Commons ChamberWe are spending £3.6 billion on early educational entitlement, and the Government have provided free childcare for children aged three to four years. I am not sure that I heard the right hon. Gentleman’s question properly, but I think that if he writes to me, I will be able to provide him with a more comprehensive response.
I thank my hon. Friend for such a kind invite. I know that he has campaigned hard and vigorously to get a better settlement for schools in his constituency and right around the country. I would be more than delighted to join him in his constituency, and I hope to make the figures available for all schools in the coming weeks.

Commons ChamberI know that the hon. Lady has long campaigned in the f40 group for changes in school funding, and I thought that my statement might give her an opportunity to welcome the changes that we have implemented, which will benefit her constituents so much. We have been very clear about the amount of money that we are providing: a total of £18.9 billion for schools, of which £4.5 billion will cover pension costs, with the additional half a billion pounds going to 16-to-19 education. We will of course work closely with the Institute for Fiscal Studies in explaining our figures.
Extra money for our schools would ordinarily be welcomed, but I suppose we are in quite unusual times.
I welcome my right hon. Friend to his post and thank him for his announcement on behalf of the schools in Stockport, but may I ask him a slightly technical question? Would he consider increasing the minimum per pupil funding block as a proportion of the national funding formula?
We always keep that issue under review, and I will come back to my hon. Friend when we have made further decisions on it. Let me take this opportunity to thank him for being such a doughty campaigner for the schools in his constituency, fighting to ensure that they receive extra funds and continue the brilliant work that they are doing.

Commons ChamberI thank the hon. Lady for her questions. Of course I agree entirely with what she says about the need for appropriate support for children on the autistic spectrum or, indeed, for children with other special needs.
I acknowledge that Scotland has a very different approach to exclusions. I believe that the approach that we have in England is the right one, but it is right also that we have such reviews to make sure that exclusions are being used fairly and justly and are not affecting particular groups disproportionately.
The hon. Lady mentions the carrying of weapons and the fact that being in school is a protection against that. She is absolutely right about that, but it would be wrong to think that the sole or primary cause of a child not being in school is being excluded. Persistent absence is at least as big a deal.
Finally, I do recognise that the number of exclusions has come down very significantly in Scotland. The hon. Lady mentions that they are lower now than they were 10 years ago, but it is also true that exclusions in England are lower now than they were 10 years ago.
Alternative provision often takes too long to access and is a last resort, when in many cases it can be a positive experience for pupils and their families much earlier on. What can my right hon. Friend the Secretary of State do to ensure swifter access to—and the removal of stigma from—alternative provision?
As my hon. Friend says, there is some fantastic alternative provision, some of which I have had the opportunity to see. The requirement to find a place in alternative provision applies from day six, but the guidance is clear that this should be done sooner where possible, and from day one for children in the care system.

Commons ChamberThe national funding formula came into effect in 2018-19, the last financial year, and it is in effect in this financial year, 2019-20. We are maintaining per-pupil spending in real terms in both those financial years. As I have said, since 2017 we have been allocating to local authorities more money for every pupil in every school.

It was an undistinguished career, Mr Speaker. May I thank my right hon. Friend the Secretary of State for visiting Romiley Primary School in my constituency with me on Friday, for very constructive discussions with the headteacher and governors? I urge him to have similarly constructive discussions with our right hon. Friend the Chancellor of the Exchequer on matters such as the apprenticeship levy, per-pupil funding and the high-needs budget.
I very much enjoyed and got a lot from my visit to Romiley on Friday; I am grateful to my hon. Friend. Discussions with headteachers and governing bodies are so important in learning about specific pressures on schools, and in helping us to develop our response to them.

I am pleased to be able to speak today in support of the petition. I congratulate the hon. Member for Blaydon (Liz Twist) on putting this important debate before the House, and of course it is a pleasure to serve under your chairmanship, Sir David.
I believe in investing money wisely in things with a proven record of return, and there can be no greater stock worth investing in than our children’s education. It is true: never has more public money been spent on education, and the Government should be commended for that. The diversion of an extra £1.2 billion is a good start, but, bluntly, I want more cash for schools in my constituency.
I was pleased that more than 1,000 residents from Hazel Grove signed the petition, placing us 14th in the ranking. That reflects not only how strongly local residents feel about the proper funding of their children’s schools, but the fact that they are becoming ever more aware of the unfair imbalances in funding that have left local authorities such as Stockport underfunded for decades.
Does my hon. Friend agree that one issue facing schools is that they are being asked to do more to support children with special educational needs and disabilities? We understand those conditions better and we have legislated in this House to raise standards and entitlements for those children. We need to ensure that schools and councils have the resources to provide what we have asked them to.
Yes—it is high time that the resources caught up with that justifiable expectation.
Since being elected as the MP for Hazel Grove, I have sought to build strong professional relationships with the schools and headteachers in my constituency, and I am grateful for their insights on school funding. I am particularly grateful to those who have met me. I will rattle through the schools quickly, because they all deserve a name check. They include: Romiley Primary School, Norbury Hall Primary School, Brookside Primary School, Torkington Primary School, St Stephen’s RC Primary School, Fairway Primary School, Ludworth Primary School, Mellor Primary School, Werneth School, Harrytown Catholic High School and Marple Hall School. I defy other Members to mention as many schools as that. They have all provided me with important facts and financial analyses of what my hon. Friend the Member for East Worthing and Shoreham (Tim Loughton) has said is the real impact of the lack of funding.
I, of course, supported the national funding formula, and I and many other colleagues are in the f40 group, which represents the lowest funded local education authorities in the country. We have had many positive meetings with Ministers. However, as time has gone on, and with the implementation of the national funding formula, it has become increasingly clear that, although the Government are still technically honouring their commitment, some schools are set for an increase so slight that it is essentially negligible.
Of the 25 schools in my constituency, four will receive an increase of under 1%, and 10 will receive an increase of under 3%—only four will receive a sizeable increase of 5% under the new formula. We are asking not for the world: merely resources comparable to those of similar schools in different parts of the country. It is inherently unfair to expect schools with similar characteristics to achieve the same results on wildly differing budgets.
It is a timely coincidence that the Education Committee, of which I am a member—I am pleased to see many august members of the Committee present this afternoon —is conducting an inquiry into both school and college funding. The evidence that we have received from across the sector points towards the true figure needed to address the historical imbalances, as the hon. Member for Gateshead (Ian Mearns) indicated earlier. It is not the DFE’s current £1.2 billion, but at least £2.1 billion.
I know that Education Ministers will argue strongly for their budget in the forthcoming spending review, but can the Minister indicate whether that figure is on the cards? The evidence suggests that that is what is really needed to get school funding to where it needs to be, so that schools can stop endlessly worrying about making ends meet and focus on the business of providing great education.
I have a specific question for the Minister. Writing to us in September on pension contributions, the Education Secretary said:
“There will be a consultation and it is the Government’s firm intention to fully fund schools for the additional pressure that the pension contributions place on their budget, ensuring that the core schools budget continues to be protected.”
Can the Minister confirm that this afternoon?
I congratulate all Members on taking part in the debate. I thank the 1,000 of my constituents who signed the petition. I hope that in the spending review we can give good news to our local schools, and give them the cash that they need.

The hon. Member for Bristol East (Kerry McCarthy) should be aware that, in her constituency, funding has risen from £45.9 million in 2017-18 to £50.6 million in 2019-20. That is an increase of 10.3% overall and of 9.5% on a per-pupil basis. The hon. Member for Edmonton (Kate Osamor)—
I will not for the moment, if my hon. Friend will forgive me. I want to respond to the very serious points made by hon. Members during the debate. If there is time at the end of that, I will of course give way to my hon. Friend the Member for Hazel Grove (Mr Wragg), who always has important issues to raise. I am always very cognisant of his expertise as a former teacher and as a member of the Select Committee on Education.
The hon. Member for Edmonton should be aware that funding for schools in her constituency has risen from £89.2 million in 2017-18 to £91.3 million. That is an increase of £2.2 million. It is an increase of 2.5% overall and of 3% on a per-pupil basis.
My hon. Friend the Member for Hazel Grove asked about funding for the increase in the employer contribution to teachers’ pensions. That will rise to 23.6%, so 23.6% of the salary will be paid by the employer into the teacher pension scheme.[Official Report, 21 March 2019, Vol. 656, c. 10MC.] We propose to provide funding to meet the additional teachers’ pension scheme pressures in 2019-20 for maintained schools, academies and FE colleges whose staff are part of the teachers’ pension scheme. That proposal includes centrally employed teachers and teachers at music education hubs. We have recently closed a public consultation on the proposal. We will now assess the replies and publish a formal response alongside announcing funding in due course.
My hon. Friend the Member for Southampton, Itchen (Royston Smith) made similar points about taking a serious approach to the debate. He would acknowledge that in Southampton, Itchen funding has increased from £60 million in 2017-18 to £62 million in 2019-20. That is an increase of 3.3%, and 2.3% on a per-pupil basis.
The hon. Member for Bath (Wera Hobhouse) should be aware that funding in her constituency has risen from £44.2 million in 2017-18 to £47.68 million in 2019-20. That is an increase of 7.6% and of 6.3% on a per-pupil basis. The hon. Member for Bury North (James Frith) should be aware that funding in his constituency has risen from £61 million in 2017-18 to £64.8 million in 2019-20. That is an increase of £3.8 million or 6.2%, and of 4.7% on a per-pupil basis.
My hon. Friend the Member for Colchester (Will Quince) will be aware of course—he always is on these issues—that, in his constituency, schools are being funded to the tune of £72.7 million in 2017-18 and that that is rising to £76.4 million. That is an increase of 5.1% and of 3.1% on a per-pupil basis. He raised the issue of FE —[Interruption.]

Thank you very much indeed, Mr Walker. As ever, it is a pleasure to serve under your chairmanship. I congratulate the hon. Member for Cambridge (Daniel Zeichner) on leading the debate, in which I am pleased to speak. I endorse the sentiments of the petition and put on record my support for the “Raise the Rate” campaign.
For a number of years, I have pressed the cause of increasing the schools funding budget—a topic I have often raised. It is important to remember equality for all students, both pre and post-16, for which the petition rightly calls. We need to look at ways to increase college funding to sustainable levels to give parity. The bottom line is that the sixth-form and college sector needs more money. That will give all students a fair chance, give college staff fair pay and provide the high-quality skills that the country needs.
This issue attracts significant interest among my constituents, of whom 130 have signed the petition. I have recently had meetings with Danny Pearson, the principal of Aquinas sixth-form college, which serves my constituency so well. I also know that the principals, teachers and students at other local colleges—Cheadle College, Marple Sixth Form College and Stockport College—are keen that urgent action be taken. They will be following the outcome of this debate closely.
Sixth-form funding was made subject to restrictions in 2011 and 2013. The national funding rate for 16 and 17-year-olds, which is by far the biggest component of the 16 to 18 funding formula, has remained frozen each year since 2013-14. As well as the funding disparity between pre-16 and 16 to 18 education, colleges face particular disadvantages in comparison with schools, which have their VAT costs refunded and receive the teachers’ pay grant. All sixth-form providers are being asked to do more by the Government, from implementing the Prevent strategy to meeting the Gatsby career benchmarks, but sadly those requirements are rarely accompanied by additional funding.
Taken in the round, the impact on colleges’ ability to deliver the quality of education that students deserve is significant. I fear that the situation is affecting the Government’s ability to achieve their ambitions for the economy and social mobility. Worryingly, it is also narrowing the curriculum: the funding impact survey carried out by Raise the Rate’s partners showed that 50% of schools and colleges have dropped courses in modern foreign languages, 34% have dropped STEM courses and 67% have reduced student support services or extracurricular activities, with limitations to mental health support, employability skills and careers advice.
I congratulate my hon. Friend the Member for Cambridge (Daniel Zeichner) on introducing the debate. As well as Coventry College, we have a special needs college in Coventry that does excellent work but is struggling financially and in its resources. In combination, they have faced cuts of up to about 27%. Does the hon. Member for Hazel Grove (Mr Wragg) agree that that is a major factor affecting the quality of apprenticeships? Companies such as Jaguar Land Rover in the west midlands industrial base want to expand, but for that to happen, they need the skills.
I certainly agree. I am pleased to have afforded the hon. Gentleman the opportunity to place on the record the work of colleges in Coventry.
It is a timely coincidence that the Education Committee, of which I am a member and which my right hon. Friend the Member for Harlow (Robert Halfon) always chairs most ably, is conducting an inquiry into school and college funding and has taken evidence from the post-16 sector. When we asked what was at the top of their wish list, witnesses agreed that the first priority is higher core funding, the second is separate funding for increases to teachers’ pay awards and pensions, as occurs in schools, and the third is increased funding for the capital expansion of colleges.
We also heard that the college sector would much rather have a boost to core funding than a continued run of new initiatives. Some witnesses spoke of an initiative mania and suggested that narrowly targeted uplifts can do more harm than good, because they displace the real issue. For instance, plans to invest in technical education, although welcome, will do very little for the vast majority of sixth-form students who study an A-level or applied general course. I am afraid that more money for T-levels is not, in itself, the solution to sixth form and college funding.
To ensure that schools and colleges can continue to deliver high-quality, internationally competitive education, the “Raise the Rate” campaign is calling for the national funding rate for 16 to 18-year-olds to be raised by £760 per student at the forthcoming spending review and in line with inflation each year thereafter, as the hon. Member for Makerfield (Yvonne Fovargue) mentioned. Recent research has found that that is the minimum additional funding required to increase student support services to the required level, including improving students’ mental and physical health. It is needed to protect subjects that are at risk of being dropped, such as modern foreign languages. It will increase non-qualification time and extracurricular activities, work experience and university visits, which are vital for preparing students for the world of work or higher education and are key drivers of social mobility. Furthermore, it is important that the rate rise comes in addition to—not instead of—the funding that may be required by schools and colleges to meet new costs, such as increased employer contributions to the teachers’ pensions scheme.
I know that my right hon. Friend the Minister is a big supporter of the further education sector and wants the very best for pupils. We have seen that support take different forms; I am sure her winding-up speech will remind us about the new per pupil premium funding for level 3 maths, the £40 million of funding to establish centres for excellence in maths, and the investment in T-levels. However, I encourage her to go beyond those initiatives and ask the Chancellor for the desperately needed raise in the rate of core sixth-form funding. I can think of no better Minister to negotiate on behalf of the college sector, and I wish her well in the spending review.

Commons ChamberMany different teams in the Department for Education work directly or indirectly on free schools, because they are an important and integral part of our school system.
Will my right hon. Friend encourage the Stockport local education authority to support calls for a new stand-alone primary school in the Marple area of my constituency, to meet rising demand, rather than cramming new places into sites that are already full?
I am not in the position to judge between those two points directly, but I very much agree with my hon. Friend that there are different ways to achieve expansion. Of course, the bulk of the expansion of school places comes from expanding existing schools, but there is also the possibility to create new schools through the free schools programme. The deadline for the next wave of free school applications is 5 November.

Friend the Member for North Warwickshire (Craig Tracey), who made very pertinent points about the need to maintain funding for maintained nurseries, which do such a fantastic job. I also thank the Backbench Business Committee, of which admittedly, I am a member, and our illustrious chairman, the hon. Member for Gateshead (Ian Mearns), who is sitting opposite me, for granting time for this debate.
There are
“lies, damned lies and statistics”—
how true that is for the important debate on the expenditure of the Department for Education. How true those words are for the barrage of claims and counter-claims. How true Disraeli’s quip is for neatly summarising our dilemma of who to believe. To misappropriate another eminent Victorian, in terms of education funding at least, it is “the best of times” and “the worst of times”. In Dickens’ “A Tale of Two Cities”, we read of a land of great contrasts. Today, we hear of schools in different parts of the country that are similarly contrasting. There are siren calls for parental funds for toilet paper in Berkshire while those in the inner capital supposedly cannot find enough things on which to spend their money.
It is true that there has never been more public money spent on education, and the Government are to be commended for that. Indeed, the diversion of a further £1.2 billion is a good start, but I want to be able to recommend Her Majesty’s Government for even greater commendation. I want my right hon. and hon. Friends to go further. Bluntly, I want more cash for schools in my constituency. Without sounding too demanding or unreasonable, even at the risk of being less macho in the eyes of my right hon. Friend the Chief Secretary to the Treasury, I want to be able to put the case as to why the schools budget must be increased.
Have I, as a Conservative, lost my sense of fiscal rectitude? Am I, for saying “spend more money”, seeking to be a pale imitation of a socialist? Am I fearful of the rapacious march of left-wing fanaticism, which we see embraced with wild abandon by segments of our society? I think not. Rather, like any good Conservative, I believe in investing money wisely in things with a proven record of return, and there is no greater stock worth investing in than our children’s education.
Schools in Stockport, the borough that I partly represent, are among some of the most poorly funded in the country, so it is a tremendous credit to them that they generally achieve such good results, yet I fear that we are at a point at which this is becoming unsustainable. I say “unsustainable” because, being well managed, they have had to be careful with the budget for years, well before the current cost pressures were brought to bear, and therefore, put simply, because they are financially lean there is little scope for the efficiencies envisaged by the Department.
Since being elected to this place, I have sought to build strong professional relationships with the schools and headteachers in my constituency. I have always been grateful for their insight on the issue of school funding. It is fair to say that they are asking not for the world, but merely for comparable resources with similar schools that they are judged against. It is inherently unfair to expect schools with similar characteristics to produce the same results as their peers on wildly differing budgets.
I recently sought the views of all the headteachers in my constituency on this matter. I am particularly grateful to those who met with me—I may outdo the hon. Member for Harrow West at this point—including the headteachers of Brookside Primary, High Lane; Torkington Primary School, Hazel Grove; Fairway Primary School, Offerton; Mellor Primary School; Werneth High; and Harrytown Catholic High School. I am also immensely grateful to Jacqui Ames, the headteacher of Norbury Hall Primary School, and Joe Barker, the headteacher of Marple Hall School, who are the primary and secondary heads representatives respectively for Stockport. They have furnished me with facts and financial analyses that have been very helpful as I have sought a better deal for my local schools.
I pay tribute to my right hon. Friend the Secretary of State for meeting me and the aforementioned headteachers to hear at first hand the challenges they face. It was a constructive meeting. We have an excellent complement of Ministers, who I know will argue strongly for their departmental budget in the forthcoming spending review. I have some ideas I would like to suggest they pursue with the Treasury and our right hon. Friend the Chancellor of the Exchequer. First, many of us had hoped that the new national funding formula would be more radical in seeking to address decades of underfunding under Governments of different colours. If the basic grant element of the formula is not to be increased in percentage terms, it may be necessary to target additional funding at the lowest quartile of poorly funded schools. Secondly, the Treasury should fund pay settlements, national insurance increases and additional pension contributions, which form the vast bulk of the cost pressures on school budgets. It is only right that teachers have better pay and conditions, although this should not adversely affect overall teaching and learning.
Heeding your advice, Mr Deputy Speaker, I will conclude by offering some thoughts to the Government in all seriousness and with good will and encouragement. There has been much understandable focus on the national health service, but we must not allow justifiable funding needs to crowd out other vital areas of the public sector. To my mind, and I sense the same in many colleagues, the schools budget is one such that deserves equal attention, care and consideration.

Commons ChamberSome schools already choose to teach about the dangers of gambling in their curriculum—for example, in their PSHE provision. During the recent call for evidence, we heard from a number of problem gambling charities, including Gamble Aware, and we are considering the evidence that they submitted.
Does my right hon. Friend agree that the provision of integrated user-friendly programmes is crucial to delivering good PSHE in primary schools, and will he recognise the work of organisations such as 1decision and Headway, which I have the pleasure of hosting in Parliament today?

Commons ChamberMy right hon. Friend makes a very good point about one of the cost pressures facing schools. We are working on seeing what we can do to help and developing a new framework to help to bring down recruitment costs, especially on the supply teachers she mentions.
Schools in my constituency welcome the principle of the national funding formula, which will see an increase in funding. Will my right hon. Friend meet me and representatives of primary and secondary schools to ensure it is implemented in the right way?
