The Government are focused on our vital priorities, notably: supporting Ukraine, standing with Israel, and providing aid to Palestinian civilians. The Foreign Secretary and I met global leaders at COP28, who welcomed the UK’s leadership at this critical time. We discussed our newly launched international development White Paper, which seeks to get the sustainable development goals back on track at this halfway stage, when they are so far off. As mentioned before, I will deputise for the Foreign Secretary in this House and make regular statements to keep Members updated.

What steps is the Foreign, Commonwealth and Development Office taking to persuade and encourage our NATO allies to continue and enhance not just their military but civil support for Ukraine in its brave campaign against Putin’s evil invasion?

My hon. Friend is absolutely right to put it in those terms. The Foreign Secretary met the Ukrainian Foreign Minister Kuleba at the NATO-Ukraine Council. My hon. Friend will know that nearly £10 billion in military, humanitarian and economic support has been provided by Britain since February 2022, and we were the first country to provide lethal aid. We are the biggest contributor to the armed forces in Ukraine of any single nation.

The Russians are doing to the United Nations precisely what Italy and Germany did to the League of Nations in the 1930s, and they are doing to Aleppo precisely what the Nazis did to Guernica during the Spanish civil war.

I join my right hon. Friend in supporting no-bombing zones, as well as aid drops in memory of our former colleague and my Yorkshire neighbour, Jo Cox. On the issue of no-fly zones, I served in the Royal Air Force on the no-fly zone over northern Iraq. Does he agree that one message we could send out from this House today would be that, using our E-3 Sentry AWACS reconnaissance aircraft, any war crimes perpetrated by air forces would be identified and logged, and that the perpetrators would feel the full force of the law as a result?

The hon. Gentleman rightly identifies the importance of being able to demonstrate to hard-pressed taxpayers that every pound of their hard-earned money is really delivering 100p of value on the ground. That is exactly what the Government are doing in the case of development policy. The 0.7% commitment to which the hon. Gentleman refers reflects the state of the economy, because the spending figure will go up and down with economic health. Many of us think that is what it should do.

The right hon. Gentleman is extremely experienced in the issues of the occupied Palestinian territories and of Gaza. Through the United Nations Relief and Works Agency, we take a careful interest in what is happening in Gaza and will continue to do so.

Having visited the flood-hit areas of Pakistan and Kashmir before Christmas, may I ask my right hon. Friend whether he will confirm that the money saved on aid to China and Russia will go to such areas and to the other poorest areas in the world that need the aid most?

My hon. Friend is absolutely right. As a result of the much more careful prioritisation of aid and aid programmes, we are able to re-channel British taxpayer’s money into the kind of causes that he identifies.
