It is always a pleasure to meet the hon. Lady. I am happy to confirm that we are committed to bulldozing trade barriers. I am pleased that Chile has been able to approve British pork producers exporting into a market that is worth over £200 million as part of our total trade in goods and services of £26.5 billion. There is more to do; I am happy to meet her.

T4. The Gulf states are an important trading zone for businesses based in Warrington South, particularly given the excellent links through Manchester Airport to the Gulf. What progress is my hon. Friend making in developing trade and investment links between the UK and the Gulf Co-operation Council?

The six GCC nations form together one of our largest trading partners, with total trade standing at over £31 billion in the four quarters to September last year. In January, we completed a public consultation in support of a trade deal with the GCC that gets the best deal for British businesses and consumers. We aim to start those negotiations with others later this year. In the meantime, we are driving forward investment, including £1 billion from the Kingdom of Saudi Arabia supporting sustainable aviation in Teesside, and, as I referred to earlier, £10 billion from the United Arab Emirates in a sovereign investment partnership.

In 2020, the ECJU administered nearly 16,000 standard individual export licences. It completed 62% within 20 working days, against a target of 70%, and 85% within 60 working days, against a target of 99%. That is why we have brought in work to modernise and streamline the application process so that it will be more efficient and—further to the hon. Lady’s point—will allow businesses to know that they can use the system as effectively and with as little red tape as possible.

We are negotiating and implementing free trade agreements and removing barriers that British businesses face across the globe. Last financial year, we resolved more than 200 barriers across 74 countries, an increase of 20% on the previous year. We have so far secured FTAs with 70 countries plus the EU, covering nearly £800 billion-worth of bilateral trade in 2020, delivering benefits for communities across the country.

British produce and food and drink are some of the best in the world, especially when they are made in the north-west of England. What steps are the Government taking to reduce market access barriers for businesses in Warrington South and the north-west? What have they done in the past year to help British exporters?

The Department is working hard to reduce barriers to trade, including for my hon. Friend’s constituents in Warrington South. For example, I can tell him that we have successfully secured access for British wheat to Mexico, poultry to Japan and lamb to the USA, just to name a few of the barriers that have been removed, boosting food and agriculture among many other products across the globe.

I welcome ABP’s investment in King’s Lynn and was glad to hear of the new Vancouver timber terminal, which I understand will open on Monday, representing £1.4 million of investment. With 95% of the UK’s trade facilitated by the maritime sector, our ports are integral to UK trade and to the success of our Made in Britain, Sold to the World strategy.

I am sure that the Minister, like me, has been incredibly impressed by the small and medium-sized businesses that are looking to export to new markets. What support is available for a business such as N’Genius, which is based in my Warrington South constituency and has patented a new high-strength stainless steel that can revolutionise engineering and construction? How can this Government help it export that UK innovation to the rest of the world?

Our new export strategy is a 12-point plan focused on tackling the barriers to trade faced by SMEs. We are opening markets and supporting companies through the export support service, which provides a single point of entry to DIT support for SMEs. This new service will direct businesses to services such as those provided by UK Export Finance, the UK Export Academy and our pilot UK trade show programme. I am happy to connect N’Genius to one of our international trade advisers for further assistance.

This is an important area of policy. I would be very happy to sit down and discuss the Committee’s findings. It will continue to be a key area post COP26 as through the UNFCCC system we try to find something that can work across the planet, to make sure that we can be as effective as possible in using carbon pricing to help drive the green solutions that we all need.

I congratulate my right hon. Friend on the news that she has begun discussions on a new export and investment partnership between the UK and Italy. Does she agree that enhancing our bilateral relationship with Italy will boost export opportunities and investment promotion for our businesses?

I thank my hon. Friend for highlighting an important G20 discussion that I had last week with the Italian Trade Minister. We launched a UK-Italy dialogue, which will be an opportunity to continue to grow the already substantial £14 billion in exports that we have with Italy and the £30 billion in overall bilateral trade so that we can build those relationships with one of our close European allies. We look to do more in bilateral relationships with many of our European neighbours.

The hon. Lady and I agree that Northumbrian lamb is, without a doubt, best in the world, and I am happy to say that to any New Zealander who wants to take me on and challenge me. We have meat imports from the EU that are much greater than those we now receive from New Zealand, and they will continue to be. As I have said, New Zealand has not taken up its quotas already, and I am not at all concerned that the high quality produce made by Northumbrian farmers, or indeed in any other part of our wonderful UK, will be put at risk. We are selling some of the best quality produce in the world, and that will continue to be the case. As we make new free trade deals, we will open up more markets for farmers to use.

I congratulate the Secretary of State on the agreement reached with New Zealand. She will know that Warrington has some of the finest gin production anywhere in the world. What will this agreement mean for small spirit producers in Warrington?

I did not know that Warrington was the centre of gin, but now I have discovered that I will have to go and visit as soon as possible. The trade deal strips away tariffs on all goods with rules of origin, and clearly a producer of Warrington gin, which absolutely is a Warrington gin, will have the opportunity to take their goods to market in New Zealand without tariffs. I look forward to championing Warrington gin, and all other forms of British gin.

The clauses that the right hon. Lady is referring to are absolutely standard in free trade agreements. Every agreement is the result of a negotiation with the relevant country, and of course we secure the best possible outcome in terms of tariff reductions and rules of origin, but I will be absolutely clear that firms locating in our freeports are free to take advantage of whichever is better for their company: a given free trade agreement or the additional reductions from being in that freeport.

I was delighted to devise the enhanced trade partnership concept last year, and after much work across Government, the Prime Minister agreed the ETP with his counterpart on 4 May. Trade with India has averaged around £20 billion over recent years, and with its population bigger than those of the EU and US combined, the scope for growth is great, so I am looking forward to discussing our future trade deal with my new counterpart very soon.

I warmly welcome the work the Minister is doing to secure a trade agreement with the world’s fastest growing economy. Does he agree that a trade deal with India will open the door for British goods—whisky from Scotland, fine wines from the vineyards of south Wales and handcrafted gin from Warrington, the best in the world?

I am in absolute agreement with my hon. Friend and I must make a visit to Warrington to sample some of this superb gin. India is projected to be the world’s second largest economy by 2037, so the opportunities for British businesses, from financial services to pharmaceuticals, form food and drink to film and music, are huge. This people’s Government are determined to make sure that every corner of our country benefits from international trade, securing growth and creating jobs.

Redcar and Cleveland are a key priority as we negotiate the Australia deal. There are 13,000 small and medium-sized enterprises in the United Kingdom that already export to Australia, and I see lots of opportunities for them to benefit from our close trading relationship, including in the areas of steel and chemicals, food and drink and digital and data.

Technology is an important and growing sector. In fact, sales of our digital tech exports totalled £23 billion last year, and Oxford Economics thinks they will be worth up to £31 billion by 2025. Our ambitious approach to digital trade in free trade agreements will boost exports, and support economic growth, job creation and prosperity. We have negotiated strong measures, not least in Japan, and will seek similar outcomes in our talks with the United States, Australia, New Zealand and the comprehensive and progressive agreement for trans-Pacific partnership.

Will the Minister tell us a little bit more about the UK-Japan free trade agreement, and particularly how it will help businesses in Warrington South and the north-west to do more business with Japan?

There are specific issues including not having to worry about the added cost of setting up data servers in Japan because of the elements that look at data transfer; a guarantee that the trade secrets underpinning innovations of entrepreneurs in my hon. Friend’s constituency are protected and do not have to be shared across borders; and a clear commitment that entrepreneurs on both sides of the agreement will be able to operate in an open, secure and trustworthy online environment.

I am absolutely determined to get these tariffs removed. The reality is that the European Union, which the hon. Lady and her colleagues want to rejoin, has failed to sort out this issue with Airbus for 15 years. We now have an opportunity—we have an independent tariff policy starting next year—and I am determined to get those tariffs removed.

Businesses in Warrington South tell me they want to do more business around the world. Can my hon. Friend tell me and the House how they can do that with the benefit of our new free trade agreements?

I know that many businesses in Warrington are already flying the flag. Earlier this week, I was delighted to learn that Warrington’s ICC Solutions has secured a deal with a major US acquiring bank so that its technology will be used to make card payments safer in America. This company does great work as one of our export champions too. Ultimately, FTAs are going to create better jobs, higher wages, more choice and lower prices for all parts of our country. An ambitious FTA with the US could boost the economy in the north-west by £389 million per year.
