Commons ChamberMay I start by thanking you, Mr Deputy Speaker, and, through you, Mr Speaker for granting me this debate? I value the opportunity to raise issues during this Adjournment debate. Perhaps no one values that more than the hon. Member for Strangford (Jim Shannon), who is usually a fixture at these moments, but has sent his apologies for not being here today.
I have mentioned the new housing developments and estates being built across Harrogate and Knaresborough in the House before. Indeed, I have been running a “fair deal for new estates” campaign, the essence of which is to ensure new estates are finished in a timely way. Within “fair deal” I mean both the length of time involved and the quality of work by house builders. The campaign has been running for over a year. It started when residents in new build properties came to me to seek support for the problems they were having with their new homes. I was, of course, extremely happy to help with their cases and take them up on their behalf with house builders. I have made visits to see the issues at first hand, and corresponded and met with house builders.
There are too many individual cases to detail in this debate. We are talking about over 200 cases located across Harrogate, Knaresborough and some surrounding villages, so the issue is not limited to a specific geography. The developments include King’s Croft, Garten Close, Harlow Green, Swincliffe Mews and others. There are a great variety of issues, both in range and severity, but they can be divided into two groups: issues with individual properties and estate-wide issues.
Estate-wide issues cover matters such as drainage, road surfacing, street lighting, street signage and play areas, or simply being a good neighbour during the final build-out of an estate by keeping roads as clean as possible, and making consideration for delivery times and the types of vehicles used. I have had complaints about how long it has been taking to finish estates and how the focus can seem to move on when much of an estate has been sold. One issue that is regularly raised is about drainage for open spaces, play areas or individual homes. I have seen blocked drains, as well as standing water significant enough to reach front doors and threaten to flood individual properties, which is very worrying for residents. Equally, I have seen huge excavations and remedial work from house builders, indicating that they have been taking action and showing how much work is required to put things right.
On issues facing individual properties, we must remember that a new home is not just a financial transaction, but a major step in anyone’s life. It is emotional and exciting, but moving house can also be stressful. However, it should not be the start of a long chain of dealings with the house builder to correct problems. Issues raised with me range from totally inadequate guttering to very patchy fitting of insulation, from window panes separating from their frames to poorly fitted bannisters, and from walls having to be rebuilt to bathrooms having to be taken out and replacements fitted. That is just a snapshot because the list is long.
I have been dealing with a number of different house building companies, national and local, large and small, including Taylor Wimpey, Avant Homes and Harron Homes. This debate is about speaking up for individuals, but it is possible to draw some themes together because there are some common elements, which I will highlight. The first is to get it right first time. Residents know that there are likely to be some snags when they move into a new build—people are sensible and they are practical. But that is not what I am talking about: in some cases the sheer number and scale of them have simply been wrong. One resident forwarded his list to me, and it was more than 200 items long. Then there is the severity of the problems. I have met residents who have had whole bathrooms taken out and refitted, or who have had to totally move out of their property during remedial work, with all the disruption that that brings. I am thinking of one case where that is especially true because they have a young family.
Another common problem has been the way that customers have been dealt with during this process, which has been a source of deep frustration. Residents have reported challenges contacting customer services. The frequency of staff changes has been cited, which means that been no continuity of understanding of the issues raised. Also cited is the need for house builders to be more proactive in their communications. That basically means getting information out to everyone about what is happening and when—keeping people informed. I have raised this point with house builders and, in all cases, they have recognised that there have been communication problems—no one has attempted to deny it—and, indeed, they have sought to correct them. In some cases this has meant a new customer service helpline for a development, and in other cases it has meant more senior oversight of outstanding issues.
I mentioned at the start of my speech that the time taken to solve problems has been too long. Again, to be fair to all, some cases have been resolved quickly, but I can think of places where some residents have been living for three years that have yet to see a finished road surface or a finished open space. That is simply too long.
When I started this “fair deal for new estates” campaign it was specifically to support constituents in Harrogate, Knaresborough and the surrounding villages, but I have also been contacted by a number colleagues from right across the House who have been experiencing similar problems in their constituencies too. This problem is obviously much more widespread and is perhaps something for the ministerial team to consider.
I am absolutely sure that we need more new housing in this country, but winning the argument for it means that houses are delivered in a way that enhances communities and where the build quality is high. Harrogate, Knaresborough and the surrounding villages are hugely desirable places in which to live. We have a strong economy, quality services, a high quality of life and a powerful sense of community. It is not therefore surprising that the demand and need for housing is high, but this is all about getting it right for residents.
I have been happy to take up cases and urge anyone struggling with issues in their new build to get in touch with me as I will be happy to help them. That is about issue resolution and that is obviously important, but I also want to ask how we ensure that we do not have issues to resolve in the first place. How do we ensure that we get things right first time?
I have a few requests for my hon. Friend the Minister in his Department’s dealings and conversations with the sector. How is quality monitored? Can the new homes ombudsman play a bigger role? There is a new homes quality code, which details 10 fundamental principles that registered developers have to follow, but what happens if a developer is not registered and if the principles are not followed?
One challenge raised by house builders has been difficulties in getting the skills they need in the workforce. They have experienced a shortage of people with the necessary skills. That is quite a common feature in an economy that has been strong in job creation. Can more be done to develop a supply chain of skills via apprenticeships? I know that my hon. Friend the Minister has strong views about apprenticeships. This important point applies not just to house builders but to their suppliers. I have had several conversations in which supplier failure has been cited, and a change of supplier has led to a problem being resolved.
Looking further ahead, I know that the Government are working on future homes and building standards, particularly around energy efficiency, microgeneration and insulation, and that is positive work. I would be grateful, therefore, if the Minister could update the House. Basically, I want to see more people own their own quality home and experience a happy future when they move in.

Commons ChamberWe always stand ready to work with local authorities of whatever stripe or colour to ensure the delivery of new homes. As the hon. Member knows, London is the region of the United Kingdom that has performed worst against its housing targets. Principally, that is down to the Mayor, not to individual local authorities, so I look forward to talking to him about what more we can do together.
My hon. Friend is absolutely right that we need decisions at the earliest possible opportunity. Sometimes that is not possible, but it is important that things are done as quickly as possible. That is one reason that we announced a few weeks ago that we were monitoring local authorities’ planning application performance, so that can see where they are, and are not, doing the right thing.

Commons ChamberOn my right hon. Friend’s second point—I am grateful to her for raising it—the duty to co-operate has been superseded. The point of the advisory starting point is to be very clear that individual circumstances might apply within the context of the need to build more homes in the right place. I cannot pre-empt or suggest exactly what that will mean in all instances. There is an example in the NPPF of where we think that is likely to be relevant, but obviously that will be discussed on a case-by-case, council-by-council basis.
I thank my hon. Friend for his statement. I am encouraged by his words on provision of care and retirement housing and his focus on design quality. I have no doubt that we need more homes, but green spaces and the green belt are of critical concern in Harrogate and Knaresborough. Can he tell me a little more about the safeguards for the green belt under the Conservative party, particularly compared with the Labour party?
My hon. Friend is absolutely correct about the importance of older people’s housing. We are currently in the process of supporting an older people’s housing taskforce, and I look forward to its recommendations about how to improve it for the long run. The green belt protections remain today as they were yesterday. What we are putting around them is a clearer process about where the case for exceptional circumstances can be made. It will be down to individual councils, with their individual circumstances, individual beauty and individual environment, to make that case where they feel it is appropriate to do so.

Commons ChamberThrough the Levelling Up Parks Fund we have made available £9 million for local authorities in areas of high deprivation to create or significantly refurbish green spaces. The fund also includes the planting and maintaining of trees and encourages projects to work towards green flag award status.
I thank the Minister for that answer. What steps is she taking to ensure that proposed sites for housing that are completely unsuitable for reasons of biodiversity or lack of access or proximity to a site of special scientific interest are not taken forward and built upon? Although this is a national, not local, question, I am thinking particularly of a contentious application on Water Lane in Knaresborough, which has previously been refused.
My hon. Friend will, I hope, understand that I cannot comment on that specific case or situation, but it is really important that local authorities make decisions according to their local plans, as my right hon. Friend the Secretary of State set out earlier. If local authorities have a plan in place, it allows them to set out where they would like to see development that benefits their natural environment take place.
In England, we have also set out that from January 2024 biodiversity net gain will apply to mitigate the impact of major development. That requires developers to deliver 10% biodiversity net gain.
I am a huge fan of the right hon. Lady. The proof of the pudding will be in the continued engagement that we have with the people of Hull and, indeed, with their Liberal Democrat council.
I have been running a “fair deal for new estates” campaign in my constituency to ensure that new estates are completed in a timely manner. I am talking about not just the housing, but the play areas, the planting, the drainage and the pavements. Will my hon. Friend meet me to discuss this campaign, which is important locally and is achieving progress for residents in Harrogate and Knaresborough?
My hon. Friend is doing an excellent job in raising the concerns of his constituents on the Floor of the House. I know that those concerns are also raised with many other colleagues. That is why, in the Levelling-up and Regeneration Bill, we are strengthening planning enforcement powers, including powers to tackle uncompleted developments. I hope his constituents will welcome that, and I would be pleased to meet him and discuss it in more detail.

I thank the hon. Gentleman for sharing his really practical and useful wisdom from the policy that has been rolled out in Northern Ireland—a valued part of our United Kingdom—where it has been working very well for many years. I note that a much smaller list of documents is used in Northern Ireland and that that has worked effectively. In the Electoral Commission’s recent 2021 public opinion tracker survey, not a single respondent from Northern Ireland reported that they did not have ID and had found themselves unable to vote.
Of course, we must always look at the sensible and practical recommendations from the Electoral Commission. We will continue to do that. Before this roll-out, we put a significant amount of investment into working with civil society and charities. We have made funding available for communications campaigns. It is just a shame that the Labour party and Liberal Democrats did not take the opportunity to amplify our messages among their own constituents. We all have a shared responsibility in this place to amplify messages and communicate effectively, particularly to ethnic minority and disabled voters. I know that is what I did ahead of local elections; I wonder what they did.
Has my hon. Friend the Minister received representations from any colleagues in the House, particularly from Opposition parties, about the arrangements for voter ID in Northern Ireland? After all, those were introduced by the Labour Government of the time and the arrangement is used by Labour at its own internal elections.
My hon. Friend is absolutely spot on, as always. If Labour Members now think that voter identification is so wrong, why are they not campaigning to repeal their own laws? Why should electoral fraud be tolerated in Great Britain but not in Northern Ireland? Do they really believe that most European countries, which require voter ID, engage in so-called voter suppression? They seem to want to take us back into the European Union across all areas of policy; perhaps this is their latest ploy to take us back into the EU.

Commons ChamberIn the many forecasts that we receive in the Budget, there was one that particularly pleased me. That was the projected fall in inflation to 2.9% by the end of this year. Tackling inflation means tackling its underlying causes, and that means boosting supply in a way that does not drive inflation. I believe that improving productivity is central to this—a point that was made eloquently by my hon. Friend the Member for South Cambridgeshire (Anthony Browne).
When we discuss productivity, we must be clear about what we mean and what we do not mean. It does not mean working harder; rather, it means working smarter so that there is more output for the same input. I therefore strongly welcome the Budget change in capital allowances, which will mean that companies can get up to 100% tax relief on investments in plant and machinery and on upgrades to IT equipment and production lines. The OBR suggests that this measure will increase business investment by 3% per year. The Treasury forecasts suggest that that measure is expensive, costing up to £25 billion, but it is also critical for international competitiveness. This decision makes the UK the only major European economy with full expensing and gives us, jointly, the most generous regime of any advanced economy.
Other measures in the Budget boost supply, but the supply of people and skills are critical in building capacity and longer-term growth. Recruitment challenges are the challenges most frequently raised with me by businesses in Harrogate and Knaresborough, which echo the comments of businesses I meet through the all-party parliamentary group on infrastructure, which I chair, and are backed by the data on the number of vacancies in the economy. I am pleased to see the measures to boost work participation: reforming universal credit, expanding childcare and abolishing work capability assessments. Each is to be welcomed.
One measure I particularly welcome has already received some comment, and that is the measure on pensions. I recently had a conversation with a doctor in my constituency who told me that he is leaving the NHS due to pension issues, as he would literally have to pay to go to work, which is a ridiculous position. He is a senior brain surgeon in his early 50s, doing important work that he loves. Our conversation was one of sadness and regret. The lifetime allowance change makes his problem disappear, and I hope this most expert and most pleasant constituent will now reconsider his life plans. People know there is a problem to solve on pensions, particularly in the health service and the public sector, and they want it tackled. It is good policy to encourage people to make provision for their future, and it is good policy to make things simple and transparent.
This Budget, as a whole, is about getting the wiring of our economy right and solving problems. In a different, post-pandemic world, it is about making the UK a better place to do business and supporting people through difficult times. The Budget is not showy, but it addresses long-term competitiveness and productivity issues, the fruits of which will address growth, inflation and debt in the longer term. I am particularly pleased to see supply-side reforms across a number of sectors.
The energy market will be a future area for attention. New technologies and new opportunities require new Government and regulatory responses, but this is future work. The Budget shows the direction of travel and where work should be focused. With its much more encouraging forecasts, this Budget shows that the plan is working, and it puts in place the framework for future progress. I commend my Treasury colleagues for all they have achieved.

Commons ChamberWhat I can confirm is that we will be bringing forward legislation in this Parliament to make valuations easier for those extending their leases, to make the lease extension experience easier and cheaper, to make it quicker for freeholders to take control of the management of their buildings with a right to manage and a number of other measures.
The design of our homes matters. That is why we have already taken steps to embed design quality in the planning system through changes to national planning policy and guidance. Furthermore, the Levelling-up and Regeneration Bill requires areas to adopt local design codes, setting clear rules for development.
I thank the Minister for that answer. Councils can only require developers to build homes with energy measures that are in line with national guidelines. What work is being done to update these frameworks so that developers can be mandated to install measures such as solar panels or ground-source heat pumps and thereby reduce carbon emissions and, crucially, cut domestic energy bills?
My hon. Friend is absolutely right to highlight the importance of ensuring that our homes use green energy. In 2021, the Government introduced an uplift in the energy efficiency standards that means that new homes are now expected to produce 30% less carbon dioxide than the current standards. Furthermore, that is just a stepping stone to the 2025 future homes standard. Although we do not mandate specific technologies to enable innovation and tailoring to individual sites, we expect that most developers will use solar panels or heat pumps to meet those new standards.

Commons ChamberThere are two separate points and the hon. Lady is absolutely right. There is both the operation of the mine itself and the future usage of the coal. The inspector analyses both, and the recommendations that he laid out weighed with me as I made the decision.
My right hon. Friend has been clear about the distinction between metallurgical coal and coal for power production. Colleagues have spoken about the wisdom of using domestically produced products rather than imported products, as just highlighted by my hon. Friend the Member for Ashfield (Lee Anderson). Will my right hon. Friend take this opportunity to reconfirm the Government’s commitment to net zero by 2050 and the rapid phasing out of coal for power production?
Yes, and I am grateful to my hon. Friend for making that point. We have succeeded, in the past decade or so, in dramatically reducing our reliance on coal for energy generation. It constitutes, I think, only around 2% of the current mix in energy generation, of which renewables constitute an increasing part. As he quite rightly points out, and as I know Members across the House appreciate, the coal that is being produced is metallurgical coal, which is specifically to be used in the steel-making process.

Gentleman will be awaiting the local government finance settlement, but in the meantime Sheffield high street has received nearly £16 million from the future high streets fund and £8.2 million for three projects through the community renewal fund. There is also £20,000 for the gateway to Sheffield bid, and £46,000 across South Yorkshire, including Sheffield, so I hope he will include those funds in his assessment.
In the Harrogate district, a local council has asked for three sites to be considered as investment zones. All are existing commercial operations earmarked for future investment. Does my right hon. Friend agree that the understandable concerns about special protection landscape areas are not borne out by the reality now that the sites are being identified? Will he take the opportunity to reconfirm that targets on biodiversity and net zero remain central to his Department?

Commons ChamberFirst, I can say that the work of Sir Wyn to date will not be wasted. That is exactly why we are converting the inquiry into a statutory inquiry rather than stopping and starting again—to allow him to continue his work until we get to phase two. On the group litigation settlement, I have talked about the fact that it was a full and final settlement, but I understand exactly where the right hon. Gentleman is coming from. That is not within the scope of the inquiry, but we will continue to look at what we can do to give a fair settlement of compensation for postmasters in the different tranches of the stages of the civil and criminal cases.
I thank my hon. Friend for his statement. I welcome the changes to the Horizon scandal inquiry, and I think it will help those seeking justice and compensation. I think it will also help boost trust in the inquiry. Trust is central to a thriving Post Office and trust is necessary for people to take on the role of sub-postmaster or sub-postmistress with any certainty or security. If people do not take on a Post Office licence, then post offices will disappear from our high streets and the critical role they play in our communities will be lost. How will my hon. Friend work with the Post Office to rebuild that trust to ensure our post office network serves our communities long into the future?
My hon. Friend is absolutely right. My uncle was a postmaster. I remember him retiring and putting his savings into a post office in Leicestershire many years ago, pre-dating the knowledge of the Horizon situation. I wonder whether he would have done that again years later. That is why it is so important that we get these answers and get that settlement to give former postmasters justice. It is also really important—I know this is happening—that Post Office Ltd recalibrates its relationship with postmasters to ensure they feel a valued part of the company as well as the community, rather than distant stakeholders.
