I agree wholeheartedly with my hon. Friend. That is the very point I want to make: continuing the spending is not just the right thing to do; it is also in our national interest. The truth is that this country gets great value for money from the aid. Funds are subject to rigorous internal and external checks, and we are helping to create a more stable world.
There are many myths out there relating to foreign aid spending. One example is that aid money from British and European taxpayers has gone to Palestinian prisoners, including terrorists. That is simply not true. Another is that UK aid to the Palestinian Authority funded an £8 million presidential palace. Again, that is simply not true. The myths go on and on, and they are based on out-of-date information or inaccurate reporting. The Government have been very clear on that.
Has my hon. Friend seen the report from the Overseas Development Institute, which found that some of the funding that has gone to the Palestinian territories has resulted in an increase in violence? That is why the Department is re-looking at it.
I have read those reports, but I am assured by the discussions I have had with the Department that that is simply not the truth and is not taking place.
It is right that people have their views heard, and today we will debate the merits and issues surrounding the UK’s foreign aid spending. That is what the e-petition is all about. I am proud that this great country has a strong record of helping those most in need. Helping to save and improve millions of lives is no small task and is something to be incredibly proud of. I believe that as a human race, helping others is something we are designed and created to do. UK aid reaches millions of people across the world.
Let us consider some examples of what has been achieved. Some 11 million children have been supported through school. Some 47 million bed nets have been distributed, which has helped lead to malaria deaths falling by 60% in the past 15 years. Sixty million people have been given access to things that are so simple, yet so vital, and that I am sure each of us takes for granted: clean water, better sanitation and improved hygiene conditions.
It is a pleasure to serve under your chairmanship, Mr Gapes. This has been an interesting debate and rather than being sniffy or patronising about The Mail on Sunday, we should thank it for raising the issue and giving a voice to the concerns felt by many people. I do not share those concerns. I have always robustly defended the 0.7% and will continue to do so, but in this age of Trump politics, or whatever they are, when many of the public are disenchanted with politicians, it is not for us here to be patronising and sniffy about those who have a different view. Instead of being rude about people with such views, we must go out and win the debate.
I have always been robust with my constituents. When one points out to them the spending on HIV/AIDS and fighting polio and TB, people say of course they want that to continue, but not the other bits—the bad bits and the cover-up bits. None of us wants that, but we must be honest about the fact there is some corruption and some misuse of our aid budget, and we must do something about that. I think the Minister and his Department have done a good job in trying to tackle much of that, but obviously there is still work to do.
Another point that we must make to constituents is that if we as a nation do not project through foreign aid our own values and those of western democracies, it will be left to others who perhaps do not share our values in spending money in poorer countries to project values that we would not wish to see projected further. Again, that is a point that constituents are responsive to. We should accept the genuine concerns in this area and we must be prepared at all times to justify our spending and to improve it where we can.
There may be some groans, but I will say something about funding to the Palestinian territories. I heard the Minister’s intervention and I think he is right in much of what he said in that the Department has tried to get a grip on this and is keen to do more, but concerns continue that while we might be able to say that British money is not directly funding individual terrorists in prison, it is perhaps displacing other funding in the Palestinian Authority general fund or elsewhere that is being used to fund terrorists. We should be concerned about that. I welcomed the article in The Jewish Chronicle last week saying that the Secretary of State and the Department are reviewing that.
As the right hon. Member for Enfield North (Joan Ryan) said, there are people engaging in terrorist activities, including Hamed Abu Aadi who last year confessed—
If I understand the hon. Gentleman correctly, having been corrected by the Minister and told that UK Government funding is not, for example, paying salaries to Palestinians prisoners, he is now conjecturing something else. On reflection, would he and others not think that hijacking this important debate effectively to give cover to the Netanyahu-Lieberman regime is a gross abuse of an important subject?
I mentioned patronising and sniffy, and the hon. Gentleman’s intervention is a prime example. It was so patronising it is not worthy of a response. Members are allowed to come to this Chamber and speak as they wish on a matter of international aid, and this is about international aid from British taxpayers’ money. The hon. Gentleman can patronise all he wants, but I won’t be silenced from saying what I think I am entitled to say in this Chamber on this issue.
It is not just supporters of the Netanyahu Government who are concerned about this. The central point is that the Palestinian Authority receives our aid money because it has signed a memorandum of understanding with DFID which is underpinned by renunciation of violence and a commitment to peace. That is directly contradicted by funding terrorists, whether or not the money comes directly from the UK, and is directly contradicted by the Palestinian Authority’s routine incitement of violence. On both grounds, the Minister should be examining the matter in greater detail.
I am conscious of time, and I will perhaps give way to the Minister in a moment. The hon. Gentleman is entirely right in a lot of what he says. The Overseas Development Institute stated that our aid money to the Palestinian Authority had failed to promote peace and a peaceful attitude. There is more to be done.
I mentioned a terrorist who confessed that he had engaged in his behaviour to obtain payments. I also want to mention NGO funding, particularly the Ibda’a cultural centre, which will receive £5,602 from DFID this year. Last year, it hosted an exhibition to honour martyrs, including Mohanad Al Halabi, who killed one and injured 11. We must be careful about where our money is going and always be prepared to review.
Let me say that we take the issue of incitement very seriously indeed. With respect to the hon. Gentleman’s point about The Jewish Chronicle, I assure him that both I and my right hon. Friend the Secretary of State keep that matter under review continually, precisely because it is so controversial. With respect to the matters raised in relation to integration and so on, I understand that I am receiving a delegation from the hon. Member for Dudley North (Ian Austin) to discuss that on Wednesday.
I thank the Minister and I hope that he will look at the Ibda’a cultural centre grant that I mentioned.
In my last minute or so, I want to talk about some of the co-existence projects. We had a wonderful meeting last year in Jerusalem with a group of Palestinian and Jewish young people from MEET—the Middle East Entrepreneurs of Tomorrow. It was a really inspiring meeting. Those Palestinian youth and Jewish youth were being educated together. Both were very open about what they thought about each other beforehand and how that project had helped to bring them together. We should be supporting projects such as that, as we should—in these last 46 and a half seconds—be supporting Save a Child’s Heart, which I am proud to serve as a UK patron of. It is a wonderful charity. I was very moved when we visited it last year, particularly when we were meeting and talking with the young Gazan children who receive treatment through it. That organisation supports heart surgery not just for Palestinian children—it is mainly Palestinian children, with Israeli doctors—but for Tanzanian children and Iraqi children. It trains doctors and nurses and is a project that has a reach beyond just Israel and the Palestinian territories. I hope that that is one of the projects we can look at funding in the future.

I thank the hon. Gentleman for bringing that to our attention. I will touch on those issues now, as they are vital. When we consider water and sanitation, we must consider disease as well. I want to underline some of the issues addressed by the all-party parliamentary group on child health and vaccine preventable diseases, which was formerly chaired by Jim Dobbin, who passed away. Those of us in this House who knew him, even for a short time, were aware of his magnificent contribution. He outlined the issues from his personal experience of visits to Africa with vaccine programmes, where he witnessed at first hand deplorable hygiene and water facilities in hospitals. People can vaccinate and do all sorts of other things, but if they do not have water and sanitation, it is not going anywhere.
The scale of the problem is massive. In 2014, the lack of access to adequate water is estimated to have killed some 3,500 children under five years of age every day. The latest figures show that every year some 600,000 children lose their lives to diarrhoeal diseases, to which the hon. Member for Argyll and Bute (Brendan O'Hara) referred. Most of those deaths are of children less than two years of age in the poorest countries of the world.
Rotavirus is the most important cause of diarrhoeal mortality in children; it is associated with 28% of the deaths from diarrhoea. Despite the advances in treating water poverty, which have saved millions of children’s lives by protecting them against diarrhoeal disease, rotavirus remains the second leading killer of children worldwide.
We have to implement a combination of health, safe water, sanitation and hygiene solutions, and then we can do what the hon. Gentleman said—save more lives. That is part of the purpose of this debate. We can save the lives of children who are still at risk with simple interventions: improved safe water; sanitation; hygiene; exclusive breastfeeding; and vaccines that prevent rotavirus.
I will pose a couple of questions at this stage to the Under-Secretary of State for International Development, the hon. Member for Ruislip, Northwood and Pinner (Mr Hurd), and to his officials who are here. The United Kingdom has a very proud history of providing expertise, resources and global leadership to improve children’s health worldwide. It continues to provide leadership and support to build upon the positive trends. Perhaps the Minister can tell us how we can build upon the success that we have had so far in order to try, with others, to close the clear gap that exists? Can the UK continue to invest in a package of life-saving tools and services, which includes the vaccines, the medicines, the water, the sanitation, the hygiene and the nutrition, too?
What priority and weighting are given to the water, sanitation and hygiene, or WASH, strategies in the upcoming bilateral aid review, which we all know about and which the Minister will hopefully speak about in his response to the debate? Where do the Government sit regarding ongoing support and commitment to the Global Action Plan for the Prevention and Control of Pneumonia and Diarrhoea, which was introduced by the WHO and UNICEF? How do the Government intend to ensure that
“sustainable management of water and sanitation for all”,
as outlined in sustainable development goal 6, is achieved? What fall-back do they have if that goal is not achieved? Let us consider what happens if we do not get there. What action does the Department for International Development intend to take—I am conscious that this may cross departmental boundaries—in the Nutrition for Growth summit in Rio in August? Has DFID discussed that with stakeholder organisations? If it has, what has been the outcome? Is the Minister yet in a position to state the level of funding that will be provided through the Ross Fund for health interventions, and whether WASH will benefit from the fund? Those are the questions that I wish to pose at this early stage.
Although this issue goes back as far as we can remember, the United Kingdom’s commitment to dealing with it could be significantly better. Investment in water, sanitation and hygiene is extremely cost-effective. According to WaterAid, for every £1 spent we can get £4 in return. In fact, the World Bank has declared that hand-washing with soap is the single most cost-effective intervention. As I mentioned earlier, the Movilla church in Newtownards has sent bars of soap over to Africa, because that is one of the small ways in which we can make a difference.
The lack of sanitation services is estimated to cost the world more than US$250 million per annum. The United Kingdom currently spends some 2% of its bilateral aid budget on water and sanitation, compared with around 13% on education and 19% on health. However, we need to be careful that we are not jumping the gun on this one, as access to clean water and sanitation can often be a prerequisite for success in other development areas such as education and health, and we must acknowledge the overlap between these issues.
Yesterday I had the chance to speak to representatives of some organisations who were keen to add their comments, to help with this debate. When we consider health, water and sanitation, we also have to consider the environment. I will just mark up one thing. Management of habitats is important; it can lead to better water access or worse water access, and to better or worse sanitation. I heard a comment yesterday about Madagascar, where people’s access to water is threatened by habitat destruction over huge areas. The destruction of the African wetlands deprives people of access to drinking water, and threatens livelihoods that depend on water, such as fishing, and the core survival of some people, including some tribes. In Madagascar, deforestation and erosion threaten almost every wetland, and as a result many thousands of people are in trouble and many species could be lost for ever.
I will just mark something else up; it is completely off the line of this debate, but is none the less important. The Wildfowl and Wetlands Trust is trying to help to save the Madagascar Pochard, or the “Mad Pochard” as it is called, which is the world’s rarest duck; I am not sure whether calling it “mad” is a compliment or not. In any case, there are only a few dozen left. The point that I am trying to make is that if something is not done about the water and wetland where that duck lives, it will not be able to provide drinking water for the local people or be used for sanitation, and it will not have any fish living in it either. Again, 6,000 people benefit from that clean water; many livelihoods go with it. That is just a reminder that conservation of nature goes hand in hand with looking after people who depend directly on the natural world.
As I have said, the United Kingdom currently spends some 2% of its bilateral aid budget on water and sanitation, compared with around 13% on education and a large percentage on health. For example, the delivery of quality healthcare in Africa has been seriously hampered by the lack of access to safely managed water. That is why I gave the example from Madagascar.
Sanitation and hygiene also affect practices in healthcare facilities. The WHO and UNICEF estimate that 42% of healthcare facilities in Africa do not have access to a safe water source within 500 metres. According to the WHO, 50% of malnutrition is associated with infections caused by a lack of access to water, sanitation and hygiene.
Globally, malnutrition accounts for some 45% of child deaths, of which a large proportion are within Africa. Children in sub-Saharan Africa are more than four times as likely to die before the age of five than children in developed regions. And after the first month of life, pneumonia and diarrhoea are the leading causes of the death of children under the age of five. Both pneumonia and diarrhoea are inextricably linked to a lack of water, sanitation and hygiene.
We have not had a debate on water aid or sanitation in this Session of Parliament. That is why we have asked for this debate today. First, we aim to raise awareness; secondly, the debate gives hon. Members a chance to participate and add their contributions; and, thirdly, we aim to highlight the issues that we feel are so very important.
Approximately 800,000 children aged between one month and five years died from pneumonia in 2013. Around 1,400 children die every day from preventable diarrhoea, and 58% of diarrhoeal deaths are caused by unsafe water, poor sanitation and poor hygiene. That is incontrovertible evidence that access to clean water and sanitation is essential if we are to see any meaningful development in other areas.
In conclusion, I will just give two examples of what I have talked about; nothing better illustrates the case I am trying to prove than case studies. The first involves child health. The name of the mother is Peggy Mpundu. She is 36 and part of the Mwasha village in Lubwe in Zambia. Peggy recently gave birth to twins, Kapya and Mpundu, in hospital. Two days later, they were discharged as healthy babies. However, one day after returning home, both babies started having problems breathing. Their parents, Peggy and her husband Sylvester, rushed them back into hospital, but tragically they both died that day. Peggy said:
“I was then told that water from shallow wells was harmful for babies.”
That was the same water that she had used for years. She continued:
“Having bathed my children using water from a shallow well just left me with a feeling of guilt and regret. I wish I knew that water could be so harmful”.
That is the true story of Peggy Mpundu.
The second case study is about opportunities for girls. The name of the girl involved is Erika Makalli, from Tanzania; I know that the hon. Member for Stafford (Jeremy Lefroy), who is here today, has particular knowledge of that country. Erika, who is 12, lives in Mbalawala village, in Tanzania. Like so many young girls, she was responsible for collecting water for her family, leaving her little time, if any, to go to school. The Tanzanian Government estimate that 58% of the country’s rural population do not have access to a safe water supply.
Discussing her old routine, Erika said that previously:
“I had to get up at 4 am and walk a long distance to find water. It took two hours and I could only collect a small amount of water to take home. That meant that Mum had to spend most of the day finding water so that we’d have enough to drink and cook with. I used to try and rush to get to school and wouldn’t be able to wash or have any breakfast beforehand. Most of the time I missed school altogether because I was sick or just exhausted. There were so many diseases in this village.”
I am very pleased that two officials from WaterAid are here in Westminster Hall today; they have helped me in preparing for this debate. WaterAid started working in the Mbalawala village two years ago and now there is a tapstand 15 minutes’ walk from Erika’s house and in her school. Erika now attends schools with her friends. Get the water right, get the health right, get the education, give them opportunities—those things follow on from each other. She is a prefect. Discussing the transformation in her life, she said:
“If I still had dirty water I wouldn’t be going to school anymore. I probably wouldn’t have had any real education at all. Also, most of my friends would probably also have died from the diseases we used to get. Life would be miserable. I feel I can at last look forward to a brighter future. Perhaps I will be a health and hygiene teacher when I leave school.”
WaterAid, this House, our Government and all the many other organisations—whoever they may be, and whether they are Churches, individuals or groups—have enabled that to happen.
Dr Lee Jong-wook, the former director general of the World Health Organisation, said:
“Water and Sanitation is one of the primary drivers of public health. I often refer to it as ‘Health 101’, which means that once we can secure access to clean water and to adequate sanitation facilities for all people, irrespective of the difference in their living conditions, a huge battle against all kinds of diseases will be won.”
I conclude with a question for the Minister. I am convinced that his response will be positive and helpful; I have no doubt about that. The contributions we all make show how united the House is on the issue. I will say it again: in this House, we are fortunate to have access to water for all purposes, whether that is washing, cleaning, sanitation or regular showers. Many of us have a shower every morning, but many people elsewhere would just love to have that water. We have it every day. We have to be the voice for the voiceless. We have to speak here on behalf of those who need help, wherever they may be in the world. Can the Minister give us some idea of the Government’s bilateral and multilateral aid reviews? Will he set out and prioritise water and sanitation in the reviews? We need to be ever mindful of the fact that if we start with water and sanitation, then health, education and opportunity follow.
The Front Benchers will be called at the usual time. There is plenty of time for the debate, so there is no need for a time limit or anything like that.

I beg to move,
That this House has considered the e-petition relating to immigration.
It is a privilege, an honour and a pleasure to serve under your chairmanship, Mr Percy. Given the petition before us, the members of the Petitions Committee wanted to ensure that we addressed immigration fully, despite the fact that we have already had a number of immigration debates in the House—not least last week, on Second Reading of the Immigration Bill, which allows us to go further in tackling mass uncontrolled immigration. As a Committee, we thought it important that, although some of the petition’s wording was not quite what many Members would support, we did not just brush these issues under the carpet. We must tackle immigration in a responsible way, in a full and frank debate, to ensure that we can get the resolution and result that we all want: measured, controlled immigration.
This is a really serious issue. We wanted to ensure that we reflected the concerns of the population as a whole. I know from going around my constituency of Sutton and Cheam that immigration probably became the No. 1 issue during the election campaign—its last month in particular. That is reflected in opinion polls. It was Ipsos MORI, I believe, that recently came up with immigration as the No. 1 issue for people at the moment.
There are a number of areas in the petition, and I will take them in turn. One point is that there is a belief among the 198,000 who have signed the petition to date that many people are trying to convert the UK into a Muslim country. I do not particularly subscribe to that view. I can understand people’s fears given some of the headlines in the tabloid press and some of the comments on Twitter, Facebook and other parts of the internet, but we need to look at the situation as a whole.
Given such headlines and the reality of what is happening in places such as Syria and Iraq, and that we see people from the UK travelling to Syria to join ISIS, it is not surprising—indeed, it is very welcome—that my right hon. Friend the Prime Minister has come up with his statement on countering extremism. We are looking at taking tougher action against individuals. We are going to ensure that there can be extremism disruption orders on individuals who foment and preach hatred and encourage people to decide to remove themselves from their families and travel to those foreign areas to fight alongside people who, frankly, have a disgusting doctrine and no sense of respect for human life at all.
There is tougher action on premises as well: any premises that are hosting such extremism can be closed down. We are giving Ofcom more powers so that it will be able to close down TV and radio stations that are repeating those sorts of messages. We are reviewing schools and other public institutions—colleges and the like—where radicalism and extremism might be fomented. It is also important, and I welcome the fact, that my right hon. Friend the Home Secretary is having a review of sharia law in the UK. That review is a very important cornerstone of our counter-extremism policy.
I can understand people’s views in certain parts of the country where multiculturalism may have failed and stalled somewhat, sometimes because of the fact that so many people are coming into one area. We can look at Tower Hamlets and parts of the north, for example, where extreme groups have actually built up no-go areas for white British people. It was quickly stamped down on in Tower Hamlets, which was welcome. Vigilante gangs were walking around that area picking on people just minding their own business. That sort of thing has no business in the UK at all. However, only a tiny minority of people are committing such actions. We need to do more to stamp such behaviour out, hence the counter-extremism.
I will give one quick example of where community cohesion slightly breaks down, on a small scale, in my constituency of Sutton and Cheam. In the lead-up to my election, there was a controversial planning application for a small mosque on Green Lane in Worcester Park. I objected to it, as did a number of people, purely and simply because it was in totally the wrong place. There was no parking around and it would have been on a really busy junction that was already at capacity. It was rejected by the planning committee for that reason. However, it was conflated into anti-Muslim feeling among a few people around that area; the two issues got conflated.
There is an Ahmadiyya mosque nearby, in Morden. It is the biggest mosque in Europe; about 15,000 people worship there. A lot of residents in Worcester Park who do not particularly know the ins and outs of Islam thought, “Why do you want this small mosque on the corner of Green Lane? Why can’t people go to the massive mosque round the corner?” They did not understand that Ahmadis are one group that actually unites the Sunnis and the Shi’as, who both dismiss Ahmadi Muslims as not being of the faith, as apostate. Sending Sunnis and Shi’as to that mosque would be like sending someone from the Church of England faith to a Mormon church, frankly, given the different doctrine that they perceive the Ahmadis to have, even though in many cases that is just not the reality at all.
The mosque in Morden recently suffered a fire, which destroyed a lot of its administration offices—back offices. Fortunately, the mosque itself was not damaged. It happened on the day after Eid; if it had been the day of Eid, there would have been 10,000 to 15,000 people in the building. As it happened, there were, I think, 10—there were no injuries and certainly no fatalities. However, 70 firefighters put out that fire.
The police and a number of community leaders organised a number of community events to try to calm the situation down, because it was not clear at the beginning whether it was a race hate or religious hate crime. We believe that, fortunately, it was not such a crime. It was a couple of teenagers, one of whom has been given bail and is coming back in the new year; we are hoping that it was nothing quite as sinister. None the less, the fact that people had to go round the community and set people’s minds at rest shows the unease that there is sometimes and the awkwardness when it comes to keeping a cohesive community.
I accept that it was not ignored. The hon. Gentleman anticipates my next comments. The modelling was based on the equal access of member states to the labour market, but other states had imposed transitional controls at that time and the UK and Ireland had, unfortunately, not. We learnt that hard lesson.
A former speechwriter for Labour, Mr Nether, wrote in 2009 that
“mass immigration was the way that the Government was going to make the UK truly multicultural.”
He went on to say that he remembered
“coming away from some discussions with the clear sense that the policy was intended—even if this wasn’t its main purpose—to rub the Right’s nose in diversity and render their arguments out of date.”
That is an incredibly unhelpful statement, but if Mr Nether was correct it is no wonder petitions such as this have found favour in communities that might feel duped and that we are not facing the ongoing effects of mass uncontrolled migration.
In response to local authority and community concerns, mentioned by the hon. Member for Birmingham, Selly Oak, the Communities and Local Government Committee looked into the matter. I served on the Committee in 2008, and we produced a report. At the time, the Committee was Labour dominated—obviously—and it also had a Labour Chair, Phyllis Starkey. It is worth noting the report’s findings. We learned lessons, and we have to learn lessons now. The report’s summary states:
“There is significant public anxiety about migration, some of which arises from practical concerns about its effect on local communities.”
The hon. Member for Birmingham, Selly Oak referred to that. It continues:
“On our visits we heard from settled residents”—
some of those settled residents were second and third generation from other countries—
“about many such concerns, including the limited English of new arrivals; the problems associated with Houses in Multiple Occupation (HMOs)…a perceived increase in anti-social behaviour; and pressures on public services. The practical concerns of settled residents about migration need to be addressed by central and local government for cohesion to be improved, and cannot simply be dismissed as expressions of racist or xenophobic sentiments.
Recent migration has placed pressures on local public services in areas that have experienced rapid inward migration, including pressures on schools, translation services, social care, English language teaching, policing and the NHS. These pressures are currently left unfunded by Government, because resource allocations are being made on the basis of flawed population data. Leaving local services with inadequate funding to cope with added pressures from migration is not only detrimental to the service provided to local communities; increased competition between groups for access to limited public resources can also negatively affect community cohesion.”
That happened, and I believe that the petition has come out of it. I think that the petition is wrong in its sentiments and language, but we cannot dispute those findings. We need to face into the situation—all of us. It will take a long time to turn it around.
In an effort to row back from that situation, the points-based immigration system was introduced. Our Government, elected on a mandate of trying to control immigration, say the same. We have, however, to be honest, in this Chamber and in this Parliament: we can control only outside-EU immigration. We are unable to control EU migration, so other areas must be particularly hit, including former Commonwealth countries. The bar is set extremely high, and it has an unfair and disproportionate effect on certain communities and industries.
My hon. Friend the Member for Sutton and Cheam mentioned the curry industry. What he said was absolutely right, but the Chinese food industry is affected as well. The curry industry is worth £4 billion and employs 100,000 people across many of our constituencies. The hon. Member for Birmingham, Selly Oak mentioned training up people. Yes, we can do that, but it seems rather perverse that a poor Polish immigrant can walk into this country and take up any vacancy they find in any industry, including the hospitality industry or a curry restaurant, even though they might not have the relevant skills, while a poor skilled Bangladeshi chef is not able to that because the bar is set so high.
My hon. Friends the Members for Sutton and Cheam, for Northampton South (David Mackintosh) and for Harrow East (Bob Blackman) and I returned two weeks ago from visiting a social action project in Bangladesh. Bangladesh is a very poor country and it will be enormously difficult for its people to jump the bar to get in and take up vacancies. Someone from the EU can walk in and, hopefully, get a job in any restaurant by virtue of their EU membership.
In response to public concern, we have made it our mandate to cut immigration to tens of thousands, but my own concern is that certain countries are discriminated against. People from those countries have families here and other ties to the UK. We should not just tinker with the margins of the figures by hitting only non-EU countries. We need to look at immigration as a whole and ask ourselves what we can, and cannot, realistically control.
I want to regain control of our borders so that the UK once again says welcome and gives refuge and asylum to those it wishes to come and shows the door to illegal immigrants. Yes, we need controlled immigration. Yes, we need a reasonable debate. However, we do not need nasty, small-minded xenophobia, which wording such as that in the petition encourages and feeds. The petition and its wording have got it wrong on so many levels. After we have considered it today, I suggest that we consign it to the dustbin, where it belongs.
I want a debate on immigration. I do not want a shouty, nasty, ill-informed petition that means we are then discussing whether people are trying to turn us into Muslims or grab our jobs or whether to stop this, that and the other. We need to say why we believe in controlled immigration and explain how we can control it, recognising that we have control over only small amount. That leads to the big debate, which I look forward to having over the next few months, on whether we should throw the whole thing up in the air and say, “Do we want to be able to control our borders?” If being a member of the EU means that we cannot, that is part of the robust debate we should be having. I am pleased to have had the chance to put those comments on the record. I look forward to the vitriol, which I will wear with pride.

Commons ChamberWe have been particularly concerned to play our role in managing that issue. DFID is helping to support the materials monitoring unit. That means we can check materials as they enter Gaza and check where they are stored, how they are used and how they are reused. So there absolutely are good controls in place to ensure the materials are used for rebuilding people’s homes and helping them rebuild their lives.
Does the Secretary of State welcome Israeli President Rivlin’s call for an urgent international effort to rebuild Gaza, but on the understanding that the hostilities perpetrated by Hamas against Israel must cease? Does she also agree that the continued incitement to violence by Palestinians against Israel must end?
Clearly, the only way people in Gaza, particularly children growing up there, are going to have a better future is if we have a two-state solution. That requires Israel, and the Occupied Palestinian Territories and its transitional Government, to be prepared to do what it takes to get a long-term settlement. That also means not doing things that get in the way of peace talks getting going again.

Commons ChamberThe Gaza reconstruction mechanism, in which we have invested heavily, had a faltering start and only 46 truck-loads were delivered in October. We are now up to 302 as of the beginning of this month. It is not good enough, and we are working for more, but it is the only game in town.
The situation in Gaza is of course made more dire by the actions of Hamas, which misappropriates hundreds of thousands of tonnes of concrete and uses it to construct 32 terror and murder tunnels. Can the Minister tell me what he is doing to ensure that Hamas does not similarly misappropriate aid that should be going towards ordinary Gazans?

Lady rightly flags up the plight of those who have been forced to leave their homes, and not only the refugees who have fled across the border, but the internally displaced people. That is why some of our specific support goes to help 5,500 people who are in Syria and who have been forced to leave their homes.
2. What funding his Department has allocated to the Palestinian territories in 2011-12.
The UK has allocated funding for Palestinian development to help build a future Palestinian state that is stable, prosperous and an effective partner for peace.
I am sure the Secretary of State agrees that it is imperative that any funds provided by this country to the Palestinian Authority go towards securing the Quartet principles. Does he therefore share my concern that there are still Palestinian textbooks that contain anti-Christian, anti-western and anti-Israeli sentiments? Can he assure me that his Department is doing everything possible to ensure that no British taxpayer money is being used to fund textbooks of that sort?
I have looked very carefully into this issue, not least because I know of my hon. Friend’s interest in it, and I have found no evidence in Palestinian school textbooks of what he describes. I was in Gaza just before Christmas, and I raised the specific matter then. I am sure my hon. Friend will share my pleasure in the fact that the State Department in America has set up an inquiry to examine the quality of both Israeli and Palestinian textbooks and will be reporting later this year, probably in the autumn. He and I will, no doubt, look with great interest at what the report has to say.

Commons ChamberWhat I regret is that the Labour party gave away so many powers. It is going to take a while to get some of them back, but we are making progress. When the right hon. Gentleman was in government there were repeated increases in the EU budget, whereas this year we have achieved an EU budget freeze. When he was in government he gave away the bail-out power and we had to pour billions of pounds into other countries. We have got that power back, and I believe that with strong negotiation, standing up for Britain, we can help to clear up the mess that Labour left us.
Over the past decade and a half there has been an explosion of personal debt levels in this country, yet we allow our young people to leave school without the proper skills to make informed decisions. Next week the all-party group on financial education for young people will report on where we feel this can fit into the curriculum. Will the Prime Minister read that report and meet a small group of MPs to discuss how we can ensure that young people are more financially literate in the future?
I shall be very happy to meet my hon. Friend, who knows a great deal about this, having been a supply teacher for many years in the constituency that he now represents.
He was a permanent teacher as well; excuse me. Financial education is important for our young people, and I look forward to seeing the report of his all-party group.

Commons ChamberI made this point some moments ago. Of course, the decision to employ a tabloid editor meant that there were a number of people who said that it was not a good idea, particularly when that tabloid editor had been at the News of the World when bad things had happened. The decision I made was to accept the assurances that he gave me. As I have said, those assurances were given to the police, a Select Committee and a court of law. If I was lied to and others were lied to, that would be a matter of deep regret. I could not be clearer about it than that. We must ensure that we judge people as innocent until proven guilty.
This week I received another e-mail from a constituent regarding metal and cable theft. This time, it told of an elderly lady who had a fall at home and was unable to raise the alarm because the cables in the village had been stolen for the second time in about as many weeks. This is a growing problem across the country. The legislation relating to this matter dates back to 1964. Please can we have an urgent review to ensure that scrap metal dealers who accept stolen metal are prevented from doing so and prosecuted?
I have every sympathy with my hon. Friend. There was a case in my constituency where the lead from the Witney church roof was stolen. I have been trying to ensure that these crimes are taken seriously by the police, because they put massive costs on to voluntary bodies, churches, charities and businesses. We must ensure that they are not seen as second-order crimes, because the level of this crime is growing and it is very worrying.
