehow to let down our troops on the eve of a vitally important decision. Early debate is always good.
May I begin by thanking the Prime Minister for advance sight of his statement and for a few short hours this morning to have a look at the millions of words in the report? Today we remember the hundreds of thousands of people who have died in Iraq—Iraqi civilians and, of course, the 179 UK service personnel who have lost their lives. Today is an important and sombre day for their families, and our hearts go out to them.
The report that we are considering now will be pored over in the days, weeks and months ahead, and it should be the first step in learning the lessons from the UK’s most shameful foreign policy action in decades. Paragraph 409 of the executive summary of the Chilcot report confirms that on 28 July 2002, Tony Blair wrote to President Bush saying:
“I will be with you, whatever”.
Frankly, it is remarkable that the Prime Minister did not think that that was noteworthy enough to mention in his statement to the House. My first question to the Prime Minister is why he did not do so, given that much of the debate rests on the rationale of the Prime Minister of the time for signing up to whatever course of action the United States was prepared to pursue?
On intelligence, the report concludes at paragraph 807:
“The assessed intelligence had not established beyond doubt either that Saddam Hussein had continued to produce chemical and biological weapons or that efforts to develop nuclear weapons continued.”
I completely understand why the families of dead and injured UK service personnel, and hundreds of thousands of Iraqis, will feel that they were deceived about the reasons for going to war in Iraq. I completely understand why they also feel let down when it comes to the post-conflict situation, and the Chilcot report catalogues in graphic detail the failures in planning for post-conflict Iraq.
Paragraph 630 of the executive summary states that
“when Mr Blair set out the UK’s vision for the future of Iraq in the House of Commons on 18 March 2003, no assessment had been made of whether that vision was achievable, no agreement had been reached with the US on a workable post-conflict plan, UN authorisation had not yet been secured, and there had been no decision on the UN’s role in post-conflict Iraq.”
The summary goes on to say at paragraph 814:
“Mr Blair, who recognised the significance of the post-conflict phase, did not press President Bush for definite assurances about US plans, did not consider or seek advice on whether the absence of a satisfactory plan called for reassessment of the terms of the UK’s engagement and did not make agreement on such a plan a condition of UK participation in military action.”
In fact, the Chilcot report concludes, at paragraph 857:
“The UK did not achieve its objectives”.
Lack of planning has been evident since, in relation to Afghanistan, Libya and Syria; most recently there has been absolutely no plan whatever for Brexit. When will UK Governments of Tory or Labour hue actually start learning from the mistakes of the past so that we are not condemned to repeat them? I hope and expect that in the months ahead there will be the opportunity to hold to account those who are associated with and responsible for taking the UK to war in Iraq. It has not only caused hundreds of thousands of deaths; it has undermined people’s faith in Parliament and Government in the UK and left an indelible stain on Britain’s standing in the world.
I thank the right hon. Gentleman for his remarks. He rightly said that it is a sombre day—he is absolutely correct. He highlighted a number of the very serious mistakes that were made, not least on planning for the aftermath. He asked specifically why I did not mention the specific Tony Blair note to President Bush. I was trying to be very careful in my statement to accurately summarise what Sir John Chilcot has said. There was a whole section in my statement about the processes, and I said that Sir John had found that at crucial points Mr Blair sent personal notes and made important commitments to Mr Bush that had not been discussed or agreed with Cabinet colleagues. It is worth reading Sir John Chilcot’s statement from this morning about that.
The right hon. Gentleman rightly focused on paragraph 630 of the executive summary. It is a powerful paragraph that says that
“when Mr Blair set out the UK’s vision for the future of Iraq in the House of Commons on 18 March 2003, no assessment had been made of whether that vision was achievable, no agreement had been reached with the US on a workable post-conflict plan, UN authorisation had not yet been secured”
and so on. That is one of the most powerful passages in the report, and he is right to draw attention to it.
I do not accept that all the same failures are in some way apparent when it comes to planning in Afghanistan. In Afghanistan there was a very clear connection as a Taliban regime was playing host to al-Qaeda. The goal of Government policy, which I supported at the time and indeed put in place when I became Prime Minister, was to make sure that that country could not become a safe haven for al-Qaeda. There was some considerable success in pursuing that aim. There was a huge amount of planning on the post-conflict situation in Afghanistan, and we are still engaged in that. It is not right to say that there was no plan; there is a plan. There is a UK-run officer training academy to strengthen the Afghan army. But as I said earlier, you can have all the plans in the world, but these are still extremely difficult things to get right.
If the right hon. Gentleman is somehow saying that there is no point in ever taking part in any intervention or trying to help any of these countries, that is a different position, and he should be honest and say that. But I would argue that with Afghanistan and Libya—and indeed with Brexit—we have set out the alternatives. That does not mean they are easy.

Commons ChamberWe are leaving the European Union, so surely that must be the case. The reassurance that I can give my hon. Friend is that I am not saying that there are only four or five blueprints and that Britain has to follow any one of those. Obviously, we can try to amend blueprints and have Norway-plus or Norway-minus or a better trade deal than Canada. It is important for colleagues in the House and people in the country to understand that there are some quite fundamental questions about whether we want full unrestricted access to the single market and the price we might have to pay in return, or whether we will be satisfied to have less than full access along with some other compensating advantages. We have to go through all those questions, and the more we can attach facts and figures to them, the more we will enable people to make an informed choice.
Since the Prime Minister returned from Brussels, for the first time in 40 years member states from the rest of the EU have remained there to discuss the future of Europe. While the Prime Minister is not in Brussels, Scotland’s First Minister Nicola Sturgeon is in Brussels. She has gone there to protect Scotland’s interests in Europe and to preserve our place in Europe. She has met the President of the European Commission and the President of the European Parliament. She is also meeting one of the key European negotiators on Brexit, the former Prime Minister of Belgium, Guy Verhofstadt. The First Minister has also spoken to the Taoiseach, Enda Kenny, and will be meeting diplomats from other EU member states. Nicola Sturgeon is doing this with a mandate from the Scottish Parliament, with support from the Labour party, the Liberal Democrats and the Scottish Green party. An expert group has been established to advise on protecting our place in Europe. It includes eminent diplomats, economists and constitutional experts. These include a former British judge in the European Court of Justice, the former British ambassador to NATO, the former economic adviser to the European Commission and the former permanent under-secretary at the Foreign and Commonwealth Office and head of the UK diplomatic service.
We all need to explore ways to protect Scotland’s relationship with the European Union, Scotland’s place in the single market and the social, employment and economic benefits that come from that. I want to ask the Prime Minister whether he even raised the question of Scotland at the Council of Ministers. Did he say that Scotland wanted to stay in the European Union? Did he say that Gibraltar wanted to stay in the European Union? Did he say that London wanted to protect its important position in Europe? When are we going to get some leadership on this from the UK Government? Or is he just going to stand by and watch England leave the European Union and declare independence from the rest of the United Kingdom?
Yes, there is a meeting of the 27 other members of the European Union this morning, and that was always going to happen if we made the decision to leave because, just as we must prepare our negotiating position, they will want to prepare theirs. The good thing about last night’s conversation was that it started off on a very reasonable, fair and constructive basis. I am glad that the First Minister of Scotland is having those meetings. It is always useful to meet and talk to our European counterparts, but at the end of the day, the best way we can secure the best possible access for Scotland into the single market is for the United Kingdom to negotiate as hard as it can, as one.
To answer his specific question about whether I talked about Scotland last night, yes I did; I talked about this Parliament and I talked about Scotland. In managing last night’s meeting, we took a bit of a cue from what happens in this House. I set out what I thought was the result of the referendum and why. I set out what I believe would be the aims of Britain and the United Kingdom and I explained how different parts of the United Kingdom voted. All the other 27 members then spoke, many asking questions, and I answered all their questions at the end of the dinner as fully as I could, as I do in this House. A little bit of British parliamentary practice was introduced into the European Council and I think it was a good way of doing things.

Commons ChamberScotland voted overwhelmingly to remain in the European Union. Sixty-two per cent. of voters cast their votes to remain in the EU, and every single local government area in the country voted to remain in the EU. In Scotland we voted to remain because it really matters that we are in the single European market, because we value the free movement of people, goods and services, and because our EU citizenship rights matter, as do our legal safeguards for workers, for women and for parents. In Scotland we voted to remain because we are a European nation, and it really matters to us that we live in an outward-looking country, not a diminished little Britain.
In Scotland we are now being told from Westminster that despite the majority against leave, we are going to have to do as we are told: we are going to be taken out of Europe against our will. Mr Speaker, let me tell this House and our friends across Europe: we have no intention whatsoever of seeing Scotland taken out of Europe. That would be totally democratically unacceptable. We are a European country and we will stay a European country, and if that means we have to have an independence referendum to protect Scotland’s place, then so be it. Thank goodness that we have a Scottish Government and a First Minister who are prepared to lead and seek to protect Scotland’s place, and it is very welcome that this approach is being supported by Opposition political parties across the Scottish Parliament.
Meanwhile, “Project Fear” has turned to “Project Farce”. Apparently those who propose that we should leave Europe have no plan. A senior leave MP said:
“There is no plan. The leave campaign don’t have a post-Brexit plan.”
The MP went on to say:
“No. 10 should have had a plan.”
Meanwhile, UK share prices are so volatile that some stocks have temporarily been suspended and sterling has hit a 31-year low.
On one thing I hope we are all agreed: that we take serious note of the very disturbing series of racist incidents directed against our fellow citizens who happen to come from other European countries. I hope that we all, on all sides, totally repudiate these despicable acts and encourage the police and prosecuting authorities to do all they can.
Given the economic damage and uncertainty that is currently being caused, may I ask the Prime Minister the following financial questions? We welcome the actions of the Governor of the Bank of England to help provide certainty in difficult times. Can the Prime Minister confirm that the Governor has no plans at present to change his forward guidance on interest rates? The SNP will continue to support any sensible measures to deliver stability and confidence in the UK economy at this time. However, we want to be explicitly clear that this will not be used to deepen further the programme of austerity.
In conclusion, the lack of leadership from Whitehall over the past few days has been unprecedented. We recognise that any further drift or vacuum simply exacerbates uncertainty. We know that the Prime Minister is planning to leave and we wish him well, but may we have an absolute assurance that his Government will finally start to take a firm grip of the situation in which we all, sadly, find ourselves?

Commons ChamberI am happy to agree with my hon. Friend. Having spent last week at Shepherd Neame in Kent, and having spent yesterday at Greene King in Bury St Edmunds, I agree with her that a large quantity of real ale is one of the best ways to get through this gruelling referendum campaign, and I would recommend it to everybody. The British beer industry is in good health because of the duty cuts made by my right hon. Friend the Chancellor. Because of the micro-brewers tax regime, we have a lot of craft ale coming through in our country. It is an industry in a good state. The brewers that I am talking to and going to see want the single market open and they want us to remain in.
On Orlando and on the deaths in France, we on the SNP Benches join in the condolences that have been expressed by the Prime Minister and the Leader of the Opposition.
We are now only a week away from the biggest question that the UK has faced in a long time—continuing membership of the European Union. Exports of goods and services from the Scottish economy are massively important: hundreds of thousands of jobs depend on them. Meanwhile, our public services, including the NHS, are supported by many hard-working people from elsewhere in the European Union. Does the Prime Minister agree with me that if we want to protect jobs and if we want to protect our public services, we must vote to remain in the European Union?
I believe that the most important argument—there are many arguments people make, but this is the most important—is about the future of our economy. It seems obvious to me: you can listen to the experts, or you can just make a common-sense argument. Today, we have full access to a market of 500 million people. For an economy such as Scotland’s, which is such a big exporting economy, there is no way we would get a better deal on the outside of the single market than we get on the inside, so if we left we would see our economy suffer, we would see jobs suffer and we would see people’s livelihoods suffer. That is just plain common sense. I absolutely agree with the right hon. Gentleman that for jobs and for livelihoods, we should remain in. There is a consequence for the public finances, because if our economy is doing less well, our public finances would be doing less well, and that would have consequences for Scotland, too.
May I raise that issue with the Prime Minister? Today, we have learned from a Conservative Chancellor of the Exchequer and a former Labour Chancellor of the Exchequer that there would likely be £30 billion of cuts to public services or tax rises were there to be a Brexit vote. What impact would that have on public services in Scotland? Please can we learn now, before we vote, what impact that would have on the budget in Scotland, which pays for the NHS in Scotland, for our schools in Scotland, for local government and for all key public services? Is that not yet another reason why we must vote to remain in the European Union?
These figures are not based on what the Chancellor of the Exchequer is saying; they are based on what the Institute for Fiscal Studies and the National Institute of Economic and Social Research are saying. They are talking about a £20 billion to £40 billion hole in our public finances if Brexit were to go ahead. Those organisations are often quoted across this House—many times against the Government—because they are respected for their independence. Clearly, if that is the impact on the public finances, decisions to cut public spending in the UK Budget do have an impact, through Barnett, on Scotland. To anyone who says, “Well, these warnings could of course be wrong, or they could be inaccurate”, I would make the point—it is perhaps an uncomfortable one for the right hon. Gentleman—that there were of course warnings about the oil price before the Scottish referendum, and it turned out actually to be worse than the experts warned.

Commons ChamberMay I begin by echoing the tributes of the Leader of the Opposition and the Prime Minister to Members who passed away in the last year? Given that today is a day of heightened security, may I also take the opportunity—I do not think this has happened yet—to pay tribute to the great number of police, parliamentary staff and other agencies that have been working very hard, often behind the scenes, to make sure that everybody in this place, including visitors and the general public, are safe?
I can start by assuring everybody, on both sides of the House, that I have absolutely no intention of speaking for 41 minutes without taking any interventions. It is appropriate to give other Members the opportunity to speak in today’s proceedings.
It is also appropriate to commend the mover and seconder. I pay tribute to the right hon. Member for Meriden (Mrs Spelman) for her long-standing interests, particularly in European issues, which are close to her heart. We are fellow German speakers and have found ourselves at a number of European events. I look forward to her contributions over the next five weeks, especially on the subject of why it is important that we remain part of the European Union.
The seconder, the hon. Member for Bracknell (Dr Lee), also has a significant interest in European issues and has worked with the Konrad Adenauer Foundation. We have a shared interest, because my great uncle worked for Chancellor Adenauer after the war. The hon. Gentleman has considerable experience as a medical general practitioner and has been prepared to make difficult decisions on issues in Parliament. For example, he joined the Scottish National party and others in voting against the Government’s intervention in Syria.
Last year’s Queen’s Speech followed immediately after the general election when, in Scotland, the SNP won almost every single seat in the country. This year’s Queen’s Speech follows shortly after the Scottish parliamentary elections, when the SNP won an impressive majority of constituencies right across Scotland. I congratulate everyone of all parties who was returned and those who ended their parliamentary public service at Holyrood at the election, such as my right hon. Friend the Member for Gordon (Alex Salmond). SNP Members are delighted by the clear mandate as First Minister for Nicola Sturgeon, who is currently forming her Government.
I would like to take this opportunity to thank the outgoing Scottish Cabinet Secretaries, Alex Neil and Richard Lochhead. Richard was the longest-serving and most experienced rural affairs and fisheries Minister anywhere in the European Union. Given the circumstances of his wife’s brave battle with cancer, I am sure that Members across the House will join me in sending him and Fiona our best wishes.
The Queen’s Speech was clearly drafted with the ongoing EU referendum campaign and our impending decision looming large and overshadowing proceedings here. We in the Scottish National party will make the positive case in the next five weeks and beyond for Scotland and the rest of the United Kingdom to remain in the world’s largest single market, which provides crucial social and equalities safeguards.
Much of the Queen’s Speech relates just to England and Wales, including the flagship prison reform Bill. It is understandable that that is an issue that needs to be tackled. The Scottish Government have increased spending significantly on modernising and improving the prison estate north of the border, and recently passed the Community Justice (Scotland) Act 2016, which supports the reform of penal policy to reduce reoffending and tackle crime at source. We therefore understand why colleagues in the rest of the UK wish to emulate the kind of changes we have introduced in Scotland. Quite a number of other major pieces of legislation will impact largely on England and Wales—those that relate to education, adoption and reforms to democratic processes—so when the Prime Minister talks about this being a one nation Queen’s Speech, we on the SNP Benches know which nation he is talking about.
I know that it is perhaps not fashionable in political discourse to point out things that we agree on, but I would like to break that convention because it is important to acknowledge it when there is a need for legislation. With the usual caveat that we have not actually seen the legislative proposals, I and my colleagues will be very interested in scrutinising and supporting the measures in the Queen’s Speech that are worthy of support. We are especially interested in proposals on combating tax avoidance and keeping up with rapid technological developments that will have a transformative economic and societal impact, such as 100% broadband access, to which the Scottish Government are already committed, and driverless cars and drones.
The SNP is the only major Opposition party in the House of Commons that has bothered to prepare an alternative to the Queen’s Speech. It behoves serious Opposition parties not only to hold the Government to account, but to propose alternatives. The SNP’s alternatives prioritise strong action to encourage productivity and export growth in the economy, to support the most vulnerable through progressive action on work and pensions, and to deliver meaningful further devolution to Scotland.
At the top of our list of proposals in advance of today’s Queen’s Speech was an emergency summer Budget. Why? Because it would give the Government an opportunity to put an end to austerity. It could bring about an inclusive, prosperous economy through a modest investment in infrastructure and vital public services. Our proposals are detailed. They would boost investment and halt the austerity programme that has strangled economic progress. They would increase spending on public services by a modest 0.5% a year in real terms between 2016-17 and 2019-20, which would release more than £150 billion during that period for investment in public services, while ensuring—no doubt this will be important for Government Members—that public sector debt and borrowing fall over the Parliament.
It is a choice for the Government whether they pursue those proposals or not; we believe that they should do so. Such a Budget would stimulate GDP growth, support wage growth and tax receipts, and, by transforming productivity and innovation, act as a major signal of confidence in our economy. It would, of course, also do much for an inclusive economy. The modest increase in expenditure would stop the cutbacks that disproportionately burden the most disadvantaged groups, causing widespread suffering and inequality, and denying so many opportunities. It would also support trade and exports, which are important for all parts of the UK. The figures should worry all of us, because they are moving in the wrong direction. The UK is likely to fall short of its target to double exports to £1 trillion this decade by some £300 billion —an enormous shortfall. A summer Budget could contain measures to stimulate the type of investment needed to improve the dire UK trade and export figures.
If the Government were to follow our proposals, they could introduce a fair tax Bill. Incidentally, I know the Prime Minister is listening, so I should say that it is not too late for him and his officials sitting in the Box, should they hear a good suggestion, to take down some notes and include it in their legislation, and I would encourage them to do so. Perhaps that could be a fair tax Bill to simplify the tax system in the UK and deliver greater tax transparency. How about a moratorium on Her Majesty’s Revenue and Customs office closures so that there is a network of tax advice offices to support local businesses in navigating the tax system?
How about committing the Treasury to establishing an independent commission to report back in two years following a comprehensive consultation on the simplification of the tax code? How about strengthening tax transparency by guaranteeing that the beneficial ownership of companies and trusts will be made public? On that point, I have listened to the Prime Minister adopting a tone of concern over recent weeks, which I endorse. I have no reason to doubt his genuine intention to deal with corruption and tax avoidance, which is a scourge that means that the Government and Ministers do not have the resources at their disposal to support the public services that we all depend on. However, I just do not understand why, if we are to have a list of beneficial owners, it should be shared only by prosecuting authorities. It seems to me that the more public information we can have on all forms of beneficial ownership, the more it will be to the benefit of all.
On the issue of Scotland and the constitution, the Scotland Act 2016 was welcome progress in Scotland’s devolution journey, but Government Members will not be surprised when I say that it does not go nearly far enough. That was why Scottish National party Members, having been elected by the people of Scotland to raise these points in the Chamber, tabled 100 amendments to the Scotland Bill. It is interesting to note that the UK Government accepted not a single amendment. The people sent to this Parliament to represent the people of Scotland, and elected on a manifesto, presented those amendments to this House, but not a single one was accepted.
Is not the reality that this Queen’s Speech was not for viewers in Scotland—so much so that the Scotland Secretary has been nowhere to be seen on the Front Bench? I think that even my predecessor, Sir Teddy Taylor, had more to say about Scotland. Perhaps my right hon. Friend could encourage the Prime Minister to tell us what new plans he has to embolden our national Parliament in Edinburgh.
Well, he does. He could of course intervene on me and outline the plans that he did not give earlier. I see that he does not want to take the opportunity—that is fine. We do of course have the right to take interventions, although I will be happy to follow your guidance, Mr Speaker.
May I make a little progress? I will be happy to come back to the hon. Gentleman.
The SNP’s alternative Queen’s Speech would deliver a Scottish home rule Bill, which would involve a strong package of powers for the Scottish Parliament. The wording is quite important, because of course the people of Scotland were promised home rule and near federalism. My degree is in politics, and I have had a look at federal systems around the world. There are a number of parties in the House that favour federalism, but we do not live in a federal state in the UK, and nothing in the Scotland Act comes remotely close to “near federalism”. That was not in the Queen’s Speech. It would have been good to see it there; perhaps the Government might think about it, but I hae ma doots—“I have my doubts,” he says, looking at the poor Hansard writers.
The Government are unlikely to deliver a Scottish home rule Bill, but perhaps, given the unhappiness on the Treasury Bench about the House of Lords for the first time in a long while, the time has come for even the Conservative party to realise that there is a need for parliamentary reform. Let us be serious. We work in a Parliament where the second Chamber is not elected by anyone. Let me say that again: the second Chamber of the Parliament described as the mother of all Parliaments is made up of people elected by nobody. This is the 21st century. Please let us get on with replacing the House of Lords.
I stand corrected, but I still think that that is totally unacceptable.
I am delighted that my right hon. Friend has raised this matter. Is it not right that we inform the Prime Minister, given that he has appointed more Members to that unelected, unaccountable House of Lords than Margaret Thatcher, Tony Blair and John Major put together?
I am delighted to speak today on behalf of a parliamentary party that has never nominated a single person to the House of Lords and never will. However, if we wished to have a second Chamber with the oversight responsibilities that many people argue are necessary, why not have a Chamber made up of representatives of the nations and regions? This is the 21st century—why don’t we get on with it?
While we are doing that, why not consider electoral reform? The Leader of the Opposition raised that issue. He has clearly rowed in behind the changes that the SNP proposed for the independence referendum, which proved that giving the vote to 16 and 17-year-olds—the issue on which I made my maiden speech—is a sensible move forward. Sixteen and 17-year-olds should be fully enfranchised.
The time has also come to establish an independent commission on proportional representation to report on possible models for the Westminster Parliament, and I say that as a member of a political party that might do worse under proportional representation. It was our policy when we were under-represented and it is our policy when we represent almost every seat in the country. In my speech last year, I made the point that the SNP does not represent everybody in Scotland and that we are mindful of that. It is important for all of us as democrats to ensure that the electoral systems that we use properly reflect in Parliament every strand of opinion that has support, and this place should be no different.
I realise that SNP Members like to discard referendum results, but we had a referendum early in the last Parliament on changing the Westminster voting system. My constituents voted 2:1 and the country overall voted to keep first past the post. End of the matter.
Right. I noticed that the body language was a bit hostile. There is a debate to be had about what form of electoral system should be used. Some favour single transferrable vote and others favour the additional member system. Let us just agree that surely first past the post has had its day. It is long past its sell-by date.
Let me move on to issues that were not but should have been in the Queen’s Speech. I want to consider justice and home affairs. The UK Government’s approach to immigration has been heavy-handed and one size fits all, and has only fuelled the misconceptions about migrants. The Government had to be dragged, kicking and screaming, by public opinion on issues such as unaccompanied children on the European continent. The Prime Minister needed to be reminded of the UK’s role in the 1930s in taking in unaccompanied children from the European continent, and I commend him for thinking about that issue again. I hope that those changes can be brought about quickly so that those children arrive in the UK as soon as possible, and I reiterate that I hope he does not see 3,000 children as the height of his ambition.
Putting the Human Rights Act in danger is a matter of great concern to a great number of us—indeed, I would go so far as to say that I do not think the idea has a majority in the House of Commons. The Scottish National party will be happy to work with Members across the House, and we may even have started discussions with some right hon. and hon Members on that subject. We will work together to ensure that human rights are not undermined in the UK, and we will always seek to protect the national and transnational legislation that underpins human rights in our country.
The SNP’s alternative Queen’s Speech would deliver a more measured approach to migration and reaffirm the importance of human rights. Why not have a migration Bill to ensure that the UK maximises the benefits of migration and that people who come to the UK are treated with respect? Why do the Government not report annually on migration forecasts, and produce a strategy that includes plans to maximise the benefits of migration? How about reversing changes to immigration laws that prevent UK citizens from living here with their partners and children from overseas? Those laws deprive businesses and public services of key staff, and prevent universities from competing for the brightest international students. How about reversing cuts to support for asylum seekers, and adopting a strategy of providing integration opportunities from day one? How about reintroducing a post-study work visa? All that could have been in the Queen’s Speech. Sadly it was not, but—I am looking at those on the Treasury Bench—there is still time.
If we had a post-work study visa, families such as the Brains in my constituency, who are being forced out by this Government, would be able to stay in the highlands and make a valuable contribution to our economy.
My hon. Friend makes a good point—[Interruption.] I notice the Foreign Secretary shaking his head because he thinks that is a bad idea, but I ask him to please consider that case, that family, and their qualifications. Those are the kind of people we need. Scotland’s problem has never been immigration; it has been emigration. People have come to our shores from all kinds of countries, and they have contributed in all kinds of ways that have made Scotland the country it is today. I appeal to the Prime Minister and the Home Office to consider that case and reverse the ruling.
On human rights and enhancing equalities law, what about preventing the revocation of the application of the Human Rights Act 1998 to any devolved nation, without the express consent of the Parliament or Assembly of that nation? How about modernising the Equality Act 2010 to strengthen the rights and liberties of citizens across the UK? How about affirming and protecting the role of the European convention on human rights in the UK through entrenchment? The SNP is in favour of that, and we would welcome the Government thinking likewise, although unfortunately that is unlikely.
On social justice, the Government have orchestrated truly devastating cuts that have destroyed the safety net that social security should provide, and any of us who hold regular surgeries know that to be true. Instead of “business as usual” the Government should return to the drawing board on social security and abandon their austerity agenda. The cuts have butchered the aspects of universal credit that might—might—have created work incentives, and instead they have hammered low-paid workers. The time is up for universal credit, and the Government need to find a fairer solution and an alternative for children, for working, low-income families, and for disabled people.
Does my right hon. Friend agree that the life chances—we have been hearing those words all day from the Government—of children in the 4 million families who are set to lose out because of cuts to work allowances will be severely disadvantaged because of those changes?
My hon. Friend has fought a good fight on this subject and she will continue to do so. I hope that the Prime Minister was listening, because her point was extremely powerful.
At this point, I should like to bring up a pensions issue, because the Government are not acting on measures voted on in this House. The issue of those affected by the rapid pace of increases in the state pension age—the Women Against State Pension Inequality Campaign women—is not simple, but the Government should look at it. There is no debate about the need for changes in pensions—everybody acknowledges that. Privately within the Government, there is an appreciation that there is an unfairness.
There is also an unfairness and a similar inequality—those who represent constituencies with significant communities of people from the armed forces will know of it—for widows. Among other things, that should surely be looked at as part of a universal pensions Bill. We should have a commission to investigate the inequalities in current and future pensions policies. We should also develop access to automatic enrolment to incentivise pension saving. All of that matters tremendously.
Before concluding, I should like to address two other important issues. First, on defence, the UK has suffered a squeeze in many respects in conventional defence capabilities in recent years. Bases have been closed, including the ending of flying operations from two of Scotland’s three airbases. Crucial capability gaps have been exposed, including the absence of a single maritime patrol aircraft—not a single one is currently operational for the United Kingdom.
The Government have committed to bridging that gap, and I urge them to do so as quickly as possible. I urge them to look at co-locating the training of defence personnel with the maritime fleet. That makes perfect sense, and I can see that the Foreign Secretary, the former Defence Secretary, is thinking about it. It is ludicrous that a maritime state has been without maritime patrol aircraft for year after year.
Another important defence issue for people in Scotland is nuclear weapons. This Prime Minister, and unfortunately too many Labour Members, intend to vote for a replacement for the Trident system of weapons of mass destruction when the lifetime cost is more than £200 billion. Scottish National party Members will vote against, but how about a nuclear weapons consent Bill that would require the UK Government to seek the consent of the Scottish Parliament for basing the Trident nuclear weapons system in Scotland? How about respecting the views of the people of Scotland on that subject?
There is another defence issue. The workers in the Clyde shipyard have been told that 800 jobs are under threat because of delays to the Ministry of Defence procurement programme?
My hon. Friend is a doughty campaigner for his constituents on that and makes his case well. The Prime Minister is sitting on the Treasury Bench and I hope he was listening because, given what was promised in 2014 in the run-up to the Scottish referendum, it would be intolerable if he went back on the commitments made at that time.
On foreign affairs, I would like a return to something that was said not that long ago: that the UK should have an ethical foreign policy. I am profoundly troubled by the way in which the United Kingdom sells weapons that are used in armed conflict. The people who use the weapons are trained by the UK military, fly planes produced in the United Kingdom, and fire weapons made in the United Kingdom. Currently, that is being done by Saudi Arabia in Yemen. The time has come better to regulate weapons trading. The Government should have brought forward a weapons trading Bill but they have not. We should end our existing arms deals with Saudi Arabia, following the example of our European neighbours. We should have an ethical foreign policy and the Government should pursue it. Sadly, they do not.
Will the right hon. Gentleman give way?
I made a commitment that I would not emulate the leader of the Labour party by speaking for 41 minutes, and I am running the risk of doing so.
Order. The right hon. Gentleman will be as expert in maths as he is in many other matters, but he has 13 minutes to spare.

I am grateful to the right hon. Gentleman, who is, as always, very courteous in these matters.
The right hon. Gentleman began by talking about some of the areas where he might agree with the Prime Minister. Before he concludes, will he answer this question? Does he agree with the Prime Minister on the question of extremism and indoctrination in our country? The Scottish National party has a very good record in opposing Daesh and everything it stands for. Does he agree that what the Prime Minister said was encapsulated by the late, great philosopher, Sir Karl Popper, in the paradox of tolerance? He said that we must tolerate all but the intolerant, because if we tolerate the intolerant, the conditions for toleration disappear and the tolerant go with them. Can the right hon. Gentleman reach across the party divide to support the Government on that, because it is important for all of us?
There are things in politics about which there should be no disagreement between mainstream political parties. Very much in the spirit of what the right hon. Gentleman says, I would hope the proposals the Government bring forward can garner the maximum support. That is why, only a few short weeks ago, I raised with the Prime Minister the death of an Ahmadiyya Muslim in Glasgow. That is why I went to visit the Ahmadiyya Muslim community here in London—incidentally, the oldest mosque in London is an Ahmadiyya Muslim mosque—and why I am meeting the British Jewish community next week. This is not just about issues of intolerance towards or between different parts of the Islamic community; it impacts on the UK Jewish community. Sadly, there are a whole range of other forms of intolerance for which we should have no tolerance. I hope the Prime Minister and his colleagues bring forward something that can command support across the House. We will look as closely at that as possible. A Conservative Member asked a very difficult question earlier, one with which we would all grapple: at what point does the radicalisation process become so problematic that the law is tripped?
There is also a really big challenge for all of us in this age of modern technology. There are many examples—this is a matter of public record—of people becoming radicalised very, very quickly. We know our security services are having to grapple—as, unfortunately, security services in Belgium and France have had to recently—with the dangers of terrorist group operations. The difference between flash and bang—between the thought and the terrorist act—is extremely short. These are very difficult questions for all of us. I hope this is an area on which we can find cross-party agreement.
I would like to conclude, Mr Speaker, without reaching the 41-minute mark. Sadly, the Queen’s Speech is in many respects anaemic. It contains many pre-announced proposals for measures that have been carried over. There is a very strong focus on legislation for England and Wales. Of itself, that is not a bad thing—we wish our colleagues in England, Wales and the rest of the United Kingdom success—but it has crowded out alternatives, many of which have been proposed by the SNP.
I am concluding.
Surely what the UK requires is strong action on encouraging productivity and export growth in the economy; surely what the UK requires is support for the most vulnerable through progressive action on work and pensions; and surely what Scotland requires is the meaningful devolution we were promised. That is what the SNP’s alternative Queen’s Speech proposes. I commend it to the House.

Commons ChamberThat is another positive campaigning point from the SNP. It is not for me to give advice to the SNP, but if my vote had fallen by 500,000 between the general election and the election for the Scottish regional list I would be focusing on getting my supporters out to vote on 23 June to ensure that Scotland votes to remain.
In the run-up to the European Union referendum, we are delighted on these Benches that the Scottish electorate has returned a pro-European SNP Government with the highest vote of any current party in any national election anywhere in western Europe. Most people in Scotland are pleased that, when given the opportunity, the Scottish electorate did not return a single MSP from the Europhobic UK irrelevance party and that there is a majority in the Scottish Parliament for Scottish independence as a member of the European Union. On the powerful case for remaining in the EU, will the UK Government please concentrate on making a positive, inspiring case to stay, rather than on rewarming endless scare stories?
I have made it clear to the right hon. Gentleman that that is my exact intention. Perhaps he could undertake today to stop obsessing about process and a second Scottish independence referendum and to concentrate entirely on the positive reasons for Scotland to remain in the EU.
Scotch whisky is the largest net goods exporter to the European Union, both from Scotland and from the United Kingdom as a whole. Does the Secretary of State agree that the European single market is profoundly important and positive for that £1 billion trade, meaning that there is no need for customs forms, duplication of labelling, and safety requirements? Will he stress the positive advantages to the whisky industry, and all exporters from Scotland, to jobs and to profitability of remaining within the European single market and the European Union?
I am absolutely clear that what the right hon. Gentleman states is the case, and I am sure he will have welcomed the visit to Scotland made yesterday by my right hon. Friend the Secretary of State for Environment, Food and Rural Affairs to stress the importance to the whisky industry of remaining in the single market. The particular points he makes about duplication in relation to labelling, certification and licensing are ones the Scotch Whisky Association has made, and I am sure the public will take them into account when they vote in the referendum.
I did discuss this issue with President Obama, and both the US and the European Union have taken action against Chinese dumping. If you look at the figures, the excess capacity in China is around 25 times higher than the UK’s entire production. The anti-dumping tariffs we have produced in the EU have been very effective and, in some categories, have reduced Chinese exports by as much as 98%. So my hon. Friend should not believe some of the figures put around that the EU action does not work; it does work, and if we were outside the EU we might be subject to those tariffs ourselves.
The Prime Minister’s Government were elected with 37% of the vote, so I am sure he would acknowledge the success of Nicola Sturgeon and the SNP in being returned victoriously, for a third time, with 46% of the vote—the highest figure currently of any political party in national elections anywhere in western Europe.
On the anti-corruption summit, has the Prime Minister read the appeals from Nigerian campaigners who say that their
“efforts are sadly undermined if countries such as your own are welcoming our corrupt to hide their ill-gotten gains in your luxury homes, department stores, car dealerships, private schools and anywhere else that will accept their cash with no questions asked. The role of London’s property market as vessels to conceal stolen wealth has been exposed in court documents, reports, documentaries and more”?
What is the Prime Minister going to do about this?
I am delighted to congratulate Nicola Sturgeon on her victory in the Scottish elections, as I am sure the right hon. Gentleman would want to congratulate Ruth Davidson on her stunning performance. We have something in common, because the SNP has gone from majority to minority, while the Conservatives have gone from coalition to majority. Next week he can get up and ask me how we are getting on with ordering some more pandas for Edinburgh zoo—I think that would be a very positive development.
The question the right hon. Gentleman asks about the corruption summit is absolutely right: the whole point of holding this summit in London is to say that action is necessary by developed countries as well as developing countries. One of the steps we are taking—to make sure that foreign companies that own UK property have to declare who the beneficial owner is—will be one of the ways we make sure that plundered money from African countries cannot be hidden in London.
It would be helpful if the Prime Minister confirmed that that list will be publicly available and not just accessible for the police. Seeing as how he is prepared to lecture other countries on corruption and probity, will he explain why seven police forces in the UK have launched criminal investigations into Conservative MPs for potential electoral fraud? That is very serious, so how is it that a Conservative police and crime commissioner can serve in such a role while being under police investigation?
First, let us be clear about this anti-corruption summit. Nobody is lecturing anybody. One of the reasons this issue does not get addressed is that countries and politicians are too worried about addressing it knowing that no country is perfect—nor, indeed, is any politician. But I think it is right for Britain to take this lead, not least because we meet our 0.7% contribution on aid. I think we are entitled to raise this incredibly important issue. As to what the right hon. Gentleman says about the Electoral Commission, the whole point is that in this country the Electoral Commission is independent. When it comes to operational decisions by police forces, they are independent too. Long may that be the case: that is the hallmark of an incorrupt country.
