Commons ChamberThe rail Minister has listened to my hon. Friend very carefully, and I will ensure that he meets her to discuss that specific proposal.
The cancellation of HS2 is a triple win for Newcastle-under-Lyme. First, we will get faster trains to London. Secondly, we will get improvements to junction 50 and the things that my hon. Friend the Member for Stoke-on-Trent South (Jack Brereton) talked about. Thirdly and most importantly, HS2 will not cut a swathe through the south of Newcastle-under-Lyme. On that point, the people who will be most pleased are my councillors Gary and Simon White, who have been representing the people of Betley and Madeley on this since long before I was an MP. I have a number of questions from them that I will send to the Secretary of State, but most of all they are focused on the need to ensure that the situation faced by landowners who have had their land subject to compulsory purchase can be put right as quickly as possible, whether they want to purchase the land or not. What reassurance can he give that we will look after landowners whose land has been subject to compulsory purchase?
As I just said, we are now following a proper legal process. We will set out the details of that, and then landowners who have been impacted will know what they can do for us to try to put things right. I welcome the work that his two councillors have done in ably representing their constituents, as my hon. Friend represents his.

Commons ChamberI think the hon. Lady’s question would be fairer if I had pretended there was not more work to do. Avanti has delivered performance improvement, running 40% more services, reducing the rate of cancellations to 4.2% and running significantly more trains on time, but I was very clear that it needs to do better on punctuality and deliver sustained improvement on cancellations. I know how much cancellations inconvenience passengers—not just those who wanted to catch the cancelled services, but passengers on other services that are then overcrowded. Avanti has work to do, but I think it has done enough so far to justify a six-month extension. We will consider whether it has sustained that performance when we have to make a further decision later this year.
The service my constituents endured from Stoke-on-Trent last year was truly appalling, as my right hon. Friend acknowledged earlier. Does he agree that, although things have been better this year—I can testify myself that there are more services, they are less crowded, and most of them turn up on time—it is still not good enough, and 4.2% is not an acceptable cancellation rate? Will he hold Avanti to account before extending the contract any further?
I welcome my hon. Friend’s words, which paint a balanced picture. He recognises that there has been improvement, and I have talked to colleagues in this House and outside who have recognised that improvement, but there is more to do. Avanti has more to do on driving down cancellations and on punctuality, where it is at least now in the pack with the other train operating companies, but at the bottom of the pack. That is why we have only extended the contract for another six months. Avanti must demonstrate to our satisfaction that it can deliver that improved performance in a sustained way, which is what is important for my hon. Friend and his constituents.

We have been clear that the current position with services is unacceptable and we expect significant improvements. Long-term contract award decisions will be affected if, as we approach them, the service day to day is not where it should be. The management fees that are paid are specified in the contracts for operating. That said, the performance fee, to which the hon. Gentleman was perhaps also referring, for Avanti for the period beyond the withdrawal of rest-day working and the current timetable reductions is due to be independently evaluated. That is not just done by the Government and it has not yet been done. I suspect that the independent evaluator will want to take on board quite a number of these points, but the hon. Gentleman will appreciate why I would not want to give too many comments from the Dispatch Box on what the independent evaluator should do.
As for the plans for improvement, the first point to make, which has already been touched on, is that we are seeing more drivers being trained by Avanti West Coast and there are plans to reinstate the vast majority of the timetable in December. Clearly, when deciding what comes next we will want to make sure that that has worked and it is delivering an acceptable level of service for ourselves and for passengers more widely. On TPE, although we are of course welcoming the fact that we are starting very large-scale investment into that route, the level of which that route has not seen for decades, we need to see significant improvement.
As for moving immediately to cancel the contract, I remind the hon. Gentleman of the quotes in the Manchester Evening News on 6 October that were attributed to Mayor Burnham about how that could bring more disruption in the short term. The idea that putting this situation into the hands of the operator of last resort would immediately resolve a driver shortage and other issues is not one that stands up to any scrutiny.
My constituents have been enduring a pretty terrible service from Avanti for many months, with only one train an hour from Stoke-on-Trent recently. But it is not just about the reliability and the cramped trains; it is also about the availability of tickets, as people are not able to book ahead, which is costing them more because they are having to buy on the day. When the Minister speaks to Avanti, will he make sure that he stresses not only reliability, but availability, so that my constituents can get up and down the west coast cheaply?
Yes, I will. In fact, I have already spoken to some of Avanti’s most senior management and made that point, particularly following representations from hon. Members. I also reinforced it in a meeting I had with FirstGroup more recently, and it has an overall interest in the Avanti operation.

Commons ChamberThe one thing I would say is that ScotRail has been run latterly by the Scottish Government. The amount of delays even before that was extremely high. The disputes that have taken place, despite ScotRail being taken into public hands by the SNP, have been particularly pronounced. On his detailed questions, I will leave it to my hon. Friend the Minister of State to write back to him.
Since 2020, the Government have committed £2.5 billion to supporting the transition to electric vehicles.
Today, Newcastle-under-Lyme submits its business case for our £23.6 million town deal, which will be granted through the towns fund. Given his answer, I know that the Secretary of State will welcome the transport projects that we have in place, including the new circular bus route and most importantly, in light of what he has just said, the 40 electric vehicle charging points in the town centre, which will support 375 journeys to work each day by electric vehicles. Will the Secretary of State welcome those measures in our town deal, and will he come up to Newcastle to see the projects for himself?
I congratulate my hon. Friend on the work that he has done in winning that funding. He mentions the important work that will happen with 40 new electric chargers in his patch. It is worth pointing out that this country now has more rapid chargers per mile of road than any other European country.

Commons ChamberThe hon. Lady asks specifically about the additional costs of motoring during these difficult times with what we have seen happen to the crude oil price. I gently remind her that she voted against a measure in the Budget to freeze fuel duty for a 12th consecutive year.
I pay tribute to my right hon. Friend the Member for Harlow (Robert Halfon) for the 12-year freeze in fuel duty—that is extremely welcome—but given the increases in pump prices and the costs for average constituents in Newcastle-under-Lyme, we need to do more at the forthcoming Budget. The Treasury is getting more revenue from VAT, so we need to find ways to reduce that duty burden so that people in my constituency can fill up and continue to go to work. Will the Secretary of State speak to the Chancellor about that?
My hon. Friend is absolutely right about the pressures that exist. As I mentioned, we froze fuel duty for the 12th consecutive year, which means that it costs about £15 less to fill up a family car than it would have done otherwise. He is right to mention my right hon. Friend the Member for Harlow (Robert Halfon), who is perhaps the most expensive Member of this House, having cost the Treasury tens of billions of pounds over the years for this worthwhile saving.
That would be £5 billion-worth of political games—because that is the amount that we have given to TfL to keep its services running. That has been an incredibly fair settlement. The hon. Gentleman talks about a longer-term settlement, but surely he would agree with us that we should see what is going to happen with the pandemic; as it completes, we are able to talk about other things, including capital grants. However, I think £5 billion should be recognised by the hon. Gentleman.
The A50-A500 corridor is absolutely critical to the economy of Staffordshire and improvements to those roads are vital for the levelling-up agenda in north Staffordshire. May I ask the Secretary of State to welcome the recent publication from Midlands Connect proposing a number of improvements on that route? Of specific interest to my constituents in Newcastle-under-Lyme are the plans and conversations he has had about improving junction 15 on the M6.
I commend my hon. Friend for the work he has been doing in that regard. We are very keen to ensure improvements and we will make sure that we continue to work with National Highways to try to provide those.

Commons ChamberThe Government are committed to levelling up rail infrastructure across the north. In that spirit, I am delighted to confirm that we have awarded £137 million to Network Rail to complete detailed design and deliver the Hope Valley capacity scheme. The scheme will transform journeys between the northern powerhouse cities of Manchester and Sheffield by removing bottlenecks on the Hope Valley line. I pay tribute to my hon. Friend the Member for High Peak (Robert Largan), who has campaigned relentlessly for the scheme since he was elected and has helped to get it over the line.
Fresh from securing £37.5 million for the towns deal for Southport in the Budget, I understand that yesterday my hon. Friend met the Rail Minister once again to make the case for his local rail services, as he has consistently done since he was elected. I can assure him that the industry taskforce will be doing its utmost to address the concerns he has raised while preserving the core aim of producing a simplified timetable that all passengers can rely on.
Newcastle-under-Lyme is the second largest town in the UK without a railway station of its own, and if the Minister gives my hon. Friend the Member for Dudley North (Marco Longhi) what he wants, we will be up to No. 1. Keele University is the only major British university without a railway station nearby. Will the Minister welcome the bid that I have submitted to the Restoring Your Railway ideas fund that would solve both those problems with a station in Newcastle and one at Silverdale for Keele University? Will he meet me to discuss the bid so that I can show him some of the details of how it will benefit my constituency?
My hon. Friend makes a very strong case for his constituency. As he correctly points out, the £500 million Restoring Your Railway fund is one of the many ways in which we are intending to level up the country and build back better. The Rail Minister, as chair of the panel, looks forward to reviewing the bid that my hon. Friend has submitted, and I know he would be happy to meet him to discuss the proposals further.

Commons ChamberMay I start by associating myself with what my hon. Friend the Member for Warrington South (Andy Carter) said about Captain Sir Tom Moore? Last year, he really did inspire the nation with his fundraising, but of course he also helped to save the nation over 80 years before. It is a very sad day, and my condolences go to his family. He has really shown us the best of British in what he did last year in responding to coronavirus.
I turn to the subject of today’s debate. After all the Brexit and covid-related legislation that we have been through so far, a Bill such as this is quite refreshing for a new MP. It is a more traditional piece of legislation: an important update that reflects changes in the world and aims to future-proof—as best we can—for the world we are going to get back into once we get past the pandemic. I congratulate the Minister and welcome him to his place, and also congratulate Baroness Vere on all the work she did on the Bill in the Lords. This is a case of proportionate regulation, which is what we always seek to do as a Government and as a Conservative party. We recognise the need for regulation. It needs to be proportionate and to not put undue burdens on businesses, but we need to make sure that things work, and work for the good of the country.
I turn briefly to the first of the Bill’s three parts, on airspace management. It is to be hoped that airports can co-operate without the requirement for the Secretary of State to compel them; perhaps this Bill will make the voluntary process a little more voluntary, if you understand what I mean, Madam Deputy Speaker. However, we have an airspace modernisation strategy and, within that, some airports may need to release underused controlled airspace, for example. As many of my colleagues have said, including my hon. Friend the Member for Warrington South, we have a very complex airspace—one of the most complicated in the world. Of course, it is very empty at the moment for the reasons we have discussed, but anything we can do to modernise that and make things work better is obviously something we should be encouraging as a Government. We need quicker, quieter, cleaner journeys. Unnecessary fuel burning on approach is not only ridiculous from a green perspective, but leads to a great deal of noise and inconvenience for individuals.
In itself, that is the source of delays. As we have heard from a number of colleagues, one in three flights might be significantly delayed by 2030 if we do not pass this legislation today. Of course, that also creates more capacity, and although none of us can know exactly what the world is going to look like, I think having that capacity is a good thing: whether we use it or not, it allows us to be more efficient in the way we route our flights and go on holiday, as well as in our world trade, as the Minister said. We are just about to accede to the Comprehensive and Progressive Agreement for Trans-Pacific Partnership, one hopes—we are starting the proceedings for that—and we will need our aviation industry to be part of our trade with the rest of the world as well.
The second part is mostly tidying up and modernising, but what it needs to do, and what it does, is reflect our safety record and ensure that we maintain that record. I think that new clause 12, which the Government introduced while the Bill was in the Lords—this is the covid-related aspect of today’s legislation, I suppose—is a very sensible amendment that reflects the situation we are in at present. Personally, I would favour a much more market-based approach to slots in future. However, with the industry on its knees at the moment, now is clearly not the right time for that and in any event it would require global co-operation. The idea that things should be grandfathered down forever and ever does not strike me as a modern way to do things, but I understand that is how we have to operate at the moment, and the proposals in new clause 12 are a sensible suspension of that process while we work through covid.
Part 3 deals with unarmed aircraft or drones. We have heard from many people, including the Minister, that drones are having a huge effect on lots of important areas. They can be a real boon to many industries, including search and rescue and medical supplies, and are also a very engaging hobby, as I have seen for myself when walking up in the Staffordshire moorlands.
I have no desire—nor, I am sure, do the Government—to demonise responsible owners of drones who are having fun with them, getting out and enjoying the great outdoors. However, we need measures to guard against malicious use, and we also need sensitive sites to be able to defend themselves. That includes airports, as we saw at Gatwick, and some of our most sensitive sites, such as nuclear sites; it also includes prisons, as many have said. The idea that drones can get around prisons, or get over and into prisons, is one that nobody should tolerate, and I know the police are very keen for us to get this legislation passed so that we can cut down on what is going on there. We also need a solution so that a single sighting of a drone does not close an airport, and the measures in the Bill mean that we will not see repeats of what happened at Gatwick.
I will conclude, because I can see that my hon. Friend the Member for Watford (Dean Russell) is desperate to stand up and make his speech; I can see him grinning. This is a solid piece of legislation. I am glad that it has cross-party support. It has already been tried and tested in the Lords, with amendments incorporated into it. This is how the House should proceed with measures such as this, which are all about ensuring that we are battle-ready for both the present and future in important industries such as aviation that have such an important part to play in our future. I commend the Minister for his opening speech and for all his work on the Bill.

Commons ChamberI am speaking in support of Lords amendment 3, which I am glad the Minister has indicated he will accept. I thank him for the open and proactive way that he has engaged with me and other Members of the House. HS2 represents a huge opportunity, not just for Crewe, but for my constituents in the surrounding area. Crewe has a proud railway heritage as an original UK railway town that was once the site of the largest railway and locomotive works in the world, and it is a uniquely well-connected industrial town.
Like many post-industrial towns, Crewe has faced challenges forging a new future for itself, but businesses still come to Crewe because it remains a fantastic location from which to reach the rest of the country. It is home to nationally and internationally recognised manufacturing and engineering businesses that provide high-skilled, high-quality employment. We must build on this. The advantages that HS2 brings for residents are needed to deliver further high-paid, high-skilled work. Parts of Crewe still face high levels of deprivation, and well-paid jobs are at least part of the answer to that.
HS2 is already providing more opportunities; businesses are investing and growing in anticipation of its arrival. If local employer Bombardier is successful in its bid to help build the trains for HS2, the benefits to Crewe and the surrounding area will be even greater. The bid has my full support. HS2 will also unlock improved local transport connections, which I know are the priority for my residents over quicker travel to London.
For this reason, I support HS2, but that does not mean that I do not understand the very real concerns of residents in my constituency and others who will pay a high price. I pay tribute to various Members who have spoken before me and done their best to represent their residents in opposition to HS2. It is important that HS2 does everything possible to listen to people on whom it will have an impact to ensure that it can avoid or minimise that impact. I have already seen examples of HS2 altering its plans in response to feedback from residents, and we know that nationally other approaches are in place, such as the 7 million trees that are being planted to mitigate for lost woodland.
This is not just about minimising adverse impacts. Local voices are on top of local issues and challenges. In my submission in December to the most recent round of consultation on HS2, I was able to identify roads and routes planned for use during construction that I know will not be available because of local transport redevelopment. Being open and listening to local knowledge and expertise will improve the delivery of the project, which is why I welcome Lords amendment 3 and the Government’s support for it.
I finish by saying that I welcome this historic final step in the passage of the Bill through the House, and all the opportunity it will bring to my residents in Crewe and Nantwich.
It is a pleasure to follow so many hon. Friends and constituency neighbours, such as my hon. Friend the Member for Crewe and Nantwich (Dr Mullan). I, too, support Lords amendment 3 and welcome the consultation that the Government have agreed to with people in Staffordshire, Shropshire and Cheshire. The railway skirts my constituency of Newcastle-under-Lyme and passes through the borough of Newcastle-under-Lyme in the ward of Maer and Whitmore, in the constituency of my hon. Friend the Member for Stone (Sir William Cash). I pay tribute to him for all he has done to stand up for his constituents, and to the local councillor, Graham Hutton, who has done a huge amount of work on this for his residents. He is my former office manager, but I pay tribute to him for what he has done as a representative.
As my hon. Friend the Member for Stoke-on-Trent South (Jack Brereton) said, it cannot be all pain and no gain for the residents of Staffordshire. We must see benefits from HS2. I am pleased that we have had commitments on services from Stoke-on-Trent, but they are not good enough, as my hon. Friend said. These trains need to run all the way through to Manchester or down to Birmingham or London. It will not be good enough if they terminate too early. He also mentioned some of the mitigation that affects his constituency and mine, particularly the mitigation relating to junction 15. I welcome the fact that that is already in road investment strategy 3, but HS2 will need to do a lot more to satisfy my local residents, given the impact that it will have on their lives.
This is perhaps a more tangential point, but it is one colleagues have made. Newcastle-under-Lyme town centre needs to be connected back to our mainline railway network, whether that is to Stoke-on-Trent to the east, to the HS2 main line in the west, or via a metro. Newcastle-under-Lyme is one of the largest towns in the country that does not have a railway station of its own. Yes, lots of people use Stoke-on-Trent, but that creates huge pressure on our local roads, particularly Basford Bank. We need much better public transport in north Staffordshire, as my hon. Friend the Member for Stoke-on-Trent South said.
In conclusion, I welcome the stance that the Government have taken today. HS2 can be beneficial for north Staffordshire, but I am very conscious that the construction of HS2 poses a large amount of complications for my residents, and residents nearby. I welcome the fact that the Government are engaging with that. As the Minister said in his opening remarks, the cost of this consultation is not nothing, but it is minor compared with the cost of the project, and the cost of not listening to the people of Staffordshire, and to the people of Newcastle-under-Lyme—my constituents. Not having the consultation would have been a huge mistake, and I am pleased that the Government have chosen to accept the amendment. I am happy to support them.
I am grateful for the contributions to this debate from many Members. The amendments that we are discussing are very narrow, and many of the contributions we heard were not within the remit of the debate. However, I appreciate the sincerely held views of all who have spoken today. I am sure that there will be a general debate on the merits of the HS2 project more generally in due course—not least because, as my right hon. Friend the Member for Chesham and Amersham (Dame Cheryl Gillan) reminds us, her petition calling for such a debate has now passed 130,000 signatures. I will try to respond to as many of the points as I can, but I am also happy to meet any Members who have spoken and to write on any points that I do not address because they fall outside the remit of this debate and would probably be better addressed in the upcoming debate.

Commons ChamberNo, that is factually incorrect. I speak to my counterparts from the other three parts of our nation every single week on various occasions, and each of us at different times has had cause to say to the other, “I’m sorry that we couldn’t have done this without you.” That that has happened with both the Welsh and the Scottish Governments at various times, so that is simply untrue; I do try to share the data. It is helpful for travellers if we can move in unison but it is not always possible. The right hon. Lady points out that there have been 20 years of devolution, but that has never meant decisions over things like quarantine in any past situation that I can think of. This has found new territory for devolution.
Many of my constituents were very grateful to get away this summer after the introduction of travel corridors. I know it has not been easy for everybody all the time, with the decisions that had to be made—my right hon. Friend knows that better than anybody—but everyone who did make that choice, and it was a choice, went into it with their eyes open, as he says. They and I will welcome what he says about islands and further granularity. I hope we can get more granularity going forward. In the meantime, can he assure me that the list of countries and islands will be kept under constant review, so we can get to more destinations as soon as it is safe to do so?

Commons ChamberIt is a pleasure to follow the hon. Member for Bath (Wera Hobhouse). I offer congratulations, too, to my hon. Friends the Members for South West Hertfordshire (Mr Mohindra), for Blyth Valley (Ian Levy), for Bolton North East (Mark Logan) and for Derbyshire Dales (Miss Dines), as well as the hon. Member for Liverpool, West Derby (Ian Byrne), on their maiden speeches. It is a real honour to serve in Parliament. I am proud to be part of the 2019 intake of MPs across the Chamber, and we are all profoundly humbled by the circumstances and responsibilities that are on our shoulders.
The Budget was delivered in truly exceptional circumstances that have grown ever more so in less than a week. This is a challenging economic environment for us as a nation as we face the global coronavirus outbreak, and I hope that colleagues across the House will recognise the Chancellor’s willingness, first of all, to give the NHS whatever help it needs to get through this unprecedented challenge. To describe this as a baptism of fire for the Chancellor and, of course, for the new Governor of the Bank of England, Andrew Bailey, whose appointment I welcome, would be significantly to understate things.
Our new Chancellor was extremely impressive last week, as he set out the measures that we are taking to protect, as best as we can, our economy, our workforce and indeed our entire population from the damaging financial effects of coronavirus, and I look forward to his making a statement later today in the same vein but with significantly more firepower. I must especially speak up for the small business owners of pubs, bars and restaurants and all their employees, many of whom have been in contact with me today. This is a hugely worrying time for these firms, which are pillars of their communities as well as of their local economies.
I turn to the substance of the Budget. The first point that I want to make is that it has delivered on the promises in our manifesto—promises that the British people voted for last December and that won us our majority. We are delivering the largest cash boost for the NHS in history, as we promised. The announcement of funding for 40 new hospital projects and the protected capital investment budget, to ensure that estate refurbishment and maintenance across NHS buildings goes ahead, is another manifesto pledge delivered.
I am particularly pleased by the announcement of £17.6 million of capital investment for the Royal Stoke University Hospital to build three new modern wards to increase capacity there. This Budget was also the first part of our long-term plan for levelling up the British economy—something that my constituents in Newcastle-under-Lyme will hugely welcome. North Staffordshire has historically not had the best deal, so I am delighted to see concrete plans in the Budget to ensure that everyone across our country has the opportunity to succeed, especially in Newcastle-under-Lyme and north Staffordshire more widely.
I am also pleased at the announcement that the Department for Transport has included improvements to the notorious M6 junction 15 in the second road investment strategy. I promised Newcastle-under-Lyme residents that I would call on the Government to act and am delighted that my concerns and those of my colleague and neighbour, my hon. Friend the Member for Stoke-on-Trent South (Jack Brereton), who has also been campaigning on this issue in his time in the House, have been heard. Work must now be done to see what a new junction 15 could look like and how quickly that much needed improvement can be brought forward. That will have important benefits for my constituents, particularly those in the southern suburbs of Clayton, the Westlands and Westbury Park.
I hugely welcome the Government’s commitment to put 0.8% of GDP into research and development; it is particularly welcome that that would place us above countries such as the US, China and Japan as a proportion of GDP. I especially welcome the commitment that more R&D funding will go to universities outside London, the east and the south-east of England. World-class science is happening right across the country. For example, fantastic, innovative projects are taking place at Keele University science park in my constituency, such as the smart energy network demonstrator and the hydrogen project HyDeploy, which should provide greener energy from our gas network. We also have a number of world-class firms in our science park, such as the vaccine manufacturer Cobra Biologics and Pharmaceutical Services, whose skills and capacity will, I hope, be tested sooner rather than later.
I hope that Keele will benefit from the increase in R&D funding, along with many other institutions across our country. My right hon. Friend the Chancellor of the Exchequer’s announcement about investing £800 million into a model based on the US Defence Advanced Research Projects Agency is also very welcome and relevant at the moment. I know colleagues across the House will be particularly interested in seeing how that money is going to be used. Alongside my colleagues on the Science and Technology Committee, I will be looking at how it is best spent to ensure that we are investing in ideas and pushing our country forward.
I turn to a couple of campaigns. I am glad the Chancellor responded to the lobbying on the issue of the fuel duty freeze from me and other MPs in the Blue Collar Conservatism group. We promised during the general election that we would be on the side of hard-working families if we got into government, and that is why I am so delighted that he confirmed that fuel prices will not be going up in this Budget. The fuel duty freeze will make a huge difference to hard-working people in Newcastle-under-Lyme who rely on their cars—the cumulative effect is now about £1,200 more for the average driver. I also repeat my previous pleas in the House for investment in public transport provision across north Staffordshire, starting with a super-bus network.
I am delighted that the Chancellor has announced he will axe the reading tax on digital books, newspapers and academic journals from 1 December 2020. That was another campaign I had supported ahead of the Budget, and the announcement is fantastic news.
