I thank all the hon. Members who have spoken in the debate; my hon. Friend the Member for Glasgow East (David Linden), who diligently secured the debate; and the all-party parliamentary group on fairs and showgrounds, which works so hard in the background all year round. I also thank the showpeople themselves—those who have helped in their own local communities through the pandemic, as showpeople have often helped their own local communities—and the members of groups such as Future 4 Fairgrounds, for example Colleen, who I spoke to earlier. She described very well the situation that the hon. Member for North West Norfolk (James Wild) laid out and the difficulties that many fairgrounds are facing. I recommend that the Minister look at the Future 4 Fairgrounds video on Twitter, which shows very well indeed the situation that fairgrounds face.
This year, we have seen the loss of so many fairs throughout the summer and throughout the covid lockdowns, which goes from the cancellation of very small local events, such as fairs and gala days, to the cancellation of huge events that have a long history and pedigree. In my own constituency, there is the Glasgow Fair on Glasgow Green, which is a chartered fair; its roots date from 1190 and it took its current form as a funfair from the 1900s onwards. Travelling showpeople brought penny geggies and other rides to the people of Glasgow, so that they could enjoy the fair holidays.
There is also the Kirkcaldy Links Market, Europe’s longest street fair, which was established in 1304 and runs over the course of six days. However, it was also cancelled as a result of the covid lockdown. Glasgow’s Irn-Bru Carnival is held at the Scottish Event Campus in my constituency. Last year, it celebrated its 100th anniversary as a carnival. It is a brilliant event; I remember my dad taking me to it when I was small and I have taken my own kids to it as well. It has all the joys of the funfair rides, but inside in the warm, which, in Glasgow in winter, is really quite important, because nobody wants it to rain on their candyfloss; rain would not do it any good. To have people going in and enjoying the carousels, the gallopers and the bumper cars—it is a really sad thing that we have not been able to enjoy these things through the course of this year.
As my hon. Friend the Member for Glasgow East mentioned, many of the showpeople in Glasgow live in our constituencies: in my constituency, showpeople live in Bridgeton and Dalmarnock; and showpeople also live throughout the east end, and in Govan and Scotstoun. In addition, showpeople live in the Cuningar Loop, in South Lanarkshire. The families who live on the sites in these areas have been there for generations. We can look through the names of the families who live there and know who is related; there are grandparents and great-grandparents on the same sites as their grandchildren and great-grandchildren, all living very close together. This industry is very much a family industry and it deserves special recognition for that.
What has also been sad this year is not being able to engage with those families at the Scottish Showmen’s Guild annual luncheon, which is held in Glasgow every single year. Every year, I would go and meet those families, learn their stories, see who has had new grandchildren, and have a good chat about all the things that they are getting on with in their own areas. So, it has been very difficult this year for all of those people; I know that because I have been in touch with some of them.
As I think all Members have reflected today, this has been a very difficult and a very unusual year, and showpeople in particular have had their main source of income throughout the year taken away from them. They deserve to have financial support to see them through, because, as the hon. Member for South Shields (Mrs Lewell-Buck) mentioned, many showpeople have now gone into debt as a result of this year; some of them through bounce back loans, which they have been able to access. Some of them have had no support; some of them have been able to access the self-employment support scheme; and a smaller number have been able to access schemes such as the furlough scheme. When we consider the issue of loans, we see that it is really a difficult situation. It is not as if the showpeople are going to get that money back; it is not a deferral of income, but a complete loss of a year’s income, which is difficult to make back. Unless we all go on twice as many sets of waltzers next year, it is going to be difficult for them to make that money back.
In many cases, their outgoings have not gone away. As Jennyfer Taylor, who wrote to me, pointed out, testing and maintenance of equipment still has to go on to meet the safety requirements and make sure that everything is in good working order: when the fairs come back, they want to be able to start right away. They need to have that certification in place.
Somebody else who was in touch with me raised the issue of asset finance for rides, because some extremely expensive rides have been brought in from other places. The showpeople have loans on them—some are paying thousands of pounds a month on rides that they cannot take out and use. I understand that some asset finance companies have been quite flexible with people, but not all of them. Anything that the Minister can do to encourage asset finance companies to be as generous to showpeople as they can would be welcome.
I have been to the manufacturing units down in Dalmarnock, where they produce and maintain some of the rides. It is incredibly impressive to watch them being built up from bare frames, welded together and electronic devices put on to them to make the rides that we would all recognise. That is testament to those whose engineering skills have been honed through generations of showpeople and passed down through those families. Often the rides themselves have been passed down as well, and people say, “That’s so-and-so’s gallopers; that’s so-and-so’s waltzers.” They know them very well and would recognise the rides if they saw them at other shows. People understand that the ones they recognise are part of the heritage.
As the hon. Member for Gloucester (Richard Graham) pointed out, many showpeople have diversified into other areas, such as the hot food vans we see at lots of events. The cancellation of music festivals and other events over the summer has stymied a huge amount of income that people who had diversified into those areas would have got. They may also have found it difficult to get support. It is not just candyfloss, toffee apples and popcorn, but hot food of various types—of great quality—that has not been able to be produced because the events that they service have not been there.
All hon. Members have spoken of the imbalance of funfairs at some fixed sites being able to open. Theme parks that are on a single site have been able to go ahead and continue, whereas travelling showpeople have not. There seems to be a real case of discrimination against travelling showpeople, who move around the country as part of their business and go to different towns and cities to set up their wonderful rides.
Despite being covid-compliant, rides have been refused, often at short notice. That is deeply unfair, because showpeople will have invested in taking the rides out and setting them up, ready to go. If there are hot food vans, they will have been buying in the food and the stock to sell, and then losing it at the last minute, with no compensation. We need to do anything we can to make that simpler for people so that they get the assurance of knowing that they are going get the rides open and that people will come through and enjoy them, buying the food and candyfloss.
I understand that the Scottish section of the Showmen’s Guild has worked closely with the Scottish Government to secure access to grants. I thank my colleagues in Scotland for doing that. The Minister must do all he can to make sure there is an equal scheme for those outside Scotland. Often, people who have rides in Scotland will go to the north-east of England with their rides, but people there cannot access the same support. If possible, there needs to be a scheme for England that people can access as well. I pay tribute to the chair of the Scottish section, Alex James Colquhoun, and all his colleagues, for helping to secure this. I know how hard they have worked on behalf of their members to make this happen.
Funfairs have a rich past and are a rich part of our heritage, with a special place in all our hearts. We can feel the warmth from everybody today about the experiences they have had. The hon. Member for Southend West (Sir David Amess) mentioned that he does not go on the rides; I love going on the rides. I really enjoy it—more than my kids, actually. Any excuse to go on! We yearn for that normality, and yearn to go back to the joy and excitement that funfairs bring. We must support the showpeople, whose skills have been passed through the generations, to get through this time, so that funfairs can go on to have a strong and vibrant future for all of us.
I shall be coming on to that in a moment.
Where events have been permitted, there are numerous examples of safe, successful events going ahead, such as Blackheath’s August bank holiday funfair, the Tuckers fair at Birstall, near Leeds, the Charles Cole fair in Southampton and the Winter Festivals at Lakeside, Bluewater and Brent Cross. In my constituency, the local authorities have allowed fairs and other events, and have worked with organisers to ensure that those events are safe. I have seen a good relationship at first hand.
I therefore encourage and expect local authorities to allow fairs and other events to go ahead unless there are health risks that cannot be mitigated. I will repeat that, because this is a really important message: I encourage and expect local authorities to allow fairs and other events to go ahead unless there are health risks that cannot be mitigated. As well as providing vital income for showmen, such events have of course given local communities a much-needed sense of normality while putting in place appropriate mitigations to keep visitors safe.
With regard to the point that the hon. Member for Glasgow East made about local authorities cancelling 2021 fairs, we cannot guarantee what next year will hold, or exactly when covid restrictions will be lifted, but I share his belief that 2021 offers us all at least a glimmer of hope for a return to normality. Decisions about permitting local events are at the discretion of local authorities.
As set out in our guidance, I urge local authorities around the country to consider applications from outdoor event organisers on a case-by-case basis, according to the health situation in the area at the time, and not to issue blanket bans on future events without due regard for the safety measures that we know that such events can implement and put in place. My Department and the MHCLG will continue to engage with Public Health England, local authorities and fairgrounds themselves as part of the continuing reopening process.
Several hon. Members raised the issue of the red diesel duty. At Budget 2020, the Chancellor announced that the Government will remove the entitlement to use red diesel from April 2022, except in agriculture, fishing, farming, rail and non-commercial heating, including domestic heating. The Government recognise that that will be a significant change. Ultimately, this is a matter for the Treasury, which had a consultation, as has been recognised. That consultation, I believe, has now closed and the Treasury will set out the next steps in due course once it has considered the responses to the consultation in detail. I am afraid I cannot say much more at this moment in time.
I appreciate what the Minister says about not being able to comment on the red diesel point, but my understanding is that some European cities have plug-in points, so that funfair operators do not even need to use diesel in city centres and so on—they can use electronic charging points for their vehicles and rides. Could he support the development of that kind of thing?

Commons ChamberMy hon. Friend makes a very important point. Too often, tech firms say that they cannot do such things, but strangely, when it is in their commercial interest to do so, they find a way of doing it. This legislation is setting a clear direction of travel from Government, so that they know that we will be willing to take that action to force them to take measures in the public interest.
First Steps Nutrition Trust has launched a study this month which shows the impact of online marketing of infant formula. I am all for impartial information, but that is not what is happening. Baby clubs, carelines and online influencers have free rein, and they are undermining breastfeeding and pushing parents to buy more expensive formula than they can afford. Will the Secretary of State protect our youngest citizens and prohibit all infant formula advertising online?
The hon. Lady raises a very important point. The purpose of this legislation is to deal with user-generated content. If that sort of thing is being promoted by users, which we can all see is a popular marketing device, it will fall within scope. It is similar to the point raised by the hon. Member for Upper Bann (Carla Lockhart) about fraud. If fraud is being promoted through user generation, that is a harm that can be addressed, but it does not extend to the whole scale of advertising, which is beyond the intent of the legislation.

Commons ChamberAs Christmas approaches, the prospects for the sectors supported by DCMS are bleak. That I may not get to go to see Motherwell FC in the new year’s Lanarkshire derby, to go to see the “Sleeping Beauty” panto in Derby with my mother-in-law and my kids, or to go with my family to see Scottish Ballet’s production of “The Nutcracker” at the Theatre Royal in Glasgow is incredibly sad, but it is much more than sad for those whose livelihoods are within these sectors—so much more for the performers without an audience, the musicians who will not be heard, the box office staff, the crew, the lighting and sound engineers, the people running funfairs, local journalists, cleaners, ground staff and those who serve the drinks, the ice cream and the half-time pies. For them, it is devastating, and they deserve the support of this UK Government—support not just for the bricks and mortar of venues, as important as that is, but for those who work in them—and wholeheartedly, not the weasel words of the Chancellor and some of the other Ministers.
Many freelancers and contractors have had absolutely nothing at all from this UK Government, having been left out of the job retention furlough scheme and excluded from the self-employment support scheme. They deserve better. Their contribution is significant: their jobs—their lifelong vocations—are viable and as worthy as those in any of the other sectors that are still struggling. They support a whole other ecosystem in hospitality and tourism, and in the supply chain. Ending the furlough scheme must be rethought because, as the hon. Member for Somerton and Frome (David Warburton) pointed out, the job support scheme is of very little use to venues that remain closed because of the public health restrictions, which are necessary to protect us all. We know that stopping the furlough scheme at the end of this month has already put millions of jobs on the line, and as the hon. Member for Birmingham, Selly Oak (Steve McCabe) laid out, there is a significant impact in constituencies such as his, and in every constituency up and down these islands. It is a choice of this Government, knowing what we know about this virus now, to throw people out of viable jobs and careers into unemployment, because we also know that there will not be enough jobs to go around for people who lose their jobs now.
My hon. Friend the Member for Glasgow East (David Linden) laid out how the show people who have worked incredibly hard to entertain us over many generations and those who provide food vans and various other support to events will not be able to go back to normal. It is with great sadness that I see that the carnival at the Scottish Event Campus will not be going ahead this Christmas. As well as that, other events and conferences that support the Scottish Event Campus cannot go ahead either.
The Scottish Government have worked incredibly hard to spread funds around through various schemes, such as the pivotal enterprise resilience fund of £122 million; £23 million through the creative, tourism and hospitality enterprises hardship fund; the performing arts venues relief fund, which is a targeted fund of £12.5 million to support performing arts venues; the grassroots music venues stabilisation fund of £2.2 million to small music venues that cannot open; and the independent cinema recovery and resilience fund of £3.5 million to help small cinemas. I think it would be useful if the UK Government did something for the bigger cinemas, because then people in my constituency would not be losing their jobs from Cineworld closing its doors, along with 5,500 employees across the rest of the UK.
There is also the £15 million cultural organisations and venues recovery fund; the £5 million hardship funds for creative freelancers, recognising the importance of freelancers in that sector and supporting them financially; the £5 million sustaining creative practice fund for young artists to continue developing creative work during covid-19 and promoting us into the recovery thereafter; the £3 million youth arts fund; and the £3.8 million to the National Trust for Scotland and the £21.3 million to Historic Environment Scotland to protect our cultural and heritage venues.
Museums have also been supported through the £4 million recovery and resilience fund managed by Museums Galleries Scotland. As of last week only 160 of Scotland’s 423 museums were currently open. According to the Association of Scottish Visitor Attractions, of those attractions that are open, only 28% are operating at an economically sustainable level. Museums have also benefited significantly from furlough, and their skilled employees face an uncertain future as we head into a covid winter.
The tourism sector is facing problems as well, because people are not coming from around the world to visit all of these wonderful venues in our constituencies. As the hon. Member for Waveney (Peter Aldous) pointed out, the coach sector has been left out completely. The VAT cut has been welcomed, but it needs to be permanent because we will not be out of this any time soon.
As the hon. Member for Mansfield (Ben Bradley) set out, many of our local community sports clubs also play an absolutely pivotal role in their community in tackling health inequalities as well as the other work they do, but many of them are under threat due to the pandemic. Sports such as rugby, hockey, shinty, netball and basketball are really struggling, and they need additional support for the future. Venues have not reopened, and there needs to be more clarity in what consequential funding will be made available through culture and leisure trusts. I note this afternoon that COSLA and the Scottish Government have agreed £139 million of a lost income scheme because the scale of losses within the sector is absolutely significant. That will go some way to addressing it, but we are not out of this crisis yet.
Many clubs, particularly in lower non-league football, as we have heard from many Members this afternoon, rely heavily on matchday income to survive, not least because considerably more people per capita in Scotland go to football matches than in any other country in Europe. The Scottish Government are fully aware that it has been an enormously challenging time for the sporting sector and that the pandemic has put a real financial strain on many sporting organisations, but it is important that we get more clarity in the funding that is coming from the UK Government to Scotland, so that we can get money out the door to sporting organisations in Scotland.
Covid has had a massive impact on the charitable and voluntary sector—the hon. Member for Solihull (Julian Knight), the Chair of the Select Committee talked about that in the context of Cancer Research UK. Many organisations and volunteers have stepped up to do more with less money. It would be helpful, on Gift Aid Awareness Day, if the committed to studying the gift aid emergency relief package proposed by the Scottish Council for Voluntary Organisations, the Institute of Fundraising Scotland, the Charities Aid Foundation and a coalition of about 500 voluntary organisations, which would provide a much-needed funding boost and support.
We have heard from colleagues across the House about the impact of covid-19 in the sectors covered by DCMS. We thank the Government—make no mistake about that—for the support that has come from a UK Government who do have the ability to borrow and the full range of fiscal levers at their disposal, but there is a real sense of frustration, as the Minister will have heard, from across the House. As the Chair of the Select Committee pointed out, the measures do not go far enough. The measures seem to assume that we will all be out of this sometime soon. The recovery will be hampered if the culture, media and sport sectors are allowed to go to the wall by the UK Government, and the UK Government must urgently think again and recognise the reality of the situation that we face in the months ahead. If they do not, we will face a desolate future without these sectors, which are economically significant and bring us the joy that makes our lives worth living.

It is great to see you in the Chair, Sir Charles. I am going to speak up for Glasgow Central and our renowned cultural offer. We are also a UNESCO city of music. I want to talk about the many people that work in the communicative sectors, both in the limelight and behind the scenes. The band Ash tweeted earlier:
“Not just musicians though is it? It’s our technicians, our engineers, our management, our agent, our promoter. It’s the venues, their staff, the production companies, transport, storage. It’s roughly one million people you’re throwing on the job market”,
by not supporting the industry further. I would add to that the restaurants, bars and hotels and all of the people that work in them. An entire local ecosystem is at risk without further support in a sector that is worth £111 billion to the UK economy.
Some of the comments from the Chancellor and the Treasury have been quite hurtful to many people in terms of their role within the sectors. I will read a comment from one of my constituents, Jazz Hutsby. He writes,
“My partner and I are freelancers within Live Events and The Arts. To call this a career would not describe what our jobs mean to us. We have dedicated our lives to our practice, we trained specifically for this role. We are specialists in our field, make no doubt that we do not need to “get better jobs”, or to “upskill”. What we need is effective support. The rhetoric from Westminster over the last week has been, quite frankly, disgusting. Our vocation, our lives, have been deemed unviable. This was, as I’m sure you are aware, quite literally what the Chancellor suggested.”
I can tell the Minister that that was written before the comments on ITV earlier today. There is so much more that Jazz points out that needs to be done to support the sector by all Governments and by local government, and I will seek to pursue those issues with whoever can help.
I want to talk about the events and conferences sector because the Scottish Events Campus in my constituency of Glasgow Central employs more than 200 people, with additional people that come in for events. Exhibitions are worth more than £11 billion to the UK economy, but they and their suppliers have little or no support, and the ending of furlough could mean unemployment for around 114,000 people in the exhibitions sector, which is completely avoidable if the Government choose to support the sector. It is and will be viable. It just needs bridging to get to that point. Further job losses have been announced in Cineworld, and potentially the Odeon, which will affect my constituency.
Lastly, I want to talk about the museums sector. Museums Galleries Scotland has pointed out that as of last week only 160 of Scotland’s 423 museums and galleries are open. That is 38%. That might be a high point for the year as we go into winter and some have to close down for that. Some museums cannot open because they do not have the capacity to do so safely, social distancing makes their business model unviable, and their staff have been redeployed, or their volunteers are too vulnerable to come back in. The Association of Scottish Visitor Attractions found that only 28% of attractions that have reopened are opening at an economically sustainable level.
We need such sectors. We need them to survive for all our health and wellbeing, and for the cultural joy that we draw from these things. The Government need to get their finger out to provide the extra support to see them through the winter.
There has been great self-discipline from Back-Bench colleagues and we have had two no-shows, so the Front-Bench speakers each have at most 11 minutes, which leaves the mover of our debate two minutes at the end. I call Gavin Newlands.
I do not intend to take up 11 minutes, Sir Charles, unless I am intervened on several times. It is a pleasure to see you in the Chair. I congratulate the local MP, the hon. Member for Cities of London and Westminster (Nickie Aiken), on securing this important debate. She set out the stark statistics, and the real issues facing the creative sectors, very well.
There have been some fantastic speeches this afternoon. I do not have time to touch on them all, but the point made by both hon. Members for Cardiff, the hon. Member for Cardiff West (Kevin Brennan) and the hon. Member for Cardiff South and Penarth (Stephen Doughty), who is no longer in his place—[Interruption.] Apologies: he is lurking behind me—we can do the panto bit now. The point about the Chancellor’s attitude to those who work in the creative sector was very well made and one with which I very much concur.
I also agreed with the hon. Member for Warrington South (Andy Carter) when he mentioned the importance of panto. My children would ordinarily be very much looking forward to Paisley’s PACE Youth Theatre panto this Christmas, but sadly that will no longer take place.
Of course, in the contribution from my hon. Friend the Member for Glasgow Central (Alison Thewliss), that great Renfrewshire commuter town that lies to the east of my constituency, we heard some fantastic points, particularly about the Scottish Event Campus in hers, which I frequent often.
As we enter the fag end, as I like to call it, of 2020—it has been that sort of year—we are looking to put this pretty desperate year behind us. If there were any justice in the world, we should be looking forward to Paisley celebrating its tenure as UK city of culture 2021. I have never spoken again to the Economic Secretary to the Treasury since he, as a Department for Digital, Culture, Media and Sport Minister, announced Coventry as the winner of that competition—but in all seriousness, I wish Coventry well in 2021. I am sure that, despite the difficulties presented by the situation that we all face at the moment, it will deliver a fantastic and impactful programme and secure a great cultural, economic and social legacy from that.
The word “culture” still elicits a curious response from many. Culture is for everyone, but many still instinctively think of highbrow sophistication, snobbery and elitism at the opera or theatre. That is a long-held but unfair reputation. People are just as likely to sit next to a snob at a stand-up comedy act—as I did at the Stand in Glasgow last time I was there—as at the opera. In case anyone thinks that I am doing opera down, I should say that in my stint as the branch fundraiser, one of the more risky events—that ended up being one of the most successful and enjoyable events that Renfrew SNP ever held—was an opera concert at Renfrew town hall.
The truth is that culture, in whatever form, enriches us all, individually and collectively. That is the case whether it is live music in stadiums, village halls or the pub; theatre, including panto, and opera and theatre productions big and small; stand-up comedy; or, of course, museums and galleries.
Missing from my hon. Friend’s long list is ballet, of course, and Scottish Ballet is based in my constituency. Does he share my sadness that its Christmas productions will not be going ahead as normal this year? And unless there is further support from the Government, there might not be theatres for it to host its productions in in the future?
I thank my hon. Friend for that intervention. Of course—how remiss of me to forget ballet, particularly as my daughters are both dancers themselves. My hon. Friend made a very good point, and I hope that the Minister was listening to it.
In many of these sectors, the people who derive a livelihood from them, be they performers or staff who facilitate and assist the performers, are in severe financial peril. Of course, the Scottish Government have acted when the UK Government would not, or before the UK Government when they did. The Scottish Government were proactive and announced a £30-million creative, tourism and hospitality enterprises hardship fund, and £10 million has been provided to protect vital performing arts venues, with an additional £59 million announced in August.
We need the UK Government to step up. One has just to look, as others have mentioned, at the announcement by Cineworld of 5,500 people losing their jobs as the chain mothballs itself until the spring. That decision just proves the utter inadequacy of the so-called job support scheme. The Chancellor says that the scheme exists to provide support for viable jobs, so does the Minister think that cinema and the jobs that support it are no longer viable? Of course they are. These are the sorts of jobs that any job support scheme worth its salt should be protecting.
There are also the 125,000 jobs supported by concerts in the audio-visual and events sector, with companies such as Adlib and FE Live in my constituency, without which concerts just could not be delivered.
While we are on the subject of supporting those who earn their livelihood from this sector, let us turn to the self-employed, whom many have mentioned and who constitute a large number of workers in the creative industry because of the preponderance of freelance actors, performers, technicians and so on. We have heard today from Members across the Chamber that the Chancellor’s support for the self-employed is simply not enough. Not only is the level of financial support not enough, but not enough people qualify for support. Whereas the UK Government have failed to help those people, the Scottish Government have provided £185 million of targeted support for SMEs and the self-employed, and £5 million for creative freelancers specifically. The Chancellor must rethink his approach or a great many people across the UK will face a long, difficult winter.
Creative industries in Scotland account for 70,000 workers and 15,000 businesses, and are estimated to support about £9 billion of activity within the wider Scottish economy, contributing £5.5 billion to Scotland’s GDP. Edinburgh of course, has its world-renowned festival and fringe. The fringe alone provides 3,000 jobs and £173 million to the Scottish economy. We absolutely recognise the vital role played by creative businesses, which employ tens of thousands in Scotland. As others have said, the UK Government’s focus on financial viability alone ignores industries’ true value. Local live music venues provide meeting places and community hubs, and cultural events such as the Edinburgh fringe elevate global awareness of Scottish and British arts and culture. Not only that, but they bring culture and entertainment from all over the world to our doorstep.
The cultural sector is vital for preserving our national heritage, and connecting people. Its preservation is more important than mere economics. However, of course, the vast majority of Scots’ cultural engagement and entertainment is found not at the Edinburgh festival but in communities, towns and cities the length of the country. Ninety-three per cent. of the grassroots venue network faces permanent closure, and 34% of musicians are considering abandoning the industry completely. Those are stark figures, so I am glad that the £2 million-plus grassroots music venue stabilisation fund was announced by the Scottish Government. One of the recipients of that lifeline grant was the Bungalow in Paisley, a well-known venue and community interest company, which, for the past 40 years or so, has put on its stage every musical genre of up-and-coming-talent, spanning punk to big band jazz. Bungalow co-director Tommy McGrory said:
“This money is our lifeline. Without this money, we would find ourselves in a very serious position. We have just been limping on.”
It must be said that the Scottish grassroots music fund is, in relative terms, six and a half times the size of the UK Government’s comparable scheme for England. They must do more for this vital sector.
I have, despite what my colleagues may think, relatively broad cultural taste, but, to be honest, it is grassroots venues, be they live music or stand-up comedy, that I really miss—even some that are outwith my constituency, such as the 180-year-old Gellions bar in Inverness, the city’s oldest venue, which has bands such as Schiehallion featuring among the 650 gigs played there in a normal year. Live music is critical to venues like the Bungalow and Gellions bar, and as long as clinical advice continues to ensure that no indoor live music or comedy can be performed, the venues and performers must be supported.
I mentioned in my opening remarks that Paisley was robbed of the city of culture award, and it should be warming up to embark on its 2021 programme with the ninth year of the Spree festival, an extremely popular and growing celebration of music, arts and comedy, which should have kicked off this very Thursday. Sadly, it is just another event that has been cancelled because of the pandemic. It is fair to say that the bid itself will leave a legacy in the town for years to come, with £22 million being spent on plans to preserve Paisley town hall’s place at the heart of life in the area and turn it into a landmark performance venue, and £42 million on the transformation of Paisley museum into an international-class destination telling the story of the town’s pattern, heritage and people. I very much look forward to those great venues reopening, but I sincerely hope that, when they do, Renfrewshire will not have lost many of its grassroots and small venues, for that would amount to a pyrrhic legacy.
The SNP Scottish Government have supported the Scottish creative industries, but would like to do more. To do so, they need the financial powers and funding. The UK Government have tools at their disposal. As others have mooted, they could extend the 5% cultural VAT rate on tickets, in line with the recommendations of the Select Committee on Digital, Culture, Media and Sport. They could also provide a Government-backed insurance scheme to provide the music industry with the necessary confidence to reopen. Whatever they choose to do to support reopening they need to act now to deliver fuller support for those vital businesses, so that the Scottish Government can use the consequentials to support the Scottish creative and cultural industry. The UK Government must act now, or the damage of collapsed businesses and lost talent may be irreparable.

Commons ChamberI rise to speak in support of many tourism organisations in the wonderful city of Glasgow, which I am so proud to represent. There have been real challenges for many cultural organisations in the city, not least Glasgow Life, the arm’s length organisation of Glasgow City Council that runs our art galleries, museums and sports facilities. Kelvingrove Art Gallery and the Riverside Museum in in my constituency, which have only just reopened, are only able to open on a limited basis and people have to book, so they are really struggling to make the money they need to keep going. Glasgow Life has seen a loss of around £12 million since March. I urge the UK Government to be clear about the Barnett consequentials from the Housing, Communities and Local Government measures that were put in place for England, so that Scotland can see if it can get a share as well.
Smaller organisations such as the Sharmanka Kinetic theatre, the Trongate and Glasgow Police Museum have been able to keep going but their numbers are down, and the effect on the wider tourism economy has had an impact on all museums, whether they are large or small.
In Glasgow, we have benefited hugely for many years from event tourism through the Scottish Event Campus in my constituency. We have the fantastic SSE Hydro, a 14,000-seater venue that has been one of the top 10 venues in the world since opening in 2013, with over 140 events a year. Its closure at the moment has an impact on the surrounding area of Finnieston, which has amazing restaurants and bars, and on the hotels within the wider city as well. I understand from the Scottish Tourism Alliance that hotel capacity in Glasgow is sitting at only about 11% for the next few months. People are clearly put off from coming if they do not know what is going to happen and they cannot plan ahead.
The Scottish Event Campus has been hosting the NHS Louisa Jordan over the past few months and has made a great contribution to that, but we need to recognise that, in doing so and having that instead of the SEC, we are losing out on £136 million a year to the Glasgow economy in the events that the SEC brings in with not just music but conferences, exhibitions and other events bringing in half a million visitors per year to Glasgow.
Lastly, I would like to mention the impact on English language summer schools, such as St Andrew’s College in my constituency. They are seeing a really serious impact, because lots of young people do come and travel to Scotland for these language schools, and they cannot do that now. They bring approximately 10,000 foreign teenagers and employ 500 temporary staff over the summer period. That has gone for them now, and they are very limited in the support they have been able to have. I make a real plea to the UK Government to look more widely at support for the English language teaching sector and to make sure that particular measures are put in place for support through the immigration system as well, so people can come to Glasgow in the future.

Commons ChamberI know how much my hon. Friend cares about this subject. I have taken great note of his letter on this and I would be happy to meet him to discuss it further. The most important first step is to get sport going behind closed doors because that helps secure revenue, so we have got the premier league and then the championship. I look to sports first to look after themselves and I am meeting extensively with the EFL, the premier league and the Football Association, but of course we will continue to work on that.
The hon. Lady is absolutely right to highlight that sector. In my constituency, I have Elstree film studios and BBC Elstree where indeed I saw the hon. Lady for “Strictly Come Dancing” when it was filming. The most important thing is to get the sector going again. That is why I was delighted that at the beginning of this week, we published guidance to allow high-end film and TV to resume production. Of course, I continue to engage with the Chancellor and others about wider support.

It is a pleasure to see you in the Chair, Ms McDonagh, and a pleasure to get the opportunity to big up my own constituency of Glasgow Central, which I am sure must be among the most musical constituencies in the country. We have not only been awarded a UNESCO City of Music status—the only city in the UK other than Liverpool to have that status—but we have a wealth of different venues and talent in the city.
We are at the moment in the midst of Celtic Connections, an event founded in 1994 to give light to cold winter nights in January and to bring people into the city, and it now has a programme of more than 300 events over 18 days, with 2,100 musicians from about 50 countries. In addition to having events within venues in the city, it also works in the community through an education programme to involve the next generation, and this year, for the first time, through Celtic Connections in the Community, it is working with BEMIS to extend it to people with ethnic minority backgrounds within the city as well, which is really important when we talk about traditional folk music and making sure that it reaches and involves as many people as possible.
We also have within the constituency iconic venues such as the Barrowland Ballroom, King Tut’s Wah Wah Hut, the Hydro and the SEC. The Hydro, which opened in September 2013, brought £131 million to the city in its first year. It has helped the regeneration of Finnieston, where it is now impossible to get a bad meal, and has brought new people and new growth into the area, providing the jobs that go with that as well.
We are incredibly lucky to have the Royal Conservatoire of Scotland in the constituency as well. When I went on a tour of the RCS, every door that was opened would bring some delight, with different types of music being played in different ways and people making music together who might not have found each other otherwise. It is a real boon to have that in the city.
We also have organisations such as the Royal Scottish National Orchestra, Scottish Ballet, the BBC Scottish Symphony Orchestra, the National Youth Orchestra, Scottish Opera, and younger bands such as SambaYaBamba— who played outside in Parliament Square on one occasion, which stopped the traffic in the city. It is great to see such joy being shared. For young people we have a Big Noise Sistema orchestra, based in Govanhill since 2013. In recognition of some of the work of Big Noise, Nicola Killean, the CEO, got an OBE in the new year’s honours. They work with children in Govanhill, from St Bride’s, Holy Cross, Annette Street and Cuthbertson primaries and nurseries, and with Holyrood Secondary. They work with 1,200 children a week, bringing together children who have very different backgrounds—many children in Govanhill do not have English as a first language—and all the outcomes from the project have been extraordinary. As I said, in an area where children might not have much English, they can communicate with music and enhance their abilities. All the outcomes from this project found by the Glasgow Centre for Population Health have noted how it increased confidence, academic skills, resilience and happiness. I am not quite sure how we measure happiness, but it is certainly very much worth investing in for the good of the community.
I also want to mention the risk, which is something for the Minister to take away to the Home Office. There are significant risks in the way the Home Office conducts itself, and risks with Brexit with regard to visas and with the ability of artists to move and transport equipment. Donald Shaw of Celtic Connections has flagged that in the press. He mentioned particularly the risks for American people looking to book to come here and the way in which African and Indian artists are treated. He says they are treated very badly in the application process and that it is all about suspicion rather than welcome from the UK. Last year, six artists from the Devasitham Charitable Foundation in Chennai were unable to come when two blind artists were not allowed a visa from the Home Office. I ask the Minister to reflect on that and on the success story of music in Glasgow and in Scotland and do all that he can to make sure that that continues in future.

The hon. Gentleman is correct. As I have said, what we saw last night—extremists dressed in black, making Nazi salutes and making monkey chants—was bordering on the subhuman and should not be tolerated. Online abuse—any form of online abuse—should not be tolerated. With regard to the online harms Bill, we will be undertaking pre-legislative scrutiny and working with industry in this Session to deliver exactly the sort of results that he wants to see. We have made it absolutely clear that social media companies need to do more, and this Government will hold them to account.
I commend the England team and their manager for their dignity last night. Sadly, racism is still too much of a feature in football, both at club and at international levels. The Minister has mentioned the three-step protocol, but does he support further mandatory measures such as the forfeiture of games if racism does not stop during the game? Does he agree that we must not place players and fans in the situation where they go to enjoy the beautiful game and find it defiled by the ugliness of racism?
I completely agree with the hon. Lady. The forfeiture of games and other such measures are clearly matters for the football authorities, not the Government; that is absolutely correct. None the less, we need to be absolutely clear that our very strongly held view is that no measure should be taken off the table.

That is, of course, part of the point of having the review. As I said earlier in answer to another question, I will encourage those conducting the review to make as much of its material as is commercially possible in any circumstances as public as possible. The hon. Lady shakes her head, but I have agreed to the premise of her question, and we will do it.
This is not just about money. It is also about influence, because it has been alleged that the Prime Minister and former Mayor of London obtained access to trade missions for Jennifer Arcuri, despite her apparently not meeting the criteria for those trips. Can the Minister tell me on how many other occasions the Prime Minister has intervened to secure junkets for his pals?
As I have said repeatedly, there is no input from the Prime Minister at any stage in this process. Opposition Members can say it as often as they like, but that will not make it true.

Commons ChamberThe answer to the right hon. Gentleman’s question is that I discovered the BBC’s plans on Sunday, before the announcement on Monday. I have not had a discussion with Treasury Ministers since that time but, as I said, I intend to have a number of discussions about what further action can be taken, predominantly by the BBC, but of course the Government will continue to look at what they can do across the whole range of benefits policy, as they always do.
It is predicted that this change in plans will cost the BBC £250 million by 2021-22. That is money that is not going into jobs in Pacific Quay in my constituency. Can the Secretary of State stand here and guarantee that no jobs will be lost in Pacific Quay as a result of this sleekit Tory sleight of hand?
What I can say to the hon. Lady is that when the BBC decided to take on this responsibility, one would have thought that the bare minimum of what it expected to have to outlay would have been what it is currently intending to outlay, so it should have made any calculation about how affordable that might be in 2015—and I am sure it did. She and I will both continue to expect the BBC to provide a good service, employing excellent people in her constituency and elsewhere to offer the best possible television product to the nation.
