Commons ChamberI have just replied to that powerful letter and made a number of the points we have discussed today, including that we made our promise of 20,000 and are delivering on that, which stands in contrast with the schemes that are not yet up and running in the way ours is. One of the key points about the UN rules is that people should claim asylum and refugee status in the first safe country that they reach. It is important that we try to reinforce that in the work we do.
I welcome what the Prime Minister has said about the Commission’s proposals on firearms. Some of the measures are to be welcomed, but some are causing great concern among re-enactment and living history groups across the UK. Can he assure me that he will look carefully at the details of those proposals to ensure that there are no unintended consequences?

Commons ChamberLet me try to help the hon. Gentleman. Of course, there is an issue—a relatively small issue—of people coming to different European countries and claiming benefits to which they are not entitled. That should be, and is being, stopped: it is now not possible to come here and immediately claim unemployment benefit. The bigger problem, which my renegotiation is examining, is that someone who comes from another European country to Britain is able, in the first year, to access in-work benefits of perhaps as much as €10,000 or €12,000. This is about being able to control our own welfare system to reduce the pressures of migration. European leaders and the British people understand that, even if it has not got through to the SNP yet.
I welcome what the Prime Minister has said about the migrant crisis. He will know, of course, that some of the transit countries are bearing the brunt of it. The United Nations High Commissioner for Refugees has today said that more than 10,000 migrants are currently stranded in Serbia because of limits imposed further west in Europe, and he has complained about aid shortages. Could the Prime Minister say more about what he and other EU leaders are doing to help Syria deal with this crisis?
We certainly stand ready to help any country. One point that needs to be made is that all of the countries that migrants are crossing are, of course, safe countries for the purpose of claiming asylum. I think that one of the longer-term answers to the crisis is to make sure that we have a system whereby people claim asylum in the first safe country they reach.

Commons ChamberAs I have already told the House, we will look at the Electoral Commission’s recommendations seriously and come back to the House when we have made our decision on them, but there is a clear distinction between those people who are on the electoral register who should not be on it because they are not resident in the place that they are registered for—that is what the cleaning is about—and what I take it is our joint endeavour to get all those people, estimated by the Electoral Commission at 7 million, who should be on the register but are not, on to the register. That is why we are spending money and helping local authorities to attract those people on to the register.
T6. A new cyber-security institute in Nelson in my constituency, sponsored by Training 2000, is due to be launched in the autumn. What support is the Cabinet Office offering to education providers to ensure that Britain is equipped with the cyber-security skills we need for the future?
My hon. Friend raises an incredibly important point. To defend Britain from cyber-attack, we need to ensure that we have the cyber-skills in the future. That involves not only university-level skills, which we are putting money into expanding, but cyber-apprenticeships and entry-level schemes to ensure that, at all levels and from all parts of our country, we can recruit people to work in that important defence of our nation.

Commons ChamberI am very proud of the proposals that my colleague Ruth Davidson has taken forward in the Scottish Parliament to incentivise small businesses to pay the living wage. One would have thought, when one hears SNP rhetoric, that it supported such proposals, but it does not.
13. A number of businesses in Pendle trade with Scotland, including Carlson Filtration in Barnoldswick, which supplies products to the Scotch whisky industry. Does my right hon. Friend therefore agree that we are better together?
I absolutely agree with my hon. Friend that businesses right across the United Kingdom benefit from the continuance of our United Kingdom. This Government’s commitment particularly to the Scotch whisky industry is evidenced in the last Budget, which was warmly welcomed by the Scotch Whisky Association.

Commons ChamberI am hugely grateful to my hon. Friend both for what she says and for the incredibly important work she did, particularly in taking the message about the need to strengthen cyber-security defences out to the business community, which she did with her characteristic energy and clarity. So far as the critical national infrastructure is concerned, a huge amount of work is already under way to continue to ensure that we understand the vulnerabilities. Obviously, the critical national infrastructure is not primarily owned by the state—it is in private sector hands—so we need to understand the vulnerabilities and work with the owners of that infrastructure to ensure that the defences are as good as they can be.
I thank my right hon. Friend for agreeing to meet Training 2000 and me last October to discuss its plans to create an institute for cyber-security in Pendle. Following that meeting, it has followed up the leads he provided, and I am delighted to say that it is now progressing with its ambitious plans to create the institute later this year, to improve local cyber-skills and apprenticeships in the area. Given the importance of this issue to many Lancashire SMEs, what more can his Department do to support such proposals?
Let me first pay tribute to the work my hon. Friend has done in this area. When I recently visited Pendle, I had the opportunity to discuss the matter with him. There has been no stronger champion of our potential to work with businesses to build the companies, the skills and the kind of centres for training that he mentions. I am confident that he will be in a position to take this work forward over the coming five years.

Commons ChamberI absolutely understand and share the concerns that people right across the world, including in Israel, have about the prospect of a nuclear-armed Iran. The deal should keep Iran away from having a nuclear weapon, with proper inspection and verification so that if there were any changes to those circumstances, they could be seen. Obviously, we should not do a deal at any price, but the alternatives to doing a deal are not attractive. Frankly, they are not attractive for Iran. The sanctions we put in place—Britain led the charge in Europe—have done such damage in Iran that it is in its interests to conclude a deal.
Earlier this month, I met a group of talented young people at John Fisher and Thomas More Roman Catholic high school in Colne, who, through CAFOD, are helping to raise the profile of climate change. They have all made their own climate change pledges, which they presented to me. Will the Prime Minister say more about his discussions on energy policy and the prospects of our reaching a long-term agreement in Paris this December?
I am very grateful to my hon. Friend for that question. I think the prospects are good, because of the deal Britain helped to broker at the previous EU Council. It shows that the European Union will be making a very serious contribution to reducing carbon emissions. We obviously had to allow some countries, such as Poland, some flexibility, but the overall numbers for Europe are impressive. Now what we need to do, with the movement by the Americans and the Chinese, is discuss the matter with all the countries which might, if we are not careful, put a spoke in the wheel of progress, so that, with others, we will help to ensure that the sort of mitigation that they will need in their countries goes ahead.

Commons ChamberMy hon. Friend is completely right. The digitisation of services is sometimes seen as just a pretty front end on a website, but this goes much deeper. It is about a fundamental redesign of the way in which services are delivered, with the processes being designed and built around the needs of the citizen instead of around the convenience of the Government, which has far too often been the case in the past.
As this is probably my right hon. Friend’s last statement in the House, may I thank him for the numerous visits he has made to Pendle over the past few years and for recently meeting Training 2000 in the Cabinet Office to discuss its plans to set up a cyber-security institute in my constituency? Will he say more about public service mutuals, the increase in their number under this Government and how they can benefit productivity?
I am grateful to my hon. Friend. The public service mutuals programme is important. There are now more than 100 of them, whereas there were fewer than 10 when the coalition Government were formed. More than 35,000 members of staff have joined public service mutuals, which are delivering public services to the value of more than £1.5 billion. Most of them choose to be not-for-profit, and have seen an extraordinary improvement in productivity by bringing together: entrepreneurial leadership, of which there is much more in the public sector than is generally thought; staff who are liberated from bureaucratic constraints; hard-edged commercial discipline; and the public service ethos. Those four factors, brought together, are an extraordinarily powerful driver of improved productivity and value.

Commons ChamberFrankly, since the signing of the Minsk accords—so-called Minsk II—the progress has been very disappointing. The first thing that happened was the encircling, shelling and destruction of Debaltseve by massive numbers of Russian rockets, tanks and guns. That tells us all we need to know about the bona fides of the people we are dealing with. Having said that, I commend Angela Merkel for the great diplomatic efforts, and we should still, even now, be trying to get the parties to the Minsk agreement to deliver what they said they would, including the withdrawal of the heavy weaponry. We should use this moment to say to those in Europe who have been less certain about Russian action and sanctions, “Look what we are dealing with.” They must recognise that it is in all our interests to stick together and take a very tough approach.
Does the Prime Minister agree that local communities and all public bodies need to work together and make a concerted effort to identify vulnerable young people to prevent another situation like that of the three girls who recently went to Syria, which is surely every parent’s worst nightmare?
My hon. Friend is absolutely right. Anyone who watched the mother of one of the young girls on television last night, saying that all she wanted was for her to come home, could not help but be moved by her testimony. Of course we need our police and border security to do everything they can to prevent people from travelling in such circumstances, but we also need schools, universities and colleges to put aside concerns about cultural sensitivities and such like, and ensure that they are doing everything they can to tackle people who are at risk of radicalisation. This problem is quite similar in some ways to that of forced marriage, where people have disappeared from schools in parts of the country where there has not been proper advertising and protection in the schools, and to the problem of female genital mutilation. It is happening on an enormous scale and that is why we need to take such action.

I congratulate my hon. Friend the Member for Macclesfield (David Rutley) on securing the debate and on setting out a really good argument in favour of investment in the north of England and of supporting our businesses. I will keep my remarks focused on Pendle and the support that businesses there have received, as well as some of the challenges that we still face.
Pendle’s local economy relies heavily on manufacturing, and Government support for manufacturing is critical to Pendle and much of the north of England. Only last Friday the Chancellor of the Exchequer, wearing a hair net, visited Farmhouse Biscuits in Nelson to hear about its success and some of the challenges it still faces.
Some 1.8 million manufacturing jobs were lost under the previous Government and by August 2009, in Pendle, 2,239 people were claiming jobseeker’s allowance. That number had fallen to a little more than 1,000 by November last year—a drop of 55%. As a result, some of the larger employers are starting to increase pay and improve conditions. For example, boohoo.com recently significantly increased wages, and the Daisy Group, based on the Lomeshaye industrial estate, has just given all its staff an extra week’s holiday entitlement.
That situation did not come about by accident, but because of the hard work of local businesses and the actions of the Government and our local authorities to support job creation in the area. For example, the then Conservative-led Lancashire county council acted to support one of Pendle’s largest employers, Silentnight, when it went into administration in 2011. I have talked about that before in a Westminster Hall debate, so I will not go into any detail. All I will add is that I was proud to take the Prime Minister to visit Silentnight in May 2014 and to see a company going from strength to strength—it is staying in Barnoldswick and now has about 800 employees, 150 more than four years ago.
Other Government support for businesses throughout the UK has been welcomed, in particular by businesses in Pendle. Barnoldswick bicycle part manufacturer Hope Technology—also visited by the Prime Minister, in April 2013—took advantage of the Government’s significant research and development incentives, allowing it to expand and innovate more rapidly. The company’s latest plans are for a new £4.5 million centre for research and development and a 250-metre, Olympic-length velodrome, the first velodrome built outside a major city in the UK.
Hope Technology employs 110 people and exports about 65% of its products to Indonesia, Malaysia and Hong Kong. The company reckons that the self-funded flagship expansion will create more than 50 new jobs and put Barnoldswick firmly on the map. Any more support that the Government can give to such companies would be much appreciated.
Manufacturers in Pendle and throughout the north also welcomed the increase in capital allowances announced in the 2012 autumn statement. The Chancellor of the Exchequer said:
“I would like to help small and medium-sized firms more, and I thank my hon. Friends the Members for Burnley (Gordon Birtwistle) and for Pendle (Andrew Stephenson) for their thoughts on that matter. Starting on 1 January, and for the next two years, I will increase tenfold the annual investment allowance in plant and machinery. Instead of £25,000-worth of investment being eligible for 100% relief, £250,000-worth of investment will now qualify.”—[Official Report, 5 December 2012; Vol. 551, c. 881.]
The businesses located in Pendle and I are pleased that the Government not only continued the scheme after the initial two years, but increased the allowance further, incentivising manufacturing businesses in the north to invest in new plant and equipment.
Local businesses in Lancashire received another significant boost in July 2013, when the Government agreed with the arguments that many of my Lancashire colleagues and I were making and approved £5 million of additional business support through the regional growth fund to help local mid-sized manufacturers to expand. In the past 12 months, 14 businesses in Pendle have benefited from almost £1 million in grants, regenerating Pennine Lancashire, creating well in excess of 100 jobs and safeguarding many more. Such support is in addition to numerous other Government programmes, such as the textile growth programme and various supply chain initiatives, which have also been welcomed and used by many Pendle businesses.
The announcement of assisted area status for Pendle last year is another important step forward for my constituency. The previous assisted area status map, drawn up under the previous Government in 2007, included parts of Blackburn, Hyndburn and Burnley, but not a single part of Pendle. During the consultation on the new map, Pendle council and the Lancashire local enterprise partnership argued for four Pendle wards to be included. I met Ministers and made the case not only for those four wards, but for going much further. I am delighted that in the end it was agreed that 13 Pendle wards should be included—more than half the borough—with assisted area status now covering businesses stretching from Reedley and Brierfield through to Earby.
On support for the skills agenda, in addition to four new primary schools in Pendle, a major investment at West Craven high school and a new university technical college in Burnley, the outstanding Nelson and Colne college continues to go from strength to strength. Nelson and Colne college recently benefited from a £3.6 million investment in its facilities and has been pivotal in delivering the Government’s ambition of a record number of apprenticeships—the number of apprenticeship starts locally has more than doubled.
In my part of the country, we have some of the lowest property prices. Even with many more people in work, regeneration and private sector housing schemes can be tricky to stack up financially. In September 2013, I led a debate here in Westminster Hall on regeneration in Brierfield and Nelson. I talked about the Brierfield Mill development in my constituency. It was the largest redundant mill complex in Lancashire, and in March 2012 the Government gave Pendle council a £1.5 million grant via the Homes and Communities Agency to buy it.
Under the previous Government, the mill complex had been bought by a Birmingham-based Islamic charity, which planned to convert the site into a 5,000-place boarding school for girls. Now in public ownership, the 380,000-square-foot complex of buildings on a seven-acre site is located next to the M65 motorway and Brierfield railway station. The site has the potential to be a key driver of jobs and growth.
Bringing such a large grade II listed building back into use in such a deprived part of the north of England, however, will require some public funding in addition to private sector investment. Architects have come up with an impressive vision for the site, which will be renamed Northlight and include 71 retirement flats, a 78-bed hotel and spa, leisure facilities, business units, a new marina on the canal and a family pub. Using the Government’s business premises renovation allowance or BPRA scheme, now available thanks to the new assisted area status that I mentioned earlier, private sector investors are lined up for almost every part of the project, but they still need some more support to make the whole thing viable. The Lancashire LEP has bid for some of the funding in the second phase of the growth deals.
In advance of the decision being announced, I am delighted that the Minister responsible for the deals, who also happens to be responding to today’s debate, has kindly accepted my invitation to visit the site this Friday. I am hoping that, after visits to Brierfield Mill by the Secretary of State for Communities and Local Government, the Secretary of State for Business, Innovation and Skills, the Chief Secretary to the Treasury and two successive Ministers of State for Housing and Local Government, my hon. Friend can finally move forward the £34 million landmark regeneration scheme, which I have been working to resolve since my election.
Brierfield Mill is by far the largest regeneration project the local business community and the council are trying to undertake, but it also links in to the need for more Government support for developers in the north who want to redevelop brownfield sites. It is great that figures show that house building has increased by 20% over the last year, but in some parts on the north, such as Pendle, property prices are so low that developers struggle to make any money redeveloping ex-industrial brownfield sites. They therefore focus on easier-to-develop greenfield sites. That is especially the case in Pendle, where we still have about 1,200 empty homes, down from about 2,000 in 2010.
Order. Could the hon. Gentleman start to bring his remarks to a close in the interests of colleagues who also wish to participate?
Yes, definitely.
We have a real challenge with brownfield sites, and we need funding for them. I am delighted that the Minister of State, Department for Communities and Local Government, who is responsible for housing and planning, announced last week that east Lancashire has been shortlisted as a brownfield housing zone. I am keen to see that go forward, but we still need more support.
I could go on longer, but many Members want to speak, so I will conclude by saying that significant progress has been made, but I look forward to more being made over the coming weeks and months.
Indeed. That just underlines the point that no two places are alike. They may be close geographically, but they have different histories, different traditions, often different industries and different politics. If we try to subsume them all into an approach that gets them to fit in with a central Government view of how the world should be, we will suppress the very individuality and difference that gives them their energy and creative spark, so one thing that we have tried to do—with success, I think—is to work through, first, the city deals and then the growth deals, and we have replaced the regional development agencies, in which great cities such as Manchester and Liverpool lost their identity, as did counties such as Cumbria and Lancashire. By taking the RDAs away and giving voice to representatives of real places rather than administratively concocted places, we have begun to empower those places and, in addition, the various deals that we have done have all been proposed and made in the areas that they represent, and they gather strength from that.
This is the beginning of a process that will continue. My hon. Friend the Member for Pendle (Andrew Stephenson) has displayed his tenacity in the number of Ministers he has lured to his constituency. I need to declare in the Register of Members’ Financial Interests that a pint of Pride of Pendle might be waiting for me when I make—
Indeed. I look forward to visiting my hon. Friend. His tenacity and commitment to his constituency are shared by Members right across the Chamber. I have set out what we are trying to do. I think that it does enjoy some cross-party consensus, and that is all to the good. The relationships between authorities have crossed party lines, and we have enjoyed in this debate a fair degree of political consensus. I hope that we will continue to do so.
I end by congratulating my hon. Friend the Member for Macclesfield on bringing us together to affirm, in ringing tones, our commitment to continuing the revival of the north that is proceeding apace under this Government.

Commons ChamberThe difference between this Government and the previous one is that we have got on with devolution whereas they just talked about it. The Labour leader of Greater Manchester said that this Government have achieved more in their four years in office than the previous Government did in 13 years, so this should not be kicked into the long grass; we should continue with the programme on which we have embarked.
3. What discussions he has had with Lancashire local enterprise partnership on the second phase of local growth deals.
The Lancashire growth deal agreed in July transferred £230 million from central Government to investments in Lancashire. I have met the chairman of the Lancashire local enterprise partnership to underline the importance of encouraging growth in every part of Lancashire in the next round of growth deals, which are being negotiated at the moment.
The second phase of local growth deals proposed by Lancashire local enterprise partnership includes a scheme to regenerate the largest redundant mill complex in the county, Brierfield Mill. That scheme is in my constituency and I have raised and discussed it in detail with the Minister. Although I appreciate that he will be receiving many invitations from colleagues across the House to visit their constituencies, may I encourage him to visit Brierfield Mill at the earliest opportunity to see the exciting plans we have?
I have a good deal of sympathy with what my hon. Friend says. The point I would make is a purely practical one. I think it important that treason remains available to prosecutors in appropriate cases and I wish to see that continue, but I also think it important to recognise that there are specific practical difficulties in the prosecution of treason—whether it be the establishing of the direct or constructive levying of a war under one limb of the offence or indeed defining the sovereign’s enemies under the other. It is important that we prosecute effectively.
5. What steps the Crown Prosecution Service is taking to ensure that prosecutors are able more effectively to prosecute stalking and harassment cases.
Most recently, a joint police and CPS protocol on stalking was launched in September last year. The CPS legal guidance has also been revised to reflect this development, and training has been provided to prosecutors on the new stalking offences. Prosecutions for these offences have increased by more 20% in the last year.
My constituent, Jane Clough, a nurse at Blackpool Victoria hospital, was murdered in 2010 by her stalker, Jonathan Vass, who stabbed her 71 times and then slit her throat in the hospital car park. Does my hon. and learned Friend agree that stalking is a serious offence that often leads to even more serious crimes?
I entirely agree with my hon. Friend, and I pay tribute to him for his work with Mr and Mrs John and Penny Clough, Jane’s parents. In fact, their work on the Justice for Jane campaign and the dignity with which they have conducted themselves in order to achieve important changes in the law is a real exemplar of how to achieve something positive from something so appalling.
