Commons ChamberI completely concur with the right hon. and learned Gentleman’s succinct remarks. People have said to me that the areas in which we have intervened—we do intervene with huge reluctance—are moral issues. I cannot think of another issue that is more moral than trying to intervene to prevent the traffic in corrupt money and illicit finance across the world.
Does the right hon. Lady agree that corruption also costs lives and violates people’s human rights?
Absolutely. That is why the Magnitsky amendment, which we have just passed, is absolutely central to our proceedings and legislation on anti-money laundering.

I am well aware of the Standing Orders on this matter, but I speak as someone with enormous regard for the Queen. She is my inspiration; she is my example. She is working at an age that is eight years beyond my age, and I will certainly not be so wimpish as to stand down while she continues with her heroic work at her age.
Our main concern is that we are in this position of surrealism, of an Orwellian world that is unfolding before us, where the theme that has been put forward by Trump is that lies are the truth, good is bad, war is peace and fantasy is fact. We see that with the figure of the Trump Big Brother, who is there, ever-present seven days a week and 24 hours a day, preaching from his one source of news—the only voice of truth.
Does the hon. Gentleman agree that, although the proposed ban is clearly completely absurd, there is something quite refreshing about a politician actually doing what they said they would do before they were elected? The ban is ridiculous, but it is a reaction to the chaos caused in the middle east by previous generations of politicians, which in my view is far worse than anything that Trump has done, and for which many of the people in this Chamber voted. Where is the hon. Gentleman’s respect for the will of the American people?
The will of the American people has changed rapidly within the last seven days. The position now is—[Interruption.] Well, get the facts. The position today is that Trump’s standing is at minus 18, which is precisely the level of support held by Richard Nixon on the day that he resigned his presidency. Trump is at rock bottom. He is the least popular American President ever in this country—hon. Members can go through the figures—and rightly has a low level of approval.
What we are doing, and what this debate is doing, is taking notice of what the public say. We will not be in a position where we ignore public opinion or where we seem insensitive to democratic decisions. That was the reason why many of us, with heavy hearts, voted for article 50 last week. We cannot allow, as happened in America, that gulf to appear in this country between politicians and what is seen as public opinion. That led to the election of Trump, and if we ignore what is being said in petitions and do not take action, the public will greet us with the same cynicism, see us as distant and look to elect non-politicians.
The great overarching topic on Brexit and on this issue is that we must maintain respect for politicians, and we must not see an increase in the divisions and in the lack of trust that has existed in this country. During the expenses scandal, our reputation in this House was at rock bottom; now it is subterranean. We have got to work to change it. Andrew Rawnsley, a very distinguished journalist, has said:
“Some ministers mutter that the big mistake was to issue the invitation to make an early state visit to Britain, a notion conceived as a way of flattering his colossal vanities. At the very least, it would have been prudent to wait before rolling the royal red carpet. Pimping out the Queen for Donald Trump. This, apparently, is what they meant by getting our sovereignty back.”
Those are the words of Andrew Rawnsley, which I am quoting.
When members of the public have spent a long time thinking about an issue and calling for a debate, I would hope that some of us might try to be above party politics. This debate cuts to the heart of the nature of our democracy and of how we honour and celebrate other countries, which is why it is important to reflect on whether it is right, after seven days, that Donald Trump be afforded a full state visit.
I am a great friend of the United States. My father is buried in the United States. I studied in the United States. I worked in the United States. I have visited America more times than I have visited France; it is a country I love tremendously. I suspect that all of us in the Chamber are well aware of the British people’s deep connection with and affection for America and its people, but we are also aware of the challenges that exist in that country and the contentious manner of the election that led to Donald Trump’s becoming President. One would expect, I think, the leader of the free world to come to Britain, but the issue is about the terms and the basis on which that is done. An official visit might have been appropriate, but to afford this man, after seven days, a state visit is why so many people have petitioned.

Commons ChamberThe hon. Gentleman is right to say that nothing any of us can do or say makes up for what so many people experienced during those events, and we must understand that. It is important that we set out what happened as we understand it as clearly and transparently as possible, and I can give a clear yes to the whole of his question.
As a former Army officer who represents a constituency with a large number of Sikhs, I thank the Foreign Secretary and the Prime Minister for the serious and rigorous way they have approached this issue. Will the Foreign Secretary confirm that had the distinguished SAS Major’s advice been taken, there would have been a much lower level of violence? Indeed, if that advice had been taken in full, there would have been no violence at all, rather than the—to my mind—appalling behaviour of the Indian Government in the assault in Operation Metal, and the weeks and months that followed. We must remember that, for the victims of that, justice remains in very short supply.
Of course, we can never know for sure what would have happened under different circumstances or a different plan. It is clear from the Cabinet Secretary’s report that the UK military adviser gave advice about using negotiations and using force only as a last resort, and the military advice he gave was partly based on the desire to reduce casualties all round. It is important that those points are fully brought out and understood, as my hon. Friend suggests.

Commons ChamberLast year, when I was in north-east Lebanon, I went to a village that had been shelled by the Syrian regime. I met a woman who had just come over the border. She had lost her children, her husband and her legs when she was hit by a Syrian army shell while fleeing from her village. Imagine being in a village in England with the Royal Artillery shelling the village, then being harried by the Grenadier Guards and 42 Commando the Royal Marines. It is unthinkable.
I totally accept that it is perfectly reasonable for a Government to do something without the consent of Parliament in an emergency, in order to maintain surprise or while conducting covert operations. However, we are not talking about Bosnia today; we are talking about Syria, and the House of Commons should be given a say.
I want to echo something that my right hon. Friend the Member for Wokingham (Mr Redwood) said earlier about public distrust. I agree with him, given the disastrous cock-ups in Iraq and Afghanistan. As a journalist and as a Member of Parliament, I have seen the way in which pliant officials in the Ministry of Defence and the Foreign Office have done the will—or what they think is the will—of their political masters. In future, if it is possible, we need the reality check of a Commons vote in order to create clarity and avoid the activities of some of the more pliant civil servants who will always play back what they think their political masters want.

Commons ChamberI could not agree more. This is not an either/or situation. I am deliberately being somewhat, or even intensely, polemical, so let me try to be more reasonable. Technology is not irrelevant and nor is it the case that the world has not changed since the 19th century, but it is important to recognise that the countries that pose the most trouble for us are often those we find the most difficult to understand. It is in precisely those contexts that deep knowledge of those countries and their power structures and relationships is required, and I think the same would almost certainly be true if one was trying to run a business selling into those markets. That applies not only to our diplomats’ relationships with politicians and a Cabinet but to their relationships with rural populations and opposition groups. All of that would put Britain into the state of grace and provide the insurance policy on which this country depends.
Moving towards a solution and a conclusion, the solution must lie in pushing ahead with the very reforms that the Minister and the Foreign Secretary have undertaken, but to push them harder and faster. The diplomatic excellence initiative that the Foreign Secretary has launched is a very good beginning. Even today, however, one still meets political officers in embassies who say that they cannot see how that will help them with promotion. They say, “Focusing on policy work is not going to get me promoted because you haven’t changed the core competences. It’s management of two people and the DTI staff that will get me my next job.” Those are the things we need to address.
In Afghanistan and, indeed, Iraq, I felt very sorry for the previous Government because one often had the feeling that they were not being told the truth at every opportunity. On a Defence Select Committee trip to Afghanistan, I remember being briefed by a guy in the Foreign Office who gave us the normal line that everything was going terribly well but that there were challenges. Six weeks later, he sidled up to me in a restaurant and said, “Adam, I’m really sorry about that briefing I gave you, but the problem is that no one gets promoted for telling it how it is.”
This is fundamental because we live in a world in which there is not enough challenge in the system. There are not enough checks or balances. I have mentioned that our newspapers have fewer and fewer foreign correspondents. The quality of foreign reporting in Britain is not as good today as it was 20 years ago because we simply are not investing as much in foreign reporting. At the same time, the military is increasingly preponderant in the United States, and brings with it the inherent optimism and determination to say, “We’ve inherited a dismal situation but we have the resources and the mission to deliver a decisive year,” pushing aside the civilian advice. We are flattered by English-speaking, upper-class Afghans, Iraqis and Libyans who feed our fantasies and tell us what we want to hear.
In that context, and in the context of the temptation across Europe and the United States to have more and more centralised power, we need our Foreign Office to act as a check and balance. We need it to challenge policy and to speak truth to power. Above all, we need it to say not just what the UK interest is, what our ethical limits are or what we are not prepared to do morally, but, most fundamentally of all, what we cannot do. When somebody comes forward and says, in country X, “In this failed state, we will create governance, the rule of law and civil society,” it should be the job of our Foreign Office to ask “How?”, “With whom?” and “With what money?” It should ask, “What possible reason have you to believe that you can achieve this grandiloquent objective you have established?”
We also need to explain matters to the public, because this entire rhetoric is the rhetoric of a poker game. It is the rhetoric, perpetually, of “raise” or “fold”, and of driving people to ask, “Have you met your $3 billion objective on trade this year?” or “Have you or have you not set up the rule of law and civil society?” and if not, “Why have we got an embassy in Mongolia? Why have we got to bother having any representation in Peru? Why don’t we drag it all back to London and do it down the internet?” The way to cease that is to be honest—not just internally but with the British public as well.
It is a great honour to follow not only the poetry of my hon. Friend the Member for Penrith and The Border (Rory Stewart), but the practical and pragmatic approach of the hon. Member for Ilford South (Mike Gapes). The hon. Gentleman’s last point was about how our problems in Europe are a great challenge but events in the Arab world are of a different scale, but I would refine it and say that the problems in north Africa and in the Arab world are our problems, too. I commend the Government for what they have done over the past year and a half, and for how they have been able to change the relationship between north Africa and this country.
Many people were worried about our involvement in Libya, and although I was supportive I was concerned. I would have voted against the Iraq invasion if I had been a Member back then, but the decision on Libya was clear for me, and it was clear on a humanitarian basis. We not only assisted the Libyans in ridding themselves of their dictator; we started to develop a different relationship with parts of north Africa, one I hope very much we will continue. We did so with sophisticated diplomacy, and we should be extremely proud of the outcomes in Libya.
Just after the fall of Tripoli, I, with the director of the Conservative Middle East Council, went out there and, in the chaos of the week after, met an Islamist who, having fought against us in Iraq and Afghanistan, made the most extraordinary comment, saying: “This is the first time that the west has stood with ordinary people in the region. We shall not forget it.”
I very much welcome that intervention. That is the absolute core of the issue.
We need not only to build on the momentum that we have started, but to change and recalibrate how we engage with north Africa, an area that was in many ways caught in aspic by the cold war. Every dictator who has been deposed over the past year was a product of that rather binary environment, “Are you against us or for us?”, and we have rid ourselves of that through the people.
We have to be careful about engaging directly and passionately with the new Governments who arise. As the hon. Member for Ilford South said, there will be lots of iterations of democracy, and they are not going to emerge as some sort of Westminster parliamentary structure for perhaps 10, 20 or 30 years, so we have to maintain that relationship with the people. Obviously we need to work with Governments, but the credibility and legitimacy of the people are what matters. Toppling regimes is not easy, but the transition process is even more difficult, and that is where we need to ensure that the Foreign Office is absolutely at the top of its game, as I am sure it is.
We have heard a lot today about the politics, about building institutions, and about threats, but not many Members have talked about the economics. Can emerging democracies survive when they have insecure economic environments and are finding it difficult to keep a hold on inflation? My hon. Friend the Member for Gravesham (Mr Holloway) talked about the people of the region. Those people were not necessarily just looking for the vote, although some of the countries had elections, if perhaps false elections; they were looking for democracy as a representation of opportunity for all, with no corruption, and the ability to get on in life without being part of the in-crowd or the out-crowd and to ensure that they could deliver a secure future for their families. Too often, in the Foreign Office and in our debates, we talk about institution-building and the governmental dimension, but we need to talk about north Africa’s economies.
In starting to develop a lot further how we could build greater economic stability in north Africa, we should act on the basis not only of those countries’ national interests and democracy-building but of our own national interest. The French are rather good at economic diplomacy. Is that such a dreadful term to use? They have completely understood where their national interest lies. Their ambassadors are an integral part of the French business community and spend a lot of time ensuring that the French economy and French businesses are integrated into the countries in which they operate. We have been rather weak at this in the past.
What north Africa really needs is expertise and commercial acumen, with partnerships to develop and exploit industries and technologies, management skills, and operational capabilities. I do not know whether those things are on the Foreign Office checklist and are being considered for north Africa, but it is absolutely essential that we start to make a move on this as quickly as possible, before economic instability undermines the democracy that has been created. In addition to sending three-day trade delegations out to these countries, we should be thinking in a much more considered way about what support each country needs and where, to be self-interested, the UK can benefit.
Just outside Tripoli, Libya has a large oil and gas institute, but it has not been updated for years. Why are we not taking on the responsibility for giving the Libyans a state-of-the-art institute that looks at operations, exploration and building skills, and links with the people, not necessarily with transient Governments? Tunisia needs tourism to get its economy off the floor. Its tourism industry employs 400,000 people, yet the number of visitors has dropped by 45%. We should be revitalising the country’s visitor economy, establishing courses and training for young people entering the sector and supporting the small businesses that make up the majority of it. We should set up a small business institute to ensure that we are bringing expertise and allowing the people to exercise their democratic right through economic security.
Egypt is facing a great challenge in food and cotton production. Why are we not asking Hadlow college to set up an operation in the Nile delta, bringing students from all over Egypt to think about how to increase yields and improve standards and water management? That would get to the heart of what these Governments need to deliver to their publics to maintain some stability while democracy is gaining a foothold. If we are not in these countries delivering value-added assistance and practical input, then others will be, and yet again we will look back nostalgically in 10 years and say, “Why did China, Turkey, Russia and France steal a march on us when we were so involved in those early years?”
I propose that we look at the Economic Community of West African States as a model for promoting greater economic prosperity within the north African region. While ECOWAS has its limitations, it is developing stronger links with its neighbours. Joint economic activity is building greater political interdependency. In north Africa, greater economic interdependency will be one of the biggest deterrents to any political friction between states that could emerge over the next decade.
My final suggestion is that we start to take forward a stronger interrelated economic model as between the countries of the north and south Mediterranean. The hon. Member for Ilford South mentioned that. Some important organisations already exist, but they have mainly regarded north Africa as the liability and southern Europe as the superior model. This needs to be recalibrated, and we need to turn a talking shop into an active economic forum.
We are facing a new world. The previous century was one of global politics; this century is one of global economics. Every country will need to deliver economic security for its domestic audience and will play out its international politics on that basis. If we can work closely with these countries on what really matters to them—their economic survival, jobs for their young, and a greater relationship with the international community —we will be doing them, and this country, a great service.

Commons ChamberI had no real background in politics when I was elected in 2005. I had been a soldier and a television reporter. In fact, I had never even been into the House of Commons Chamber.
A couple of days before the House sat for the first time after the election, I wandered into the Members’ Lobby and chatted to one of the security guards, who let me into the Chamber. It was dark, and I started to think about the historic things that had happened here. I thought of Winston Churchill leading Members out of the House to St Margaret’s church to give thanks for the end of the second world war. And then I asked myself, “Why are you thinking about yourself and how clever you are to have got here?” Actually, this was about the thousands of voters in Gravesend, Northfleet and the villages who had allowed me to overturn quite a healthy Labour majority and replace it with a pretty tiny Conservative one.
Did any of us imagine when we made our acceptance speeches at the counts that Members of Parliament would be slagged off to quite the degree that they are now? My mother does not like to tell people that I am a Member of Parliament, because of the response that she receives when she does.
Surely what the hon. Gentleman’s mother does not want to admit is that he is a Conservative Member of Parliament. That is the problem.
It may have something to do with the fact that she lives in the north of Scotland.
This country developed and exported the simple idea that laws ought not to be made unless they were made by the people’s elected representatives, but it seems from some of the e-mails that I have been receiving over the last three days that some of our constituents are quite close to giving up on that notion. Why is that? We hear the reason every time we meet our constituents. “You are all the same,” they tell us. “You will say anything to get elected.” One of the things on which I have agreed with them over the past seven years is that we should have a referendum at some point, and, in my view, we need to completely rewire our relationship with Europe. We need to be in Europe, not run by Europe.
What we are taking about today is not just Britain’s relationship with the European Union, but the authority and legitimacy of this Chamber. During the last Parliament, my right hon. Friend the Prime Minister was one of the leaders of all three parties who expressed the view that we should have a referendum on Europe.
Will the hon. Gentleman give way?
I will not, actually.
The Deputy Prime Minister was even louder in his protestations. He said:
“The Liberal Democrats believe we should have a real vote on Europe—whether we should be in Europe or out… the public back our position by a margin of 2:1”.
I should say that the margin is about the same today. Those statements, and many more from the Front Benches, render irrelevant the arguments that we have heard today about whether this is the right moment for a referendum.
I am sure that if the Government had not liked today’s motion, they could have come up with something. What would it say about the relationship between Parliament and the people if we were to deny not only what we have recently promised, but what people out there, at our invitation, have asked us to do through the petition?
I should have much preferred a Conservative Government, but I support this Government sincerely and spiritedly. I was one of only about 50 Back Benchers who supported my right hon. Friend the Member for Witney (Mr Cameron) in the leadership election, and now I really do think—I am not just sucking up—that he is a brilliant Prime Minister. I have never voted against the party line, even when I have known enough about what we were discussing to be aware that I should vote against it. I have loved doing my minuscule job as a Parliamentary Private Secretary in the foreign affairs team, whose Ministers I respect—and believe me, they are doing a very good job. Trust me, and again I am not sucking up, they do not come better than the Minister for Europe—“Hear, hear” at this point. [Laughter.]
I am mostly enthusiastic about the coalition in private. If you are part of a team, you support it. But if you cannot support a particular policy, the honest course of action is of course to stand down. I want decisions to be closer to the people whom they affect—to be made by local communities, not sent upwards towards Brussels. I am not prepared to go back on my word to my constituents, and I am really staggered that loyal people like me have been put in this position. If Britain’s future as an independent country is not a proper matter for a referendum, I have absolutely no idea what is.
Many people in the country, knowing of the integrity and the honesty that is reflected in my hon. Friend’s speech and knowing that this honourable gentleman—this honourable friend—has decided that he will resign his position as a Parliamentary Private Secretary in the Foreign Office on a matter of such importance, will commend him for it.
Obviously, I completely agree with my hon. Friend.
We do not have the right to give away powers entrusted to us by our constituents. To anyone who is still wondering which way to vote, I say: “Do not try to guess what the result of a referendum would be, and do not worry about wording or timing. You need only ask yourself two questions. First, is this the right thing to do in principle? Secondly, what do your constituents want you to do?” Here is our opportunity to show people that the system can work, that representative government continues to function in the land where it was nurtured and developed, and that patriotism—putting one’s country rather than one’s own interests first—is not foreign to the House.
No, I really cannot give way now.
Members can repay the confidence placed in them by their constituents on that first evening when they stood on the platform and heard the returning officer mention their name. They should not rebel against the people who sent them here. For me, the bottom line is really quite straightforward. For seven years I have been wandering around telling the good people of Gravesham that we should have a referendum, and that we should renegotiate our position. Let me end by saying this: “If you have done the same, you must support the motion.”

Commons ChamberI am grateful to my hon. Friend for the question. Many hon. Members may not be aware that Brazil became the last nation in the western hemisphere to abolish slavery formally, doing so in 1888. The International Labour Organisation estimates that about 25,000 to 40,000 workers in Brazil are in conditions analogous to slavery. President Lula has, since his election in 2002, made considerable progress and given priority to this issue. I hope and believe that Brazil will continue to do more in the years ahead.
16. What recent discussions he has had on the future of the Office of the High Representative in Bosnia and Herzegovina; and if he will make a statement.
The Peace Implementation Council, which met in Sarajevo at the end of June, discussed progress towards the conditions necessary for the closure of the Office of the High Representative but, as those had not been met, no decision on closure was taken.
What discussions has my hon. Friend had with his EU counterparts on the future accession of Balkan states to the EU?
Both my right hon. Friend the Foreign Secretary and I have raised during, I believe, every bilateral conversation we have had with European counterparts and at formal sessions of the Foreign Affairs Council the importance that we accord political and constitutional progress in the western Balkans and the need for the EU to make as one of its highest priorities the strengthening of both the incentives and disincentives in respect of those countries pushing forward with further reform, so that their welcome into the family of European nations can be given as soon as possible.
