Commons ChamberI thank my hon. Friend the Member for Telford (Lucy Allan) for securing this incredibly important and moving debate. She has worked tirelessly on these issues. Her perseverance has helped to ensure that the report has been published and that the horrendous way in which more than 1,000 children in Telford were failed has been exposed. I am sure that hon. Members will join me in commending her efforts, alongside those of other hon. Members present who are driving change on behalf of victims in constituencies across the country, including my hon. Friends the Members for Keighley (Robbie Moore) and for Blackpool South (Scott Benton). I acknowledge the work of the hon. Member for Rotherham (Sarah Champion) as well.
The abuse suffered by the many victims in Telford is truly sickening. My thoughts are with them. As has been so shockingly detailed, children were failed over and over again by those who should have protected them. I pay tribute to the victims and survivors in Telford and to all those who have shared their experiences. They have suffered unthinkable ordeals. Sadly, we cannot undo what happened in the past, but what we can and must do is take every possible step to ensure that others are not let down as they were.
The independent inquiry into child sexual exploitation in Telford has produced a thorough and measured assessment of how local services responded to child sexual exploitation as far back as the 1970s. I am grateful to the inquiry for its comprehensive and hard-hitting exposure of the scale of the failures in that response. The inquiry acknowledges that the frontline response of services in Telford has improved in recent years, and it is right that the 47 recommendations made for local frontline services in Telford have been accepted. The mode of offending and the failures of police and other services that are detailed in the report are all too familiar. Shocking though it is, the fact is that what happened in Telford has happened in many other places.
May I say how much I admire the hon. Member for Telford (Lucy Allan)? She has really battled to get this inquiry, and I know she will keep on battling to get its recommendations imparted.
I ask the Minister about two very specific things. First, I am very glad that pre-charge bail has come back into statute, but it has not really been implemented, which is really hampering ongoing investigations into perpetrators—not least because many have dual nationality, so we do not have the ability to take their passports away.
The other thing is that we are very fortunate in Rotherham because we have the National Crime Agency, but as I realised only very recently, perpetrators who have been brought in for questioning have to come in voluntarily to be charged. I wonder whether the Minister could look into charging powers, particularly in these very challenging cases.
I thank the hon. Member for her intervention. If I may, given our current situation, I will get back to her on that point.
As the public rightly expect, there have been significant changes in how local authorities and the police safeguard children since the appalling abuse that took place in Rotherham, Oldham and elsewhere across the country was first exposed a decade ago. Recognition of child sexual exploitation has increased significantly in recent years, with individual police forces taking action to improve their responses. The National Police Chiefs’ Council’s lead on the issue, Deputy Chief Constable Ian Critchley, is working to drive up performance nationally. As with any issue relating to public protection and particularly the protection of children, the pursuit of improvement needs to be relentless. We are supporting the police in that effort through investment and thorough strategic impetus.
We are already addressing, at a national level, many of the issues highlighted for the local frontline services in Telford. We are driving up data quality by funding child sexual abuse analysts in every policing region, as well as having made it mandatory since March for police forces to record the ethnicity of those arrested and held in custody because of their suspected involvement in grooming groups.
In July, we published an updated version of our child exploitation disruption toolkit, which highlights the need for police and local agencies to work together to gather and scrutinise data so that they can identify and disrupt offending. In addition, we fund the vulnerability, knowledge and practice programme, which identifies best practice and shares it with all forces. We are ensuring that the complexity and sensitivities of child sexual abuse investigations are understood by policing leaders through the College of Policing’s training for senior officers on issues of safeguarding and public protection.
We are taking steps forward all the time, but we must not lose sight of the fact that things went terribly wrong in the past. Complacency must never be allowed to set in. It has been made abundantly clear to the police that protecting children must always be a top priority. There should be absolutely no doubt that we will keep shining a light on these issues, and where shortcomings are identified, we will take action to address them. That is why Her Majesty’s Inspectorate of Constabulary and Fire & Rescue Services has been commissioned to investigate how police forces across England and Wales handle cases of group-based child sexual exploitation. Unlike reviews of historical issues, it will give an up-to-date picture of the quality and effectiveness of forces’ efforts to support victims and bring offenders to justice. We expect the inspection to report by the end of this year.
The failings uncovered in Telford and elsewhere undoubtedly demand a swift and strong local response. The Government are ensuring those lessons are learned right across England and Wales through our strategic national approach. We are working across central and local government, law enforcement and the wider criminal justice system, and we continue to be recognised as a global leader in addressing the threat.
Last year we published the “Tackling Child Sexual Abuse Strategy”, which highlights the vital importance of a joined-up approach and sets out firm commitments to drive action across every part of Government and across all agencies, including education, health, social care, industry, and civil society. More broadly, the “Beating Crime Plan” reaffirms our enduring determination to root out hidden harms and secure justice for victims in these cases. We are delivering on our commitments. We are putting victims and survivors at the centre of our approach, while relentlessly pursuing the perpetrators of these despicable crimes.
Of course, it is not for the police alone to tackle child sexual exploitation and keep children safe from harm. All statutory partners must play their crucial roles. While the inspection into group-based child sexual exploitation is primarily a policing one, we want to include local authorities in the response. The events in Telford have highlighted the importance of an effective multi-agency response. Ensuring close collaboration between key partners is a key part of our strategy.
The Children and Social Work Act 2017 introduced the most significant reforms in a generation, requiring local authorities, clinical commissioning groups and chief officers of police to form multi-agency safeguarding partnerships. All the new partnerships were in place by September 2019. The partnerships have been supported by a Home Office- funded police facilitator, who has engaged with every force in England and Wales to ensure they understand their new responsibilities and are making the most of this opportunity to improve outcomes for children and young people.
In May we welcomed the publication of the independent review of children’s social care, and the national review of the Child Safeguarding Practice Review Panel. Both reviews make recommendations on improving multi-agency working to strengthen child protection, with a sharp focus on professional expertise.
Victims and survivors have been failed in the past. That is utterly unacceptable. Through increased investment in specialised services, we are determined to ensure that victims and survivors get the help and support they need to rebuild their lives. Services protecting vulnerable children in Telford and Wrekin have been transformed since 2016, thanks to the work of committed social workers and senior leaders. They are now rated “outstanding” by Ofsted and are helping to bring about improvements in other underperforming local authorities to help to protect more families, as sector-led improvement partners.
Nationally, services include the rape and sexual abuse support fund and funding for police and crime commissioners to locally commission vital emotional and practical support services. The support for victims and survivors of child sexual abuse fund also supports voluntary sector organisations to deliver a range of vital national services, such as support lines and counselling, to children, adult survivors and families affected by sexual abuse.
It is also essential that we send a clear and unequivocal message to all victims and survivors that they should come forward and report abuse. All agencies involved in tackling these crimes have a role to play in making that happen. They must strive every day to secure the trust of victims and command the confidence of the wider public.
The hon. Member for Birmingham, Yardley (Jess Phillips) knows how much respect I have for her, but I will continue, if that is okay.
Across the country, there are many amazing charities doing brilliant work to help victims to rebuild their lives. In my own constituency I have seen at first hand how the charity Safe and Sound transforms lives by providing one-to-one support to victims. I pay tribute to all involved with Safe and Sound and the work they do to support victims, and to other charities that do the same.
In closing, I would like to thank all hon. Members who have contributed to this debate for reminding us who is at the heart of this for all of us. The abuse perpetrated in Telford was sickening. The failings that occurred were shocking. We owe it to the victims there and in every part of the country to ensure that nothing like that ever happens again.

May I begin by saying what a pleasure it is to serve under your chairmanship, Mr. Sharma? I have only been in the role for a few days; anything that I fail to answer I will take away and respond to in writing. I will be delighted to pass on some of the questions about policing to the Minister for Policing, my hon. Friend the Member for Corby (Tom Pursglove).
I congratulate my hon. Friend the Member for Redcar (Jacob Young) on securing this incredibly important debate. He is always a forceful advocate for his constituents, as he demonstrated in his remarks, but on this occasion there is an added element of timeliness. As he and other Members referred to, the timing of this debate is particularly appropriate because it is Anti-social Behaviour Awareness Week.
Antisocial behaviour plagues the lives of victims. It has an adverse impact on the atmosphere and the environment of areas where it is rife. It ruins law-abiding citizens’ enjoyment of public places. It is not, therefore, something that we can focus on for a week and then move on from; it must be a priority all year. This awareness week is, none the less, a vital opportunity to highlight the damage done and the misery caused by antisocial behaviour, and to bring together the various agencies that have a role in confronting them. I have been delighted to support the awareness week, and I have sent messages to launch the event that took place here in the Palace of Westminster and to the conference that is going on today.
Antisocial behaviour should never be dismissed as low level. It is a serious problem and the Government are serious about addressing it. That is why this week, the Home Office is launching a set of principles designed to galvanise and strengthen the response to antisocial behaviour. The principles will act as a kind of benchmark, setting clear expectations for local agencies and guiding their approach to issues, such as how they encourage reporting and delivering appropriate and effective interventions. Ultimately, we are trying to get real consistency in the understanding of and approach to antisocial behaviour across the country.
I realise that to some this may be familiar territory, but it is worth taking a moment to touch on the powers that can be used to tackle antisocial behaviour. The police, local authorities and other local agencies have a range of flexible tools and powers under the Anti-social Behaviour, Crime and Policing Act 2014. There is a particular local dimension to the issue, which manifests itself in different ways in different locations, as has been mentioned. It is therefore for local areas to decide how best to deploy the powers available to them, depending on the specific circumstances. They are best placed to understand what is driving the behaviour in question and the impact that it is having, and to determine the most appropriate response.
To support local areas in making effective use of powers, the Home Office published statutory guidance, which sets out the importance of focusing on the needs of the victim and the local community, as well as ensuring that the relevant legal tests are met. The guidance was updated last month to include expedited public spaces protection orders, and further guidance on the community trigger, referencing the role of health agencies and police and crime commissioners. As colleagues may be aware, the community trigger gives victims of persistent antisocial behaviour the ability to demand a formal case review. Further clarification has also been added to the guidance on community protection notices, and the role of restorative justice as an option in the community remedy section.
We need to ensure that local areas are making proper and effective use of these powers to tackle the underlying drivers of antisocial behaviour and protect victims and communities.
I welcome the Minister to her place and thank her for giving way. I think there is a link between the soaring cost of living and a rise in antisocial behaviour. As more people are pushed into poverty, mental health deteriorates and they become disillusioned. Does she agree that better resourcing and funding for drug and addiction services in communities is vital to addressing that crucial contributory factor to antisocial behaviour?
The reasons why antisocial behaviour occurs are incredibly complex. The hon. Lady will know that I am a great advocate for mental health and how we support mental health issues in the community. That is why we continue to keep the issue under review through the Home Office-chaired antisocial behaviour strategic board, which brings together a range of partners and representatives from key agencies and other Departments.
The Government are providing significant funding to drive efforts to tackle antisocial behaviour. An important scheme in this space is the safer streets fund, which was established to help local areas put in place measures designed to prevent crime and improve safety. Earlier rounds of the fund had a secondary focus on tackling antisocial behaviour through initiatives such as improved street lighting, increased CCTV and training. We are now taking the emphasis on this problem a step further, with antisocial behaviour one of the primary crime and issue types to be targeted in the fourth and fifth rounds of the fund.
In addition, crime and antisocial behaviour form part of the prospectus for the £4.8 billion levelling-up fund. The Government are also funding diversionary interventions to help safeguard young people away from crime. We have invested £200 million over 10 years in the Youth Endowment Fund, a charity whose core mission is to fund interventions to identify what works in reducing and preventing serious violence. It was a great pleasure to listen to the hon. Member for Islwyn (Chris Evans) talk about how interventions such as boxing and sport can help in these situations. I, too, will have a look at the book—I will be very pleased to look at it.
Most Members mentioned off-road biking. We know that the inappropriate use of off-road bikes can have a significant impact on individuals and communities. I listened very carefully to the suggestions by my hon. Friend the Member for Darlington (Peter Gibson), and I will look at those more fully. Reckless use of these vehicles can cause people to feel intimidated and fearful. Enforcement of road traffic law and decisions about how to deploy available resources are rightly the responsibility of chief officers.
A suitably trained police driver may undertake a pursuit of a motorcyclist. The decision whether to undertake a pursuit is an operational one, taking account of risk and proportionality in each situation. It is worth noting, however, that the police have the power under section 59 of the Police Reform Act 2002 to seize vehicles, including off-road bikes, being used in an antisocial manner.
I am grateful to the Minister for highlighting section 59 notices, which, as she will have heard in my speech, are having an appreciable impact in Darlington. The specific problem my local force has is the cost of disposing of the vehicle, to stop the merry-go-round of seizing the vehicle and auctioning it to cover the cost of disposal, which ends up with the perpetrator getting their vehicle back and continuing to perpetrate the problem.
I would appreciate a longer conversation and would, therefore, love to take up the offer of visiting my hon. Friend in Darlington. The police can also use the powers in the 2014 Act to deal with antisocial behaviour involving vehicles.
On the point about motorcycle noise outside schools, the Department for Transport is trialling noise camera technology to understand whether it can be used to automatically detect when vehicles are excessively noisy. The objective of that is to provide local authorities and police with effective enforcement tools capable of capturing sufficient evidence to support successful prosecutions of offenders. That will further enable local areas to enforce against vehicles that have been modified or driven in a way to create excessive noise.
In closing, I thank all hon. Members for their contributions to the debate. It is clear from speaking to constituents and others just how important this issue is. I echo what my hon. Friend the Member for Redcar said about how important it is to report these crimes. Antisocial behaviour matters a great deal to constituents and, therefore, to us as their representatives. It strikes at the heart of how decent, law-abiding citizens want their neighbourhoods and communities to feel. We will not tolerate a situation where people have to suffer because of the actions of a selfish minority. Antisocial behaviour is a blight. We are determined to tackle it wherever, whenever and however it rears its ugly head.

Commons ChamberI am delighted to take advantage of this debate to talk about one of the issues raised in the Gracious Speech: reforms to our prison system. Like my right hon. and learned Friend the Member for Rushcliffe (Mr Clarke), who spoke so eloquently earlier, I welcome the reforms that will ensure that individuals have an opportunity for a second chance; that give prison governors unprecedented freedom; that ensure that prisoners receive a better education; and that will provide improved mental health care to all individuals in the criminal justice system. Our prison system has long suffered from high numbers of repeat offenders. I firmly believe that if we are to change that, rehabilitation must be improved. We cannot allow offenders to get stuck in a constant cycle of feeling there are few options available to them but to reoffend once they have been released.
I would like to thank the right hon. and learned Member for Camberwell and Peckham (Ms Harman), who is the Chair of the Joint Committee on Human Rights. She afforded me the opportunity to be the rapporteur on mental health to the Joint Committee. As part of that role, I have been studying the recent report released by Lord Harris on the self-inflicted death of prisoners aged 18 to 24. We are seeing a worrying rise in levels of suicide and self-harm in prisons, in particular among young adult males. This is tragic. Prison should be a place of punishment, but we need to care for the mental health of those who cannot look after themselves.
I recently visited a local prison and saw the challenges facing the prison system. Anyone who visits a prison can rest assured it is not a holiday—not a three-meal-a-day place that is free. Sadly, a young man was recently found dead in his cell in the prison I visited. An inquiry found that neglect as a result of systematic failings had contributed to his death, including a lack of access to medical help. This is so sad and raises questions about what more we should be doing to help individuals in these situations.
From my research, I have been shocked by the high levels of violence in the system. Despite all the efforts, a gang culture still operates in prisons, with a hierarchy among those in the system. Like my hon. Friend the Member for Banbury (Victoria Prentis), I recognise that part of the problem is the availability of legal highs. Despite efforts by prison wardens, the challenge of preventing these drugs from entering the prison system is proving incredibly difficult. For me, a clear way of tackling the problem is to ensure good, strong leadership in our prisons, so I welcome the creation of reform prisons. Led by governors, these will drive a revolution in education, training, healthcare and security for prisoners.
We must start with the basics and do all we can to change the environment within the prison system. Instead of allowing prisoners to focus on the negatives, let us reverse the cycle and provide them with a positive sense of purpose. Like my hon. Friend the Member for Aldershot (Sir Gerald Howarth), I think we need improvements in education and careers advice so that prisoners can learn skills that could bring them major opportunities in the future.
The mental state of prisoners can be extremely difficult to manage. For many, the realisation that they will be spending years behind bars is overwhelming. Of course they should not have committed the crime in the first place, but if we can use prison as an opportunity to support them back into playing a positive role in society, surely it must be a good thing.
Today, just one in six people leave prison with an education or training placement. Last year, the Prison Reform Trust issued figures showing that 47% of prisoners had no qualifications. Is it any wonder they reoffend, given the lack of opportunities available to them on their release? It is easy for individuals to get stuck in that cycle when they feel that their opportunities when they are released are extremely limited. If we can break the cycle and provide them with skills that can be readily translated into the workplace outside prison, we can hopefully go a long way to improving an individual’s chances of rehabilitation and make it less likely that they will reoffend.
