I am grateful to the hon. Gentleman for his question. My thoughts and sympathies are with all those affected in his constituency by the wildfire. Some £100 million has already been invested in fire and rescue services, and we will continue to look at the issues that he raises to do with equipment in future Budgets. We are engaging with our European neighbours on exactly this issue, and we are well aware of the opportunities that arise from it.

I welcome the First Secretary to her place, and I thank her for making her first constituency visit to Portsmouth North and the fantastic Griffon Marine. As Portsmouth is a coastal city, residents are rightly furious that Southern Water continues to pump sewage into our seas. We have had hardly any rain this summer, yet sewage pollution and rising bills continue while private companies make profits. It is abundantly clear that privatisation under the Tories has failed the British public again and again. Could the First Secretary of State set out a little more detail of the Government’s plans to reform the industry and give the public greater control over our water companies?

It was a great pleasure to visit my hon. Friend and announce our procurement reforms at Griffon Marine in her constituency. The Prime Minister has been repeatedly clear that more public control of our water industry is not just desired but absolutely necessary. The current system, with the poor infrastructure, investment, higher water bills and the kind of sewage, leakage and poor quality that she described, can continue no longer. We will set out our plans for reform shortly.

Yes—this issue used to drive me mad as Mayor of Greater Manchester. Only the capital has had some of those powers, but everywhere should have them. I am in full support of what the hon. Gentleman says.

It was a pleasure to welcome the Prime Minister to Portsmouth this summer when he visited His Majesty’s naval base. It was especially good to welcome a fellow north MP to Portsmouth North! He saw at first hand the dedication of our armed forces, so does he agree that supporting personnel and their families remains a priority? Like the police, they should offer proper paternity leave for every serving father and ensure that our self-employed fathers are no longer left behind.

I fully agree with my hon. Friend. We need to provide the very best support we can to those who serve in our armed forces. I know that the Chancellor, in his previous role, did a lot to improve forces accommodation. There is more that we can do, and I look forward to working with my hon. Friend on that. I enjoyed my visit.

As I have said, any summary documentation and recommendation that was put by UKSV to the Foreign Office has been shared with the hon. Gentleman’s Committee. What has not been shared was the raw data collected in interviews with Peter Mandelson. As I have said repeatedly to the House, and as I am sure the hon. Gentleman agrees, there is not such a mechanism for that level of personal detail—I am talking about how much money someone has in personal accounts, and who they may or may not have had a relationship with in the past—because if it was known that that could be made public to politicians, people going through the security process would not feel able to give full and frank answers, and that would undermine the very nature of our national security system. I am sure that, as a member of the Intelligence and Security Committee, he would not wish to advocate for that.

I would like to thank the ISC and the Foreign Affairs Committee for their roles in this process. Although it has not been mentioned today, would the Chief Secretary to the Prime Minister provide the House with an update on the Government’s proposed legislation to remove peerages from those disgraced peers?

I was delighted to see it confirmed last week in the King’s Speech that that legislation will be introduced in this Session. We will be bringing it forward shortly.

This is a very serious allegation, and I take it seriously. Members of Parliament are here to carry out their duties. What is being alleged is very serious, and I believe that it needs to be investigated thoroughly. The right hon. Gentleman has been here for a long time, so he will no doubt use the Table Office as part of the avenues to pursue what he has said—there may be other ways. There may be serious security implications for this House, which I will take up via other avenues.

On a point of order, Mr Speaker. The right hon. Member for Newark (Robert Jenrick) visited my constituency yesterday without notifying me. This is not the first time that the usual courtesies of this House have been disregarded by Reform UK when visiting Portsmouth. Further to that, is it in order for a former Immigration Minister who helped to shape the current asylum system to visit constituencies and push campaigns that mislead and cause hatred and division? Given the blatant disregard for this convention and courtesy to the House and the absolute lack of integrity and respect, can you advise what recourse is available to me as a constituency Member?

Yes, the hon. Gentleman can. As he can clearly detect from what I am trying to say, the thrust is that I want to do more to support British businesses and industries, and I want to ensure that we are doing everything we can within the existing powers to do that. We have set out four sectors in which we feel we can do that straightaway, and I am sure there are others that we can look at. I am happy to work with him on that.

Like me, many in Portsmouth will welcome today’s announcement, particularly the new shipbuilding framework and the commitment to reward bids that deliver local jobs and skills. Will the Minister outline today—and meet me to discuss—how these reforms will help to ensure that cities such as Portsmouth, from which shipbuilding was removed by the Tories, can once again share in defence, maritime and energy infrastructure, and benefit from AI procurement opportunities?

My hon. Friend makes an excellent point. Obviously the shipbuilding industry is incredibly important for her constituency and for others around the country, and specific points in this package are designed to support that. To re-emphasise, we will work with the National Shipbuilding Office to try to work on a specific framework to ensure that we can direct procurement to British companies to deliver shipbuilding. For too long that has not happened, and we have seen in recent weeks and months the importance of having a sovereign capacity to do that. Portsmouth is a fine place to try to do so, as are other places around the country—I should not get too far into that. That is one of the reasons we picked shipbuilding early on and why we will work with the NSO to try to do that, and I am happy to meet with my hon. Friend.

On that final point, if the hon. Member could write to me about precisely what that situation is, I would be more than happy to look at it. Performance on MP correspondence is appalling, and I am not willing to tolerate it. Members across this House are speaking for their constituents who are in very vulnerable situations. I have given very clear instructions about this being dealt with, and in my view it must be dealt with out of respect for this House and the people who work here.

Before I ask my question, I would just like to welcome back Andy. He gives us a great deal of service in this Chamber. It is good to see him back. [Hon. Members: “Hear, hear.”]

I welcome the action the Government have taken and the Minister’s statement today. I thank him for his engagement with me over the past six months. It is clear that Capita has shamefully failed many Portsmouth North civil servants. Kirsty is still waiting for ill health compensation. Christine is waiting months for her widow’s pension payments. Louise submitted request forms and, since November, has heard nothing. Anne, after 48 years of public service and following the sad death of her husband, has been unable to get any clarity on her pension forecast. These are not numbers on a spreadsheet, but real people and real lives. On behalf of these women, I ask the Minister: when will the civil service pension scheme finally be stabilised?

I say to my hon. Friend and those four constituents that what I have said in the recovery plan and what is part of the recovery plan is for the contractual level of service to be back by June. If that is not delivered, I reserve all rights under this contract with Capita.

I had a very constructive meeting with colleagues from the Scottish Government yesterday, and I appreciate their attendance at the meeting. The hon. Lady is absolutely right to raise concerns about people’s experiences, and I will always make myself available to speak to any Member of this House about what has happened to them.

Much of the intimidation that candidates now face is not on the doorstep, but from anonymous or fake online accounts. Having experienced that myself, I welcome the work of this Government, the police, the defending democracy taskforce, and the offices of Mr Speaker and the Deputy Speakers. What action is being taken to stop online anonymity being used as a shield for harassment and intimidation in our democracy, and how will candidates in Portsmouth’s May election receive advice, support, protection and the enforcement they need to stand safely for public office?

My hon. Friend is right to raise her concerns in the way that she has done. Hopefully, she will have heard my earlier remarks, which respond to her specific point. We are working very closely with law enforcement, and we are seeking to work more closely with the tech companies, to make sure that we have all the right protections in place for the elections. If there is more that she thinks we should be doing, I would be very grateful to discuss it with her.

Let me be absolutely clear that the action that we have authorised from our bases is to take out Iran’s capability to launch these attacks, which of course means taking out the launchers and the infrastructure that sits behind them.

I thank the Prime Minister for his calm and measured approach and for his reassurance today. As the Member of Parliament for Portsmouth North and the mum of a serving personnel member currently deployed overseas, my first thought is always for the men and women we ask to stand in harm’s way. The Iranian regime’s reckless attacks are not abstract; they are direct threats to British service personnel and British citizens in the region. Will the Prime Minister, first, confirm that every measure is being taken to protect constituents on the ground? Secondly, will he assure the House that when we pursue de-escalation and democracy, operational decisions will be grounded firmly in one overriding principle: the safety of our British servicemen and women?

Civil Service Pension Scheme: Administration

It is a pleasure to serve under your chairmanship, Ms Lewell. I thank my hon. Friend the Member for Blackpool North and Fleetwood (Lorraine Beavers) for securing this important debate on a crisis affecting thousands of public servants who find themselves without the pension they have earned and, in some cases, without any income at all. These people have paid into a scheme throughout their careers with the reasonable expectation that when they retire they will get their money—it is their deferred salary. Instead, we have witnessed from MyCSP and Capita nothing short of a shambles.

The previous Government awarded Capita a seven-year contract worth £239 million to administer the scheme, even though the warning signs were there. Where are Conservative Members today to answer and apologise? It is shameful. The result has been chaos. I want to highlight the human impact and share the experiences of some of my constituents who are bearing the brunt of the failure.

One, a former Ministry of Defence employee, was medically retired on 11 December. His lump sum and monthly payments were due to start on the 12th, but he has received nothing. Another constituent retired from the Office for National Statistics on 27 November after giving four months’ notice. He was told his lump sum would be paid within one week, but he has received nothing. A constituent who has worked for HMRC for 26 years is due to retire but cannot get a pension quote from Capita, so she cannot plan her retirement or make informed decisions. A constituent who retired from HMRC on 30 December is waiting for a lump sum of £94,000. Capita has confirmed receipt of his documents, but he has received nothing. Finally, I want to mention a constituent who worked in naval fleet support for 38 years. He decided in June 2025 to retire. Since then, the communication has been abysmal and he has received not a single penny of his pension.

Those are not isolated cases. These delays are causing genuine hardship. People are unable to pay their bills, depleting their savings and borrowing from family members, and some are borrowing from other sources, which is costing them even more. The stress that this situation is causing is horrendous. I acknowledge that the Government have appointed an expert recovery team led by Angela MacDonald and I welcome the hardship loans plan. However, that does not address the fact that a flawed procurement process selected a contractor that was not ready to go live.

I am calling for transparency—Capita must publish detailed performance data—and accountability. The Cabinet Office must make full use of its contractual rights. If Capita fails to meet recovery plan milestones, there must be serious consideration of whether it should continue to hold the contract. Finally, there should be compensation for those who have suffered financial hardship because of Capita. This crisis raises fundamental questions about how we contract out the administration of critical public services.

I will not go into the details of the discussion, but I did raise it, for the very reasons that he sets out. Across this House, we are committed to a just and lasting peace in Ukraine. This has been an issue of concern for a considerable period, which is why I raised it.

I welcome the Prime Minister’s recent engagement in Tokyo and the strengthening of our relations with Japan as a key economic and strategic partner. Will he explain how small and medium-sized enterprises in Portsmouth, particularly those in maritime and defence such as Griffon Marine, alongside the creative industries, will benefit from deeper UK-Japan co-operation? My 18-year-old son Archie Cole is a professional wrestler, currently competing on Tokyo TV in “Magic Monday”, so I know at first hand how international engagement can open doors for individuals and Portsmouth’s local businesses alike.
