I hear what my hon. Friend says and she clearly has loud support for that.

Following your exhortation, Madam Deputy Speaker, I will skip the various examples I have of different planning appeals around the country. What I am saying today is that the Government are committed to doing far more to publicise those recent cases widely, to provide reassurance that unsustainable development should be resisted.

We will use the Planning Advisory Service to ensure that our message is clearly understood: the national planning policy framework does not stand for development at any cost. It promotes positive planning and sustainable development. We must ensure that councils have confidence to exercise their responsibilities for the benefit of their communities.

I appreciate the intention of new clause 20, also tabled my right hon. Friend the Member for Arundel and South Downs. It seeks to give communities and their representatives the power to intervene, or “appeal”, certain planning proposals if they oppose the local authority’s decision to grant planning permission. I entirely agree with the premise of giving communities as great a say as possible in planning, and this is at the heart of all this Government’s reforms. I therefore welcome the fact that on 22 January Angmering neighbourhood plan, in my right hon. Friend’s constituency, was supported at referendum with a 97% yes vote on a turnout of 31%. It allocates sites for at least 100 homes, and is the 45th successful neighbourhood planning referendum.

What would the Minister say to people in Airmyn, in my constituency, who have just had a factory forced on them, against the emerging local plan? We know that councillors were put on the committee specifically to vote for that proposal. People are really angry. None of what the Minister has said will help those people, who want to appeal against this decision to build a factory on greenfield land in a village against the wishes of local people and local representatives.

My hon. Friend has put his remarks on the record. He will know that neither I nor any other Minister in the DCLG can comment on a particular plan.

Government amendments 84, 45 and 46 deal with the control of invasive and non-native species. Madam Deputy Speaker, I shall resist the temptation to speak about the European beaver and other interesting items that would have been in my speech.

I turn to the telecoms provisions that were introduced into the Bill in Committee, as we heard earlier. The House will have heard the Minister of State, Department for Transport, my right hon. Friend the Member for South Holland and The Deepings (Mr Hayes), give the reasons why the Government now wish to withdraw these proposals when he discussed the programme motion. Accepting Government amendments 91, 92, 93, 100 and 104 to 108 would give effect to what my right hon. Friend described at the beginning of our deliberations.

May I thank the Secretary of State for his earlier reply regarding direct services from Cleethorpes through Barnetby and from Scunthorpe to Manchester? That is really important. We are not ungrateful, but may I now push him on the electrification of the south Humber line? We know it is a complex project because of the amount of trade used on the route, but could some research be done on it?

I am glad that I have pleased my hon. Friend on one particular subject, on which he and my hon. Friend the Member for Cleethorpes (Martin Vickers) led a successful campaign. On electrification, we are now starting work on what will be in the next control period and I will take what my hon. Friend the Member for Brigg and Goole (Andrew Percy) has just said as part of those representations.

I wish I could say I am surprised by the hon. Gentleman’s announcement that he is one of those who would like to see the railways re-nationalised. When we had a nationalised railway system, it was dying on its legs. It was providing only 760 million journeys a year, whereas today’s railway provides 1.6 billion and employs more people—more people working on our railways, more people using our railways. I thought he would welcome the fact that instead of a dying, declining industry, today it is a vibrant industry employing more people and improving opportunities for everyone, whatever their background. I celebrate that; he is disappointed by it.

There is no doubt that the east coast rail service has been good over the past five years, but it has lacked new investment, so I welcome today’s announcement. Will the Secretary of State confirm that the thing we hope for and desire—direct rail services to Grimsby, in my case via Scunthorpe—remains a possibility and that he will work with us to see how viable it is?

I shall certainly work with my hon. Friend to see whether we can accommodate what he wants. As I have often pointed out, 25 years ago I was a junior Minister in the Department for Transport, and in those days it was thought that the railways were yesterday’s business. Today, wherever I go, I am lobbied by MPs for more direct services from their constituencies. I celebrate that we are today announcing 75 new destinations for this service.

My hon. Friend the Member for Cleethorpes (Martin Vickers) has proved by his speech what a better friend he is than enemy. He has done a great deal of local research on the new rail Minister, and her words could also be applied to our situation. I will make a short contribution, and begin by welcoming the new Minister. I am genuinely delighted that she has been promoted to this position. She was kind to me when I was first elected and we were new boys and girls, and she has been extremely kind and pleasant ever since.

I agree entirely with the comments by my hon. Friend the Member for Cleethorpes, and wish to make a couple of additional points. My constituency is the most western part of northern Lincolnshire, and the area closest to Manchester, so connectivity west is as important as connectivity east. It is not far to Manchester from that area, and retaining that link west is important, not least because Manchester airport is our regional airport. We might prefer to have a bigger regional airport, but Manchester is our biggest and very much our local airport.

When I talk to businesses, there is genuine concern that losing that connectivity west could be damaging to local businesses. One business said to me recently that it really struggles to convince people that our area is not the end of the line, and that it is a place where people should and can live because of that connectivity. The proposal is potentially very damaging to that.

I will not say much more, other than to do a quick name check for my local newspapers, thereby assuring me of getting in them next week. The Grimsby Telegraph and the Scunthorpe Telegraph are doing an excellent job on this matter, as is The Epworth Bells. This is an important issue, and the Chancellor’s words about east-west connectivity were important. We could not put a fag paper between his words and our aspirations for our area. The proposal, however, goes in the opposite direction and I know that the rail Minister takes such matters seriously. I implore her to look at the proposals again and ensure that when the franchise tender comes out, we keep our direct rail services.

There is a live consultation on Northern and TransPennine at the moment, which invites views across the region on a number of proposals, including the remapping of some franchise services between the two franchises. It involves both Northern and TransPennine, and I should stress that it is a consultation, which does not finish until mid August. When it does so, we will consider all those responses. There is no question of any backroom deal.

Can the Minister assure us that in the consultation on the new rail franchises, he will take account of the strong campaign being run by the Scunthorpe Telegraph and the Grimsby Telegraph in respect of our desire and requirement to maintain our services through to Manchester? Can he assure us, too, that whatever changes come, we will not be condemned to the Pacer units that I have to use every week on the train back to Goole?

Let me give my hon. Friend two pieces of good news. First, I know he will have read the consultation document from cover to cover, so he will have noted paragraph 7.7, which states that the

“bidders will be required to include plans, either in their core proposition or as an option, which would enable the withdrawal of all Pacer units from Northern services.”

I obviously recognise the campaign of the two newspapers he mentioned, and I am aware of the campaign he has rightly put forward on behalf of his constituents. I would say to my hon. Friend, as I have said to those newspapers, which faithfully reported my words, that this is a consultation and no decision has yet been made.

Well, of course, anything that happens in Yorkshire is second best to what happens in Lincolnshire. I am very happy for a college to be fairly close to northern Lincolnshire, but one there would be ideal. Northern Lincolnshire is a major centre for rail freight; it is the location of the major supplier to the development of the rail network, namely Tata Steel; and the long history of engineering skills in Gainsborough, Lincoln and along the south bank of the Humber makes it an ideal setting.

If HS2 is not built, not only would that demonstrate a loss of confidence in the UK and its ability to invest in infrastructure, but opportunities will be lost. It would diminish the prospect for better rail services, creating more congested roads. An opportunity to spread the tourism appeal of Britain as a whole, rather than just that of central London, will be lost.

Is not another point for our constituents, who do not enjoy very direct rail services to London, that freeing up capacity on the east coast main line will mean that our region—our bit of East Yorkshire and north Lincolnshire, both of which I am proud to represent—will finally be a little bit better connected to the capital?

I entirely agree. Along with the hon. Member for Scunthorpe (Nic Dakin), we have battled for better services to London for many years. We are perhaps on the point of achieving that through a separate operator. I agree with my hon. Friend that that point is absolutely vital for our corner of northern Lincolnshire.

This is a project that Britain can afford and that Britain simply cannot afford to abandon. I urge the House to support the Bill.

I think that it is absolutely right that we get rolling stock. I am sure that the hon. Lady, and indeed the whole House, will join me in welcoming the announcement made by Hitachi overnight that it will base its world headquarters for rail development in this country. That is incredibly good news and I am sure it will be welcomed by all. The point she makes about rolling stock overall is important. It shows the kind of development that is needed in railway rolling stock orders.

I have met hon. Friends and other hon. Members from the Hull area to discuss the representations they have made. I am very pleased to be able to announce today that I can make available the £2.5 million to take this project up to GRIP 3—governance for railway investment projects. That notification will be going to Network Rail and I will write to colleagues today to tell them that I am making the money available.

I am delighted to have secured the debate. “The wheels on the bus go round and round” is a well known expression and I hope our bus service continues.

I should say something about the history and context of the debate. Free bus passes were started in the late 1990s under the previous Government. Initially, they were provided locally for concessionary fares, but then went national. As many hon. Members will remember, the problem was that they were not adequately funded. When they were initially rolled out locally, North Yorkshire county council and other shire counties could support them, but when the free passes for concessionary travel were rolled out nationally, there was a problem for Scarborough borough, including the ward of Filey, which is in my current constituency, and the Harrogate and Knaresborough constituency. Notably, they are leisure destinations in their own right and attracted far more visitors than we had ever bargained for.

In my view, North Yorkshire county council is acting entirely properly and responsibly in that regard, but it faces a double challenge. The first challenge is that the bus subsidy is being reduced, and the second is that it faces the national Government austerity programme. Government Members support that, but the grant to local councils is being reduced by it.

I should like to come up with a solution to the problem and put a question to my hon. Friend the Minister, my distinguished constituency neighbour. Obviously, those to whom I have spoken in the Ryedale forum for older people, in the Filey and Hertford parts of Scarborough borough council that I represent, and those living in Thirsk and Easingwold and the parts of Hambleton district council that I represent, believe that there is no point having the free bus pass if there is no bus for them to take. I believe that the way forward is to put concessionary travel by bus on the same legal footing as travel by rail. That would allow concessionary travel to continue, but enable those who wish to avail themselves of the concessionary fares to pay a contribution.

My understanding is that concessionary rail travellers can and do pay a contribution towards the fare, whereas bus travellers on concessionary fares will not be permitted to make a contribution, and we risk losing the service. The proposed reduction of bus services is causing great anxiety, particularly among the elderly and less mobile passengers. Buses provide a lifeline to constituents in rural communities, with many relying on those essential services to access their work—people living in rural communities often work in the towns. The elderly and more vulnerable rely on the bus services to access vital services such as doctors, hospitals and shops.

I congratulate my hon. Friend on her fine speech. By making repeated cuts to services—there have been repeated cuts to the 401 service from Selby to Goole in recent years—we make the routes unsustainable in the longer term. The Selby to Goole route is important for local students, but the more services are cut, the less attractive they are to use.

In January, the Government announced their intention to set up a new college to train the next generation of world-class engineers to work on the construction of High Speed 2. My Department is working with the Department for Business, Innovation and Skills and HS2 Ltd to develop the proposals, which are currently at an early stage.

My right hon. Friend will know of the proud manufacturing heritage in the Humber—in east Yorkshire and north Lincolnshire. May I suggest that he ensures that any such skills academy is located in the Humber, and that a perfect location would be in Scunthorpe, which was recently awarded a university technical college?

I am pleased about the awarding of the UTC in my hon. Friend’s area, and he doubtless campaigned for it vigorously. I know that he will continue the campaign to get the HS2 skills college. I have had a number of requests from various hon. Members as to where this college should be located.

13. In the past fortnight, East Riding of Yorkshire council has commenced a £50,000 improvement of the subways at Goole station. We want Network Rail to contribute to this improvement to make it a lot better. If I provide the Minister with details, will he help me to lobby Network Rail to get that additional funding?

My hon. Friend will be aware that funding for almost all these schemes comes through the new local growth fund, which is being used to finance transport improvements up and down the country, but of course, if he cares to provide me with the details, I am happy to meet him to discuss them.

We continue to keep the option of quality contracts open to local authorities. In the spirit of localism, it is their decision if they want to use them. I think that the better bus contract is a better model, but if local authorities want to follow the model that is used in London, they may do so.

T6. The Secretary of State has been very kind to the East Riding in respect of pinch-point funding. I urge him to extend his kindness to the other side of the Humber and support the pinch-point funding bids from North Lincolnshire council, of which my hon. Friend the Member for Cleethorpes (Martin Vickers) and I are very supportive, and in particular the bid that relates to Humberside airport.
