The hon. Gentleman will know that there are many different voices coming out of Israel. It was perhaps a matter of surprise that the ambassador chose to express herself at this point in precisely that way, but he will be aware that the policy of the British Government is to support a two-state solution. That has always been the policy. It is the policy of both Front Benches and one that Britain is bending every sinew to make sure that we achieve.

The Israeli Government have demanded full control of the Philadelphi corridor, the land border between Gaza and Egypt. As the Minister himself said earlier, it is the main aid corridor for UK and international aid into Gaza. The Egyptian Government are reportedly opposed to the proposal due to the effect on the country’s sovereignty, so how concerned are the British Government about the Israeli Government’s demands in respect of the Philadelphi corridor?

The hon. Gentleman will have seen the progress that has been made on other forms of access. I have mentioned specifically the convoys from Jordan, two of which have now reached Gaza, and the maritime support that Britain is providing to bring Cypriot and British aid into Egypt. We are confronting the difficulties in securing humanitarian support for those who desperately need it, and doing everything we can to overcome them.

United Nations Secretary-Generals initiate article 99 very rarely; I understand this is only the seventh time that this has happened, and it is only initiated when the Secretary-General believes an event threatens the maintenance of international peace and security. As the UK abstained on the resolution and 13 members supported it, with the US against, the UK are in an isolated position; does this mean the UK Government disagree fundamentally with the position of the UN Secretary-General?

The UN Secretary-General and the British Government work extremely closely together; it is an extraordinarily important and close relationship for both parties. But I have set out very clearly why it has not been possible for Britain to support a ceasefire, and above all it is because of the impracticality of calling for it.

I am not remotely surprised that my hon. Friend has already read the whole paper—all 148 pages. It is two pages shorter than the White Paper produced in 2009, but I beg to suggest that it is a rather better read. On BII, we have taken the advice of the Select Committee, recognising that it could do more in the poorest and most difficult countries. BII is investing in a port in Somalia, which, as he will understand, is quite a gritty thing to do, but we will see the funding to the poorest countries from BII rise in the period to 2030 from about 38% to 50%. That is a very significant increase, and one that the Select Committee has urged us to embrace. HALO is a brilliant charity that does work far beyond just dealing with high explosives, and we give it our strong support.

The White Paper’s focus on fragile and conflict-affected states is to be welcomed, but the Minister will know that, due to their very nature, these can be the most difficult places to operate in. Will he commit to reporting annually to the House so that we can monitor progress on the strategy?

Conflict-affected and fragile states are indeed the most difficult places in which to operate, but they are also two of the most important types of place in which to operate. The hon. Member will be interested to know that, while over half of the development budget goes to the least developed countries, something like 62% goes to fragile and conflict-affected states. There is no doubt that the Select Committee and ICAI will ensure that the focus he requests is maintained.

Avi Shlaim is an Arab Jew, who was born in Baghdad, served in the Israel Defence Forces and is a retired professor of international affairs at the University of Oxford. He probably knows more about the Israeli-Palestinian conflict than most of us, and he says:

“revenge is not a policy.”

Do the British Government reject the position of the Israeli Government that they should have overall security control of Gaza after current military operations?

I think we can all agree that revenge is not a policy, but given the appalling events of 7 October, I want to emphasise that the Israeli Government have an absolute right to self-defence.

Diolch, Madam Deputy Speaker. The UK Government’s press release in response to today’s sentencing of Mr Kara-Murza mentions the investigative work of the UN Human Rights Council’s rapporteur on internal oppression in Russia. Will the Minister update the House on the work of the rapporteur, on the UK Government’s engagement with the rapporteur and on what he hopes the outcome of the rapporteur’s work will be?

The answer to the hon. Gentleman’s question is that we are a leading member of the United Nations, we look very carefully at the work in which the Human Rights Council is engaged all the time, and when there is anything to say we will of course report it. The hon. Gentleman may rest assured that through that avenue we are exerting every pressure that we can.
