Westminster HallWestminster Hall is an alternative Chamber for MPs to hold debates, named after the adjoining Westminster Hall.
Each debate is chaired by an MP from the Panel of Chairs, rather than the Speaker or Deputy Speaker. A Government Minister will give the final speech, and no votes may be called on the debate topic.

Their concerns were wrong. I had a minor position in the Treasury at the time, and I can assure the hon. Lady that that was genuine redirection of funds, albeit over a period, as one would expect, with the release of funds associated with the development of HS2 in the northern sector.
To conclude the list, we had £3.3 billion for road improvements and an additional £11.5 billion for Northern Powerhouse Rail from Manchester to Liverpool. The question that is easy to miss in opposition but impossible to avoid in government is this: where do the Government want money to be spent? That money could be used for those widespread improvements or be rediverted to a northern branch of a version of HS2, but it is impossible to spend the same money twice. If the Minister wants to do both, where is the money going to come from?
Finally, many hon. Members referred to the seeming disconnect between investment decisions in London and the south-east and elsewhere in the country, the north-west in particular. The hon. Member for Leigh and Atherton used a good phrase:
“Growth goes where the growth already is.”
The previous Government at least took the first step in tackling an injustice in the Green Book analysis. That was undertaken to unlock some of the levelling-up investment that the hon. Member for Westmorland and Lonsdale (Tim Farron) referred to. I am concerned that the new Government—certainly the new Treasury—are reverting to type. Commons ChamberIn a challenging labour market, we continue to apply an array of measures to support recruitment and retention and to refine the armed forces’ offer. These include the biggest pay rise in 20 years, flexible service and an improved accommodation offer. The Haythornthwaite review has a key part to play, and teams have been stood up across the Ministry of Defence to implement all 67 recommendations, working to establish a reward and incentivisation architecture that will attract and retain the skills we need.
I am grateful for the Minister’s answer, but the quality of forces accommodation is also an important factor in both recruitment and retention. Will he consider giving local commanders greater agency in getting small repairs done locally if the national contractors fail to act quickly enough?

Commons ChamberDefence accommodation maintenance contracts that work on a fix-it-when-it-breaks basis ignore preventive maintenance, create perverse incentives—the longer a repair is left, the greater the damage and the bigger the cost—and too often remove the ability of accommodation users to look after their homes. Does my right hon. Friend agree that it is time we looked at those contracts again?
I am sympathetic to what my hon. Friend says and he can be sure that my hon. and learned Friend the Minister for Defence Procurement and I are looking closely at the FDIS—future defence infrastructure services—contract right now.
