As ever, Sir Roger, it is a pleasure to serve under your chairship. I thank my hon. Friend the Member for North West Cambridgeshire (Sam Carling) for securing this debate and for the very important work that he has done to support the Renters’ Rights Bill, which will make a big difference to the experience of people living in privately rented homes.
On behalf of us all, may I congratulate the hon. Member for East Grinstead and Uckfield (Mims Davies) on her new appointment? She is right to say that she and I have debated these issues many times. I will miss doing so, and I know that many of my colleagues in the DWP miss her. We wish her all the very best in her new role.
The current level of poverty is unacceptable: 1.3 million more people are in poverty than in 2010. Poverty damages lives in so many ways, as we have heard this afternoon. People simply cannot fulfil their potential when struggling to pay for basic essentials, or in many cases going without them. I am determined that we will take steps to put that right.
Good work will always be the foundation of our approach to tackling poverty. Hon. Members will know that we had a manifesto commitment to bring forward changes in this area. We will shortly publish the “Get Britain Working” White Paper, which will announce our reforms in that area. We will have a new service to support more people to enter, remain and do better in work, and a youth guarantee, with increased join-up of employment and health, which are causing so many challenges in this area. Through our plan to make work pay, we will ensure that we create opportunities for all by tackling low pay, poor working conditions and job security. This is a truly ambitious agenda to empower working people and grow our economy.
We want to protect living standards, and wages are important in doing that. The national wage introduced by the new Labour Government back in 1999 has had a transformative effect on the fortunes of working people. In last week’s Budget it was announced that the national living wage will rise to £12.21 an hour from next April, boosting the pay of 3 million workers. That is an increase of 6.7%, worth £1,400 a year for a full-time worker, helping us to make progress towards a genuine living wage.
Hon. Members have mentioned the child poverty taskforce. I will take today’s debate as a submission through the child poverty taskforce process, because we have shown how interconnected many of the issues are. It is shameful that in a rich country such as the UK, 4 million children were living in relative poverty last year, and that 800,000 children have used a food bank in the past 12 months. As has been said, the End Child Poverty campaign has suggested that 1.2 million children were in furniture poverty in 2022. That is just unacceptable. It scars children’s lives now and can damage their long-term health, education and employment outcomes. It holds our country back, and we are determined to see change.
I hope it is helpful to hon. Members if I give a brief update on the child poverty taskforce, which is working to publish a comprehensive and ambitious child poverty strategy in the spring. Last month, we published a framework to set out how we will develop the strategy, harnessing all available levers because, as so many Members have said, policy in one area affects another. We want to develop the strategy with exactly that in mind. We have four key themes: incomes, costs, increasing financial resilience and getting better local support. On that note, I recently visited Glasgow, where the city council is doing excellent work to join things up locally, as Members have suggested.
Later this month, the taskforce will meet employers, trade unions and think-tanks to discuss options to increase incomes and financial resilience in low-income households. We want to ensure that the strategy addresses poverty in every corner of the land and that we hear and learn from families in poverty as we shape it. We will be holding engagement events across the UK—I have already visited various constituencies myself—bringing together a diverse range of voices and setting up a new forum for parents and carers to ensure that the experiences of our kids are included at the heart of the strategy.
The Government believe that a wealthy country like the United Kingdom should have a social security system that meets the needs of people who are unable to fully support themselves through work. We know that for many, the system we inherited is not currently achieving that. We are determined to fix the fundamentals so that low-income families can afford the basics. We have inherited a number of policies and a challenging fiscal climate that have left us with difficult choices.
In response to the shadow Minister’s point about universal credit, it is fair to say that the policy has been on a long journey. Some of the points she made about the responsiveness of social security during the pandemic are important. We must learn from that and try to address the challenges we now face. That is why we have committed to reviewing universal credit and will listen to a full range of views on potential changes to make sure that it is doing its job now.
As a first step, the Chancellor announced in last week’s Budget that we will introduce a fair repayment rate. That will help households on universal credit who are having deductions made from their benefit, perhaps because they had a loan of some kind or moved into a new home and needed to buy furniture or other items. We will ensure that they can retain more of the money from their benefit to help them to budget for essentials like this. Over 1.2 million households on universal credit will benefit from the changing of the deduction cap from 25% to 15%. It will mean an average of £420 a year, which is a good down payment on a future plan.
I turn to the specific issue of furniture affordability. Most of us will experience large one-off costs or unexpected expenditure at some point. As hon. Members have explained fully, these costs can be difficult to budget for, and we do not want to drive people into debt.
I mentioned the significant work done by charities and particularly churches, including St Vincent de Paul. What are the Minister’s thoughts on that?
The hon. Gentleman makes his point very well. Let me respond briefly to questions that Members have raised. I will ask the relevant Minister to write to my hon. Friend the Member for North West Cambridgeshire about the regulatory changes arising from the Renters’ Rights Bill, on whose Public Bill Committee he served ably. I reassure him that the DWP will work across Departments, because these areas cover different departmental responsibilities. We will include all those points in the child poverty taskforce. The hon. Member for Strangford (Jim Shannon) is right about charities—Wirral Repair Café in my constituency does a fantastic job.
My hon. Friend the Member for Uxbridge and South Ruislip (Danny Beales) made an excellent speech on household support fund guidance. I encourage him to be part of that conversation. I will take away what he has said, but he might want to write to me with more detail. To other hon. Members, I say that we are looking at all the ways in which poverty is now affecting people, given the spikes in energy prices and other issues. The comments were about the construction of homes and how we can limit the cost of energy are very important. I encourage Members to keep bringing those points forward, because now is the time to address them.
Hon. Members will know that the social security system has always made provision to help people on low incomes without adequate savings, and we do consider the impact of budgeting loans, advances and other measures. I mentioned the change in deductions. We know that while there will always be people who struggle to meet unexpected costs, no one wants a system in which large numbers of people are relying on crisis support to help them to feed their families or pay for heating and other day-to-day essentials. We want the system to genuinely respond to this as a crisis, not a chronic problem.
To support the upcoming child poverty strategy and address the demand we face, as the hon. Member for East Grinstead and Uckfield mentioned, we are continuing to provide substantial funding for crisis support through the household support fund and discretionary housing payments. We will invest £1 billion, including the Barnett impact, to extend the household support fund in England for an additional year until 31 March 2026 and to maintain the discretionary housing payments fund for a further year. This will ensure that the current targeted support is available for the most vulnerable.
In the end, we know that there is no quick fix. The issues that we have in this country are deep rooted and complicated, but that can never be an excuse for not trying to tackle them. We have taken the first steps, and there is more to come in the child poverty strategy and the “Get Britain Working” White Paper. I look forward to working with all Members here to get this right.

Commons ChamberI will come to the review that we will be conducting, but let me make the general point that we in the Government ought to be able to understand the realities of life and take that into account.
The position that I have described makes the dire situation we have inherited all the more shameful. Family carers are being pushed to breaking point. They have too often been forced to quit jobs that they want to keep and could keep with the right support, which isolates them and shrinks our workforce. With the right support, we could help carers and help our economy as well. To rub salt into the wound, we have inherited a system whereby busy carers, already struggling under a huge weight of responsibility, have been left having to repay large sums of overpaid carer’s allowance, sometimes amounting to thousands of pounds. It seems as though what is supposed to be a safety net designed to catch those in need was instead designed to catch them out.
For some time constituents of mine have found that they are due to repay an overpayment. I always ask them whether they remember when they made their complaint. All telephone conversations with the Department are recorded, so there is a way of making it clear that the fault lies not with the applicant but with the Department. Is there also a way of ensuring that those who have been penalised unfairly for following the Department’s advice should not have to pay that money?
As the hon. Member knows, the Department is not responsible for the delivery of social security benefits in Northern Ireland, but I am sure that Northern Ireland’s Department for Communities will be keeping a close eye on the debate and will want to take his points into account.
This problem is one of the numerous ways in which our social security system is failing the people of this country, with 2.8 million left out of work because they are unwell and more than 4 million children growing up poor, and we have therefore moved fast to fix the foundations of the DWP. That includes our setting up a taskforce to tackle child poverty, extending the household support fund for six months, and holding the first meeting of our new Labour Market Advisory Board. The board’s expertise and fresh thinking will help us break down barriers to work, such as an inability to balance paid work with family care.

I thank each and every person who contributed. The hon. Member for North Ayrshire and Arran (Patricia Gibson) and I are always in debates together. That is the nature of our lives; we probably have the same interests. We are very interested in these subjects. She said that women are impacted by austerity even more than men are. She referred to the figures from the Joseph Rowntree Foundation, and she reflected on the necessity of closing the gender pay gap. She spoke about split payments and said that it is time to name and shame, and I agree. If someone is not doing it right, they need to do it right, and they need to be reminded of that. She also referred to what is being done in Scotland. We are often reminded of things that the Scottish Government are doing, and today we were reminded again of some good points that we should be taking on board. She also referred to the gender pension gap, and to compensation. Like her, I feel strongly that there is an anomaly that has to be addressed.
The hon. Member for Rutherglen and Hamilton West (Margaret Ferrier) referred to those who keep homes together—mums and lone parents who look after the children. She referred to the pressure they are under and said that she sees that in her office, as we all do.
The shadow Minister, the hon. Member for Wirral South (Alison McGovern) brought a wealth of information to the debate. I really appreciated her contribution. She referred to Margaret—forgive me; I just could not make out the lady’s name.
I thank the hon. Lady. I asked the hon. Member for North Ayrshire and Arran about it, but we could not make out the name. Margaret Bondfield set a trend for powerful women who made a difference. She became the first female president of the TUC and a Cabinet Minister. Those are the people who led the way —the pioneers—and it is important that we remember them.
The shadow Minister also referred to the gender pay gap and to those in retirement. She talked about the structural underpinnings for women. Those are all important objectives; that is what we should be trying to do. She also referred to the working poor. She spoke about looking after the home, earning an income and looking after families—the challenge for women is worse, and it is harder than that of the menfolk. She also said that women’s rights at work must be better, and she referred to flexible working. She made all those points well, and I really appreciated her contribution.
I thank the Minister, who came with a positive attitude. She said that everyone here was a passionate advocate for women’s rights—that includes her, by the way. Looking after children is an important role in itself, never mind keeping the home going, and she spoke about childcare caps for women in poverty. We welcome the childcare measures, as did the shadow Minister and the SNP spokesperson, the hon. Member for North Ayrshire and Arran. The Minister referred to the work that has been done to ensure that full-time working parents benefit. She talked about the need to help the low-paid and she mentioned mental health pressures, which we all brought up; she recognises where such support needs to be. She referred to the extra moneys that were set aside in the Budget for that, for the carer’s allowance—I have a massive interest in that—and for cost of living help. She referred to wellbeing and the menopause, and how women have to deal with many other things in their lives.
The Minister also referred to domestic abuse, as did the hon. Member for North Ayrshire and Arran, and to pension credit. We need to help people a wee bit more with attendance allowance and other benefits. I appreciate the Minister’s commitment. Sometimes what people need is just a wee bit of a nudge in the right direction. That is why when people come into the office, I always ask them what they are getting, so that we have an idea of what they should be getting but might not be. I think we can all be encouraged by the Minister’s response.
I say to everyone who took part, and particularly to the Minister, that I hope that with this debate we can move things forward for women in poverty across the whole of the United Kingdom of Great Britain and Northern Ireland. I believe that we have a big task, but it is always easier when we have a Government and a Minister who are also committed.

As ever, it is a pleasure to serve under your chairship, Mr Paisley. I congratulate the hon. Member for East Dunbartonshire (Amy Callaghan) on securing this important debate. She made a very good speech, highlighting many of the issues that single parents face. We also heard strong contributions from the hon. Members for Strangford (Jim Shannon) and for Glasgow East (David Linden), who ran through a number of important issues.
My nan, who died in August, was made a single parent at the age of 40 by the sad death of my grandfather when my mum was 14. I saw her work her fingers to the bone for years. That is the main message of my contribution today: single parents in this country work so hard. They work hard to care for their kids and to bring them up really well, despite the odds sometimes being stacked against them, and they work really hard in their job, committing and offering their skills and talents, because they know that they have to work harder to get the same recognition. Single parents in the United Kingdom work really hard, and I think it is incumbent on the Government to support them a little better than is the case at the moment. It is with hope that I say that single parents work really hard and ought to be backed by the Government. I am pretty sure that the Minister will agree with that sentiment. It is a cross-party idea that single parents are deserving of our support, and I hope that he will agree with that, too.
Hon. Members have raised important issues about the Child Maintenance Service—what it does and does not do, how that could be improved and, if it were improved, how that would help with incomes. Members also raised matters relating to domestic abuse. We know that too many people are struggling and that, sometimes, the way the state operates does not help. But I want to focus on single parents in work, because, despite recent decreases in their employment, a large majority of single parents are working.
The Government often say that employment is the best route out of poverty. I worry that that is not true at the moment. I think we should want it to be true—I think that everyone deserves employment with dignity, self-respect and a decent pay packet. That is true for single parents just as it is for everybody else. Unfortunately, at the moment, 41% of children in working single-parent families are in poverty, including 27% of families where the parent is working full time and 54% where the parent is working part time. We have known for years that being part of a single-parent family puts a child at much greater risk of poverty, even where their parent is working hard. That is why we need to focus on the areas where we can remove barriers to work for single parents and, at the same time, think about how to get them better-paid jobs and help them to do more with their skills, so that their time and talent are not wasted.
I commend the hon. Lady on her excellent contribution. One issue, which the hon. Member for Glasgow East (David Linden) mentioned, is childcare. We hope that in the Budget tomorrow the Chancellor of the Exchequer might announce some extra help with that. Without that help, single parents are under even more severe financial pressure than other families, so that is really important.
Yes. If you are a single parent and you are on an income that is too low, what do you do? There are only so many hours in the day and somebody needs to care for the children while you are at work. Without a really good childcare system in this country, single-parent families are always going to be behind everybody else. There are myriad reasons why we need to sort childcare in the United Kingdom, and this is one of the key features. We have a shortage of people in the labour market, so we cannot let anybody’s time or talent go to waste.

Commons ChamberMadam Deputy Speaker, I begin my contribution this evening by, through you, thanking Mr Speaker for allowing me the time for this debate. It is more than poignant to rise in this House this evening, the night before the sixth anniversary of the murder of Jo Cox MP. Having requested a debate on Syria, which I did for a little while, it must have been fated that a slot would be available this week, given Jo’s incredible contribution to raising the alarm in this House and beyond about the terrible events occurring in Syria. She warned that if we did not stand for our principles in the face of those who would trash the rights of civilians in wartime, it would change our world, and not for the better, and she was right.
To compound the distress, the last time I led a debate on Syria in Westminster Hall, it was chaired expertly by Sir David Amess. Words simply cannot express how much we all miss them both and how indebted we are to their families for the great contribution and sacrifice Sir David and Jo both made. We think of their families tonight and wish them strength and love.
The argument I wish to make to the Minister this evening is that by turning away from conflicts such as that in Syria, we allow the world to be a more dangerous place. It should be obvious to everyone in this House that the situation that Syrian civilians have faced over the past decade—with human rights utterly obliterated at the hands of the Syrian regime, aided by Russia—is now echoed in the brutality that the Ukrainians have seen at the hands of the Russians.
The Minister’s fellow Foreign, Commonwealth and Development Office Minister, the right hon. Member for Braintree (James Cleverly), said:
“Russia’s actions in Ukraine will be familiar to millions of Syrians who have suffered at the hands of the Assad regime, with Moscow’s backing. In both countries, Russia has been responsible for violations of international humanitarian and international human rights law.”
A person could be forgiven for wondering whether those words mean anything any more. When Bashar al-Assad’s regime, shielded by Russia, is responsible for chemical weapons use, arbitrary detention, torture and indiscriminate attacks on civilians, what do those words really mean? When Ukrainians see cities destroyed and siege tactics used yet again to starve people into submission, what do those words mean?
Our country has been central to the crafting of international humanitarian and human rights laws. The rights of non-combatants in the face of aggression are meant to mean something, as are the right to be treated in a hospital without bombs falling on the very doctors trying to help and the rights of refugees. Demonstrating that our words—whether articulated through the UN declaration of human rights, or the promises rightly made in the sustainable development goals by a Conservative Government and supported in every corner of this House—are not empty, but full of meaning for starving Syrians or starving people anywhere shows that we care for others in this world, but also that we are always prepared to stand up for our beliefs in the face of aggression.
I commend the hon. Lady for securing this debate; I spoke to her earlier. I understand that 9.3 million Syrians have become food insecure since 2020 and more than 80% of Syrians are living below the poverty line. Does she agree that we have a duty of care to do more to help those victims of war and terror? Our Government have met their obligations in the past, and hopefully they will do so even more in future.
The hon. Gentleman pre-empts what I am about to say and makes the point well. It would be good if the Minister could update the House on the diplomatic approach that we will take. If we in this House turn away from our principles, we lose sight not just of the Syrian people, but of ourselves. We honour our history, our culture and our interests by standing up for our values and their implementation. As I mentioned, the then Minister for the Middle East and North Africa, the right hon. Member for Braintree, said:
“The best thing for the UK to do is to ensure that the violence stops”.—[Official Report, 24 February 2020; Vol. 672, c. 28.]
As I said, it would helpful if the Minister could use this opportunity to update the House on the current strategy.

It is a pleasure to serve under your chairship in this important debate, Mrs Cummins, and I congratulate the hon. Member for North Ayrshire and Arran (Patricia Gibson) on having secured it. It is a fairly obvious truth that there are things that really matter to our country, and the subject of today’s debate is one of them. There are also things that are embarrassing and we wish we did not have to talk about, and frankly the sorry state of Downing Street is one of those, so I am glad to be here in this debate, talking about something that really matters.
The cost of living crisis that we are facing is going to come to a crunch this year, but let us be honest: it has been a problem for the past decade. When a country has had slow or no growth for a decade, and when wages are held down while prices rise, that will cause a problem for the vast majority of families in that country. Those who are in the worst financial situations face the indignity of having a food bank parcel where their shopping should be, unlike every other normal family in this country. It is outrageous that 2.5 million of our fellow citizens, including half a million children, are in that position. That is not the product of events that have happened in the global markets in recent times; it is the product of 10 years of lost economic growth, and 10 years of lost progress on tackling poverty in this country. That is why we are here today.
As we look at the rise of referrals to food banks, it is important to note that a different category is increasing: those in the middle class are also squeezed now. We are finding that more and more people are under the cosh of prices. We all know how important the role of food banks is, but the Government have to recognise that this crisis is greater than it ever was before.
I thank the hon. Member for his intervention, and to a degree, I agree with him: any of us could end up needing to go to a food bank. This can happen to any of us, but important though food banks have become, I want a Government that seek to end the need for them. Is that too much to ask? Do we just have to accept food banks as a permanent feature of our country now, or might we one day have a Government that set out to end the need for them?
As much as I agree with some of the points made by colleagues from the SNP, I have to challenge them. How are they going to meet their own goal set in 2017 of child poverty reduction? It was made without qualification. We all want to see an end to child poverty and therefore it is important that that goal is met. I feel strongly that the Tories in Westminster made the wrong choice in getting rid of Labour’s national goal to end child poverty and wiping the Child Poverty Act 2010 from the statute book. It is equally important that those who have made commitments to the people of Scotland stick to them.

Commons ChamberI thank the right hon. Member for Basingstoke (Mrs Miller) for that intervention. I know how hard she has worked in her own party to bring forward advances for women. My hon. Friend the Member for Worsley and Eccles South (Barbara Keeley) has also just mentioned the advances made in 1997.
Women did not just have to fight for the right to vote; they had to fight for the right truly to be themselves, whatever that means. They had to fight, as we have to fight, for the right to exist as others do, and to make choices about how to realise our ambition and serve our country. So what holds us back? Well, for a start, let us look at this EU referendum. It is a decision that will affect us all, but the debate has too often been dominated by male voices. It has been a debate in which the ever-changing opinion of one male Tory Back Bencher seems to take precedence over the views of a whole host of women in the Cabinet and shadow Cabinet. I am not going to make many friends among Tory Back Benchers this evening—at least not on the male side.
On representation, we may have parity of votes, but we certainly do not have parity of voice. Public debate too often excludes women or shouts them down. The point is that we may have made huge progress over the last few decades on the number of women MPs, on women in the Cabinet and on all sorts measures, but there is so much still to do, because not everyone is able to realise their true value and—even worse—there is still violence.
I asked the hon. Lady beforehand if she would give way, and I congratulate her on bringing this matter to the House for consideration. There were suffragette groups and movements across the whole of the United Kingdom of Great Britain and Northern Ireland. Starting in the 1860s, there were 20 suffrage groups in Northern Ireland before the first world war. Does the hon. Lady feel, like many inside and outside this House, that there is a need to remember historical importance? Tonight is an example of getting the historical importance right. Is there not a need to remember each and every year and to do the same in education in schools as well?
I thank the hon. Gentleman for his kind intervention. It is certainly true that there is progress to be made for women across the whole United Kingdom, definitely including Northern Ireland.
I believe that the reading by my hon. Friend the Member for Birmingham, Yardley (Jess Phillips) of the names of the women killed by men this year will be a significant moment for this House that few who heard it will forget. As Women’s Aid has highlighted, however, women who have fled to refuges to escape domestic violence remain disfranchised because they are unable to register anonymously. Thousands of women, whose voices are crying out to be heard, are silenced because of arcane regulations.
Mr Speaker, you were present last night at the lighting of “New Dawn”, a work of art which was commissioned to mark the anniversary of the 1866 petition. I pay tribute to the hon. Member for Romsey and Southampton North (Caroline Nokes), my colleague on and Chair of the Speaker’s Advisory Committee on Works of Art, who led the project brilliantly. The artist, Mary Branson, has created a beautiful installation, lit in the colours of the votes for women movement. It is a special work of art, representing not just an individual, but an idea, and not just an idea, but a force of change. Any number of worthy people could have been represented—any number of the signatories to the petition, the anniversary of which I am marking this evening—but I am unsure that that would have been right, because political change is never down to an individual. Political change happens because all of us change our minds. It happens when we stand up for that terribly simple idea, one which we know in our heart to be true but which is often forgotten, that every one of us is equal. The many discs, lit up by the tide of the Thames, represent the sweeping power of change and the light of hope.

Commons ChamberI want to speak only briefly, but I want to make some points, not least on behalf of my constituents, who over the weekend expressed to me how strongly they felt that Britain should play its part.
There are now nearly 2.5 million refugees, and the UNHCR states that they are at significant risk of sexual and gender-based violence. Other Members have talked already about the reasons—not least the conditions in the camps. However, the refugees also face more mundane but none the less significant challenges: the inability to earn money, to feed themselves, to have housing and shelter, and to be able to educate their children and to access basic services that will keep them healthy. The UNHCR says that the majority of refugees are reliant on humanitarian food aid. We know that food banks in this country are wrong. The indignity of relying on others for food is a problem, even in the face of more violent and terrible horrors.
Refugees also face troubling and significant health problems. We have seen the return of polio, and communicable diseases such as measles, tuberculosis and other infectious conditions make life as a refugee troubling. UNICEF says that 68% of Syrian refugee children are now not in education, as the hon. Member for Brent Central (Sarah Teather) mentioned.
British people never fail to show their solidarity, and I pay tribute to all who have put their hands in their pockets to show support for the Syrian people. They recognise, as the Home Secretary said, that refugees are ordinary citizens, just like us, caught up in a terrible war not of their making.
Is the hon. Lady aware that the charity Open Doors has recorded that, in 2013, 1,213 Christians in Syria were martyred for their faith? Does she feel that while we address the refugee issue, we should also ensure that there is assistance on the ground for those who wish to stay?
There is a range of ways in which we need to show our support. I was sorry and surprised last week to hear Ministers describe the UNHCR programme as “token”. We must do good wherever we can, and I do not hold with the view that has been expressed that because the scale of the problem is huge, each individual action that we can take for each individual at risk is not important in itself. I believe that it is. I would like to pay tribute to each and every one of those people, many of whom are UK citizens like us, who have worked to help those who have been made vulnerable by this conflict. Their work is important and we pay tribute to their efforts.
