Commons ChamberWe welcome the fact that Mr Nasheed has been moved to house arrest and the political dialogue between the opposition parties and the new Government. We hope the talks will provide the basis for progress on the numerous concerns within the Maldives. It is worth repeating that the Prime Minister has called for the release of all political prisoners, including former President Nasheed.
But does the Minister agree that the Maldives are in breach of the principles of the Commonwealth charter, and does he think the time is right for the Commonwealth to take action against the Maldives to bring about the return of the rule of law and the principles of democracy?
We are not a member of the Commonwealth Ministerial Action Group, as the hon. Gentleman knows. I have discussed these matters with the Commonwealth Secretary-General. I understand that there has been a telephone conversation between CMAG members and that they keep the situation under continuous review.

Commons ChamberThe hon. Gentleman made an excellent contribution on Tuesday, and he makes an excellent point today. I think that 16 and 17-year-olds have a perspective that many of us lack, just as people from an older generation have their own perspective, and that is what makes our democracy so rich. He and the hon. Member for Brighton, Pavilion (Caroline Lucas) have made excellent points.
Is not this about trusting young people to make informed decisions about their future, given that 16-year-olds can leave school, go to work, pay income tax and national insurance and consent to sexual relationships? This is about their future, too. That is why it is absolutely right to extend the franchise.
The hon. Gentleman speaks for the other side of the Labour party on this—I wonder whether there is a third side—and he makes a very good point.
On the Scottish Parliament’s Scottish Elections (Reduction of Voting Age) Bill, which I will talk about in a moment, YouthLink Scotland has stated:
“We believe that this Bill addresses the inequality that young people aged 16 and 17 years old have historically faced: the discrepancy between their democratic rights and responsibilities—16 and 17 year olds can join the armed forces, enter employment and be subject to taxation, get married and drive a car, yet they were deemed too immature to cast a vote in an election.”
That is exactly the point the hon. Member for Denton and Reddish (Andrew Gwynne) made.
I have great respect for the right hon. Gentleman, having served alongside him on some of these matters in the previous Government. I want to say to Ministers through my remarks in the House today, in addition to whatever I may say to them privately, that we ought to return to this matter in the House. Some very important issues have been raised in the debate and I hope my remarks serve to show that there is cross-party consensus on the need to involve young people in our democracy. I am sure the Front-Bench team are listening very carefully to that.
I am listening carefully to the hon. Lady and have a large degree of sympathy with her argument. Given how important the EU referendum is—the issue has defined the Conservative party’s political agenda for at least the past 15 to 20 years—does she not realise that giving the vote to 16 and 17-year-olds would allow them to take charge of their own destiny, because the EU treaty rights will be theirs as well as hers?
The hon. Gentleman is right that this is an important matter for the Conservative party, and I think that he would be forced to concede that its absence from his party’s agenda has also been a defining matter for it. I repeat that I am delighted that we are in a position to have this historic referendum, which is wanted by many of my constituents and others. Indeed, during the election campaign, I could barely find one constituent who could comprehend the idea of not having the referendum.
Let me go to the heart of the technical point that the Committee is considering. Clause 2(1) gains its legitimacy from the parliamentary franchise. Any change that we might want to make should be made at the source. If the legitimacy of holding a referendum derives from a franchise, we ought to change that franchise if we think that is the right thing to do, rather than do so on an ad hoc basis.
If the hon. Gentleman is seriously holding up the AV referendum in 2011 as a model of democratic engagement, I am afraid that, based on my experience, I beg to differ. I really do not think that is a model we should follow.
In 2017, we will have the inaugural elections for the metro mayor for Greater Manchester. That in itself will pose a challenge for those of us who are politicians in the city region, because it is a new post and we will have a duty to explain what it will be. Is that not another reason why we do not need this added complexity?
My hon. Friend makes a good argument. That is an important election and, as I say, the focus will be on who should be that mayor. There will be different candidates standing, and it is a different question from whether or not we remain members of the European Union.
May I take the Minister back to his earlier answer to the hon. Member for Carmarthen East and Dinefwr (Jonathan Edwards) and point out politely that the population of Greater Manchester is greater than that of Northern Ireland and almost as large as that of Wales? We are going to have an inaugural election for a metro mayor, which is a creation of his own Government. Do we not deserve to have that argument separately from the EU referendum?
I take the hon. Gentleman back again to 2011, when we had the London mayoral election on the same day as the referendum on the voting system for the House of Commons. That did not appear to cause the electorate any great problems.
The other question that the right hon. Member for Wolverhampton South East put to me was about the difficulty of operating different regimes for purdah during overlapping electoral and referendum periods. To some extent, the riposte to that came from my hon. Friend the Member for Peterborough (Mr Jackson), but given that the Government have this week undertaken to consult all parties on the appropriate framework for purdah in the run-up to the EU referendum, I am happy to take on board the right hon. Gentleman’s points as part of that consideration and future discussion.
There are some technical flaws in the Opposition’s amendment. There is, for example, no carve-out regarding by-elections, so an unanticipated by-election could inadvertently result in an agreed referendum date becoming invalid at short notice. Nor does it capture police and crime commissioner elections, which, if the amendment were agreed to, would still be possible on the same day as the referendum. Even if the right hon. Gentleman had his way, there would need to be some tidying up at a later date.

I do not think anybody—or at least not very many people—in this country has a problem with those who come here to work hard, pay their dues and make a better life for themselves while contributing to the UK economy. They are the not the focus of our concern. Our focus is on the distorting effect of easy access to our welfare system.
The Secretary of State said earlier that he thought Brussels had too much power. Will he tell the House which powers affecting the United Kingdom Brussels has too much of? Will he also tell us whether he would consider it a success or a failure if the Prime Minister failed to repatriate those powers?
I am afraid that the hon. Gentleman has just fallen into the obvious trap. He knows that a negotiation is a negotiation. He asks me to set out a list of powers for repatriation, then invites me to say that the Prime Minister would have failed if we did not achieve the repatriation of every single one of them. No sensible person with any negotiating experience would approach a complex negotiation in that way.

Commons Chamber11. What assessment his Department has made of the likely success of the French initiative for a UN resolution for new peace talks between Israelis and Palestinians.
We do see merit in a balanced UN Security Council resolution at the right moment, setting out parameters for a political settlement. But if such a resolution is to be part of a successful process, it must command the full support of the Security Council and, in particular, of the United States, which is the only power that has any leverage over Israel. Our judgment is that now is not the right moment for such an initiative, but I have regular discussions with my French and American counterparts on the middle east peace process. We will judge any proposal on the basis of whether it supports further progress in that process.
I am grateful to the Secretary of State for his detailed reply. Given that Mr Fabius will visit Israel and the Palestinian territories at the end of this month to push for a United Nations Security Council resolution to revive the peace talks between the two sides, what more can the Secretary of State do to convince the United States of America and his EU counterparts that it is now crucial to get Israel and the Palestinians round the table again?
I agree with the last part of the hon. Gentleman’s question: it is crucial that we move forward. The issue with timing is that until we have resolved the nuclear negotiation with Iran, which is an extremely sensitive issue in the middle east—including with Israel—our judgment is that we would be throwing away an opportunity to play an important card in the middle east peace process. We need to get the Iran thing dealt with first, and then we need to press the US Administration to deliver on the commitment that they have repeatedly made to us—that after the Israeli elections and the Israeli Government had been formed, there would be a new, American-led initiative.

Commons ChamberYes, it is a key agenda item. I can reassure my hon. Friend that the United Kingdom is in a much better energy security position than many of our European Union partners. However, as our non-military response to Russia essentially depends on EU unity, we often find that we are as weak as the weakest link in that chain. There is an urgent need to ensure that the European Union as a whole improves its energy security over the coming years, both for reasons of competitiveness and for the sake of our own national security.
T3. What work will the Foreign Secretary do with his international counterparts to build on the progress that was made at the United Nations climate change conference in Lima last December? What role does he think that the Commonwealth has in that regard, given the vulnerability of a number of small island states?
We are strongly committed to seeing a successful outcome to this year’s Paris meeting, and we played a leading role in the EU discussions on securing a forward-looking EU position. We will use our Commonwealth membership and our bilateral relationship with the Commonwealth countries to reach out to the nations to which the hon. Gentleman refers, so that we can seek the ambitious global agreement that I think Members on both sides of the House would like to see.

Commons ChamberI add my voice to those of all the Members who have unreservedly condemned the violence in all the forms it takes in this tragedy. Looking towards the ceasefire, which cannot come quickly enough, will the Foreign Secretary please tell the House what support the British, the EU and the UN will give to projects that foster co-operation and co-existence between Palestinians and Israelis, to build that capacity for a new generation of leaders who are committed to dialogue, peace and the two-state solution?
This is a very important point. The hon. Gentleman will know that our embassy in Tel Aviv and our consulate-general in Jerusalem support such projects, with the encouragement of Members of Parliament on all sides. They are often difficult to bring about because of such a tense and acrimonious situation, but we will continue to do that and we will look at how we can broaden such work in the future.

I am very sorry if I have not given my hon. Friend the reassurance that he needs that the British Government are absolutely 100% committed to making that message clear to the Palestinian Government. We have made it absolutely clear to the Palestinian authorities that that sort of behaviour is unacceptable. As I have already said, I did not realise that there was any truth in these allegations. I have been specifically reassured that there is not. If the International Development Committee has evidence that that is not the case, we will be keen to see it. To be fair, when the technocratic Government were formed, they were very clear that they would sign up to the Quartet principles, which is an internationally agreed standard. They were absolutely clear and unequivocal on that, and they gave those undertakings to us, the Americans and the Israeli Government.
The whole House is right to condemn these truly horrific murders, but we should not allow them to diminish the quest for peace in the middle east. What measures are the Palestinian unity Government taking to ensure accountable and effective governance to bring about that transformative change that the Minister talks about to renew the Palestinian economy, create jobs, bring about hope for the Palestinian people and ensure that funds are not diverted to terror activities?
There is a whole bundle of questions there. The approach of the Palestinian Government on economic regeneration is led by Prime Minister Hamdallah, whom I met during my recent visit. He is English educated and extremely impressive. He is very fixed on what needs to be done to regenerate the Palestinian Authority. He is absolutely right to point to the need to eliminate corruption in the Palestinian Authority, because that has bedevilled the region and its prospects for economic growth for some time. The Palestinian Authority have given us a series of assurances that they understand the importance of that and that they are taking the necessary action.

Commons ChamberYes, those are points that the Prime Minister and I, and the Minister of State, Foreign and Commonwealth Office, my right hon. Friend the Member for East Devon (Mr Swire), made forcefully when we were in Sri Lanka at the time of the Commonwealth Heads of Government meeting last November. We are pursuing the issue actively at the Human Rights Council to secure an international inquiry of the type recommended by the United Nations High Commissioner for Human Rights. I expect there will be vigorous debates at the Human Rights Council over the next few weeks, but we will certainly stick up for the view that my right hon. Friend the Member for Hazel Grove (Sir Andrew Stunell) has put forward.
Given the intimidation and harassment being experienced by many human rights defenders, journalists and lawyers in Sri Lanka, what more can the UK and its international partners do to ensure that those who give evidence at any international inquiry are protected?
This is an important issue indeed, given the intimidation and sometimes the unexplained murder of journalists and human rights defenders in Sri Lanka. That strengthens the case for an international investigation. Of course, we are unable to provide directly protection within another country, including within Sri Lanka, but that strengthens the case for that international investigation. We will use that argument in the call for such an investigation.

Commons ChamberThe Ukrainian Parliament has voted to adopt the 2004 constitution, a system with less presidential power, although that remains to be implemented and will be bound up in the elections planned for 25 May. Our embassy will make it clear that the UK has a great deal of expertise, including in tackling corruption and transparency in government. For instance, the UK is very much at the heart of the Open Government Partnership, which we advocate all over the world to combat corruption and give citizens confidence in the administration of their country, and we can bring the benefits of that to Ukraine as well.
The Foreign Secretary will be aware of recent reports that Hezbollah forces are now fighting alongside the Syrian army loyal to President Assad close to the Syrian-Lebanese border. Given the potential that has for wider regional instability, what more can be done beyond the Geneva II process to prevent other parties from being drawn into what is already a highly volatile and bloody conflict?
Yes, there have been reports of that on and off for a long time, as the hon. Gentleman will know, particularly in early 2013, when large numbers of Hezbollah fighters were clearly in Syria. Indeed, quite a large number of them were killed. It is important for us to help stabilise neighbouring countries so that they are less likely to be drawn into the conflict. We are doing that in a big way in Lebanon, where we are assisting with education and humanitarian aid and helping the Lebanese army with its border observation posts. However, the only answer to the risks he spells out is a political solution to end the crisis, and that is our top priority.

Commons ChamberDiscussions about more advanced centrifuges and Iran’s intentions to install them have been one of the issues that had to be resolved in agreeing from yesterday to implement this deal. However, the E3 plus 3 countries are satisfied with the arrangements that have been made, which do not involve Iran bringing such centrifuges into operation.
What conversations is the Foreign Secretary having with his P5 plus 1 partners to secure International Atomic Energy Agency access to sites such as Parchin, a site that the EU body suspects the Iranians are using to test nuclear weapon technology?
The hon. Gentleman raises an important issue, as such issues will need to be addressed beyond the interim deal if we are to arrive at a comprehensive deal. There are many aspects to what the IAEA terms the possible military dimensions to Iran’s programme. To reach any comprehensive deal, the international community would have to be satisfied about what is happening in places such as Parchin.
