Ministerial CorrectionsHaving worked with radiation for a number of years in my own career and having followed very closely the development of the civil nuclear programme, I fully concur with the Secretary of State’s comments on the underlying science. On level 0 events, similar events, such as moving waste material out of civilian sites, are subject to local communication. Why was there not a parallel situation in the case of Dounreay? Why were local stakeholders not involved? Will he ensure that the chief scientific adviser is given the maximum freedom, within the limits of classified information, to share scientific findings with the broadest possible group of nuclear experts?

Commons ChamberOur track record speaks for itself. Since 1963, the Royal Navy has operated 80-odd cores, both at sea and at shore-based test reactors. Rolls-Royce has acted as the technical authority and delivery partner, providing the design and manufacture of cores in an arrangement that has been very satisfactory. Nothing that I am announcing should in any way be taken to undermine the success of that relationship, or Rolls-Royce’s status as a world-leading provider of military reactor cores.

The hon. Gentleman can rest assured that within the circle of nuclear experts—it is quite a small circle—there has already been discussion on these issues in the past two years. There is no requirement to notify level zero events, but we did notify the Scottish Environment Protection Agency and, of course, the military nuclear regulator. It is important to note that SEPA’s primary focus is on emissions from the site—that is, what is in the discharge from the site—and there has been no measurable change in the radiation discharge. The fact that Atlas is not fit for purpose and the mess that we are in suggest that there was a fundamental flaw in the design of the project and in the project management thereafter. When such mistakes occurred under the previous Administration, the Conservative party regularly asked for somebody to resign. Who will take responsibility for this failure?
The hon. Gentleman might like to reflect on the previous Administration’s record of taking responsibility for their failures. Hon. Members who are interested in the IT challenge in government will recognise that there is always a tension between the desire to utilise existing platforms and contracts to deliver IT in an effective and efficient way that provides value for money, and the fact that the Department shoulders the integration risk. By asking Capita to develop a process using the existing Atlas platform, the Department effectively accepted the integration risk. We are now asking Capita to shoulder the integration risk by developing a platform that is purposely designed for its process.

The in-principle answer to my hon. Friend’s question is yes, of course we are trying to encourage members leaving the regular forces to join the reserves. He is right that there have been some blockages in the recruiting pipeline in the reserves. I have paid close attention to that. I believe that we have cleared those blockages—I know exactly what he is talking about—and, because of that, that we can make the system of joining the reserves much more smooth and effective in future.
What advice did the Minister take on the impact of his statement on morale and, therefore, the effectiveness of the Army?
As I have already said, I do not believe that this will affect current operations in Afghanistan. We have of course consulted the service chiefs and—particularly on this tranche—members from the Army personnel branch. I am very conscious that behind every person who may be affected there is not just a service number, but a serviceman or woman and potentially a family. We realise that, which is why we are trying to do this as fairly and practically as possible, given that we understand that it is a difficult process.

Commons ChamberI can tell my right hon. Friend the Member for North Somerset (Dr Fox) that legislation is already in place to protect the employment position of reservists who are mobilised. He will also see when he reads the Green Paper that we are proposing legislation to extend the circumstances under which we are able to mobilise reservists, so that they can be mobilised not only for operational service overseas, but for homeland resilience and routine operations, such as the crucial defence of the Falkland Islands. He will also see that the Green Paper contains a section setting out some examples of practice in important allied nations. I am sure he already knows this, but what others will learn from that section is that at present we have a disproportionately low percentage of reserves in our total force mix compared with most of our comparable allies. What we are doing will move us back a bit further towards the average force mix of our normal allies.
The medical reserves, such as those from the Territorial Army unit in Ellesmere Port, contain a lot of extremely highly skilled people who are necessary to the advancement of safety in the field. They have done a fantastic job in the recent past under both Administrations and are drawn largely from a much more devolved health service. What discussions is the Secretary of State having with his colleague the Secretary of State for Health to ensure that proper mechanisms are in place for reservists coming from the health service?
The Department of Health, along with a number of large companies, is one of our key partners in the current partnering arrangement. Many NHS trusts that I have spoken to are acutely aware of the benefits to them of properly managed reserve service. Those returning from the role 3 hospital in Camp Bastion have without doubt the best trauma training available anywhere in the NHS.
If the hon. Gentleman reads the Green Paper, he will see that, as well as appeals to corporate social responsibility and collective responsibility for the national defence, there is a strong strand of mutual benefit between the reserves, the Army and employers. We need to draw out and develop those mutual benefits, and I am sure that we will be able to do that in the case of NHS trusts.
