My hon. Friend is right in what he says. The rightful aim of defeating Hamas will not be achieved by allowing a humanitarian catastrophe in Gaza, as I am sure he would agree. He mentions gender-based violence; he will recognise that the Government have supplied funding particularly to try to tackle aspects of that, where we are able to make a contribution and have some impact. On what he says about the nature of some of what has been said in this House and outside, the Government make it very clear that we are absolutely opposed to antisemitism and Islamophobia in all their forms.

Last October, the Israeli Defence Minister disgracefully described the Palestinian people as “animals”, and that is exactly how Israel has treated them, forcibly displacing men, women, and children from the north to the south of Gaza and now forcibly displacing people again, slaughtering tens of thousands of innocent civilians and creating famine conditions. Now there is the risk of a massacre. What we are witnessing this week is a clear escalation of Israel’s total disregard for civilian life and international law. We need an immediate ceasefire, but will the Minister finally agree to impose stringent sanctions on Israel, not simply on individual settlers, by ending support for its military capability in Gaza, suspending arms export licences and offering support for ICJ and ICC processes investigating Israel’s criminal actions? Where is our humanity?

She shakes her head, but the fact is that the Government are doing everything they can, as we have set out—the Foreign Secretary has set it out, the Prime Minister has set it out and I have set it out from this Dispatch Box—to try to effect the change that she and I so desperately wish to see.

At the moment, Britain does not have a requirement to provide extra money, because we have fully funded UNRWA through our commitment to that organisation up until the next financial year, which effectively means the end of April. In an earlier response, I addressed the point that my right hon. Friend made so eloquently about the requirement for UNRWA assets to be used. As he knows, we will look very carefully at the two reports I mentioned—including the interim one, which should be available in New York today—in the hope that measures will be taken that will allow everyone, not just Britain, to restore funding to UNRWA in due course.

Diolch yn fawr, Mr Speaker. In the past hour, news agencies have reported that the Israeli National Security Minister, Itamar Ben-Gvir, has told Israeli Army Radio that, “We must enter Rafah now”. Surely this announcement that a military assault will be undertaken on an area of 1.7 million displaced people is a breach of a binding UN Security Council resolution and of international law. The Minister must urgently set out what action he will consider to prevent the Israeli armed forces taking such action. More specifically, does the UK agree that should Israel proceed with this action and refuse to adhere to the demand for an immediate ceasefire, it will be in violation of a binding resolution and in breach of international law?

Given the position that the hon. Lady has just outlined, I am sure she will welcome yesterday’s resolution 2728 and the progress that it reflects. She has quoted a specific Israeli Minister, but she will know that there are many voices in Israel at this time. Israel is a pluralist democracy—the only one in the region—and we are hearing many different voices. In respect of any attack on Rafah, she will have heard the words of the Prime Minister, the Foreign Secretary, and indeed myself at this Dispatch Box on the ill-advised nature of military action in Rafah at this time.

I do not agree with my right hon. Friend’s premise, because I do not think we are in the position to reach that judgment, but the point he is making is that it is essential to get more food, aid, support and medicine into Gaza, and every day the British Government are working intently to that end.

Mr Speaker,

“Famine is a reality…the highest hunger level of anywhere else in the world in terms of total numbers…all manmade…A ceasefire is an absolute requirement”.

Those are the words of Matthew Hollingsworth, the country director of the World Food Programme, and of the UN Secretary-General. Starvation is indeed being used as a weapon of war. In Gaza, it is clear that Israel is engineering a famine for more than 2 million civilians. It is also clear that UK diplomacy has failed, so the Minister must now indicate what action the Government will take to escalate pressure to stop Israel’s military assault, to demand a ceasefire and to ensure that emergency assistance is provided through UNWRA to those being starved to death.

I think that many people in Israel and elsewhere will find part of what the hon. Lady has said profoundly offensive. She is right to say that the characteristics of famine are present in Gaza, as I set out in my earlier response, and that is why we are doing everything we can, together with our allies, to get as much food and support into Gaza as possible.

We have heard this morning some shocking reports about Palestinian medical staff in Gaza being blindfolded, detained, forced to strip and repeatedly beaten by Israeli troops, after a raid on Nasser Hospital last month. There is footage from Khan Yunis showing men stripped and kneeling, and patients with their hands bound being wheeled in beds. Do the UK Government believe that the Israeli Government are responsible for the conduct of their forces, and that this clearly appears to be torture and is in breach of international law, including the universal declaration of human rights and article 18 of the Geneva convention? What are the UK Government going to do about this?

The hon. Lady is right to say that Israel must comply with the Geneva convention. We have seen these reports. A full explanation and investigation is required, and that is what the British Government are pressing for. I point out to her that, when it comes to targeting operations, lawyers are embedded in the Israeli and Israel Defence Forces command, just as happens in Britain, which should ensure the acceptance and honouring of international humanitarian law. But I agree that a full explanation is required.

As the hon. Gentleman will have seen, the British Government have condemned without qualification settler violence and illegal acts that have taken place on the west bank, and have made it absolutely clear that when such acts take place, those who commit them must be held to account, put before the courts and punished. In respect of the overall situation on the west bank, Lord Cameron was there last week and had some extremely good meetings—not just with President Abbas, but with others in the Palestinian Authority—where he sketched out a way in which Britain can be by their side and helping them when a political track is possible, and said that they should make the necessary reforms first, before that political track becomes available, so that they are ready to go when it does.

On Friday, the ICJ determined that there may be plausible grounds that Israel is committing genocide against the Palestinians in Gaza. With that in mind, and with the case ongoing, will the Minister confirm that we will take the only serious options available to separate ourselves from the risk of complicity, which is to demand an immediate ceasefire, immediately ban all sales of arms to Israel —including ending assistance in the transfer of any arms to Israel, such as via the Akrotiri base in Cyprus —and ensure that sufficient funding is provided so that humanitarian aid reaches those people in desperate need?

The hon. Lady will understand that the issue is not with providing aid, but getting it in. There is plenty of aid ready to go into Gaza; it is getting it in that is most important. She will have heard what I have said about Britain’s arms regime. On the demand for a ceasefire, the British Government have set out very clearly that we want to see a humanitarian pause, the hostages freed and aid getting into Gaza, and then we want to see a sustained ceasefire. However, I draw her attention to my earlier comment that that is not something Hamas want to see. This is the policy the British Government will pursue—the pause, getting the hostages back and a sustainable ceasefire—with every sinew that we can bring to bear.

I am most grateful to my hon. Friend for her question. The Government have made it absolutely clear that there can be no resettlement of Palestinians outside of Gaza: those who lived in Gaza before must have the right of return and the British Government have been unequivocal on that point.

The human suffering unfolding before our very eyes is absolutely horrific and heart breaking: tens of thousands of innocent Gazans losing their lives, 1.9 million displaced and only last week the Israeli National Security Minister talked about

“the emigration of hundreds of thousands from Gaza”,

as part of a post-war vision. Will the Minister condemn his Israeli counterpart for seeking to permanently displace Palestinians from their homes, confirm that Members of the Israeli Government are advocating for breaches of international law and agree that the actions of the Israeli state contravene the genocide convention? As a first step, will he call for an immediate ceasefire, so that we can bring an end to the conflict and treat those people who are suffering?

The hon. Lady will be aware of the arguments for a sustainable ceasefire that are propagated by the Government and supported by the Opposition Front Bench. She is entirely right about the suffering and, in respect of her first point, she will have heard what I said to two of her hon. Friends.

I refer the hon. Lady to my response a few moments ago, in which I made clear that Britain has the most rigorous arms sale regime anywhere in the world—it is extremely important that we have that. I will look carefully to see whether there is any aspect of the hon. Lady’s question that suggests we should do more.

On Friday, the Palestine Red Crescent Society said that Israeli forces opened fire on the intensive care unit at Al-Quds Hospital, and Médecins Sans Frontières reported a doctor in Al-Shifa Hospital saying that a sniper attacked four patients inside that hospital. We are seeing babies dying—what is happening is a stain on our collective humanity. I implore the Government please to join the overwhelming majority of the British public, humanitarian organisations and other nations in calling for an immediate ceasefire, to prevent the further death of innocent civilians and resolve what is a humanitarian catastrophe.

I think the hon. Lady should put some greater hope in the achievement of humanitarian pauses, and then the development of those pauses. In the meantime, as she will be aware, it is the policy of both the Government and the Opposition that we should promote pauses, not a ceasefire.
