I am happy to provide further detail for my hon. Friend separately. We recognise that there is real value and opportunity in having locally led and locally initiated employment opportunities and support that are tailored to meet localised needs on the ground and that work closely with the health system. That is reflected in our announcements. We need to take that forward in a joined-up way and work across Government. There is a real determination from not just Ministers in the Department for Work and Pensions but the Prime Minister, the Chancellor and Ministers in the Department of Health and Social Care—this is a cross-Government effort. I am happy to provide him with more background about the work that we are doing.

It is fantastic that we have seen 2 million more people with disabilities enter the workplace in the last decade and that, as my hon. Friend said earlier, those who want and are able to work are supported to do so. I have spoken before about my support for the Disability Confident and Access to Work schemes. The White Paper builds on all the progress made thus far. Can he outline more about how the Access to Work scheme will evolve with an enhanced package and about the flexibility? Basically, can he update the House? The programme is fantastic, but there needs to be significantly greater awareness.

Working with Disability Action Yorkshire in my constituency, I have observed the important and growing role in the jobs market played by people with disabilities. I have spoken before about the Access to Work programme. Will the Minister update the House on what is being done to promote that excellent scheme among employers?

My hon. Friend is a brilliant advocate for Harrogate generally, but on this issue he is a passionate advocate for Access to Work and Disability Confident. We work to promote those schemes through our social media, through working with stakeholders, through working with local employer partnership teams and employer associations and through the Disability Confident scheme generally. I would certainly welcome the opportunity to look at ways in which we can spread the word further, including on a localised basis. I am about to do that as a constituency MP in Corby, and perhaps my hon. Friend could do the same in Harrogate.

I am always grateful for the constructive way in which the hon. Gentleman approaches these matters. Calls are charged at the local rate. I set out for the House the steps being taken to boost capacity in Her Majesty’s Passport Office but also in relation to the contractors that we work with to deliver these services. It is also the case that, after 10 weeks of proof of travel, within two weeks, the upgrade is free, should that be required. Again, I go back to the fact that 98.6% of passports are renewed within the 10-week timeframe and more than 90% are processed in just six weeks. However, it is right, in terms of the remainder, that we make the interventions we are making to improve matters. We want to see the best service possible delivered and that is precisely what those interventions seek to do.

It is clear that all of us are being contacted by distressed constituents seeking their passports. It can be highly stressful for them to be chasing documents as they approach departure day—and business travel can be at even shorter notice than a planned holiday. I am encouraged to hear that significant recruitment is taking place at the Passport Office and that 1 million passport applications were completed in March alone—that is a good number—but will the Minister look at the progress being made with that recruitment? We clearly have a capacity issue, which we need to get through, and that will only be got through when we have boosted the capacity of those doing the applications.

I thank my hon. Friend for his question. Of course, I and ministerial colleagues recognise the distress caused when individuals cannot receive their passports in the timeframe that they seek. That is why we are taking steps to improve matters. On recruitment, I hear his point about trying to expedite this as much as possible. It is fair to say that we want to see progress made on that as quickly as possible, and I will certainly ensure that Home Office colleagues are sighted on his views. My hon. Friend the Minister for safe and legal migration has that at the forefront of his mind. We want to see that recruitment happen as quickly as possible.

T9. Thank you, Mr Speaker. It is very welcome news that the Leyland bridge is to be rebuilt, but will the Minister put pressure on Network Rail to give a concrete finish date and to get the works on site started as quickly as possible?

First, I pay tribute to my hon. Friend and my hon. Friend the Member for Wellingborough (Mr Bone) for their campaigning on this issue. This is an important issue locally. Network Rail has made progress in finalising the design for the bridge and will start work as soon as possible. I will contact Network Rail to find the most up-to-date information, put pressure on it for the earliest possible completion of this project and keep my hon. Friend informed.

We had a very good debate on the Suggitt’s Lane level crossing only last week in Westminster Hall. Network Rail is accountable to the Secretary of State, but that does not mean that we can interfere or overrule its operational decisions. However, I have undertaken to meet Network Rail to ensure that it is aware of the views of the hon. Lady and my hon. Friend the Member for Cleethorpes (Martin Vickers). I met some of the people who had travelled down from the area to understand their views and will ensure that Network Rail is fully sighted on those views.

Network Rail made a mistake when it demolished the Leyland bridge, which links my constituency and that of my hon. Friend the Member for Wellingborough (Mr Bone). I am pleased to say that, with the Minister’s help, it is going to be rebuilt, but will he help us to keep the pressure up and ensure that those works are completed as soon as possible?

East Midlands Rail Franchise

The responsibility for paying train operator pensions is the responsibility of the train operator. That is the case with the franchises that have just been awarded and are being considered, and it has always been the case since franchising came into form 25 years ago. There are no plans to change that. Train operators have the responsibility and we expect them to fulfil it.

Is the Minister confident that the new contract will deliver positive benefits for rail users in Corby and east Northamptonshire and that the transition from the old contract to the new will be seamless?

There will be significant benefits for the constituents whom my hon. Friend serves so well. Those benefits will be in the form of new trains and significantly increased capacity, particularly with the connectivity into London. There are significant benefits for those he represents. There is obviously operational risk with the handover from one franchise to the next, but many of the staff will TUPE over, as is standard when a franchise changes. I expect all sides to go through the process with good will to ensure that customers are at the centre of their thinking.

Yes, there was a little bit of a tangent in that question. I am not the HS2 Minister, but I can, having just checked with the person who is, say that she will be happy to meet the hon. Lady. We will set that meeting up soon.

I know that, like me, the Minister will welcome the electrification of the midland main line, a project currently being undertaken, and the new half-hourly service to and from Corby, which will be a real boost for our rail services in north Northamptonshire. But there is still a demand for more northbound services from Corby, so will he help me to explore that possibility, as I think we ought to be tapping the huge potential there?

My hon. Friend is a great champion for his constituency, and for the rail services to and from it. The new franchise will certainly bring a wide set of positive developments for the rail passengers of Corby. I am more than happy to agree with him on this and meet him to work together to see what we can do to make these services even better.

Investment in the Chowns Mill roundabout and the dualling of the A45 are important priorities for people in east Northamptonshire, and they are part of the road investment strategy. Will the Secretary of State do all that he can to ensure that they are delivered as early as possible, given that they are so desperately needed?

I fully recognise the importance of those schemes to my hon. Friend and his constituents. We are working to ensure that all our road investment strategy schemes are delivered as soon as possible, but I will keep him informed of progress.

What assessment has the Minister made of email cancellations? I have been made aware of a number of cases where people have received them just minutes before tests were due to start. I would be interested to know the impact that is having on waiting times.

I will look into that. The challenge faced by the DVSA is one of increasing demand. Nationally over the past few months, 181 new driving examiners have started work, 70 people are either currently attending or booked to attend new entrant training courses, and 38 have been offered posts. The DVSA is, therefore, responding with more people, but it also needs to respond in a customer-friendly way. My hon. Friend makes an important point and I will look into it.

The Government’s commitment to dual the A45 between Stanwick and Thrapston and improve the Chowns Mill roundabout was warmly welcomed by east Northamptonshire residents. Will the Minister now update us on that work?
