Commons ChamberIt ill behoves me to correct the hon. Gentleman, but I was not talking down Scotland; I was talking down the Scottish National party’s record. I know the SNP thinks that it is Scotland and that Scotland is the SNP, but it most certainly is not. As for setting out a long litany of failures, I have only just started, believe you me—but as this debate must conclude at 2.30 pm, we simply do not have time to go through the list of failures of the Scottish National party in government over the past 18 years. The people of Scotland will have the chance to demonstrate at the polls next year whether they have confidence in the Scottish National party to continue in government. That is the only poll that matters, and we will see what happens in May 2026.
Let us address the utter absurdity of the Scottish Government’s proposed additional Scottish graduate visa, which would allow graduates four unsponsored years. It is even possible that those on the four-year graduate visa would qualify for permanent residence. Members have also raised the issue of Scotland’s declining birth rate. Proposing immigration as a quick fix for a declining population is wrong-headed and short-sighted. High immigration to solve low birth rates and an ageing population is a pyramid-scheme response. Working-age immigrants initially slow the growth of the age dependency ratio; however, they will in turn age and perpetuate the same crisis. Nations across the developed world face the myriad issues that an ageing population presents. The Scottish National party should be more focused on supporting working families and improving the economic outlook and prosperity, rather than proposing unfettered immigration. It might take the radical approach proposed by the Scottish Conservative party of making Scotland the lowest-taxed, rather than the highest-taxed, part of our United Kingdom and see what that does to attract people north of the border.
The hon. Member is too kind. Will he identify which SNP elected Member has prescribed unfettered immigration to Scotland, because I would like to know?
As I often used to say when I was on the Government Benches, I will write to the hon. Gentleman with my answer—I am sure there is one. The idea that immigrants to a country as compact as ours would not seek job opportunities in other areas of the UK, should they so wish, is for the birds. Are we talking about border posts at Berwick, or papers being checked on the Caledonian sleeper? We are talking about a party founded over 90 years ago with the sole aim of achieving Scotland’s separation from the rest of the UK—but it still cannot tell us what currency should be used in that separate Scotland. The idea that SNP Members could design an intuitive scheme so foolproof and clever that nobody could take advantage of the situation is absolutely absurd, and nobody takes that seriously.
Turning back to the Government, it is a real shame that the Labour Government are choosing to talk out this private Member’s Bill rather than be forced to take a stance, but that is unsurprising, because we are well used to Labour Members demonstrating the utterly supine nature of the Scottish Labour party on Scottish issues. When faced with the madness of the SNP’s gender recognition Bill—this was raised this morning—Labour whipped their MSPs to vote to allow male offenders into women’s prisons. When the Labour leader in Scotland pays lip service to the plight facing oil and gas workers in the north-east of Scotland as a direct result of the Government’s damaging policies, Labour MPs stay silent. They refuse to stand up for women in Scotland; they refuse to stand up for working people in Scotland. Time and again, they refuse to do the right thing. Devolving immigration policy to the Scottish Government is clearly not the right thing, and Labour should have the courage of its convictions and say so.
As set out this morning, there is no case for the devolution of immigration. This is an invented exceptionalism. Scotland is no more dependent on immigration than the rest of the United Kingdom, and the purported crises—funding for universities, the rural workforce and the declining birth rate—are not solvable by this supposed silver bullet. This is a lazy solution to a series of complex issues that the SNP in Holyrood have neglected to resolve with the power already in their hands.

There are businesses across Scotland that are now seeking to lay people off, not employ new staff. In Aberdeenshire in the north-east, energy companies are seeking to lay off staff as a direct result of decisions taken by this Government. In fact, the negative impact of the Budget on growth and investment in Scotland will actually have a detrimental effect on all people in the workplace. So no, I do not agree that any of the decisions taken in the Budget will be to the benefit of hard-working Scots. In fact, I believe directly the opposite. This jobs tax—the increase in national insurance contributions —is an attack on our working people, our small businesses and our economy by this economically illiterate, as proven so far, Labour Government.
For family businesses such as Walker’s Shortbread, William Grant, Tunnock’s or GAP Group, the situation is compounded by the changes to business property relief brought in by the Government. In GAP’s case, that will mean that a company that employs 2,100 people and that already pays more than £50 million in taxes annually will have an additional tax bill of between £50 million and £100 million, simply for wanting to move the business to the next generation. As Douglas Anderson of GAP said to The Times yesterday, this is
“a state penalty on family businesses.”
It is simply unfair.
Does the hon. Member agree that money talks? Despite how we might argue here in Parliament, money talks. Is he concerned that the yield on UK Government gilts over 30 years is now 5.22%, which is even higher than when Liz Truss tanked the economy?
I read that a couple of seconds before I stood up to speak, and of course it is extremely worrying. The trajectory of the UK economy under this Labour Government should give us all cause for concern, which is why it is right that we are having this debate today. I am just surprised that it was secured by a Labour MP.

Commons ChamberWe learned last year that no fewer than 200 Department for Energy Security and Net Zero jobs were going to transfer from London to Aberdeen. That was championed by no less than the Secretary of State for Scotland, the right hon. Member for Dumfries and Galloway (Mr Jack) and the Minister responsible for nuclear and renewables, the hon. Member for West Aberdeenshire and Kincardine (Andrew Bowie). It now transpires that only 35 jobs will transfer to Aberdeen. For context, that is 0.37% of the DESNZ workforce. Is the Secretary of State content for that derisory transfer of jobs from her Department to Aberdeen? Presumably she will not be, so what is she going to do about it to give the north-east of Scotland a better deal?
I thank the hon. Gentleman for raising this issue. We are very proud—I am particularly proud—that we have announced Aberdeen as our second headquarters. Hosting our second headquarters underlines the importance of the north-east of Scotland in our net zero transition. Unlike the Scottish National party, we champion the north-east of Scotland. They are anti-exploration, anti-new licences and anti-oil and gas. The headquarters already has more than 100 staff, and our ambition is for more than 135 by March 2027. I have been doing some research, though: it turns out that the Scottish Government—his party’s Government—have a grand total of zero jobs in his own constituency of Angus.

Commons ChamberWe cannot respond to a consultation that has not been launched yet. We are in the process right now of working with the community energy contact group. In fact, it has already met. Work is under way right now to develop the consultation, identify what the barriers to market are, and get out there and support the community energy sector, as the Government are determined to do.
The Minister is very kind. He was re-emphasising the importance of the £10 million community energy investment that he is making in England over two years. The Scottish Government have been investing £5.5 million every year for the last 13 years. If he thinks that his investment is outstanding, how would he characterise the Scottish Government’s investment?
I welcome all Governments’ investment in support of community energy projects across the United Kingdom, but this is a sharp change from the last time the hon. Member came to this place, when he was decrying the fact that we were not extending community energy packages across the United Kingdom. I think I had to inform and educate him that there was already a community benefits package in Scotland, operated by the Scottish Government. Yes, there are problems with that scheme, and we will learn from the difficulties that it has faced. That is why I am so sure that the scheme that we are launching—the £10 million to support community energy projects the length and breadth of the country—is the right one, working in tandem with the funds that are already available north of the border for community energy projects in my constituency and, indeed, in his.
The hon. Member for Southampton, Test spoke about previous amendments on community energy. We have been clear that they would not provide the best outcomes for consumers. A right to local supply already exists, and Ofgem has existing flexibility to award supply licences that are restricted to certain geographies. We continue to believe that it is a commercial matter left to suppliers.
Lastly, I turn to my right hon. Friend the Member for Kingswood (Chris Skidmore). Six months may be too soon, frankly, to adequately analyse the outcomes of the consultation. It must fully take into consideration wider interdependencies in the energy system. We will always aim to respond in a timely manner, but I would not want to put a strict timeframe in legislation.
The Government support our route to net zero. The Government are taking action to ensure that we are more energy secure and energy independent, and the Government are supporting community energy projects the length and breadth of the country. For that reason, we should disagree to the Lords amendment before us.

Commons ChamberThe hon. Members will be aware that His Majesty’s Treasury leads on this policy area. However, I am happy to provide them with an update on the support that my Department is providing to Scottish exporters during the cost of living crisis. The DIT Scotland team based in Edinburgh—I am sure that they are pleased to see His Majesty’s Government increasing their presence in Edinburgh—was established in 2021 with trade and investment expertise dedicated to supporting Scotland’s businesses to grow through exporting overseas. Scottish businesses can access many UK Government services, including the export support service, the UK Export Academy, UK Export Finance and DIT’s overseas specialists in over 100 markets across the world.
It is a bit rich for the SNP to talk about political instability and uncertainty given that its own policy is to rip Scotland out of the United Kingdom, doing more damage to Scottish businesses and the economic foundations of our United Kingdom. The global economic situation in which we find ourselves is putting huge pressure on British businesses, but the Government, and especially the Department, are doing everything that we can to support British businesses to export to new markets and the European Union at this time.
I welcome my constituency neighbour to his Front Bench role. We are all relieved he has finally landed the job.
Fuel, feed and fertiliser costs are sky-high in Brexit Britain, compounded by the Tories’ cost of business crisis. How does the Minister suggest that my Angus farmers and his West Aberdeenshire and Kincardine farmers compete internationally? Supply-side pressures are manifest in other markets, but they are most acute in the United Kingdom. Our farmers must also now compete with the scandalous Australia trade deal, which will see Australian farmers laughing all the way to the bank while Angus farmers and other Scottish farmers face bankruptcy,
The hon. Gentleman is a champion for Angus farmers and Angus berries, which we would like to see exported to more markets around the world. Indeed, that is why we are in the middle of negotiating access to the comprehensive and progressive agreement for trans-Pacific partnership. That will reduce 99.9% of trade barriers to that part of the world, an exciting, new and growing market for produce from Angus, West Aberdeenshire and Kincardine, Scotland and the entire United Kingdom.

Commons ChamberThe hon. Gentleman obviously makes a very good point. However, as I said in answer to the point raised by my hon. Friend the Member for Banff and Buchan (David Duguid), there is no reason why we cannot address those issues as part of a wider UK immigration system.
Those who want to travel to work in agriculture have other options apart from Scotland, and Scottish farmers have been in direct competition for available labour with French and German farmers for some time, as well as with farmers from across the rest of the UK. I was pleased to see that the Government have pledged to extend the pilot of the seasonal agricultural workers scheme to 10,000 workers a year, up from the current limit of 2,500—thanks to the lobbying and hard work of Scottish Conservative Members of Parliament, I might say. That is a step in the right direction, but I hope it is a signal of intent and the beginning of a direction of travel. I also hope it will be delivered in a timely fashion. It is critical that farmers have time to plan for next summer.
I am very concerned that my constituency neighbour is talking about the opportunity for farmers to prepare for next year. It is this year that farmers are trying to prepare for. He should also sound a note of caution when he celebrates the increase to 10,000, because that figure is still patently insufficient—that is what the industry is telling us. Why are the Government not listening? An independent Scotland would listen.
Although I disagree wholeheartedly with the hon. Gentleman’s point on an independent Scotland, I completely agree with his other point, and that is why I have called for the seasonal agricultural workers scheme to be increased. Somewhere in the realm of 70,000 would be a reasonable number, and that is something else that I have asked the Home Secretary to comment on. That is why I said I hoped the increase from 2,500 to 10,000 was a signal of intent, and a direction of travel. I hope the number will grow further over the next few years.
On the hon. Gentleman’s point about preparing for this year, I would remind him that we still remain, and we still have freedom of movement. It is for next year, when we will be outside the EU and not have free movement, that farmers will need to have certainty.
