Commons ChamberI welcome the hon. Gentleman’s question. As I have just said, we will shortly publish the low-carbon fuel strategy, which will set out the different sources of low-carbon fuels. We will publish our response to the SAF mandate by the spring. A great deal of detailed analysis and work is being done in relation to different fuel sources. We will also publish a revenue certainty mechanism to ensure that we have a UK SAF industry. We engage regularly with the industry on this, and it is very confident about and supportive of the Government’s policies. We do have a detailed plan, and I want to commiserate with the hon. Gentleman, because I am sure that as Energy Minister he too had a plan, but the Opposition’s plans seem to have been U-turned today.
Since 2010, regulated fares across Great Britain have decreased by around 7% compared with the retail prices index. The Government continue to intervene to keep fares affordable, and to encourage travel, by capping increases below inflation and delivering initiatives such as the second great British rail sale. We have to strike a balance between encouraging passengers to use our rail network and supporting the rail industry to get back on a good financial footing as it continues to deal with a revenue shortfall following the pandemic.
For a period last year, Urmston train station in my constituency was one of the country’s 10 worst performing train stations for service reliability. Given the level of service experienced by my constituents who use Urmston and other stations on the line, why are they set to face an inflation-busting fare increase in March?
If we take the current year’s fares as an example, we delivered the biggest Government intervention on rail fares since privatisation by capping fare increases at 5.9%, which was 6.4 percentage points below the July RPI. It is all about striking a balance, and I believe that balance is a fair one.
In the last three years, the UK taxpayer has contributed £45.9 billion to keep the railways going. This year’s figure of 4.9% is, again, below inflation. It cannot be that bad, because Labour-run Wales has done exactly the same. It is better than Scotland, where the SNP has put up fares by 8.7%.

As I have outlined, the Government will update the House, as we have done consistently, on HS2. The hon. Gentleman should reflect on what is already being delivered, with 350 construction sites already across the country and thousands of jobs. There is a huge amount of transport investment going on, and it is not all about rail. Greater Manchester has received more than £1 billion of city region sustainable transport settlement, which includes potential rail investment.

The country that springs to mind is Finland. The Finnish Government have introduced a proper legislative framework for autonomous delivery systems. Starship Technologies has signed a national partnership with the largest retailer in Finland, S Group, which is part of their growth strategy. Ultimately, that has been made possible because Finland introduced vehicle certification and regulations to govern robots. Its most recent piece of legislation covered robots. It has acted and got in front, and we must ensure that we keep step. Companies want to innovate and be part of the UK’s innovation culture. I want to keep them here.
I should admit that I was the leader of Trafford Council who signed off the current trial, although the trial is not taking place in my constituency now. The hon. Gentleman is making an excellent point about the importance of innovation. He is right that companies want to innovate, but local authorities do, too. I must say that it is rare to hear a Conservative Member praise a Labour-run council as fully as he has praised Milton Keynes City Council. Pete Marland and others in Milton Keynes will be delighted to hear such glowing praise for their forward thinking and their work. Does the hon. Gentleman agree that asking the Minister to unlock artificial intelligence’s potential in such a way that local authorities can embrace it will speed up roll-out considerably, and will allow all local authorities to get onboard with this technology, so that people across the country, and not only residents of boroughs such as mine, can enjoy it?
I am grateful to the hon. Gentleman for that cheeky intervention. Of course, he will know as well as everybody else that Milton Keynes has not always had a Labour-led council. To answer the point he is making, yes, co-operation is key, but, quite simply, time is of the essence. We must continue to drive investment in policies that create real incentives to start and scale tech businesses, particularly in with the connected and automated mobility sector.
Clarity, consistency and certainty are what the sector needs. That is why we need to ensure we remain at the forefront of technological innovation. I know my colleagues from across the political spectrum, including in Milton Keynes, will agree that tech innovation has always been the hallmark of this great country. We must continue that great legacy, and ensure we give the tech industry the confidence it needs to invest in the UK and not in our rivals.
