Commons ChamberMy hon. Friend is absolutely right. There are international rules and conventions, which bind state parties, on our duties when it comes to maritime law and our obligations. We honour those duties and take them very seriously. We also have a domestic regime of immigration and asylum, which we are able to modify and change now that we have left the European Union.
The Law Officers regularly meet ministerial colleagues, as well as the Director of Public Prosecutions and others, to drive forward progress on what we all want to see: justice for victims of rape and serious sexual offences. Last week, I went to meet RASSO—rape and serious sexual offences—prosecutors at the Crown Prosecution Service west midlands, and was pleased to congratulate them on helping to secure several recent convictions, including that of a double rapist, Daniel Jones, who was later imprisoned for 17 years for his appalling crimes.
A recent report from the National Audit Office states that rape cases are most at risk of collapse as people withdraw. Does the Minister agree that the Government are failing rape victims, who can wait years for their cases to be heard, leading many of them to withdraw from the process? Can he explain why the Government opposed Labour’s proposals, which would have enabled the fast-tracking of rape cases and the pre-recording of victims’ evidence?
That is because there are already active measures to pre-record evidence, as the hon. Gentleman should know. He is absolutely right that we need to speed up the system. That is why “RASSO 2025” was published by the CPS; that is why there is a joint national action plan between the police and the CPS to improve file quality; that is why there is an end-to-end rape review; and that is why the Government have put £80 million into the CPS to ensure that justice can be done.

Commons ChamberMy hon. Friend is absolutely right and I pay tribute to his support for the tourism sector—business tourism as well—both in his constituency and right across the country. Business events are indeed highly valuable to the UK economy, directly contributing more than £31 billion each year before the pandemic, supporting a vast supply chain and filling hotels, often in the tourist off-season. The Events Research Programme held its first business event pilot in Liverpool last month, which I was delighted to attend. That is a big step forward in our work to fully reopen the sector. Our tourism recovery plan will soon set out more detail on how we will support business events with their long-term recovery.
We are working flat out with the industry to support creative workers to tour the EU, and we have a dedicated DCMS-led working group to achieve that. Our priorities are to provide clarity for artists on any rules, to work bilaterally with other EU nations to ensure that the new processes are as easy and straightforward as possible, and to try to secure transitional funding support.
We are extremely proud of our Stockton International Riverside Festival, which, as well as attracting street acts from across the world, commissions its own work to showcase what our own talented people can do. Now those same people face those barriers of fees and all other manner of problems—and they are still barriers today—if they want to take their work into the EU. That is due to the Government adopting that attitude of “it’ll be alright on the night”. Well, it will not. I heard what the Minister said, but what guarantees will she give artists from Stockton and the rest of the country that the Government will sort out the travel problems soon and that we can share our art and culture with the world?
As I have already explained, we have been working non-stop since the transition period finished to make sure that we were working through those issues. We have confirmed that portable musical instruments do not require carnets. We have confirmed that touring artists will not be double-charged social security contributions, and we have published new guidance for touring to other EU nations. Through bilateral discussions, which have been taking place at official level between me and the Secretary of State and our opposite numbers in the EU, we have established that at least 17 member states allow some visa or work permit-free touring activities, and we are continuing to do that work on a daily basis.

Commons ChamberThe Tees valley needed a Budget to help replace the extra 12,500 jobs lost in the past 11 months. What we got was politically opportunistic short-termism with more promises of jobs for our area, but without the investment and detail needed to actually deliver them. I wholeheartedly welcome the 750 Treasury jobs for Darlington, but we cannot ignore the fact that Stockton lost 400 HMRC jobs six months ago and that the north-east has lost 6,680 civil service jobs since 2010.
The freeport presents an interesting opportunity, and it could play a part in our recovery, although many economists question what, if any, real benefit freeports bring. We urgently need to see the detail and an end to all the secrecy and announcements without substance. That is more important tonight, when we hear that jobs at LIBERTY Steel on Teesside and hundreds elsewhere could be in jeopardy as its lender has gone bust, and I understand that LIBERTY is part of the freeport bid. The Tories have let us down in steel on Teesside many a time; I do not want them to do it again.
If we are going to achieve the Chancellor’s vision for Teesside, he will have to address some of the fundamental issues driving regional inequality. The most recent figures from the North East Child Poverty Commission reveal that the north-east has experienced the steepest increase in child poverty levels of anywhere in the country, rising from 26% in 2014 to 35% in 2019. In my constituency of Stockton North, the rate is over 34%, with other areas in the Tees valley higher still. For under-fives, the rate is a heartbreaking 42%. Those figures should shock the Tory Government; they certainly shame them.
In Stockton North, more than 3,000 families with children are in receipt of universal credit, so I am pleased that the Chancellor finally agreed to extend the £20 uplift. However, he will now cut it at the same time bringing the furlough scheme to an end and when unemployment is expected to rocket again—the exact moment at which the OBR has expected that unemployment will peak at 2.2 million. A fortnight ago I asked the Prime Minister what action his Government would take to
“free our children from poverty”—[Official Report, 24 February 2021; Vol. 689, c. 913.]
He said that that was about jobs, and I agree, but he needs a reality check about the north-east of England. The region now finds itself with the highest unemployment rate, the lowest employment rate and the lowest average hours worked of all British regions. Workers in the north-east also have the lowest average full-time wages. We need bold action on jobs.
Stockton is often used as a case study to highlight health inequalities in the UK. Men in the town centre live 18 years less than people down the road. I have said time and again in this Chamber, and in every single Budget debate, that we need a new hospital in Stockton if we are to address the health inequalities in our area. It is time that the Government delivered it.

Commons ChamberThat is a very good question. We are always looking at ways in which we can support those engaged in this important work. The Government have recently announced several funding packages linked to domestic abuse, including funding to deal with the effects of the covid-19 pandemic on domestic abuse. During the pandemic, the CPS has continued to prioritise domestic abuse cases. In addition to the interim charging protocol, a memorandum of understanding on the subject of domestic abuse was agreed in June across the whole criminal justice system. It supports multi-agency pre-hearing case progression for domestic abuse cases that are listed for trial.
Despite what the Minister says, domestic abuse prosecutions continue to plummet. They had already fallen off the cliff edge before the pandemic hit the justice system, with an annual decrease of some 22% in the year up to March 2020. Will he tell me what pre-emptive action is being taken now to stop this freefall and maintain the confidence of the victims of these deplorable crimes?
I hate to focus on this issue, but the reality is that of course all prosecutions have been affected by the pandemic. The whole courts system, as well as most other functioning systems in this country, are necessarily adversely affected by the pandemic. However, the hon. Gentleman has my assurance, and that of the Government, that domestic abuse cases are among the highest priority in the criminal justice system. On joint interim charging, for example, guidance issued by the police and the CPS immediately following the outbreak of covid-19 stated and confirmed that cases should be prioritised where the defendant is being held in custody, and that specifically included high-risk domestic abuse cases. So we are keeping our eye on this. These are extremely important cases and they must and should continue to be given the priority that they deserve.

Commons ChamberI do not agree with the premise of the hon. and learned Lady’s question. The fact of the matter is that she is seeking herself to politicise the situation. This is not a partisan issue; we all recognise, respect and cherish the independence of the Crown Prosecution Service, and that is a long tradition in this country.
May I congratulate my hon. Friend the Member for Lewisham West and Penge (Ellie Reeves) on her first physical appearance at the Dispatch Box as our shadow Attorney General?
There were 394 assaults on police officers in just the Thames Valley and Kent police force areas between March and April—more than the total number of prosecutions nationally. Given that assaults across the country must run into thousands, how is the CPS, bereft of resources, going to prosecute all those cases, virtual or otherwise?
I thank the hon. Gentleman for that question. I am pleased to say that the CPS is not bereft of resources. In fact, £85 million was sent to the CPS before this crisis broke out, which was 100% of its request for funds. Assaults against police officers and all emergency workers are taken extremely seriously by the courts. They are given priority by the Crown Prosecution Service, and we are dealing with those matters. The system is dealing with those matters robustly, and I think the evidence will show that.

Commons ChamberI agree that incitement to hatred is reprehensible, from wherever it comes and whatever subject it is based on, and it is important that the criminal law is available to deal with that conduct. The hon. Gentleman is right too—he has heard me say this before—that conduct online should be treated no less seriously than conduct offline. No one should imagine that they are immune from the criminal law if what they are doing is online instead of in what we might call the real world.
The Prime Minister has made it clear that the United Kingdom is committed to maintaining both the UK’s and Europe’s security now and after our withdrawal from the EU. We believe that the UK and the EU should work together to design new, dynamic arrangements as part of our future partnership, that would allow us to continue and to strengthen our close collaboration on security, law enforcement and criminal justice.
Next year, London will host the Commonwealth summit, which is a real chance to build on what the Minister has just said—that commitment across different countries to build up capacity to prosecute criminals. Can the Attorney General assure the House that every effort will be made to build the widest possible coalition to tackle crime, which knows no borders?
Yes, I can give the hon. Gentleman that reassurance, and he is absolutely right that such offences are best dealt with transnationally, because they are committed transnationally. He will recognise that outside the European Union we have a number of different relationships with many other countries to enable us to do law enforcement more effectively and of course bring prosecutions more effectively too.
