When that matter was looked at by the Commission and the Lords equivalent, there was no desire to turn this place into a museum. Indeed, there was a desire to ensure that this building is able to continue to operate for staff, for Members and for visitors and to remain a significant world heritage building. [Interruption.]

The issue with that report is that it has not looked at the issues as closely as we have in DEFRA. We have been studying all these issues at tremendous length. The truth about food security is that it depends on increasing food production globally at a sustainable level and on open markets around the world, and those are challenges whether we are in or out of the EU. There is nothing about leaving the EU that will affect our food security.

Since being appointed as the Secretary of State, I have met the Scottish Agriculture Minister and the Scottish Environment Minister at the royal highland show. I will continue to work with all of the devolved Administrations, and indeed to consult more widely, on the design of any new system of agricultural support.

Those are nice, kind words from the Secretary of State about how he will work with the Scottish Government, but the blatant reality is that clause 11 of the European Union (Withdrawal) Bill is one of the most naked power grabs ever seen, because it allows the Westminster Government to impose decisions in devolved matters. Will the Secretary of State confirm that, despite his rhetoric, this means that Westminster can impose a successor CAP system on the Scottish Government?

What I can confirm is that the conversation I had with the Scottish Agriculture Minister and the Scottish Environment Minister was cordial. We have committed to working constructively together, and each of the devolved Assemblies and devolved Administrations has a role to play in helping us to design the successor regime to the common agricultural policy.

It is obviously too early to say what the full impact of Brexit will be, but I can say that the NAO’s scrutiny will focus initially on the capacity and capability of Departments to deliver an effective and efficient exit process. The NAO is now the auditor of the new Department for Exiting the European Union, and will work with that Department and with the Treasury to ensure that disclosures in annual reports and accounts provide a transparent and balanced view of the impact on individual Departments. In my view, the whole point of this process is, indeed, to increase transparency and parliamentary accountability as we take back control of our own money.

I represent a rural seat, so I am looking from the perspective of the rural economy—and, indeed, of how trees enhance rurality—but I fully agree with my hon. Friend. I chose my little shoebox of a flat in London because it is close to an open square, so that I look out over a little patch of green grass and trees, which reminds me of home. My hon. Friend makes an important point: that certainly puts a spring in my step as I come into this great place every morning.

There are many reasons to plant trees, not least the wishes of our constituents, so I now come to the second question that I asked. Are we planting enough trees in the UK? The answer, as people will not be surprised to learn, sadly, is no. Planting rates in England are at a modern low and have been described as woeful.

The forestry industry in the UK supports at least 79,000 low-carbon jobs and is worth nearly £2 billion annually to our economy. Industry body Confor, the Confederation of Forest Industries, believes that such figures could be significant underestimates. Most available statistics from our countries are out of date, although a recent study in Scotland pointed the way, showing that the sector there had grown by 50% between 2008 and 2014, during challenging economic times in the UK. Well done to Scotland!

In the UK as a whole, we are benefiting from relatively high levels of tree planting in the decades after the end of the second world war. Trees planted in the 1970s and ’80s are now available for harvesting, which is contributing directly to a boom in the forestry and wood-processing industries. Unfortunately, new planting rates in the UK fell dramatically at the end of the 1980s. There has been an increase in Scotland in recent years, but other countries of the UK have largely followed a downward trend.

Organisations such as Confor and the Woodland Trust have been warning about this downturn in planting and the effect that it will have over a number of years. The language used has, perhaps understandably, become more and more extreme. Confor highlights the threat to future supplies of wood to support businesses in the UK, while the Woodland Trust has wondered whether England has experienced annual deforestation in recent years. The situation is simply not acceptable.

I come to my final point, which is a simple question: how can the UK change our approach to tree planting and ensure that we plant more trees? There is some good news—and it is back to Scotland. My colleagues from Scotland will no doubt talk about it in more detail; several of them have put in to speak. It looks as though the Scottish Government, not Wales, Northern Ireland or Westminster, are leading the way. They have the most ambitious targets among the home nations and are taking steps to speed up their processes for approving larger planting schemes.

The application process that farmers and landowners are required to go through to access funding for planting is complex and costly. It can and does put people off. When public money is involved, it is right and proper that comprehensive safeguards are in place to ensure value for money and that high standards are followed, particularly for forestry. However, the relevant bodies across the UK should be able to approve larger schemes that fully meet UK forestry standard requirements within six months in most cases and a year in all cases, not the current two years-plus. That would provide reassurance to farmers and landowners that their applications will not get bogged down with continually rising costs.

We all know that the UK will have to look again at support for the countryside after the country leaves the European Union. We do not yet know what the level of support will be or what it will look like. That will be determined by not just the Department for Environment, Food and Rural Affairs, but the devolved Administrations in Wales, Northern Ireland and Scotland. We surely must grasp the opportunity in front of us to ensure that forestry has parity of esteem with farming and fisheries as post-Brexit countryside policy develops.

For too long, forestry has been the forgotten F-word in rural policy and a poor relation in land use policy discussions. If we grow and process more of the wood we need in the UK, jobs will stay in this country, rather than being exported overseas. Using wood grown in Britain is clearly a priority for this Government, and I firmly support that. Leaving the EU means that we can look again at public procurement rules. States in countries such as Canada and Australia have timber-first public procurement policies. Using more sustainable UK-grown timber will stimulate business growth and ensure that more of our woodlands are well managed.

I congratulate the hon. Gentleman on securing the debate, and I apologise for missing the very start. He was good enough earlier to touch on the fact that Scotland leads the way on forestry planting. On the use of wood in the UK, does he agree that the UK Government should look at more timber-frame house construction? Again, Scotland leads the way on that. Three out of four houses being built in Scotland use timber-frame construction, whereas in the rest of England and Wales it is something like 15%.

The hon. Gentleman takes advantage of my praise for Scotland, but I certainly agree with him on that matter, which I am sure the Minister will elaborate on.

The Chancellor’s autumn statement made clear the need for new homes across the UK. Using timber means that houses can be built to a high standard, more quickly and with less energy in construction, and it saves money over the lifetime of the property. The UK sawmilling sector, which is a large employer in my constituency, and the wood panelling sector process nearly all the 11 million tonnes of UK-grown timber that is harvested annually.

The sawmilling sector has invested £100 million in UK plants every year since the recession. UK timber has a wide variety of domestic and construction uses—it is used in building our homes, for decking, fencing and pallets for industry, and much more. Mills such as BSW in my constituency and around the country are among the most modern and efficient in Europe. We have much to be proud of. I look forward to hearing the views of other Members from around the country, because we all have an interest in forestry and planting trees.

My view might be best summarised by an adaptation of the famous 18th-century Dunning’s motion, which was passed by the House of Commons: tree planting in the UK has decreased, is decreasing and ought to be increasing. I urge Members to support that approach. I hope that all political parties and devolved Governments across the UK will work together to address the long-term decline in tree planting.

It is a pleasure to serve under your chairmanship, Mr Bone. I congratulate the hon. Member for Brecon and Radnorshire (Chris Davies) on securing such an important debate and delivering such a fine speech, full of detail about the works of the Scottish Government and how well we are doing. It is very much appreciated. He mentioned his constituency interest in the forestry and timber industries, and I have a similar interest. Forestry and timber have deep roots in my constituency. Indeed, the tree family is part of our family tree there. [Interruption.] It gets worse—but I do want to change tack and be serious, because the industry is an important part of the economy; and the family aspect is important, because there is great potential for our young people when they are building careers.

When we grow trees in my constituency, we grow careers for people who want a rewarding job. I am keen for girls and young women in particular to take up the opportunities. We take forestry seriously—not least because I share my constituency area with the Forestry Minister in the Scottish Government, Fergus Ewing. However, forestry is also seen as a major developing industry in the highlands. That growth and development can happen only if we have a responsible commitment to sustainability. The Scottish Government see great potential in forestry, and consider it an excellent area in which to get young people involved; but it must be supported and developed, and I know that they are committed to taking their good work to greater heights.

The headquarters of Forest Enterprise Scotland is in my constituency, in Inverness. It is responsible for managing Scotland’s national forest estate and contributes to what I would call the local five-a-day of our economy—health, wellbeing, education, community development and protecting our natural and cultural heritage. Its work has the potential to benefit not only my constituents but all the people in Scotland, and beyond.

The Scottish School of Forestry, Inverness College, University of the Highlands and Islands, is the principal institution for forestry training and education in Scotland. We have a good reputation locally for providing successful forest managers in both the public and private sectors of the industry. The school acquired its sites from the Forestry Commission in 1972 and sits in its own 10-hectare woodland. It is the only forestry training provider to deliver higher and further education in its own practical training environment.

Among the area’s timber industries is Gordon Timber, in Nairn, which was founded in 1862. Since the late 1880s it has been managed by four generations of the same family, and is now recognised as one of the top sawmilling companies in the UK. The BSW Timber sawmill in Boat of Garten is a major employer in the area, and our plant contributes significantly to the local economy. BSW Timber was founded in 1848 and is the UK’s biggest sawmiller. It employs more than 1,000 people across seven locations, four of which are in Scotland.

Norbord, in Inverness, was the first manufacturer of oriented strand board in Europe. It was also the first OSB plant in Europe to receive Forest Stewardship Council accreditation, demonstrating commitment to the environment. Production at Inverness and Genk combines to make Norbord one of the largest OSB producers in Europe. Earlier this year, the Canadian company Norbord announced that it plans to invest up to £95 million in its wood panel factory near Inverness.

The final business I want to mention is MAKAR at Loch Ness, which has established a progressive timber-based design and build system that is rooted in the resources of Scotland. It has honed its knowledge of modern construction methods to get the optimum performance from home-grown timber. Not only does that reduce the carbon footprint of MAKAR’s buildings; it stimulates a regional industry that feeds investment into the economy. It is important that we support tree planting in Scotland, and note the wise words of the hon. Member for Brecon and Radnorshire about investing in the future.

Forestry is a devolved matter within the UK, and Scottish Ministers already direct domestic Scottish forest policy. However, domestic forestry is heavily influenced by EU policies and regulations, and co-financed funding is received for Scotland’s rural development programme. The Scottish National party in government has created the most ambitious planting target in the UK. England and Wales have annual targets of 5,000 hectares and 1,000 hectares respectively. Our target is 10,000 hectares. Scotland created 83% of all new woodland in the UK in 2015-16, so there is considerable development in tree planting in Scotland.

A recent report for the Forestry Commission assessed the potential role of UK forestry in combating climate change. Forestry Commission Scotland recently published its climate change action plan, setting out the action it intends to take to increase the contribution of Scottish forestry to the response to the challenges of climate change. The plan focuses on five key areas: protecting and managing existing forests; woodland creation, including energy crops; adapting to climate change, with a major focus on countering fragmentation through forest habitat networks; sustainably produced wood for energy and construction; and reducing the forestry sector’s carbon footprint, for example through improved timber transport infrastructure. Planning authorities should therefore consider the contribution that trees, woodland and forestry can make to local strategies in their efforts to adapt to climate change.

My hon. Friend has talked about climate change and sustainability, which is what tree planting is all about. Is it not crazy that the Government currently provide renewable subsidies for biomass energy, which is completely contradictory to sustainability and tackling climate change?

My hon. Friend makes the point clearly. I certainly agree that there is a nonsensical approach to renewable energy policy in the UK at the moment, which should be reviewed.

I want to go on to the issues facing the forestry sector. Given that the Scottish forestry sector receives vital support from the EU, the Scottish Government are focused on continuing investment in the sector to ensure economic growth, so that the reckless gamble of Brexit does not impact on that vital Scottish industry. The Scottish rural development programme, which is funded via the EU, provides vital support for the Scottish forestry sector and rural communities.

One of the main threats of Brexit is to confidence in the sector and to levels of woodland creation, and the long-term impact that will have on timber supplies to the domestic processing sector. New planting by the private sector is particularly sensitive to confidence about the availability of SRDP grant support in one to two years’ time and wider uncertainty in investment and land markets. I would like to hear reassurance from the Minister that the UK Government are taking steps regarding the future availability of forestry grants and that mitigation will be provided on that issue.

It is of extreme importance to reassure investors that Scotland is open for business, in both planting and investment in the processing sector. Timber processing has expanded significantly in the past 10 years. The Scottish Government have held two summits with the forestry sector to listen to its concerns and ambitions for the future of forestry in Scotland. EU referendum issues were discussed indirectly, with regard to securing future funding for woodland creation grants; even there, the EU is important.

Our Rural Economy Minister, Fergus Ewing, has met with leading representatives of forestry management and investment companies to provide reassurance that the Scottish Government are committed to seeing the forestry sector thrive. Currently, the forestry sector enjoys zero or low tariffs on trade within the EU, so it is vital that there is a level playing field with other parts of the European Union. Support industries, such as forest nurseries, are very sensitive to sudden dips in demand, and even a short-term fall in planting could put some Scottish nurseries at risk.

As I said, the SNP has created the most ambitious planting target in the UK, at 10,000 hectares a year, and Scotland created 83% of all new woodland in the UK in 2015-16. Since the forestry grant scheme opened in April 2015, more than 1,000 applications, worth £45 million, have been submitted, including for more than 8,500 hectares of woodland creation. Of that, 4,300 hectares of woodland creation, with a value of around £23 million, has been approved.

This issue is very important. I am grateful to the hon. Member for Brecon and Radnorshire for securing the debate and allowing it to be discussed. We are approaching Christmas, and it is important to end on the right tone. Christmas trees are an important seasonal part of Scotland’s rural economy. Scotland’s forests provide homes for wildlife, as my hon. Friend the Member for Angus (Mike Weir) mentioned, as well as places for recreation, and they help to reduce the impact of climate change and flooding.

To underline the importance of the industry, the First Minister has encouraged people to support Scotland’s rural economy this Christmas by buying home-grown Christmas trees. Two Norway spruce trees, grown by Highfield Forestry in Beauly—right on the edge of my constituency, in an area I used to cover as a local councillor—were delivered to the First Minister’s official residence, Bute House. Let us hope that tree planting and the timber industry in Scotland and the UK have a very happy new year. We wait to hear the answers on how that will be delivered.

Circular Economy: Leftover Paint

It is a pleasure to serve under your chairmanship, Mr Brady—I never thought I would be saying it is a pleasure to speak in a debate about paint so early in my parliamentary career. I thank the hon. Member for Penistone and Stocksbridge (Angela Smith) for introducing the debate and for being an able substitute for our colleague, the hon. Member for Huddersfield (Mr Sheerman).

What we are discussing is a very simple concept, but given the statistics that the hon. Lady outlined, it is clear that action is needed. The fact that only 2% of leftover paint is recycled and reused at the moment is startling, especially given that we have a drive towards recycling in general and that people are more aware of the issue in a wider context. As she outlined, disposal to landfill results in £20.6 million of extra costs to taxpayers, although that comes through at local level.

Another issue is the widely adopted waste management strategy of the non-acceptance of liquid paint at recycling and waste disposal centres, which runs the risk that people may dump paint, although it does not give them an excuse to do so. I always get really irritated when the public complain that dumping has happened and blame it on the local council. It is not councils’ fault, but they can sometimes allow bad behaviour to happen. As the hon. Lady outlined, people may hide paint disposal in black bags in their general refuse, which defeats the purpose of disposal. Another risk is that people seem to think that sinks, drains and toilets are a fantastic disposal mechanism. They think that liquid paint can go down there, but unfortunately it still goes into the waste disposal system. It either goes through the sewage treatment works or, worse, there is a risk that it enters the river system, which presents another hidden risk of pollution.

We need to ensure that people recycle more and buy less. We need to work with retailers, because they actually encourage us to buy more. Many of the paints and coatings at DIY shops are three for two, so our human instincts kick in and we say, “Well, I’ll just buy the extra tin to get a saving, and if I’ve got any left over I’ll keep it for the future.” We have to educate the wider public and retailers.

I double-checked the waste management strategy at the local authority where I used to be a councillor, and it has fantastic recycling rates, but it confirmed to me that it is unfortunately now in the same position as many other local authorities and does not accept liquid paint. It had a tie-up with a charitable organisation, RePaint Scotland, which folded locally due to a lack of funding, so now there is no way to recycle paint. So my local authority, too, only takes paint to landfill, once dried out or filled with sand to continue the drying-out process. We need to consider how to support such charities. We are paying for paint to go to landfill anyway, so it would be much better to support the charities instead. In the long run, they can also make a difference by supporting other community organisations, vulnerable tenants, or people in new tenancies, and giving them pride in their homes.

Without wanting to allude to typical jokes about Scotsmen, I have an instinct for recycling and reuse. Last year, I was in the States with my in-laws—I was staying there because my wife is American—and they were selling a property, which had a basement full of leftover things, including years of leftover paint. However, we cleaned out the basement and actually used a lot of the paint to paint it, brightening it up, which made a huge difference and made the house sellable. That was my instinct: not to dispose of the paint, but to reuse it.

I discovered something else with the remnants of the leftover paint. As has been outlined, we were not able to dispose of liquid paint in waste disposal, so we had to dry it out. I can tell the House that sometimes drying out paint is not an easy job, believe it or not. It was really warm in the States, we had the paint tins sitting out open and we spent days literally watching paint dry—I had to get that pun in. So we can see how, if people without patience want to dispose of paint quickly, the risk is that they will choose the wrong behaviours.

I also want to touch on the wider circular economy. We buy into the principle of it, and I will mention a couple of things that the Scottish Government are doing for the wider circular economy. They are starting to lead the way, and I hope that the UK Government will follow suit. Earlier this year, the Scottish Government published “Making Things Last”, a strategy to do with developing a circular economy strategy for Scotland. They also launched a £70 million circular economy fund, which is aimed at stimulating innovation, productivity and investment.

At the time, David Palmer-Jones, the chief executive of Suez Environnement’s UK recycling and recovery business, suggested that the UK Government should take

“a leaf out of the Scottish administration’s book”,

by incorporating circular economy principles into business, energy and industrial policy, and I hope we will hear something from the Minister on that. I also agree with the proposed challenge to achieve 5% of Government contracts using recycled paint—I am interested to hear about that as well. I again commend the hon. Member for Penistone and Stocksbridge for introducing the debate.

The truth is that the Ernst & Young renewable energy attractiveness index shows that the UK has fallen from the seventh most attractive country to invest in to the 13th. Following Brexit, that is only going to get worse, so what is the Minister doing to reverse that trend?

According to Bloomberg New Energy Finance the UK has been the fourth highest investor in clean energy globally for the past five years. Over half the total investment in the EU in 2015 occurred in the UK. We have a very proud record and we are set to exceed our own targets for generating renewable energy by 2020. That is a very proud achievement for this country.

It is important that the Electoral Commission remains independent in our political debates, and it has no desire whatever to sit in judgment on the truthfulness of any claim or counterclaim. It is important, however, that all sides are responsible in the claims they make, and there are various independent means of verifying claims, but that is not a matter for the Electoral Commission.

I was slightly surprised by this question. I perfectly appreciate that the SNP is opposed to the House of Lords on ideological grounds, but I was unaware that it had adopted a narrow position on the Lords Spiritual. I expect the irony is not lost on the hon. Gentleman that he is exercising his right as a Member of this House representing a Scottish constituency to scrutinise the affairs of the Church of England—a scrutiny, I would add, that I welcome.

I would point out that legislation on English votes for English laws means that I, as a Member of this House, cannot vote on issues that pertain to England only. [Interruption.] No, I cannot—my vote is discounted. I would therefore ask the right hon. Lady to reconsider the position on the Lords Spiritual participating in proceedings on legislation that affects Scotland.

All Members of the other place are able to take part in proceedings on legislation put before Parliament, and bishops take that duty very seriously. They are independent, and they do not take the party Whip, so these things are up to each of them. At least two of them have family links to Scotland, which may give them a reason to have a closer interest. This may be the moment for me to come out in the Chamber as a half-Scot—my maiden name was Cormack, from the Clan Buchanan. I think that demonstrates the point that there are Members in all parties and in both Houses who have a great love for Scotland.

I am grateful to my hon. and learned Friend for that question, but the Comptroller and Auditor General and I are very mindful of the economic situation and of advice given to us by the Treasury, although I should say that as a body the NAO is entirely independent of the Treasury, about financial pressures. Above all, we believe that the NAO should practise what it preaches. I have assured the Comptroller and Auditor General—I say this to my hon. and learned Friend who asks a very serious question—that if extra work comes his way, such as auditing the BBC, I will not stand in his way to getting extra resources to do the job on behalf of this Parliament.

Does the Chairman agree that to provide value for Scotland, NAO spending on devolved matters should result in Barnett consequentials arising from the £6 million or £7 million budget?

I do not really want to get involved in Scottish politics or what the Comptroller and Auditor General of Scotland does. Let me say, however, that the Comptroller and Auditor Generals from all over the United Kingdom work very closely together. They set best practice, and I believe that our Comptroller and Auditor Generals throughout the nations of the United Kingdom are world leaders in providing value for money.

I commend the hon. Member for St Ives (Derek Thomas) on bringing forward this debate. I agree with most of his comments and particularly liked his suggestion of a fair trade logo for UK produce. The title of the debate, “Food Security”, allows a wide-ranging debate and I may have a scattergun approach—I will see what I can do.

The World Health Organisation has defined food security as existing,

“when all people at all times have access to sufficient, safe, nutritious food to maintain a healthy and active life”.

That definition means that food security will not exist until the wider world population has access to a sufficient and nutritious diet. That means an end to conflict, true implementation of the Paris COP 21 agreement, control of climate change, greater land reform, the ending of harmful deforestation, and more crops grown seasonally for domestic markets. I do not have any answers but we are a wee bit away from that utopia, so—like most of the previous speakers—I will concentrate on UK issues, including Scottish ones.

At present, just over half of the UK’s food is produced in the UK so greater consideration should be given to reliance on the wider EU single market against the benefits of greater self-sufficiency. The farmers’ unions would certainly like to see the latter, and it has come out in previous contributions. I agree with that philosophy.

We all accept that the UK will always import some produce; indeed, some of our favourite meals rely on imported ingredients. Imports can also help to provide better balance in diets overall, particularly in the winter months. However, nearly 20% of the food eaten in the UK comes from just four EU countries, and the UK supplies only 23% of the fruit and vegetables eaten here. I suggest that the upcoming EU referendum could provide a further risk to food security, and the Minister needs to make contingency plans with regard to the risk of a leave vote.

As we have heard, it makes sense for the UK not to import such quantities of indigenous fruit and vegetables, and that was flagged up in the EFRA Committee’s 2014 report on food security. If we are to maximise the amount of indigenous fruit and vegetables produced here, farming in this country must, first and foremost, be more profitable. This year, I have met Scottish farmers and heard first hand that farmers across all farming sectors have suffered, even where they have diversified. Measures must be put in place to encourage continued diversification so that the wider industry can survive and, I hope, produce greater amounts of indigenous fruit and vegetables for the domestic market.

Growing more produce in the UK for UK consumption clearly reduces our carbon footprint, which is a must in terms of wider climate change issues. As I have suggested, those pose a risk to food security around the world.

The continued promotion of domestically grown produce in supermarkets will clearly help when done in conjunction with wider country of origin labelling. I therefore welcome the Farming Minister’s recent comments that the Government will continue to pressure the European Commission on country of origin labelling for dairy products. The high percentage of country of origin labelling that is already undertaken voluntarily shows that it can be done and that it should not be too cost-prohibitive to do it more widely, and I would certainly like to see it introduced on an EU basis.

For some customers, budget considerations will, of necessity, override considerations of origin. However, there is no doubt that proper, true labelling would encourage people in this country to buy British or, in some cases, regional. I would also like to see the Scottish brand promoted.

I echo the call for a Government commitment to take up the EFRA Committee’s recommendation to extend the role of the Groceries Code Adjudicator. We cannot have another dairy farming crisis, and it would be good to see what the Government are doing about the issue with regard to the long term.

On the wider issue of farming sustainability, there are two clear issues for farming in general, and these particularly affect Scottish farmers: common agricultural policy payments and continued membership of the EU. CAP payments account for an average of 70% of Scottish farming profits. The Scottish Government have rightly identified that farming needs to be more profitable and sustainable, but the hard fact is that those payments are literally the difference between survival or otherwise.

Also on CAP payments, Scottish farmers feel they have missed out on the pillar one convergence uplift that was given. That amounts to €230 million, which should have been allocated to Scottish farmers up to 2020. If we have an EU exit, and the UK Government maintain the equivalent of CAP support for farmers, it is vital that we have a clear policy position from them.

I would go on, Mr McCabe, but I realise that I have to draw to a conclusion. We all agree that more support needs to be given to farmers, and I again applaud the hon. Member for St Ives for bringing the issue forward.

The hon. Gentleman makes an important point. We are very conscious of the plight of farmers in Cumbria. In respect of those with common land, although we had previously said that we would have difficulty paying them before February owing to the complexity of that system, we have identified the 600 affected farms in Cumbria and we will be prioritising them.

A merry Christmas and a happy new year, Mr Speaker, to you and your staff.

Last week the NFU Scotland confirmed that most farms in Scotland rely on the CAP payments to survive. Without ducking the issue, will the Minister confirm that in the event of Britain leaving the EU, the UK Government will guarantee the same level of payments to farms so that they can survive?

I would simply say that in terms of the current year’s BPS, it is a matter for the Scottish Government to ensure that Scottish farmers get their payments on time. We all have a debate to look forward to about Britain’s membership of the European Union.

If Britain votes to leave the European Union, will the UK Government guarantee the same level of CAP payments to Scottish farmers? Will the Minister please answer this time?

The Government’s position is very clear: we want to renegotiate our relationship with the European Union and see some powers come back to the UK. We will put that to the British public in a referendum and they will decide. Should the UK decide to leave the European Union, at that point the Government would obviously set a national agricultural policy.
