Commons ChamberMy answer to such a hypothetical voter in Scotland is the same as I gave earlier—a consequence of devolution is that the Holyrood Parliament is allowed and perfectly entitled to take its decisions on devolved matters. The Holyrood franchise is a devolved matter, but the EU referendum franchise and the general election franchise are a reserved matter for the entire country to decide and will cover the entire country as a result.
Does the hon. Gentleman accept that the European Union referendum is a once in a generation opportunity, and that for young people the outcome will have a direct impact on their rights as European Union citizens to live, work and study in other EU member states?
