Commons ChamberDecisions about the overall size of the armed forces are ultimately taken by Ministers, but the Army 2020 plan was designed by the Army, and it is the Army that has the primary responsibility for implementing it. While we are on the subject of advice, one thing we will not do in trying to grow the Army and the reserves is follow the example of the previous Government, who thought that it was a good idea, for growing the Territorial Army, to threaten not to pay its members for turning up for training.

The short answer is that a great deal of progress has been made. As Members will know, in December 2012 the Chancellor transferred £35 million from fines levied on the banks following the LIBOR scandal. The whole of that £35 million has now been allocated to almost 100 projects that will provide support to members of the armed forces community. In addition, we can now look forward to the £40 million recently announced for the veterans accommodation fund, the £20 million about which I have already given details and, in perpetuity, £10 million each year for our service charities.
I am grateful to my hon. Friend for her answer. Will some of the money from the LIBOR fines be used to deal with the awful mental illness that comes to those who have lost loved ones in conflict, and to help the families of those who have suffered mental health problems after spending time overseas in conflict areas?
I am happy to confirm that Cruse Bereavement Care, a wonderful charity that comforts bereaved people—not only service families but anyone who has lost someone—has received £500,000 of LIBOR funding. An additional £2.77 million has gone to Combat Stress, and SSAFA has a number of projects that have benefited, to the tune of £2 million. I hope that shows that we take this work very seriously.

Commons ChamberI am grateful to my hon. Friend for raising a point that perhaps I should have made before. The STOVL variant—indeed, any variant of the JSF—is a fifth-generation aircraft and represents a step change in capability. It is a stealth aircraft with an autonomous intelligence-gathering capability, and the STOVL variant has significantly greater range than the Harrier had. It is an aircraft with greater capability, greater range than the Harrier and a range of capabilities that previous generations of aircraft simply did not have.
I have received a good deal of correspondence from constituents, both those serving in and those retired from the armed forces, who for a long time have expressed huge concern about the strategy and direction of our procurement. They will be relieved and delighted to hear today that my right hon. Friend has been able to continue to assess the strategy and come up with the right decision and brave enough to announce it to the House. Will he reassure the House that he will never let the woolly thinking and loose purse strings shown by the previous Government undermine our armed forces again?
My hon. Friend makes an important point. Fiscal incontinence undermines the support that we can offer our armed forces. Doing this in a disciplined way is not, as the right hon. Member for East Renfrewshire (Mr Murphy) would try to present it in a rather sneering fashion, some sort of obsession with spreadsheets; it is about doing our job as politicians, which is to ensure that the support for our armed forces is there, is sustainable and can actually be delivered to them.

Commons ChamberWill my right hon. Friend confirm that avoiding nuclear arms proliferation, wherever it comes from, is a key objective of his Department? Will he update the House on what he is doing to pursue that objective?
As I mentioned earlier, the House will be aware that there is one great threat to global non-proliferation: the ambitions of Iran. There is no more important policy for long-term security and for the maintenance of the non-proliferation treaty than ensuring that Iran, although it may have access to civil nuclear capabilities, does not become a nuclear weapons state. I do not think that I could have ended on a clearer note.

Commons ChamberI am amazed that the hon. Gentleman has even asked that question. It is clear that we can accept the capability gap now to ensure that we have a truly capable carrier in the future—and it will be a truly capable carrier thanks to the decision to change the carrier variant, which will significantly enhance the power and projection of the vessel.

The strategic defence and security review set out our clear intention to increase defence exports as part of our enhanced defence diplomacy initiative. The principal purpose of such exports is to enhance our partnerships with allies, share UK ethos and doctrine, and generally promote the UK’s influence. They provide the additional benefit of helping to drive down the cost of equipment for Britain’s armed forces.
Ministers across Departments are already actively promoting the policy, led by my right hon. Friend the Prime Minister. Officials in the Ministry of Defence and the Defence and Security Organisation, which is part of UK Trade & Investment, are giving invaluable support to Ministers and industry.
Is my hon. Friend aware of the enormous difficulties experienced by businesses such as Enterprise Control Systems in my constituency in securing export licences for the servicing and maintaining of equipment that they have sold abroad? Enterprise Control Systems makes world-class radio frequency inhibitors, but it is losing business because of the difficulty of obtaining credit licences.
I am extremely grateful to my hon. Friend for drawing my attention to the difficulties faced by the company in her constituency. I can tell her that she is not alone: other companies throughout the country are experiencing the same difficulties. It is very important for us to ensure that licences are dealt with promptly by the Ministry of Defence and its agencies.
Along with the Under-Secretary of State for Defence, my hon. Friend the Member for Mid Worcestershire (Peter Luff), who is responsible for defence equipment, support and technology, I will look into the specific points that my hon. Friend has raised. It would be helpful if she wrote to me.
