The Liberal Democrats’ shadow Energy Secretary said that there was no role for nuclear power in our future energy industry, which is not something that we need to listen to. As for helping people with their energy bills, as I said earlier, because of the energy price guarantee we are paying, typically, about half a family’s energy bill at the moment, which is worth £1,000. However, the support does not end there: over the next year there will be about £1,000 of direct support for the most vulnerable families in the nation.
I agree with the hon. Lady about energy efficiency. It is important, which is why the Government have allocated more than £6 billion over the current Parliament, and the new schemes that we have just introduced will help hundreds of thousands of households across the country, saving them about £300 on their bills through improvements in their energy efficiency—and the hon. Lady is right: it should be available everywhere, including Scotland.

As chairman of the all-party parliamentary group for Greece, may I put on record how sad we all are about the tragic train accident and loss of life there?
The double child rapist and killer Colin Pitchfork is once again up for parole next month. I know that the Prime Minister has no part in any decision-making process in terms of the independent Parole Board, but can he organise an urgent meeting with the Secretary of State for Justice, so that I can refer my constituents’ views about this dangerous man and he can take them into account in his submissions to the board?

It is obviously very important for all of us that people are able to feel and be safe in their homes, and I understand residents’ concerns over this issue of cladding. We fully expect building owners in the private sector to take action and make sure that appropriate safety measures are in place. Interim measures are in place where necessary on all of the 171 high-rise private residential buildings with the unsafe ACM—aluminium composite material—cladding, but permanent remediation is rightly the focus, and we have repeatedly called on private building owners not to pass costs on to leaseholders. As a result of our interventions 212 owners have either started, completed or have commitments in place to remediate; 56 owners are refusing to remediate. We are maintaining pressure on this but we rule nothing out.

First, may I extend my deepest sympathies to Rachael Knappier? We recognise that this growth in non-surgical treatments increases the need for consumer protection, and we are currently working with stakeholders to strengthen the regulation of cosmetics procedures. We are committed to improving the safety of cosmetic procedures and there are a number of ways in which that can be done: better training and robust qualifications for practitioners, but also clear information so that people can make informed decisions about their care. We would urge anyone seeking a cosmetic procedure to take the time to find a reputable, safe and qualified practitioner who is subject to statutory regulation or on an accredited voluntary register. My hon. Friend has raised an important issue.

Our negotiations with the EIB will run in parallel with our negotiations with the European Commission. The hon. Lady has a responsibility to try to instil confidence in investment in Wales, not to undermine it. Only last week, the Chancellor announced a further capital injection of £436 million. I would hope that the hon. Lady would want to welcome that, not undermine investment, employment and jobs—it really does not become her.

Wales is an attractive destination for overseas investment, and the UK Government remain committed to providing certainty and stability for businesses in Wales. Our country has a tremendous opportunity to forge stronger relations with international partners. I am passionate about selling Wales to the world and continuing to increase global investment in Wales.

Does my hon. Friend agree that recent announcements of investment in Wales, such as the F-35 global repair and maintenance hub in north Wales, represent a vote of confidence in the UK’s economy as a whole?

I could not agree more. Such investment is welcome, and I pay tribute to the Secretary of State for Defence for his part in ensuring that that investment came to north Wales. North-east Wales is an engineering powerhouse in the UK economy, and the investment in the F-35 project is welcome and further enhances engineering opportunities for young people in north-east Wales.

I am sure the whole House will join me in marking the 50th anniversary of the Aberfan tragedy this Friday. That event shocked not just Wales but the whole of the country and the wider world. I am sure colleagues across the House will pay tribute to the bravery and strong community ties that pulled the people of Aberfan through the immediate aftermath and provided so much support in the months and years that followed.
Wales is benefiting from millions of pounds of UK investment across the country. We are modernising our rail infrastructure, investing in the North Wales prison, and providing significant funding and support to improve internet speeds. This is a clear demonstration of the Government’s commitment to delivering improvements in infrastructure in all corners of Wales.

Wales receives its funding from the Barnett bloc, but does my right hon. Friend recognise that the UK Government have a part to play in UK infrastructure so that it meets the strategic need in the UK as well as in Wales?

My hon. Friend raises an important point. He rightly underlines the Barnett arrangements, and we were pleased to introduce a funding floor that provides Wales with £115 for every £100 that is spent in England. In addition, we have the electrification of the Great Western main line, North Wales prison is a significant project, and we have broadband roll-out. After all, we are interconnected economies, and the Government are determined to do the best for the whole of the UK.

It will be Ruth Davidson, who is the only proper Opposition figure in Scotland, who will be sending out the plans. If someone in Scotland is worried about having a bit of a one-party state and a lack of accountability, and if they think that the Labour party in Scotland has lost its way, there is only one choice, and that is Ruth. I think there are opportunities to cut taxes, sharpen incentives and attract businesses and people into Scotland, and I am sure that Ruth will be making those arguments. As she does, and whatever she decides, she will have my full and unequivocal support.

Q5. A recent survey undertaken by Blaby District Council showed that 96% of the 1,100 residents surveyed were satisfied with my council’s services. Will my right hon. Friend join me in paying tribute to the Conservative leader of the council, Terry Richardson, his councillor colleagues, and all the officers in Blaby District Council who, while making savings that are necessary, are continuing to deliver a first-class service to the residents of South Leicestershire?

I am happy to join my hon. Friend in doing that, and he makes an important point. Yes, we had to make difficult spending decisions, not least over the past five years, but satisfaction with local government services actually went up. I think that proves a larger point, which is that we can reduce spending levels, find efficiencies, and provide better services at the same time.
